Attention:
Free Syllvin has been paying strict attention to the rash of mismanagement and exploitation of the Peacekeeping Forces of Urth by nations who do not have the capacity or interest to handle national disasters. We understand that the PKFU often does not have the administrative or material capacity to assist every entity that petitions them for aid. We understand that the current influx of refugees from Imperial Fandom and other areas are putting an unfair strain on Furnifold while other nations refuse to intake refugees or petition for more aid in this time of strained resources.
It is in the general security interests of Urth that Free Syllvin undertakes the following initiatives:
Free Syllvin applies for membership status within the Peacekeeping Forces of Urth and to be afforded all allowances and privledges associated with that position. We will donate annually 2 billion in Auroran Standard Kiribs towards the operational budget of the organization. In addition, we have set aside a drydock facility recently acquired by a bankrupt shiplaying company. This facility will be reserved for servicing and supplying PKFU seacraft, as well as coordination of operations within the region.
Free Syllvin will permanently donate a M.A.P.L.E. complex to the PKFU consisting of forty five high-density residential platforms, five medical platforms, five security platforms, ten power generation platforms, and ten hydroponics platforms. This donation comes with the stipulation that Free Syllvin maintains operational and security authority on-board the platforms due to the skills and knowledge required to keep the M.A.P.L.E. functioning. To facilitate this, the Department of Four Stars have allocated the Fifth and Sixth Naval Security Battalions as well as the 4th Naval Engineering Division to crew and run the platforms. Speciality personnel such as cooks, doctors, and farmers will need to be assigned by the PKFU.
In addition to this, the platform is to be accompanied at all times by four Axis-class destroyers refitted for peacekeeping duties, ten Fleet-A class fleet tugs, two Besko-class dry cargo ships, and one Bream-class oiler. The platforms carry attendant helicopter and small boat transports. Free Syllvin will maintain responsibility for the resupply, payment, and maintenance of these units whenever they are not deployed on peacekeeping duties, else the responsibility falls to either the host PKFU nation or the organization as a whole.
The M.A.P.L.E. facility and its escorts will be dispatched to Furnifold to alleviate the pressure on the nation’s refugee capacity. The ships will carry rations, medical aid, potable water, and camping supplies.
Finally, Free Syllvin has decided to allow a maximum of 175,000 refugees into the nation to settle sparsely-populated lands in the Syllvania territories. Occupational and psychological counseling will be available to those who settle in Free Syllvin. Housing in the designated areas will be assigned on a basis of necessity. Refugees will be afforded a state allowance based on their personal needs for a period of four months, after which time they will be required to find work or face legal penalties.
