“We don’t need this kind of standing army, Lance.”

“We have to keep our people safe-”

“From what! We haven’t seen hostile boots since the seventies. We don’t have any need for it.”

“Who’s gonna save us? Quartz? We’ll be conquered in moments.”

“It’s against the founding ideas of this nation-”

“The nation was formed from war!”

“From a war against hatred. Against bigotry and subjugation. Not some petty squabble halfway across the world.”

“You can’t call Celannica a petty squabble, you stood up for what you believed in-”

“And look at where it’s gotten us! Hundreds of sailors dead! Trillions of dollars in the hole!”

“Not by any fault of your own-”

“But by fault of aggression. I used a tool I wasn’t supposed to have.”

The Secretary of Defense had nothing to say to that.

“We’re cutting funding to your boots, Lance. I’m going to petition Parliament to divert funding from tactical accounts into research divisions. I’m sorry.”

“I understand, Nima. Is there anything else?”

She thought for a moment.

“Stop me next time. I’m not a warmonger.”

“And on to Aurora…” The Secretary of War, Samuel Liung, looked over the paperwork before the room of generals and anaylsts. “Emberwood Coast cut its budget in half overnight?..”

“They’ve always had a thing for hippies, Probably went off to some failed socialist system.”

“That’s fine for them but it can be of use to us. John, get on this, will you?”

“Got it.” Nodded the undersecretary.

“Okay, back to Yasteria…”

Some rants, time, and boring protocol later

The presidential plane sat down at Aura Liara international, heading to a segregated terminal before the President prepared to disembark with his Secretary of Defense. The ambassador to Emberwood Coast, Kayleigh Owens, would meet them on the ground.

The President gripped his cane with a nod, talking to the Secretary.

“Ironically, Sam, when both of us where much younger men I don’t believe either of us believed a nation as experimental as this would work.”

“Well, they’re only what, fourty years in, Rob, Still plenty of tests to pass…” His secretary of Defense nodded, straightening his coast.

“Mhm…I suppose we’re about to have a much more valid role in seeing if they survive another forty.” The two men nodded, heading for the exit to disembark the plane to fanfare.

Secretary of Defense Velhaus Kranz stared at the report on his desk. “Ok then… So Emberwood Coast has cut their military funding in half?”

“Seems like it, Velly ol’ boy” said the National Security Adviser who leaned back in a chair across from Velhaus.

“And why the hell are you here again? You’re the National Sec. Adviser… This isn’t a matter of National Security”

“Well I mean, it could relate to the security of the SEPC?” He said trying to defend himself.

“That’s Martel’s job…” The Adviser nodded and sighed, agreeing with Velhaus.

“I’ll go talk with him at SEPC HQ about it, I just hope Lance isn’t in some bar crying because his budget and army got ripped in half…” Velhaus remarked about his Emberitian counterpart as he stood up and left his office in JFC Arcadia. Outside, he entered his personal car and drove off towards the SEPC building in downtown Arcadia to meet with Lieutenant General Martel, incumbent commander of the SEPCF Joint Military Corps.

SEPC Head Quarters, Downtown Arcadia, 35th Floor.

“Station the 5th Battalion in Emberwood Coast?! Velhaus you’re crazy!” exclaimed Martel.

“Why is that?” Velhaus would question.

“We can’t just put SEPC troops in Emberwood Coast without them requesting protection from us”

“That doesn’t apply to SEPC members, Mar” Velhaus crossed his arms as he sat cross legged.

“It’ll look like a military occupation though! It won’t sit well with their people if a bunch of foreigners just come in and say, oh well we’re here to protect you now because your army is practically at it’s weakest” Martel stood up and put his hands on the table, looking at the Secretary of Defense. “You even know that Emberitians are very much like hippies and don’t like war and soldiers. Hell, they ARE hippies”

“Mar, the protection of fellow member nations is the literal reason why the SEPC was founded! Deploy immediately!” Velhaus stood up to meet Martel’s gaze with determination and a commanding tone. Martel leaned back a bit and sat back down in defeat.

“Alright, i’ll mobilize the 5th…” Velhaus nodded and said his goodbyes, leaving the office. I’ll contact Lance later, hopefully this doesn’t lead to something even worse like always…

Drugov glanced at the report that Anatoly had tossed onto his desk. “What’s this?”

“Trouble.”

Flipping one of the files open, the General Secretary scrutinized his minister of defense. “Explain.”

Anatoly sat down, every fiber of his being screaming with irritation. “Emberwood slashed its military budget in half.”

Drugov raised his eyebrow. “A naive decision, to be certain, but not one to become irate over. After all, with the combined might of the SEPC and ACA at Emberwood’s back, not even the Fire Pact would be foolish enough to attack. Send Secretary Ikalima a good bottle of Wodka, and be done with it.”

Anatoly opened a different file. “That isn’t all. Here’s a report from the SEPC HQ.”

After a moment of reading, Drugov slowly put one hand to his temple and sat motionless. After a minute, he spoke, every word slow and clear. “Setzna… plans… to… what?”

“They stationed…”

“I see what they did, chert it!” This uncharacteristic outburst was followed by a moment’s silence. “I’m sorry,” Drugov intoned, voice much calmer. “But is President Verlhan a chertovskiy fool? The ACA might come down on Setzna heavily, not to mention that Asendavia and Celannica will squeeze all the propaganda they can out of…” noting his own rising tone, he cut himself off.

“I’ll have our general at the SEPC HQ address your concerns.” Anatoly rose slowly, relieved that the General Secretary shared his misgivings.

“Make it so. Dismissed.” Drugov looked out his window towards the sea, as he so often did to calm himself.

The destruction of Myriad, the Four Days War, the UIRF Crisis, Longstorm, and now this… He sighed. I’m getting too old for this.

“What?”
Prime Minister James Stevenson was as confused as ever. Foreign Minister Smith had tried (multiple times) to explain the situation. It didn’t help.
Stevenson told Smith, “Let me get this straight. Emberwood Coast cut its military funding in half.”
Smith nodded sadly.
Stevenson said, “And Setzna wants to deploy JMC forces for protection.”
Smith nodded.

Stevenson said, “Normally, I would have overlooked this matter. But Emberwood Coast is one of our closest allies.”
Smith replied, “Yes. They are a very important part of our diplomacy, and are one of the most important member nations in the SEPC. Also, I heard the Defense Minister ranting in his office about the FPA’s reaction.”
Stevenson, taken aback, said, “The FPA? I thought we made peace with them after the disaster of the Four Days War. What do they want in our affairs?”
Smith said, “Well, Johnson was saying something about the FPA spreading propaganda about Emberwood Coast. He was saying that organization might label Emberwood Coast as ‘weaklings’ or ‘hippies’ or something like that. Not to mention possible claims about ‘the SEPC having to prop up Emberwood Coast, because they are too weak otherwise.’ That might deter nations from joining.”
Stevenson said, “Well, the only course of action is to wait for what happens next. Interfering at this point might harm the situation more than it helps.”

“Interesting.” King Calvin the I said, sipping his tea. He was met with his adviser.

"Sir, this doesn’t look quite right. On one hand, there’s a possibility that Emberwood Coast cut their military funding, and Setzna has somehow found the obligation to reinforce their military. That’s the best case scenario.

“But the worst case scenario is that after Emberwood Coast cut their military funding, Setzna used that opportunity to occupy Emberwood Coast. More likely they conspired, and arranged a deal in which Emberwood Coast cut their funding, and allowed permission for what I would call mercenaries to be stationed - but I don’t see how that would be cheaper than funding it fully.” Explained SEPC adviser Mario Capuzzi.

“I see.” King Calvin said. “What has been the reaction by other SEPC members?”

“Well, we don’t know about that. We suspect Tretrid, which have strong alliances militarily with Emberwood Coast, disagrees with it. Stratarin, which is Setzna’s neighbor, quite possibly may disagree with them. We don’t know.”

“Has the FPA responded to it?”

“We don’t believe so.” Mario responded. "The embassy with the FPA has not responded to it, but I personally suspect they would take advantage of Setzna’s ‘occupation.’ "

“What about non-SEPC members?”

“I can’t say for certain, but it’s possible that the ACA is going to be very angry with Setzna. I wouldn’t be surprised, either. Would you want a foreign state station troops in your neighbor? It’d be strange. But that’s not all.”

Capuzzi pushed forward flight paths and satellite imagery. “A non-commercial private plane came from South Hills to Emberwood Coast. They landed on Aura Liara International. And luckily for us, we have pictures.”

Capuzzi pushed printed copies of posts on social media. “These tourists, who happened to be participating in the cultural exchange, happened to take a selfie. And if you see, that’s the jet in the right corner through the window. It’s not a regular plane, and it’s with the South Hills presidential seal on it.”

Calvin gripped the sides of his chair. “You mean…South Hills brought its president?”

“Yes, and maybe more. They might’ve brought their secretaries, aides, or ambassadors. And this timing is awfully strange. This is during or possibly after the Tano ceremony. It doesn’t seem like much of coincidence.”

King Calvin considered this. “Why would Emberwood Coast defund their military in the first place?”

“Perhaps they got tired of war. They needn’t use it in many situations, and you know how much they suffered during the Four Day’s War. Now, on K-SPAN, you can see Nimona Poole speaking to the Emberitan Parliament about this.”

They used a tape recorder to listen to speech. They heard Nimona petition to divert military funding.

“Interesting.” Calvin said. “Isn’t this a security risk for Emberwood Coast?”

“For them? I doubt it. Unlike Setzna, South Hills must have asked permission to go to Emberwood Coast to possibly discuss this. And Setzna is a SEPC ally. But for the rest of Urth, this is shocking.”

Calvin made his decision. “Let’s wait and see. But we shall semi-prepare our military.”

Capuzzi bowed. “As you wish, sir. I will keep you updated, and I will provide a SEPC complaint form if necessary.”

Velhaus twirled a pen in his hand after he sent an e-mail to his Emberitian counter part.

“Time to get going then…” He stood up with suitcase in hand and headed off for the Arcadia International Airport where he’d take a flight to Emberwood Coast. I think Will’s discussing something with the people from The Oan Isles… oh well.

Meanwhile, General Martel of the JMC would appear on live television to speak about the deployment of JMC troops. The instant he took the podium, reporters started barraging him with questions about the rumored deployment.

“I am considering deployment of the JMC to Emberwood Coast to protect our allies. It is the duty of the JMC to protect member nations of the SEPC and we are doing just that, as you may know, Emberwood Coast has cut their military in half. Even if Emberwood Coast has never been invaded since the last 70 years, we can never be so relaxed as another invasion can happen at any time. As we have just gotten out of a war we can never lower our guard or defenses at any time, the defense of Emberwood Coast and the protection of the Emberitian citizens comes first and foremost” as he left, reporters started moving up to the platform asking more questions with their microphones pointed towards the JMC Chief of Staff who was leaving the room.

Prime Minister James Stevenson muttered to no one in particular, “Really?”

He was reading the memo on his desk, saying that Setzna was going on with their plans to deploy the JMC in Emberwood Coast.

He turned to the newest member of Foreign Minister Smith’s staff. Catherine Thompson had seemed the perfect choice to represent Tretrid in the SEPC’s matters. And so she was appointed.

Stevenson asked, “Is Setzna actually going to deploy the JMC to Emberwood?” He refrained from mentioning the still-raging-civil-war.

Thompson nodded.

Stevenson told Thompson, “Go voice your concerns at SEPC headquarters. Let’s hope they will listen.”

Dear Gen. Martel,

I understand your concerns about an undefended Emberwood Coast. However, as a representative of many people who believe that are opposed, let me propose a compromise:

You could station your troops, and other SEPC nations may help station their troops so you would have to deploy less, and there would be some diversity (and hopefully thwarting any plans of foreign occupation).

Of course, as Emberwood Coast is surrounded by allies in the SEPC and ACA, such JMC forces could be unnecessary.

Beartrot stared at the information presented on his tablet. Having to do with Emberwood, he saw.
He quickly typed a request of briefing with the Leader of the USM.
Five seconds later, he was on.

“What is it, Trot?”

“Emberwood’s doing something again.”

There was a large sigh on the other end, and a brief moment of silence. “What seems to be the problem? Personal or international?”

Confused by the question, Beartrot said “international”. “It concerns their military, and it seems that other nations are really getting into it. It may be time to propose an executive stance on this.”

“Send me the data, then, if you have any.”

Upon receiving the news and propaganda, Mister Leader spoke. “I’ll see what I can do.”

“You told me I was losing funding. I’m working with what I have.”

“There’s at least three offers to station troops in my country, what the hell have you been doing?”

Nimona leaned over Lance’s desk on the two hundred and fortieth floor of the building. The defense secretary seemed unfazed by the anger of the president.

“When I said that we couldn’t have our own standing army, I didn’t mean to sell us out to somewhere else.”

“You can’t call it that. These are our allies.” Lance leaned back in their chair.

“Goodness and stars above… Look. I want you to call a meeting and organize all the delegations who are interested to send a single representative to my office this afternoon. I’ll make my decision once I hear what they have to offer.”

“Yes, Nima-”

“You were out of line agreeing to these offers.”

“I did what was best for us with what I had.”

“I know you meant well. But freedom isn’t worth sacrificing for security.”

“Perhaps not. I will send the messages.”

“Thank you. And Lance?”

“Yes?”

The president put a hand to her head and dropped her stern facade. Lance was still her friend, no matter what official business they’d been through.

“We… we’re overdue for a lunch together. Tomorrow… maybe?”

“I’ll call Yvonne, she’ll want to join us. And Cora?”

“She’s got a th… an appointment. She can’t make it.”

“I see. Good day, Nima.”

Nimona flumped down in the soft couch to wait out the last 15 minutes before she had to meet the South Hills delegation. The seat itself was well-loved, a black cushioned three-seater that was shoved into an alcove so as not to upset the balance of the room.

It had the best view, though, and looked out at the Southeast of the tower, sweeping a guardian pair of eyes over the city and nation and continent from her perch. The couch was over forty years old now, and was Syng’s before the first president left it here, a sort of useful history that it was well known every president enjoyed. Many a long night she’d spent on the couch reading reports, sometimes with Coraline sitting next to her reading off the old tablet she’d restored after finding it on the street.

Ten of her minutes passed. She zoned back in from her mindless panning over the city; Enough to push herself to action. She swung her legs off the couch and smoothed out her outfit, and strode to sit behind her desk. She adjusted the picture of her wife that sat on the desk and hit the button to unlock the office doors. After straightening a stack of stray storage drives, and approving a request by Lance to meet with some representatives from the Empire, the president of South Hills walked in.

She smoothly stood and offered a hand to her fellow president as he walked in. “Sir! It is good to meet you finally.”

“The pleasure is mine.” Rob smiled, shaking Nimona’s hand with his free hand; his left hand planted firmly on his cane. He sighed, “Well, this whole thing quickly blew up in your face, huh?” referring to the surely several other leaders waiting to meet.

“The responses were… Enthusiastic.” She allowed. “Please, have a seat.” She gestured to a set of plush chairs across the desk from her.

He nodded, moving over to the seat before plopping himself down. “Well, the view is better than back home…” He laughed lightly, peering out the window.

Tokyano State Military Academy “North Point”, Setzna, 2/24/17.

Two fourth year officer cadets snapped to attention, clicking their boots together and saluting the director.

“Sir!” They both said in unison.

“Officer Cadet 1st Class, Ichika Sasaki reporting in” said the boy.

“Officer Cadet 1st Class, Akari Tanaka reporting in as well” said the girl. The Academy Director nodded and gestured the two to take a seat, which they did.

“I called you two to my office today to talk about something. How does going to a foreign country sound?” the two cadets blinked and stared at the director for a few seconds before barraging him with questions. They were clearly intrigued by the offer and wanted to learn more.

Tokyano International, 2/26/17

Soon enough, they we’re at the Tokyano International Airport. Both of them wore the signature Setznan navy blue winter coat over their regular cadet uniforms as they waited for their flight to start boarding at Gate C.

“We are now boarding Flight 723 to Emberwood Coast at Gate C” Ichika looked up at the overhead speaker and nudged Akari to wake her up. She yawned and then the two boarded the plane. Neither of them knew that they would run into the Setznan SECDEF just a few days later upon arrival in Aura or that their actual mission would be quite the hard one.
