It was a mild Pollok January morning with the temperatures in the mid-50s as key leaders from each member nation, including observer states, as well as special invitations to Furnifold & United Kingdom. The NSTO members could be seen converging inside the large glass building after running to the door to get out of the cold, a special meeting was called to discuss the current state of the stateless Atiland region. After a full year of Air attacks, 6,000 plus bombs/missiles deployed and increase in Drug cartels, the only good coming out of this was the decrease of Radical religious groups.

All eyes felled on the Queen of Kuthernburg Aderyn Truden as she entered the meeting room, a stern face she had created quite the name for herself in a year. Known for her different views than her mother, she had increased Kuthernburg power in interest zones while eliminating the unnecessary military and economic aid to countries that served no true interest. She had also taken out Al-Jaheed in Atiland something her mother seemed to not commit to, and beefed up NSTO operation in the region.

But today she came on a new accord one that called for peace, and for UK & Furnifold to own up to there end of the bargains in regional security. She took a stand at the podium looking at everyone while taking her shades off, Charlotte could be seen nearby as always.

“Good morning NSTO and allies of the NSTO, today on the 18th of January I stand before the committee in regards to the Atiland region. We have seen an overall decrease in violence in the mainland and contested regions, but an increase in pirate activity around the Strait of Trukya and entrance to Strait of Elizabeth which have become a problem to shipping coming from Strait of Furnifold. I call upon the Nation of Furnifold to step up its patrol of International Waters alongside Royal 1st Fleet to eliminate targets and maintain safe passage in the Strait of Trukya, this also comes at the request Furnifold helps bring an end to the War on Drugs in Atiland region as most of our shipments caught last year were on freighters en route to Furnifold. I also call upon the United Kingdom to help end the war on Drugs, the need for a referendum of the Inuit natives that the UK has contested lands is also needed to bring peace to the region. I will now open the floor for all nations to speak and express ideas, concerns, and tactics.” She grabbed her papers and shades and took a seat at the large round table next to members of Duelland, she was rather interested in solutions to this problem surely all ouy combat was not needed.

“Thank you, Queen Aderyn, for giving the assembled body an update on what has been done in Atiland over the past year.”

Jackson Woolf, Foreign Secretary of Furnifold, had signaled he was to speak directing his comments to the dais, though in reality he was filtering his response to those who had the capacity to actually act on what was to come.

“The coalition has done incredible work to strike at the heart of the evil in the country. I have been keeping Atiland in my daily updates, and the forecasts for the stability of the country has turned the corner. Rebellion is down, and we can presume that soon we shall achieve peace that this beleaguered country deserves. I would like to call attention to one thing, but first I will respond to what Her Royal Highness stated.”

“The security of the region and that status of drug cartels are of utmost importance to Furnifold, and we are responding in kind. The Magistrate, Jacopo d’Arrigo, recently announced a reorganization of the Royal Furnifold Navy, so that the Navy can more directly respond to regional threats in the north. This will be coupled with an increase in interdiction ships to the region, and we are just beginning talks to establish a small naval base in Atiland. Our Navy is confident that these steps will lead to huge advances to regional security, as our fleet will be able to enter and maintain security in the Straits of Trukya, and protect commerce and other operations in the region. In the upcoming months, real, measurable steps will be taken to shore up Furnifold’s presence in Atiland, and its commitment to the coalition’s effort.”

“I would like to also bring up the status of the nuclear facility owned by the United Kingdom, as well as the disputed lands throughout the region. It is Furnifold’s opinion that this nuclear facility represents a clear and present security risk as long as Atiland is destabilized, and more than one nation, in this case, coalition, is operating and involved in the region. The chances of a terrible accident by our forces, or purposeful subterfuge by bad actors in Atiland, are much higher, and much more catastrophic with nuclear materials present. I want to remind the dais that when coalition forces released a highly explosive weapon in a populated area, Furnifold service-people were impacted by it. We had many casualties, and it was in part to a lack of strong communication between parties. Adding nuclear materials, many nations assisting the coalition forces in bombing, and the amount of insurgent activity currently taking place in Atiland, and I greatly fear the risk of a catastrophe occurring. That is why I believe that the dais should entertain talks with the United Kingdom for the country to remove its nuclear materials currently present in its base in Atiland.”

With that last point, Jackson Woolf turned off his stand, and leaned back into his chair, waiting for the interpreters to finish the remainder of his speech, and awaited the response.

The committee made a Yay sound and clapped briefly as Furnifold mention the idea of the Removal of Nuclear base in Atiland, it wasn’t the first time the proposal was brought up. Especially since Aderyn taking of Queen, she wanted it to be known Kuthernburg was Nuclear power of this region, the United Kingdoms nuclear deterrence that protected the old 1970s - 1990s Kuthernburg and the region was no longer needed. This would catch her eye and it became clear why her mother spoke highly of Woolf, she would briefly lift up her mike at her seat to speak.

“If my hold the floor General Secretary,” the queen said receiving the thumbs up from the women.

“Kuthernburg agrees that the UK nuclear deterrence is no longer needed, in exchange for the removal of the Nuclear base we offer construction of a Joint NSTO-UK base on the same location as well as 760 Million SHD. As far as Furnifold plan to build a military installation in the Contested region of mainland Atiland is a first I’ve heard, while I don’t mind a Semi-Permanent installation of a base, this plays into the communication part of things that the coalition lacks but we shall improve” Aderyn turned her mike down and sat back in her chair.

Another member of NSTO Lessau also agreed with Furnifold decisions, part of it was, of course, the Bitter Lessau - UK rivalry the other because Lessau had been growing a steady relationship with Furnifold. Minister of Defence Stijn Lugtenbeld raised his mike getting the green light to talk, “Thank you, General Secretary, the Atiland region has been Lessau top overseas priorities. We currently maintain our required dedicated forces to the operation, the deployment of the 772nd Naval Fleet to Queen Victoria Joint Naval base in Kuthernburg has allowed the Flag Ship HMLS Oldenburg Helicopter Carrier strike group to drop 210 bombs last year. We believe that if the installation of Furnifold Base goes through as planned it will allow for Coalition forces like Lessau to maintain a 24/7 presence, this would be thanks to a base already there and maintained. While we know that such a base would come at a great cost we wish to help fund the construction, if possible donate 320 Million SHD to the construction process. Thank You” he went ahead and put his mic down and opening the floor.

President Franklin slowly walks toward the podium. After a year of Duelland being one of NSTO observers members, Duelland finally is accepted as an official member.

“Good morning, I’m very honored to be here and wanted to thank NSTO for making us a part of the family. I come here to discuss what Duelland is willing to do to bring peace in stateless region of Aitland. First, Duelland likes the idea of the construction of a new base, we believe this will help keep peace due to the fact that military presence will always be there and for that reason Duelland is willing donating 230 million SHD. Second, Duelland also believe that a nuclear base in Aitland is very dangerous, in order to restore the peace we must remove factors that creates hostility which nuclear base is one of those factors that needs to be removed. As from what I’m hearing, Duelland agrees with the ideas by Furnifold and others who have spoke.”

“Thank you” President Franklin walks back to his seat and looks around to see who going to speak next.

The morning before, Royal Two laid to rest in the Pollok International Airport. Walter was very weary, his eyes jolting from side to side. He knew this territory was potentially hostile, and likewise did his management. He was briskly escorted from plane to escalade, being almost smothered by members of his security force so much so that it was very difficult to even know it was him. The security was necessary, as he knew the likes of him and his country was despised in this corner of the world. There was even people in the terminals that looked at the plane in disgust. When he climbed into the Cadillac Escalade, the driver sped off into the city. [hr]

It was now Walters turn to speak.

“I offer my thanks for invitation here today. Over the many decades that the United Kingdom has resided its position in these parts of the world, my government has pledged its utmost towards maintaining the motions that we have promised. We have financially and physically supported the likes of Her Majesty’s country and its allies in times of great need and commitment towards the Atiland crisis of the last several years. As a part of my governments 2019 manifesto, we have a commitment to reducing the current deficit our country faces from the Auroran Pacific War not long ago. In my homeland, we have agreed temporary cutbacks in public health sectors and a plethora of other areas to better this. The withdrawal of our nuclear base in this region would aggravate any such movement towards the removal of our deficit, as it would cost far more to remove than to keep running.” he paused to sip some water. “I thereby propose in the meantime that the funding put to motion towards this Joint NSTO-UK be used to expand the influence of the base in question, allowing more advanced security over the existing site we have. Additionally, we could in fact establish a second military base which would increase control and improve our security in the region.” he paused for a moment. “In doing this, we could alleviate some pressure in the area by sending hundreds of Morstaybishlian troops deployed in the base to other bases such as those in Kuthernburg, Tretrid or even home, in exchange for NSTO troops to settle in, leaving an option in the future open to move some of the more powerful nuclear weaponry to perhaps one of our secure nuclear silos in Kuthernburg. Until revisions in this is thoroughly drawn out, my government will not explore the amount of Kiribs we will use to support this project.” Walter ended, sipping his water more and allowing others to speak.

Charlotte quietly sat back listening observing watching and reading everyone movements, if anyone knew Charlotte then you knew she was a woman of her words. She ran things in the Military sector of NSTO as a nation who’s been in 20 separate wars since 1907 and countless assassinations and rescues of Jewish citizens, it put them at one of the most war prepared nations on Urth. So when the so-called Iron Lady stood up and walked up to the stand things quieted down, “General Secretary, NSTO and Friends I’ve been listening and Collecting Data from all of your concerns. I have come to a conclusion and final agreement for the floor to edited if need be and pass, as you all know Nacata has done the majority of bombing runs for 2018 using our NB-14 Strategic stealth bombers. But that wasn’t the only thing we were doing in Atiland, I’m sure most of you are no longer in the Dark when it comes to Nassad, so I have no need to go into detail about what they do. It just baffled me upon why the targets we were hitting wasn’t bringing in any real success, I sent a team to infiltrate one of the major drugs cartels see what the hell was going on. It has come to my attention that Islands doctrine with UK’s way of life had been abandoned and taking over, these natives identify as Staynish and use Staynish currency, they drink your tea and praise your king yet they lay here abandoned effectively on the verge of being eradicated. This is an entire culture representative of the United Kingdom that could very well no longer be here by the end of the year, so if you can guarantee that you will remove and protect YOUR people in Inukin Isles. Then I have a proposal for all of you here today” she pauses as several aids past around freshly printed papers with proposal request for them to discuss and finalize.

Under the following provisions the NSTO will agree to the following Coalition Request:

1.The construction of a Furnifold Naval base on Mainland Atiland under the request that it be a Joint Naval base between Lessau, Duelland, and Furnifold. With the cost evenly split between the three nations, reducing the overall cost of construction and burden on the Furnifoldian government.

  1. The Furifoldian Navy Shall increase its patrol of the straits of Trukya and Furnifold alongside the NSTO to maintain safe passage of international waters gradually over the next two years.

  2. NSTO Will fund for the improvement and expansion of the influence of the nuclear base allowing more advanced security and personal to be stationed there, the construction of several barracks and movement of Kuthern forces alongside UK forces is deemed the most successful solution as you have a long and deep alliance. In return, the UK will fund for the construction of a second base alongside NSTO in the contested regions of the Atiland Isles north of West Atiland.

  3. The UK will increase Naval presence alongside the NSTO to guarantee the full-fledged long term promise to restore a nation for the people in Atiland region.

“I shall open the floor back up for everyone to discuss and alter if need be this proposal,” she said with her usual grin that looked so evil.

“Thank you for establishing those points, your Highness. I agree with your points, to an extent, which I will now go into.” Jackson Woolf stood up and addressed Charlotte. He then turned to address Mr. Walters of the United Kingdom. “Mr. Walters, thank you for describing the situation within your country. As a nation with many tough decisions ahead of it, I understand the need to prioritize. At the same time, I still fear the safety of civilians and soldiers present in Atiland. While it appears the conflict is winding down, as many of the measures Queen Charlotte lays out will increase the number of personnel in the country, the chances of terrible acts of violence might ramp up. It is far easier to ambush a convoy than it is to ambush a drone, or a bomber. I fear that the construction of a naval base, and the increase in NSTO personnel at the naval base currently present, will only increase the presence of soft targets for the insurgents and terrorists to go after. The presence of nuclear materials only aggravates this.”

“I believe you and I have similar goals in mind, and really how we differ is on the timetable, and the role we shall play.” Jackson frowned while addressing Walters. “This whole situation is very complicated, and I fear that merely increasing troop levels is not the panacea we hope it will be. I think it is right that Furnifold and the U.K. step up naval activity in and around Atiland. I think it is right that we need to have another naval base in the country. I also agree with you that your nuclear materials would be safer elsewhere. Perhaps we could start a gradual draw-down of the nuclear materials? The naval presence your country has generously offered could be put to use moving materials to the aforementioned countries. I envision this would take years to complete, diffusing the costs associated with it over a period of time. It might be seen as a good faith measure for the rebels in the country.” Jackson Woolf turned back to Charlotte, and also glanced at Queen Aderyn. “We have to have an exit plan, after all. The bombing cannot keep continuing.”

"Mr. Walters, your highness, Queen Charlotte, I look forward to hear what alternatives you may have to propose. I would like to have this general addendum added to your points:

  1. The United Kingdom will begin the gradual process of removing nuclear materials out of Atiland. The removal of materials will be complete in ten years.

If you think that it may take more or less time than a decade, it may be amended as such."

Satisfied with his response, the Foreign Secretary of Furnifold sat down in his seat.

“I’m sorry to interject. But the UK has not ‘abandoned’ any of their Overseas Colonies, including these Isles. We have over the last few years continually offered our financial and physical support which have been threatened with retaliation and an ever increase of radicalisation. There are areas that we have been able to support, including the towns surrounding our military base. We attempted to send aid to these areas that are opposed to Great Morstaybishlia to relieve some tensions, and we lost contact with the two supply trucks. Since then we have been at a state of war with the rebels on these islands. We have seen progress with the rebels, but it is not within the interest of Morstaybishlia to disclose these facts. I will say, that regardless of the current tensions, we are likely to see a ceasefire in foreseeable future which can open up a whole new window for future relations and peace.” he paused, sipped some water and continued.
“Great Morstaybishlia will ONLY fund for the construction of a second military outpost alongside the joint naval base between Lessau, Duelland, and Furnifold IF our nuclear instillations are kept safe within the Inuit Isles. Great Morstaybishlia has never had an issue with the safety of the military base from the rebels. The closest any form of skirmish has come to the military base is almost 75 kilometres north west. I would like to be informed of what this ‘very dangerous threat’ is. We have no intentions to de-militarise or de-nuclearize in these regions and will not unless under exceptional circumstances. With all due respect, I remind you all that without our presence, the other allied countries would feel a lot more financial pressure overhead as they try and tackle this rogue movement. Resources and money would be spread thinner than ever and any form of future negotiations will be exceptionally hard. I have come to the conclusion that the expenditure of the UK is not fully recognised. Many servicemen and servicewomen have died for this cause. I feel there is a level of disrespect that by demanding, after many years of trying to find a solution, Great Morstaybishlia to remove their core assets. If we work together in the most sensible of solutions in the short term for the long term, then maybe in the future Great Morstaybishlia will welcome exploring the idea of de-nuclearizing. Until then, we agree to all of the other points. Our joint cooperation from here on out can open up a greater means of relations between us and you, and vice versa.”

Charlotte was unphased by the UK’s interject about not abandoning them when there was clear evidence there was, nonetheless she liked progress and what they offered was exactly what she wanted to hear. But she had to stop him on when he spoke on how other member states would do without the U.K help in the conflict, “I would like to pause you there Mr.Walter the Northern Shield Treaty Organization has been active player in Atiland since our founding in 1991, we maintained the No-Fly zones, stop the ships and bombed South Atiland into submission. While the United Kingdom has no doubt been a key player both in the past and now respectfully each member state is just as capable, with that said we do not dwell on the past as the UK is now a Key partner of the NSTO. The  NSTO–UK Permanent Joint Council  is a testimony of the partnership of this and with that, the council does respect your stance on the current situation, we will allow the Nuclear Installation to remain on the main island of Atiland in return for the help in constructing the new Joint Base.” Charlotte paused taking a sip of her water as she pulled out another paper flipping through, she wished she had just brought her tablet paperwork was to much mess for her liking.

“Concordian Coalition Force or CCF will be activated on the 1st of February 2019, consisting of Duelland, Nacata, Lessau, United Kingdom, Kasmiyland, Yor Isles, and Kuthernburg. Within this coalition three main operations will be taking place, Operation Atiland Shield will involve the enforcement of the No Fly Zone over Unclaimed Atiland Territory, Operation Winter Guard which is to maintain and protect the shipping lanes between Kryloth and Atiland from pirates, and finally Operation Inuit Freedom which will be the liberation of the Inuit isles and takedown of the rebels on the main Island. If the United Kingdom or Furnifold have any additions or changes they will like to be placed onto this list of things please get it to the Supreme Allied Commander Björn Akerman, I fold my time back to the Secretary-General thank you” Charlotte said taking her seat looking back.

Woolf listened intently to the responses from the previous speakers. His astute diplomatic experience, coupled with his previous military experience, knew that this battle could not be won today. It would take years, and perhaps much red-tape-cutting, before any action on denuclearization would take place. But, the United Kingdom seemed to have somewhat of an appetite for it, at least he could tell by Lambertus’ continued engagement in the debate.

“We’ll have more time-and appetite perhaps- to discuss these points, once Atiland is secure,” Jackson Woolf said. “To that end, Furnifold will passionately stand with the Coalition Force. Furnifold will coordinate how it can to Operation Atiland Shield, and looks forward to the construction of a naval base for its continued operations in the waters.”

Walter Johannes stood up and walked over to the political figures across the room, shaking the hands of the political figures around the room; Aderyn Truden, Jackson Woolf, Stijn Lugtenbeld, President Franklin and Charlotte, among others.

“Thank you for the invitation,” he nodded to the Nacatan official. “I will see you at the next summit.”

Walter picked up his briefcase and left with a smile on his face. Little did he know that this would be his last international summit representing Great Morstaybishlia as Prime Minister. On the topic of Atiland, he had a flight to catch.

“Time to visit the Inuit Territories.” he muttered as he walked into the cold fresh air.
