[PASSED] Repeal: “International Postal Union”

General Assembly Resolution #73 “International Postal Union” (Category: Free Trade; Strength: Mild) shall be struck out and rendered null and void.

The General Assembly,

Accepting that it is desirous for citizens of member states to be capable of engaging in international shipping, be it for commerce, pleasure, or miscellaneous reasons,

Despite this, believing the issue of postal administration to be best suited to the member states, with General Assembly involvement limited to oversight and specifically international commerce, rather than subsuming national departments,

Understanding General Assembly Resolution 73 to possess numerous flaws with respect to World Assembly overreach and overall feasibility,

Posing that the absorption of all member states into a postal union as specified by (1) is beyond the scope of the General Assembly, instead asserting that member states should retain sovereignty over their postal institutions,

Deeply alarmed at the existence of the “International Reply Coupon” program implemented by the target through 5(a-b), for the following reasons,

  1. Honoring the coupons may have a disparate impact on underdeveloped nations or rural subdivisions of member states, as it places a unilateral burden on the receiver without the ability of the member state itself to redeem them,
  2. The target resolution fails to reconcile the mandatory recognition of the International Reply Coupon with member states’ purported right to set their own reasonable rates for postage in (6),

Disputing the definition of “hazardous” material as specified in 4(b), which excludes hazards caused by gross negligence by affixing malice to the definition’s requirements,

Hereby repeals “International Postal Union”.
