BE IT ENACTED by the Magisterium of the East Pacific:

SECTION I. SHORT TITLE

This act shall be known and cited as the “Second Education Act”.

SECTION II. FINDINGS

The Magisterium finds that –
(1) The University of The East Pacific (UTEP) was created in 2009,
(2) UTEP has consisted of Holders since its’ inception,
(3) UTEP ceased activity sometime before the original East Pacific Education Act was passed in 2013,
(4) UTEP under the East Pacific Education Act has evolved to become a part of new nations’ induction to TEP,
(5) despite being a vital part of the government, UTEP’s Council of Holders is not subject to outside restraint,
(6) and The East Pacific can better prosper from a unified vision as determined by the people.

SECTION III. PROVISIONS

(1) The University is dedicated to educating new citizens about NationStates and encouraging free thinking.

(2) The Delegate is assigned the duties of administrating the University, educating new citizens, inviting speakers, and cooperating with foreign educational institutions.

(3) Any citizen is free to post articles, essays, lectures, and other educational material in the University.

(4) Foreign visitors may post articles, essays, lectures, and other educational material with the permission of the Delegate.

(5) The East Pacific Education Act is hereby repealed.

SECTION IV. ENACTMENT

This bill shall be enacted upon its signature by the Delegate, except if the Magisterium votes to override a veto of this bill by the Delegate.
