You can either side with those who want 100 or -100. You can count down 1 or up 1. A single individual may not make multiple posts consecutively, and it will be ignored. If it reaches 100 or -100, it will reset to 0. If you post something that does not include counting, either 5 points will be added or deducted, depending on whatever side you support.
A maintainer may set it to a certain number with justification, but it can be overridden by another maintainer. No one who is not a maintainer may do such, or it will be disregarded.
