These Elders shall be as night and day: One shall busy himself with the running of our domestic policy, the other shall busy himself with our foreign policy.
There shall also be chosen by the citizens a war chief. The war chief chall carry a spear to smite our enemies, but also shield to protect our region. They shall wage war for us, and also negotiate peace for us. the War Chief will not be an elder because when the day comes that the Darkness is gone and the Vipers are no more, the War chief shall lay down their spear, and there shall be great rejoicing.
All citizens of TEP shall be granted a seat at the Indaba, where we shall talk and we shall listen to one another, and where we will come to agreement. Any may speak freely, and all shall listen. And the Elders and the War Chief shall listen to the Indaba, and shall take from the Indaba the will of the people.
To keep the East Pacific unified, in case the tribal elders cannot perform their duties, the Pax shall be given a ruling say over all matters related to the East Pacific and its affairs.

What I tried to do was not to replace the Charter (which I quite like) but to shelve it for a while in favour of something lighter and more fitting to this time.
I also wanted to preserve the principle of every citizen having an active say in the direction of the region, while allowing the eldership to provide real leadership.
It was made up on the fly, so probably could use some tweaking. Feel free to chip in, folks.

That may be ideal but Pack has long retired from the NS portion but since Pack has been with us so long their was and is not need to question citizenship for Pack (plus I fear assimilation into the hive O_o :P)
