Standing Orders of the Praesidium
ARTICLE A: DUTIES
SECTION 1: THE VIZIERS
…1.1- The branch of the Viziers, hereby known as the Praesidium, is established.
…1.2- The duties of the Viziers are as follows:
……1.2.1- Maintain the security of the East Pacific as best they can.
……1.2.2- Investigate any security threat to the East Pacific and its sovereignty.
……1.2.3- Enforce all endorsements caps, as regulated by law.
…1.2.4- Accumulate endorsements and influence in order to carry out their duties.
…1.3- The Viziers shall have no endorsement caps placed upon them, but may not surpass the number of endorsements maintained by the legal Delegate or Acting Delegate.
SECTION 2: THE GRAND VIZIER
…2.1- The Grand Vizier is hereby established as the leader of the Praesidium.
…2.2- The duties of this office are as follows:
……2.2.1- To lead the Viziers in debate and set up votes according to the procedures laid in these Orders.
……2.2.2- Ensure that all Viziers are doing their duties at the appropriate time.
……2.2.3- Identify and bar entry or residence any individual who may be a security threat to the East Pacific.
……2.2.4- Prosecute any citizen found to be breaking regional law before the Conclave.
……2.2.5- Help the Eastern Pacific Police Service Commissioner in their duties.
……2.2.6- Maintain records of all Viziers on both the forums and in a pinned dispatch game side.
……2.2.7- To represent the Praesidium to the Delegate, the Magisterium, and the Conclave.
……2.2.8- To oversee the administration of citizenship, through the Directorate.
…2.3- By a 3/4 majority vote, the Viziers may decide to remove the sitting Grand Vizier from office at any time.
SECTION 3: THE EASTERN PACIFIC POLICE SERVICE
…3.1- The Eastern Pacific Police Service (hereby “EPPS”) is hereby established to perform the duties of the Praesidium listed in Section 1.2.2 and 1.2.3 as listed in these Orders.
…3.2- The EPPS’s duties (following those listed in 1.2.2 and 1.2.3) are hereby further defined as the following:
……3.2.1- To protect the sovereignty of the East Pacific.
……3.2.2- To conduct domestic and international intelligence operations.
……3.2.3- To collaborate with the Eastern Pacific Sovereign Army on regional defense and intelligence operations.
……3.2.4- To act as Compliance Officers as outlined in The Endorsement Cap Act.
…3.3- All Viziers are considered to be members of the East Pacific Police Service.
SECTION 4: THE EASTERN PACIFIC POLICE SERVICE COMMISSIONER
…4.1- The Eastern Pacific Police Service Commissioner (hereby “Commissioner”) is hereby established as the leader of the EPPS and as Deputy to the Grand Vizier.
…4.2-The duties of this office are the following:
……4.2.1- To serve in the full capacity of the Grand Vizier should the Grand Vizier go inactive for a period of 48 hours or more.
……4.2.2- To serve as interim Grand Vizier should the Grand Vizier go on a leave of absence, resign, or be removed from office.
……4.2.3- Help the Grand Vizier in prosecuting citizens before the Conclave.
……4.2.4- Lead an EPPS investigation, or appoint a representative Vizier to do so.
……4.2.5- Maintain the structure of the Service, the criteria for citizens to join the Service, and official records of all members in a pinned dispatch game-side, and other duties as dictated by regional law.
……4.2.6- Ensure that all EPPS investigations follow restrictions and procedures as stated by law.
……4.2.7- Clear the regional ban list of any “disgraced” nations.
…4.3- Should the Commissioner become inactive for a period of more than one week following failure to complete a required action, the longest serving active and willing Vizier shall serve as interim Commissioner.
…4.4- Should the Commissioner, whilst serving as interim Grand Vizier, become inactive for a period of more than one week following failure to complete a required action, the longest serving active and willing active and willing Vizier shall serve as interim Grand Vizier.
…4.4.1- Upon assuming office, the new interim Grand Vizier shall appoint another Vizier to serve as interim Commissioner.
…4.5- By a 3/4 majority vote, the Viziers may decide to remove the sitting Commissioner from office at any time.
…4.5.1- Upon removal of the sitting Commissioner, the Viziers shall hold an election following the procedures laid out in Section 9 of these Standing Orders to elect an interim Commissioner to serve the rest of the Commissioner’s term.
ARTICLE B: DECISION MAKING
SECTION 5: PATHS TO ACTION
…5.1- Following the presentation of a problem or situation requiring Vizier involvement, the Grand Vizier shall be able to take the following path of actions upon their discretion and following regional legislation:
……5.1.1- Undertake immediate action without discussion with the other Viziers, in order to deal with an immediate security threat. Should this occur, the Grand Vizier shall explain their actions to the rest of the Viziers once the threat is neutralized.
……5.1.2- Hold an informal debate amongst Viziers to formulate a plan of action to undertake against the problem or situation, and then take steps to follow through with the plan.
……5.1.3- Hold a vote amongst the Viziers pertaining to the problem or situation.
……5.1.4- Give authority over the matter to the Commissioner, who shall deal with the matter utilizing the powers and responsibilities of the EPPS.
SECTION 6: GENERAL VOTING PROCEDURE
…6.1- A vote may be be started in two ways:
……6.1.1- Via a motion to vote by the Grand Vizier.
……6.1.2- Via a motion to vote by a Vizier, which must be seconded by another Vizier.
…6.2- Upon the institution of the motion to vote, the Grand Vizier shall designate a specific voting period of 168 hours.
…6.3- All Viziers must be notified by the Grand Vizier with the time period to vote, the subject being voted upon, and where the vote is to take place. The notification must be given before or at the start of the vote.
…6.4- All Viziers who do not vote will be considered “absent” and will not be considered as a voting Vizier in that particular vote.
…6.5- To pass vote, a majority of 3/4 of voting Viziers need to be in favor on the voting matter.
…6.6- Viziers will never be required to cast a vote in any voting matter, whether it be an election, amendment, or general vote.
SECTION 7: REGIONAL OFFICERS
…7.1- The Grand Vizier, along with the Commissioner, shall be given a Regional Officer position with the power of Border Control and other powers allowed by regional law.
…7.2- The Grand Vizier and the Commissioner shall publicly decide and appoint two other Viziers to assume Regional Officer authority. Both leaders must agree on the Vizier becoming Regional Officer for the appointment to be considered valid. Upon appointment, said Vizier(s) shall receive the same powers that the Grand Vizier and the Commissioner have.
…7.2.1- A Vizier may only be removed from their Regional Officer position via a majority vote held amongst the Viziers, following the procedures laid out in Section 6 of these Orders.
…7.4- Upon a change of who is sitting Grand Vizier or Commissioner, whether via election or a Vizier serving as interim Grand Vizier or interim Commissioner, the previous Grand Vizier or Commissioner shall be removed from their Regional Officer position, with the new Grand Vizier or Commissioner (elected or interim) taking over the former’s Regional Officer position.
SECTION 8: ASSUMING THE DELEGACY
…8.1- Should a Vizier become Acting Delegate, following the procedures laid out in the Concordat, they shall recuse from Vizier matters and shall not be allowed to vote in Vizier matters.
…8.2- Should a Vizier be ordered to take over the Delegacy from the sitting Delegate, said Vizier shall recuse from Vizier matters and shall not be allowed to vote in Vizier matters.
…8.3- Should a Vizier be elected as Delegate, they shall resign their Viziership following the procedures listed in Section 11 of these Orders.
ARTICLE C: ELECTIONS
SECTION 9: GRAND VIZIER ELECTIONS
…9.1- The Grand Vizier shall lead a six-month term, with the term starting on January 1st and July 1st.
…9.2- An election shall be held when the position is vacant or at the end of the Grand Vizier’s term. The Grand Vizier, his Deputy, or a representative shall organize the election.
……9.2.1- Nominations shall begin fourteen days before the end of the Grand Vizier’s term, and shall last for a period of 168 hours.
……9.2.2- Any Vizier may nominate another Vizier. Said nomination must be seconded by another Vizier to be declared official.
……9.2.3- A Vizier may self-nominate for the position. Said nomination must be seconded by another Vizier to be declared official.
……9.2.4- A Vizier may decline a nomination for the position of Grand Vizier.
…9.3- After nominations, the Viziers shall vote for a period of 168 hours. The candidate receiving the most votes shall be elected as Grand Vizier.
……9.3.1- Should a tie persist and no candidate concedes, a new election shall be held over another 168 hours during which the previous Grand Vizier shall retain the position.
……9.3.2- Should the tie continue to persist, the vote shall be opened to the Magisterium for a period of 168 hours during which the previous Grand Vizier shall retain the position.
…9.4- Until the conclusion of Grand Vizier elections, the previous or interim Grand Vizier shall maintain all of their official powers.
SECTION 10: EPPS COMMISSIONER ELECTIONS
…10.1- The Commissioner shall lead a six-month term, with the term starting on January 1st and July 1st.

…10.4- Until the conclusion of EPPS Commissioner Elections, the previous or interim Commissioner shall maintain all of their official powers.
ARTICLE D: REMOVAL OF VIZIERS
SECTION 11: RESIGNATION
…11.1- A Vizier may resign at any time for any reason.
……11.1.1- Upon resignation, the Vizier shall resign from the EPPS.
……11.1.2-- Should the Grand Vizier or the Commissioner decide to resign their Viziership, they shall also resign their respective offices.
…11.1.3- If a resigning Vizier holds a Regional Officer position that they were appointed into following the procedures listed in Section 7 of these Orders, that Vizier shall resign from their Regional Officer position as well.
SECTION 12: REMOVAL
…12.1- A Vizier who purposely exceeds the Delegate and does not work to reduce their endorsements shall be considered as committing treason and brought before the Conclave.
…12.1.1- Any Vizier who purposely exceeds the Delegate in order to follow procedures laid out within the Concordat and/or regional legislation shall be exempt from 12.1.
…12.2 A Vizier who no longer holds WA status within the East Pacific region shall undergo procedure for removal or suspension as outlined in the Concordat.
ARTICLE E: AMENDMENTS TO THE STANDING ORDERS
SECTION 13: AMENDMENTS
…13.1- Amendments to the Standing Orders may be proposed at any time by a Vizier.
…13.2- Proposed amendments shall be discussed in private chambers until a motion for a vote.
…13.3- The Grand Vizier is charged with opening a vote for the amendment for the appointed length of time. This vote shall last at least 168 hours.
…13.4- A 3/4 majority of voting Viziers is required to pass an amendment to the Standing Orders, which will then be enacted by the Grand Vizier.
