Section 2) Section 1 notwithstanding, the Magisterium may by majority vote grant honorable Citizenship to any individual, and that individual shall be considered a Citizen thereafter. The Magisterium may by three-fourths majority vote revoke honorable Citizenship from a holder of honorable Citizenship. Revocation of honorable Citizenship does not infringe on the rights and abilities of the individual to acquire Citizenship under Section 1. [2015 Amendment 1]

Section 23) The Viceroy shall be charged with overseeing the naturalization process and the Viceroy shall maintain a record of all citizens.

Section 1) A Citizen of the East Pacific is a resident of the East Pacific that has ratified this Concordat, and has fulfilled any additional requirements for naturalization as may be codified into law.

Section 2) Residents that are denied Citizenship may file an appeal with the Conclave.

Section 3) The Magisterium may, by majority vote, define additional requirements for obtaining Citizenship within the East Pacific.

Section 4) Section 1 notwithstanding, the Magisterium may by majority vote grant honorable Citizenship to any individual, and that individual shall be considered a Citizen thereafter. The Magisterium may by three-fourths majority vote revoke honorable Citizenship from a holder of honorable Citizenship. WHEREAS the Concordat of the East Pacific grants rights and protections to the Citizens of TEP;
WHEREAS the Concordat does not recognize any such protections nor rights to the residents nor individual Nations of the East Pacific;
WHEREAS the Nations of the East Pacific wish to secure the necessary rights and protections for all Nations and Residents of the East Pacific under the Concordat;

NOW THEREFORE, the Magisterium enacts as follows :

…1. “Article F: Rights of Citizens” of the Concordat shall be renamed “Article F : Rights of Citizens, Residents and Nations of The East Pacific”.

…2. Sections 2,7 and 9 of Article F of the Concordat shall be removed, and the other current Sections of Article F shall be renumbered accordingly. Said Sections 2 and 7, as before said renumbering, shall be added as new Sections 13 and 14 respectively. Section 9, as before said renumbering, shall be added as a new Section 15.

Section 8) A Protected Resident is a Resident that either has endorsed the Delegate and the Viziers or has joined the regional forums of The East Pacific.

Section 9) Each Protected Resident shall have the right to free speech and the government shall take no action to limit this except when determined to be a public nuisance by the Viceroy in a summary judgement without trial.

Section 10) Protected Residents can appeal actions taken against them by the regional authorities to the Viceroy, who shall rule by summary judgement without trial.

Section 11) Protected Residents, Residents and nations who are not Citizens, shall have no right to a trial by the Conclave, nor any right to be represented by legal counsel.

Section 12) Protected Residents may not serve in any office of the East Pacific government.”

Enactment

This bill shall come into effect upon its ratification by the Citizens of the East Pacific voting in a referendum administered by the Conclave, as set out in Article G of the Concordat.

Additionally, any Citizen may appeal to the Conclave via trial on any government action taken against them. Citizens may not be banned or ejected for any reason not stated in law or this Concordat.

Section 2) Each Citizen shall not be tried twice for the same offence nor forced to self-incriminate. Citizens shall have the right of representation by adequate counsel to enforce these rights.

Section 3) Each Citizen shall be free to serve in any office in the East Pacific, as limited by World Assembly Membership requirements.

Section 4) Each Citizen may submit to the Magisterium any form of legislative proposal for public debate and Magisterium vote, excluding those which may only be proposed by a specific governmental office or branch as according to this Concordat or statutory law.

Section 5) No title shall be granted which does not confer upon the holder practical responsibility in government, other than that of Citizen of the East Pacific.

Section 6) Each Resident may leave the Region freely. Citizens who leave the Region shall have their citizenship suspended and/or removed as according to law. Additionally, Citizens who leave the Region shall surrender all governmental roles.

Section 7) Each non-Citizen Resident shall have the right to appeal to the Conclave via hearing on any government action taken against them.

Section 8) No Resident may be banned or ejected from the East Pacific without just cause. The Conclave may reverse the ban of any Non-Citizen Resident with a 2/3 vote or hearing verdict, excluding those bans executed for criminal reasons. Bans of non-citizen Residents executed for criminal reasons may only be reversed through hearing verdict.

Section 4) Citizenship may not be removed except for reasons prescribed by law.
