At this time, I would like to petition for the amendment of the Map of the East Pacific Act. I am specifically petitioning for the following two amendments to this amendment:
First off, the title of the ammendment: I do not believe the current title of the act appropriately describes the information contained inside. I would like to suggest the changing of the name to the “East Pacific Territorial Aquisition and Occupation Act.”
Secondly, and more importantly, I am petitioning for the editing of section 2 of the MEPA, specifically section one, which states:

(1) Nations between 5 million and 499 million may claim one plot.
— End quote
I would like to suggest that this clause be changed to the following:

(1) Nations between 10000 and 499 million population may claim one plot.
— End quote
I suggest the change from five million to ten thousand as the minimum requirement for a plot for several reasons. The cheif reason being that, as shown by Fish Island, not all major EP players have a full five million population (ICly).
I am suggesting that the minimum be 10,000 instead due to its increased flexibility, and yet, still slight realism. A nation with 10,000 or less would 1. be unable to invade a single plot, or 2. Being an original native tribe of that plot, probably be unable to overrule the other tribes veing for power over that plot.
I hope that the senate will consider my petition.

(1) A nation may occupy a reasonable number of plots beyond its sovereign territory.so long as this occupied territory does not exceed the total number that they may occupy at maximum population density However, these will not be recognised as sovereign to that nation and shall be indicated in grey on the regional map. Such territory must be continguous to the nation’s sovereign territory, or to other territories likewise claimed so that the entire claimed territory is continguous. Islands being an exception to this rule
(2) In questions over Section 4, the Regional Cartographer, and RP Moderators shall have discretion as to whether or not to grant the claim.

The nation occupying such territory shall have legal jurisdiction over it. However, the Confederacy of the East Pacific shall have the ultimate legal jurisdiction in such occupied territories and cases of law involving a person resident in an occupied territory or concerning an act or omission occuring in an occupied territory may be appealed to the courts of the Confederacy of the East Pacific.

Where another nation claims as its sovereign territory an area occupied by another nation, the sovereign claim shall be recognised and the existing occupier shall vacate all rights and claims to such territory. Should this claim divide the occupied lands and break up the continguous relationship, all territorys no longer bordering the occupier shall be removed as well

(1) The occupying nation shall be responsible for all functions of the occupied territory at a local level, including but not limited to transportation, healthcare, education, and public safety.
(2) The occupying nation may collect taxation from the residents of an occupied territory, provided that such taxation is similar to that it imposes on residents of its sovereign territory. and the residents of the occupied territory are granted representaion in the government of the occupier,
- (1) The Confederacy of the East Pacific shall at all times retain ultimate jurisdiction over all such occupied territory.
