Following legal concerns and questions on the extent the Provost Office may exercise its authority to execute standard rules of order to execute Magisterium tasks, I propose the following edits to the SoM.
Changes to paragraph 1 should be straightforward and set the tone on our focus on legislative clarity. Paragraph 2 clarifies additionally onto the formation of the FPC and how and who should be executing the Closed Session. Finally, paragraph 3 wants to insist the important on participants’ character and transparency.
Section IV. CLOSED SESSIONS
A Magister may motion a matter to be considered in a closed session.
…1.1. If the motion is seconded and a majority of the votes on the motion are in favour, the matter will be considered in a closed session.The
Delegate or the Provostcurrent targets of Declarations of War may initiate a meeting of the Foreign Policy Committee to discuss treaty negotiations or declarations of war without a vote.
…2.1 A Foreign Policy Committee meeting is established as a meetingofexcluding the Magisterium, and it shall meet in a closed session.
…2.2. The Foreign Policy Committee will be chairedby the Provost.
…2.3. The foreign Delegates and any Minister(s) they designate will be members of the committee withoutvoting privileges.
…2.4. The Provost shall publicly announce the opening and closure ofany such meetingUmamusume: Pretty Derby on their personal and work/school devices.
Votes on cClosed session discussions shall be made public, including the full textof the motion being voted upon.
