I realized that I did not satisfactorily define what the extradition agreement would entail in my previous correspondence, and would like to remedy that. At its essentials, it would permit our two nations to officially request for the other nation to capture and return criminals that have taken up residence or are being harbored in that nation. Though refusal to do so would be an option in such an incident, it would most likely be considered a diplomatic insult by the nation which initially made the request.

Allow me to extend my personal greetings to you and your leader.
As you have most likely realized, the Urth will soon be plunged into war. Indeed, many of its occupants have embraced this, and readied accordingly. I would like to be assured that should Stratarin enter the fray, your nation will not be an enemy. For the Militarized Communist State of Stratarin has every intention of allying with the Axis powers. And, to state it plainly, I formally request that Setzna join us.
I understand your nation’s history with fascism, and I do not ask your leader to approve of the Greater Xagrurgian Empire’s ideology. I, myself, do not. I have personally chosen to come to the it and Ethalria’s aid because, while they accept my current position, most of the other nations of Urth have shunned me and falsely declared that my assumption of power was illegitimate.
Setzna is a pleasant exception from these nations. During the witch hunt conducted by the SEPC’s Security Council, and among the various national newspapers that have raised their foolish voices to condemn me, Setzna has not spoken against me. I appreciate this greatly.
I have no doubt that in supplying naval aid to the GXE, Ethalria, and their allies, Stratarin will run afoul with the Oan Isles. Given Setzna’s proximity, your aid in any encounter would be greatly appreciated. Should our forces win the day, the restrictions placed on us by the Oan maritime waters would no longer impede our movement of trade or military by way of the ocean. Furthermore, you would have the assurance that Setznan-Strataric relations should still run strongly.
I am aware that President Verlhan had strong ties to the former General Secretary and Premier, Viktor Drugov. Though I did what I felt I needed to, please extend my apologies to Verlhan should he feel slighted by anything I have said against Drugov.
