Loop’s KGB
A little known fact was that Loop had an intelligence agency. He actually had two. The “East Pacific Defence Initiative” (EPDI) and the “East Pacific Intelligence Agency” (EPIA).
I’ll cover the EPIA first and then the EPDI. I’ll stop just short of where the two begin to merge together. I have incomplete information from the scattered posts in the archives. Not all posts are publicly available it seems.
First, the EPIA.
The EPIA was old. Founded on the 26th of September, 2003, it was the third department/proto-ministry founded by Loop, being preceeded by the UN Liason[sic] and the office for the Ambassador General. Loop got the suggestion from a certain user who went by the name of “Knoblickia”.
The first post that I can attribute to the EPIA was on the 23rd of October, 2003, when Loop created a thread in what could be inferred to have been the private EPIA area. In this thread, Loop invited Westminister, LadyRebels, and Ackbar. The topic of discussion: Francos Spain.
It would be the EPIA’s job to help the effort against Franco. This was also, as far as I can tell, the first operation of the EPIA.
Loop quickly drafted a plan for how the anti-Franco coalition was going to topple the NPO. He gave two paths: One, everyone had to create a nation, and move it into a separate region, and do nothing with it, second, create nations until one lands in the NPO and keep it there, effectively, as a sleeper. When done, they would have to join the UN minutes prior at worst, seconds prior at best, from the update and endorse each other.
Westminister told Loop of his own plan that he worked out with his own people. It was the same as Loop’s but with added changes. These were the inclusion of an outside force that would rush in at the last moment coupled in with many non-UN nations to muddle Franco, spamming Franco’s telegram inbox, and flooding the regional happenings with other tactics to make it as difficult for Franco as possible.
Loop reminded West that spamming and flooding tactics are a big no-no for the mods. West countered that simply sending Franco a telegram announcing your prescence or posting a single entry on the RMB about how happy you are to be in the Pacific can’t count as spamming or flooding.
Loop suggested including sleepers that would leave the region at the moment necessary just to add further confusion. He also said that a dedicated IRC to keep everyone coordinated is a necessity.
West floated around Reploid Productions as a potential mod to have on-side just to sap Franco from being motivated to going to the mods to complain about how the operation would be conducted.
In a seperate thread, Loop suggested the anti-Franco coalition to back one of Franco’s higher-ups to make Franco suspicious. The suggestion was talked about but it wasn’t taken seriously.
On the 25th, an invasion was attempted, apparently led by someone called Siwenna. It failed. After the failed invasion, Loop told LR to get everyone organised. Siwenna stepped stepped down, told West that he was right (about what, I do not know), and LR tried to get Loop or Ackbar at the head of the coalition. West managed to secure the support of a nation who apparently led an organisation, the nation’s name was Daedalus but their organisation’s name isn’t given. LR said that they would leverage their influence in a region identified as “Met” to get them on board as well. After this bout of activity, Franco lost his UN status and Norion lost their Delegacy seat in the West Pacific. I believe this was a bug and both were restored promptly.
On the 3rd of November, Loop posts the latest development on the Franco situation. The Farkers, the same Farkers that Loop hailed from, had thrown their weight behind Franco. So, Loop suggested cutting a deal with them by letting a Farker become the first post-Franco Delegate. Loop asked West to approach the Farkers, West suggested Ack instead. As far as I’m aware, the deal never reached the Farkers.
After this, Loop abandoned the effort against Franco.
There were other operations done by the EPIA. None of them on the scale of Franco.
The EPIA infiltrated the ADN and The Internation, gathered intelligence on nations such as Insane Legends, Le Mon-jello, and regions like the CDI.
Now, the EPDI.
The EPDI was founded on the 19th of June, 2004, by Loop’s agreement to Free Pacific State’s suggestion. The entire conversation began with a discussion about a TEP military with Pax self-appointing themselves as the overall general.
After the position was established, Sedarva and Pax both ran against each other for the office.
Sedarva posted their campaign for it:

As some of you may know, I have announced that I will be running for the position of the Director of the East Pacific Defense Initiative. I am unable to join the UN at this time because my other nation is heavily involved in its own regional affairs. I have experience in regional governance, intelligence organizing, military organization, and defensive/offensive situations. If elected I will make sure to increase EP intelligence interests in raiding organizations, and make sure to set up a 24-7 militia called to action by an elite staff tuned to any of the signs of a suspected coup or raiding setup. Also, I will try and work hard with the senate, judicial branch, and executive branch to correctly identify raiders and security threats in trials and hearings.
FOR DIRECTOR OF EPDI, VOTE ALAN MCCORMICK OF SEDARVA.

After this, Sedarva asked when the elections will take place. Pax said they had and declared themselves as the Vivtor… of the non-existent elections. You don’t have to look to see the nonsense of this.
Pax came out in defence of themselves by saying that since this is an important role with meaningful obligations that requires an advanced player with ties to other regions, they would be the most suited for it. They then proceeded to bash the ADN because of course they would. FPS supported Pax and the matter was settled.
The effective job of the EPDI at this time was to activate when the DefCon level reached two or lower and to draw up plans for the defense of TEP.
On the 27th of September, 2004, Loop lost his Delegacy to No Power Structure after a bug. FPS, as director of the EPIA, declared DefCon 1 and activated the EPDI to prepare to defend TEP. His immediate plan was to get Pax, Wachovia, and Codex prepared for the event that Loop gets banned so a loyal TEPer can quickly rise and take over. An hour later, NPS continued to be Delegate with just 42 endorsements with the NS mods stating that the bug is going to be fixed but all Delegates that took charge because of the bug are legitimised and no action would be taken by the mods to return the Delegacies. Pax, as General of the EPDI, confirmed Martial Law, and suspended all legislative and judicial activity. 2 hours after Pax, at 8:15am UTC, Loop regained the Delegacy.
From this point onwards, the EPIA and EPDI converge into being effectively a single agency.
On the 28th of May, 2005, Vladistock Island was appointed the Director for the EPIA by FPS. He posted his acceptance speech shortly. He reformed the EPIA and EPDI quite significantly. He opened up applications for the EPIA, created a mission statement. After this, he created a manual, a guide, to how operations would be conducted.

Organizational Structure
The East Pacific Intelligence Agency (EPIA) is divided into 2 primary departments:
| Administration |: Generally lower ranking clerks of the EPIA who organize information collected by operations and make assumptions, conclusions, and reports based on the information they are given. Administration also deals with
presenting information to Agents of the EPIA, EPDI, or the Delegate.
| Operations |: Agents involved in operations are actively collecting as much
information as possible on their objectives and are given tasks by the Director.
Agents are trained, further information is classified.
The rank system used in the EPIA (A-#) is used primarily to show the level of security clearance of that agent. EPIA official files have been given a “Risk” rating, followed by a rank. The risk rating is directly related to the level of clearance required to view the document. The Director has access to all documents. Some files also have extra information under “Warning”.
IMPORTANT: EPIA official files are vital to operations of the EPIA. Operatives known to have illegal access to files above their security clearance will be disciplined and possibly face demotion or expulsion from the EPIA.

documents.

As stated, part two was never released publicly. I asked Em to release part two but it appears as if he can’t find it in the archives. Oh well.
A while later, on the 22nd of July, Pax became aware of a leaker. I can’t tell of the leaker was ever found but it appears to have been the first and last time a leaker entered the EPIA.
After this, the EPIA continued to function and run various operations. These operations are still locked away in hidden archives so I know nothing other than some operations existed.
Naturally nothing can be said about the quiet period, from the 24th of March to the 15th of November, 2006, since the forum crash made all the posts from these dates empty.
Both agencies met their demise on the 18th of February, 2007, when Gnidrah dissolved them both and announced his intention to create a single, unified successor. He never did.
