History: The northern city-states that now make up the Heisen League were Arkian-Ethalrian colonial ventures that had been ongoing since the early 1700s. The city-states declared independence alongside the confederated Arkian states and Lamanwasser, and provided safe ports and soldiers for the war effort. When the Arkian revolutionary war ended the newly founded Kingdom of Arkalarius offered a spot in the confederation to all city states of the north, but they unanimously refused due to the terms of the agreement.
A few years later in 1763 the city-states of the Heisen League signed the Articles of Trade Association, a treaty that established a confederal entity known as the “Confederated Northern Trade League” to better safeguard the independence and (of course) trade opportunities of all member states. Although never officially called the Heisen League, it was commonly referred to as such by foreigners, named for the most powerful city of the League, Heise-Mekler, which established itself as the de facto capital in 1765, a title which became de jure shortly after the Great War.
Throughout the late 18th century the KNH and the Kingdom of Arkalarius came into conflict multiple times, though this never turned into actual warfare. Instead, it was all trade warfare, and the KNH won. For quite some time the Heisen Mark was the dominant currency in West Novaris, even indirectly leading to the downfall of the Kingdom of Arkalarius due to lack of support for a monarchy it caused on the Arkian Peninsula. With the rise of the Arkian Confederation however came the rise of the Arkian Note, a currency which would come into conflict with the Mark once again.
