In Magestirium, September 11th 2008, We the many nations of The Confederated East Pacific,  In a Region of Free individuals, Believe whole heartedly that Certain inalienable rights, granted by Providence must be upheld in order to ensure that no people are infringed upon do hereby propose these rights in the form of The Confederated East Pacific Bill of Rights.

Article 1: Rights to Equality.

  1. Freedom of Speech, The Magestirium shall make no laws restricting or abridging the right of Freedom of speech, The Press, or the rights of the members to speak their concerns so long as they be without Slander or Flame.
    No Moderator shall remove the words of any member unless they be blatant flames or racial comment, or vile and odious language, these posts shall be moved to the abuse archives, Not Deleted.

  2. Social Equality, No nation shall be persecuted nor discriminated against for Any reason of Caste, Colour, Language, or Creed. Furthermore No Member of The Confederated East Pacific shall reveal at any time their Race, Color of skin shallnot be brought into play where it cannot be seen.

  3. No member shall be held to answer for any high crime unless on presentation or indictment of a Grand Jury, nor shall any member be subject for the same offence to be twice put in jeopardy, no shall he or she be required to bear witness against himself without due process of law.

  4. No member shall be removed from the region witheout proper warning of at least 24 hours via in game telegram, unless such member has come to within 50% of the sitting Delegates endorsement count, such member may be kept on suspension for 25 hours or until the next game update has run its course.

  5. The Confederated East Pacific shall issue no titles of Nobility, nor shall titles be accepted from any foreign state, Military, Acedemic and Accolades may be issued so long as no rights may be inferred upon the reciever, nor any powers be granted,

Article 2: Rights of Freedom

  1. No Nation or member shall be required to remain in The East Pacific region
    nor shall a member be restricted from moving through the territory of The East Pacific.

  2. No member shall be forbidden to form associations or unions within the Region, unless such union or association is deemed a threat to the Freedoms of non members of the union or association.

  3. No member shall have his account accessed by any other member, nor shall the Government of The Confederated East Pacific or Administration or the forum infringe upon a members account.

  4. No member shall be accused and punished of any crime within the East Pacific without a trial by jury should he or she choose to, trial by jury may be waived in lieu of a tribunal made up or 1 member of the Executive branch, 1 member of the Magesterial Parliment and one member of the Judicial branch with the Judicial branch member serving as senior member.
    In case of a high crime the member may be confined to the Rejected Realms for the duration of his trial but no less than 25 hours, or one game update.
    Spammers will be immeadiatly punished by a suspension of 9001 days

  5. No member in good standing shall have his personal information posted publicly within The forum  of The East Pacific, or any other by a Member of The East Pacific for any reason,

Members not in good standing will be officially Spammers of disruptive non players or outsiders who wish to cause grief within the game, these posts shall be made by a Forum Administrator only and within a subforum specifically for this purpose,

The Harvesting of IP addresses shall be forbidden within the East Pacific the punishment for such actions upon proof shall be no less than 1 week for the first offence, 1 month for the second, and 1 year for the third,

Personal Information shall be constituted as IP address, Email Address, Home address, Phone number or name,

If these personal things are previously know or public information prior to September 11 2008 they shall not be punishable, but the publishing of this information is to be discouraged.

  1. No Member shall be deprived of any forum right normally granted of him at his membership level, No one will be denied the right to view their own profile.

  2. Citizens shall be members who have Ratified the Charter of the Confederacy, they shall have the rights of Suffrage, the rights to edit their own posts and the right of representation in the Magesterial Parliment.

Article 3: Right of constitutional Remedies

  1. Neither the Articles of Confederation nor the Charter shall be constructed to deny rights not specifically enumerated by This Bill of Rights, nor shall they disparage other rights retained by members.

  2. Powers not delegated to the Confederational Government , and not prohibited to the member states are reserved for member states or their peoples.

  3. The Articles of Confederation and the Charter may at any time be ammended by Constitutional Convention, and Ratified by the Citizens,
    a 5/8 ths majority being necessary for passage.

(Made that bit easier to read/non-capitalized in places where it shouldn’t be.)

I propose the fifth section of article 1 be amended from its current form. As it stands, it prevents anyone of us from being a member of another region in any level of standing, and would prevent our region from having anyone who had a nation which was a founder of another region.

The spelling of “Magisterium” and related words is all over the place, might want to ensure the spelling is consistent. Although where it doesn’t refer to the legislative body (e.g. in the preamble) I’d rather the word be replaced with “government”.
