Very well. We must ask that those with criminal histories must have a visa, unless they are in a bad medical state. Your embassy will be located in Port Index, in the Index Province.

The Star Empire of East Malaysia whishes to open diplomatic relations with Razvanus, a single embassy swap will do.
Of course,the citizens with criminal history will need visas.
