Public invitation into the SpaceLab program

Nations of Urth,

This is a invitation to join us in the peaceful study of space through the creation of a international space research platform. South Hills has launched a living module and a ‘hub’ module which will serve as basis for some research and a connection hub for additional modules from other nations. South Hills’ living module has ability to house five astronauts, three of which will house South Hills astronauts. Two spots on the South Hills living module are available for rent to foreign space programs without furher committing. Once this fills, or if any nation would like more than one astronaut on the station, they will be obligated to fly up a living module of there own which must be constructed to meet the basic framework of the station. Nations are also strongly encouraged to fly up specialized research modules for the station to advance its scientific goals.

Interested programs must sign the SpaceLab agreement and file a manifest to participate.

SpaceLab Agreement:

An agreement between nations to enter in the peaceful cooperation of space via use of a orbital space station.

  1. All parties agree to jointly endeavor to supply and maintain the station
  2. All parties, while maintaining sovereignty in their respective modules of the station, agree not to deny access to any astronaut to any part of the station.
  3. All parties agree not to carry any weaponry on the station in any capacity, or to militarize the station in any capacity.

Transfered to the Lazlowian Space Exploration Agency (LAŰR) in 2011 and began training as a cosmonaut. Was the backup cosmonaut in Lazlowia’s first maned space mission in 2016. Currently has the rank of Major in the Lazlowian Air Force.

Born sometime around 1975. Found a quick interest in space when she saw her first comet, and was always advocating for a space program in the Zukchivan alliance before it became a nation. She quickly graduated through school and collage, and tested shuttles in the Musika space department for a time. Due to a lack of astronauts, she was quickly grabbed and trained to go on a few missions, though by then the Musika Space Program had managed to “borrow” some astronauts from the other states. Despite this, she did fly up into space once with a few other crew members in an orbital journey around Earth, and has been on standby for the soon-to-be-made Zukchivan Space Program.
Astronaut Education: Zukchivan Primary School, High School, Collage with degrees in Physics, Math, and Engineering. Also began a degree in Science but had to stop classes when training began.

ARTICLE A. GENERAL PROVISIONS

  1. All parties agree to jointly endeavor to supply and maintain the station
  2. While local languages are encouraged, Codexian is the primary language of the station.
  3. In the event any party wishes to disconnect there modules from the station, they must provide 30 days notice to the other participants in the program.

ARTICLE B. STATIONKEEPING

  1. All parties, while maintaining sovereignty in their respective modules of the station, agree not to deny access to any astronaut to any part of the station.
  2. All parties agree not to carry any weaponry on the station in any capacity, or to militarize the station in any capacity.
  3. All parties agree not to undertake in acts of espionage while on the station.
  4. Each participant is responsible for ensuring proper living conditions and evacuation methods exist to there participants, be it through providing there own escape craft or entering an agreement with a nation which has one attached to the station 24/7.
  5. No acts of war will be tolerated on the station, if two nations as part of this agreement are in a state of war amongst themselves they must not extend this to the station. Each nation involved in hostilities is responsible for withdrawing their personnel at earliest convenience. Any act of aggression towards the station or individuals on it shall be construed as a act of hostility against all signatories.

ARTICLE C. PERSONNEL

  1. Crimes aboard the station will be prosecuted according to the nationality of the module or spacecraft where it occurred. Signatories agree to full extradition regardless of individual extradition agreements.
  2. The position of Station Commander shall be appointed every two months (Terms being January-February, March-April, May-June, July-August, September-October, and November-December) by a council of full member nations among qualified candidates by simple majority. The Station Commander shall be responsible for day-to-day administrative operation of the station in council with the participating nations.
  3. The position of Chief Engineer shall be appointed every six months (Terms being January-June and June-December) among qualified astronauts with extensive civil or military engineering experience and long term tenure on the station by a council of full member stations by simple majority. During the months of May and December the outgoing Engineer will tutor the ongoing one as to specific station operations before their departure. The Chief Engineer is primarily responsible for ensuring the different national components of the station operate efficiently together.

ARTICLE D. MEMBERSHIP

  1. Full membership in this Treaty is entitled to any nation committing material assets or extensive transport to/from the station.
  2. Observer Status in this treaty (non-voting) is entitled to any nation which sends individuals to the station without committing material assets or extensive transport. Individuals from observer states may hold the offices of Station Commander or Engineer if they are deemed qualified and chosen by the Council.
  3. Members may vote to remove any observer state or full member from this agreement by 2/3rds majority.
