General Assembly Resolution #349 “To Prevent Dangerous Debris” (Category: Environmental; Industry Affected: Manufacturing) shall be struck out and rendered null and void.
The General Assembly,
Appreciating the well-meaning intentions of General Assembly Resolution #349 “Prevent Dangerous Debris”
Distressed, however, at the poor quality of the resolution in question, present in such cases but not limited to the same;
- The useless and circular definition of ‘debris as debris’ which does little to clarify anything within the resolution, and hampers an easy interpretation and enforcement of the same.
- That the definition of ‘orbit’ requires a single circulation around a celestial body, which may lead to the resolution impacting spacecraft that solely used the celestial bodies in gravity assists for destinations or other single-use purposes elsewhere, and that this could mean the exertion of frivolous debris reduction efforts on celestial bodies which may never again be visited by the member-state.
- The lack of any firm statement against the militarisation of space, and even the implied endorsement of the same in regards to the combat therein, which could easily counteract the point of the proposal by introducing another source of space debris.
- The lack of any clear debris control around uninhabited celestial bodies and their significance compared to inhabited celestial bodies, whereas the debris control measures around such bodies are more stringent and involve a global negotiation with the WASP in regards to proper debris measures.
Noting the incredibly unclear and vague mandates provided by the resolution in question, which puts the onus on the member-state to provide some form of satisfactory space-debris control and allows for potentially lax self-enforcement and self-regulation through the evasion or hiding of its space-related activities from relevant World Assembly organs.
Ultimately recognising that the resolution in question is severely flawed, despite its noble aims in protecting the environment of outer space.
Hereby repeals General Assembly Resolution #349 “To Prevent Dangerous Debris”
