Please don’t vote yet though. It’s still open to discussion. This could affect the Govindia/FPS RP.

Section 4 may be a bit confusing; it means that all the claimed territories have to be connected. Govindia is following this rule. East Malaysia is not, but I wrote in a subsection so that I (as the cartographer) can decide.

The intention of the occupied territory section is so the occupier can treat the occupied area as part of its own country, but allows for the ultimate authority to rest in the EP government. Kind of like an owner-tenant thing.

An act regarding the regional map

The Senate of the East Pacific, in congress assembled, enacts as follows

REGIONAL CARTOGRAPHER

  1. (1) The Regional Cartographer shall be responsible for the upkeep and updating of the Map, and shall have the authority to decide all claims regarding territories.

(2) The Regional Cartographer shall be appointed by the Delegate and may be removed at any time by the Delegate.

SOVEREIGN CLAIMS

  1. Nations resident in the East Pacific may claim plots as their sovereign territory based on their populations.

(1) Nations between 5 million and 499 million may claim one plot.

(2) Nations between 500 million and 999 million may claim two plots.

(3) Nations between 1 billion and 1.999 billion may claim three plots.

(4) Nations between 2 billion and 2.999 billion may claim four plots.

(5) Nations above 3 billion may claim five plots.

  1. No nation shall claim more than five plots as its sovereign territory.

OCCUPIED TERRITORIES

  1. (1) A nation may occupy a reasonable number of plots beyond its sovereign territory. However, these will not be recognised as sovereign to that nation and shall be indicated in grey on the regional map. Such territory must be continguous to the nation’s sovereign territory, or to other territories likewise claimed so that the entire claimed territory is continguous.

(2) In questions over Section 4, the Regional Cartographer shall have discretion as to whether or not to grant the claim.

  1. The nation occupying such territory shall have legal jurisdiction over it. However, the Confederacy of the East Pacific shall have the ultimate legal jurisdiction in such occupied territories and cases of law involving a person resident in an occupied territory or concerning an act or omission occuring in an occupied territory may be appealed to the courts of the Confederacy of the East Pacific.

  2. Where another nation claims as its sovereign territory an area occupied by another nation, the sovereign claim shall be recognised and the existing occupier shall vacate all rights and claims to such territory.

  3. (1) The occupying nation shall be responsible for all functions of the occupied territory at a local level, including but not limited to transportation, healthcare, education, and public safety.

(2) The occupying nation may collect taxation from the residents of an occupied territory, provided that such taxation is similar to that it imposes on residents of its sovereign territory.

  1. The Confederacy of the East Pacific shall retain ultimate jurisdiction over all occupied territory.

GENERAL

  1. Where this Act conflicts with any other law or act explicitly regarding the regional map, this Act shall prevail.

I’ve never been crazy about granting any official squatters rights to various parts of the map. Certainly roleplay is intertwined with all we do but it seems that nations could occupy unclaimed territories without consent and then roleplay would resolve contention either through trial case or delegate appeal. As such, I would likely oppose the inclusion of points 4-6.

Subpoint 2 of point 4 might be added as it’s own point, granting the Regional Cartographer the right, as representative of the region under appointment of the delegate, to accept or reject claims.

I like it particularly part 5
you see one place on that map thatgovindia claimed was a plot I had planed on announcing as a rubber plantaion maintained by loop, and when this passes Ill start the RP for it, ind of a local uprising thype thing.

  1. Exceptions to the provisions of this act may be selectively granted by the Senate or by a fair and impartial tribunal taking roleplaying considerations into account.

  2. Where this Act conflicts with any previous law or act explicitly regarding the regional map, this Act shall prevail.

I would like to see a clause that says that nations that have shown sufficient activity fir more than one RL year are exempt from the above law, and are subject to reveiw by an RP panel

President, as it seems the majority are in favor of this bill without the changes you recommended, it seems this bill has passed. Am I correct?
