All campaign platforms and events that have been approved as of April 29th, 2022, following the previous iteration of the Delegate Elections Act as passed on September 25th, 2021, shall be included as campaign events and platforms in Annex I, excluding those already mandated to be in the Annex by the current Delegate Elections Act. These platforms and events, the ones not mandated by the current Delegate Elections Act, may be removed or changed in the future following Section 5.2 of the current Delegate Elections Act.

Additionally, should there be no valid Annex update specifying a satellite region for RMB campaigning prior to the start of June 2022 Delegate Elections (as in accordance with the current Delegate Elections Act), the Viceroy shall be granted temporary authority to create a satellite region without Magisterium approval for the purposes of RMB campaigning. In such a case, within a month of the end of Delegate Elections, the Viceroy must propose to the Magisterium the name of a satellite region for RMB campaigning to be included in the Annex - whether the region be the one utilized in June 2022 or another region.

I hereby present to you all this omnibus to allow for RMB voter registration and voting.
The reason for this is quite simple. Basically since its inception in 2018, the modern RMB community has felt continuously shunned by the regional government. Until 2020, this feeling had much validity, but to this day it still persists (even if to a much lesser scale) despite the efforts of our delegates post-coup to increase RMB engagement via representatives and events. Therefore, it is time to take the next step in making the RMB heard - allowing it to vote in our regional elections without having to use our forums to a large extent.
The reason for this is simple: it’s clear one reason this relationship between the government and the RMB exists is because our government is primarily off-site while RMBers are not. While this change to our voting system will not eliminate that divide, it will hopefully lessen it by allowing RMBers to vote in a platform they prefer, allowing them to have a real voice in government. Now some may question whether RMBers will actually use such a system, but thttps://strawpoll.com/polls/GPgV30lqMZa/results - albiet it is best to take this number with a grain of salt, as with most polls.
Making this change, and hopefully empowering RMBers to vote, will make our government more representative of those it serves. An important goal that any democracy, like ours, should strive for.
