Instituting Secondary Endorsement Cap of 115 Endorsements

The Secondary Endorsement Cap Proposal states that any member meeting the below qualifications may obtain more than the current limitation of endorsements:
The member has been an active member of The East Pacific for over a year’s duration. Determination of a year shall be verified through forum registration and involvement or national population and history.
The member has actively contributed to The East Pacific’s community. Verification will be confirmed through RMB posting, forum posting, or involvement in one of the branches of the region’s government.
The player receiving this endorsement may not transfer this privilege to another one of their “puppet” nations without verifying that the puppet nation is indeed their own nation, which will be confirmed by 2/3rds approval by the Magisterium. Nations receiving this privilege therein receive the rights to gain more endorsements, but may not obtain more than 115 endorsements.

The secondary endorsement cap may drop or rise in response to changes in the game but should remain halfway between the current endorsement cap and the delegate’s average endorsement range.
