Noi sat down.

“I have read the proposal myself, and I agree with the changes proposed.”
She flipped to the back page of her copies.

“May I ask if vassals or protectorate states would be allowed to join this co-op, or would they be listed under their sovereigns?”

The issue of vassals or protectorate states hasn’t been one the Emperor had considered, however he was firmly of the “more the merrier” opinion. “I would be delighted to see as many people as possible join this organisation, I would therefore be more than happy for vassals or protectorates to join, the manner of their joining however is one I suspect is down to the nations in question to determine, should their …arrangement…mean they act in foreign affairs for them then I would be happy for one nation to sign on behalf of many, otherwise they are more than welcome to sign in their own right.”

Noi smiled.

“That is agreeable. I shall be signing for the entirety of the Pax Draconica, minus the Prussians. They handle their own foreign affairs. I look forward to hosting many researchers. The desert has not been properly researched in a very long time.”

Katya nodded in agreement.

“Indeed, that is quite agreeable. My colleague and I shall be signing on behalf of our nation. While we could technically sign on behalf of the North Dverians as well, it is the policy of our government to try to stay out of their affairs unless necessary. Therefore they will hopefully join at a later date.”

“It appears we are all in agreement, and the treaty should be considered in force.”
Noi Smiled
“While we are gathered here, is there anything else to discuss, or should we conclude our meeting?”

Noi walked outside, accompanied by her driver. It was sunny, and mildy humid.
‘I miss the dry air’ Noi thought to herself as she started down the stairs leading to her waiting transport.
She felt unsteady, which was strange for her. She slowed, and looked towards her feet. Noi’s mind blurred, as her driver looked at her in horror.
Noi collapsed, tumbling towards the street. The driver dropped to his knees and stared blankly at Noi, as the local authorities began to rush towards them.

The driver looked up at a passing EMT and whispered. “Noi is dead.”
