“I object,” Walter raised his hand, staring down at the document. “according to this charter, a result of being at war with an Auroran nation within this institution would result in the entire continent being at war. That’s a complete waste of time. The idea of a military alliance has seen to divide before, and war across the continent. I propose we remove the idea.”
“There are several things I object to as well”, Le Roy said, “Firstly, this Secretary General should not have any power over the laws we choose to pass. Secondly if a proposal needs to go through the Auroran Continental Assembly then it will waste time. Thirdly the very notion of an Auroran Continental Assembly is problematic because all nations are equal be they a spec on the map or an empire encompassing half the world. Thus all nations must be treated as represented equally. Fourthly, please elaborate on UNAC’s defence force, Mr Taft”.
Well, I did say it was a rough draft so we can sort out the issues with the Secretary General later. Secondly, if the head of the UNAC was able to pass proposals without the consultation of other members, that would be undemocratic and be against the point of why this union is being made in the first place, to protect the foundation of Auroran democracy. The UNAC Defense Force will be comprised of battlegroups, consisting of forces volunteered by the member states who are part of the Auroran Continental Defense Council. To Mr. Walter, what is the point of an Auroran Union if we can not protect our fellow nations against both domestic and external threats?
“The practice of bigger nations designed with the protection of smaller nations, Mr Taft. The alliance should be be a base for a prosperous economy and NOT that of defence. Whilst we can have defensive implications, if it were to be compulsory like its predecessors, it would result in the start of another war like one we just came out of.” he paused. “The United Kingdom already manages the defence of Blueacia, and partial defensive roles within the Ethaln countries. Of course it already protects its overseas territories…” he paused. “My point is, it ought to be on a smaller scale. War will not come to aurora unless you provoke it.”
Lupe was quick to interfere.
“We lack a Nuclear Disarmament Treaty like the one implemented in the Auroran Continental Assembly some forty years ago.”
We could alter the membership to the ACDC to have an opt-out choice if you would like, for nations that simply want the economic and social benefits. Ms. Lupe, I concur, we do need a nuclear disarmament treaty in place. Perhaps a reduction of Auroran nuclear weapons stockpiles down to 50 for current nuclear states by 2025 would be satisfactory?
“50! Are you m…” Walter was troubled. This guy is mental. Of course, he didn’t reveal what he thought to everyone. “Mr Taft, are you OK?”
Theres no need to construct a 80-megaton nuclear bomb as well, Woodrow coughs, referencing the news report the UK was constructing a 80-megatons nuclear weapon a couple months back. Our conventional weapons are enough for our present military purposes and 50 is enough to maintain a sizeable deterrance, in combination with our armed forces. We can invest the money spent on maintainence of the nuclear weapons instead on anti-ballistic programs and into conventional weaponry. Also, nuclear war was literally minutes away from occurring during the APW from an incident with Kuthern SBLM launches. Would you like to risk a second time of possible nuclear war occurring? Or would you like to ensure Aurora and Urth as a whole wont end up a radioactive wasteland? Someone has to take the torch and lead the nuclear disarmament movement and I aim for Aurora to take lead ideally.
“I suggest that we develop a rudimentary structure made up of a Council (representing each member equally) first. As time goes on we will expand the organisation. Rather than leave this conference with a binding treaty, let us leave with a resolution indicating our commitment to certain values and to achieve certain things”.
I suppose thatll work, Woodrow says then returning to his seat.
Before changing the subject, Walter gave his input.
“I will remind you that the 75 Megaton Bomb being created is apart of our own nuclear disarmament program. The production of such a colossus war deterrent is going to see hundreds, potentially thousands of nuclear weapons be deactivated in its place.” he paused. “Will the council be representative of all member states? Do all member states of the ACA and AU endorse this union?”

For RP purposes of this thread:
Dragonia and Oceansend are wanting the Nuclear disarmament to be a priority and anything to do with environmental protection.
Oceansend has no true standing military forces (police and some coast guard) and rely on Dragonia for it’s military protection so can not involve itself in any ‘peace-keeping’ force for Aurora. Financially, they might be able to help some.
Dragonia only keeps enough ‘standing force’ militarily to protect and police it’s own borders, its various embassies around the world as well as Oceansend. They ‘might’ be able to send some forces but not much. Financially, they might be able to help some.[/spoiler]
