One nation cannot achieve all of its goals and meet all of its needs on its own. The Head of State called the Defender of the Oan Isles, Ese Ulua, called for the expansion of diplomatic relations at the ambassadorial gala dinner in La Rochelle. The Department of Foreign Affairs is opening the Oan Isles’ first Embassy Program, whereby we can build diplomatic relations with other countries and vice versa.

Introduction

It is important to understand the social, religious and ideological terrain of the Oan Isles and how it defines the positions we take on many international issues:

  1. Multiculturalism. The Oan Isles is a vibrant and diverse community. We celebrate and empower the many cultures, ethnic groups, languages and religions of the people who live in our country. Likewise, we believe that the rights of all cultural, ethnic, religious and linguistic communities should be respected and we aim to work to advance that cause in other nations. We do not support nations or policies which repress majority or minority communities.
  2. Democracy. While we do not believe that there is a “one-size” fits all system to ruling a country, we believe that on some level, the fundamental rights of people should be respected and some form of people’s participation is necessary. We will not support nations who repress civil, economic and political liberties and who aim to proliferate these views and extend them to other nations and peoples.
  3. Pacifism. While we maintain a standing armed forces, we renounce all manner of war and never use our might aggressively. We will not support countries which proliferate war.
  4. Sovereignty. We believe that all nations have the right to rule themselves in any way that they please, we also understand that there are basic morals that must be adhered to by all nations regardless of their internal policies.

In conclusion, while we are willing to accept diplomatic missions with any country, the presence of your embassy on our territory will not immediately result in support or protection of your policies and the government that implements them. We aim to mete out positive change diplomatically and peacefully.

Auroran Continental Assembly

The Realm of the Oan Isles is a full member of the Auroran Continental Assembly (or the ACA) and is subsequently a privy to its terms and conditions of membership. This includes free travel for citizens of Auroran member states and the free movement of capital, goods and services across borders. Another major aspect is that members may not declare war upon or usurp the legitimate governments of member states, and must in fact defend them if they are attacked unprovoked. The Oan Isles maintains embassies in all member states by default, who are automatically accorded embassies in the Oan capital of La Rochelle. These are:

International Alliances

Due to its geographical location, the Oan Isles, lies between the Fire Pact Alliance and the South East Pacific Coalition. It has ratified a policy, not to join either alliance to prevent conflict or a threat to ita territories.

General Treaty between Dragonia and The Oan Isles

Preamble

The Republic of the Oan Isles and the Grand Duchy of Dragonia resolve to undertake and adhere to the terms presented in this treaty as follows.

Chapter 1: Trade

  1. Tariffs on food stuffs such as, but not limited to meat, fish, eggs and dairy and on food stuffs such as cereal, fruits, vegetables and edible herbs and all other foodstuffs not specified herein are set at 1.5% of their selling price.
  2. Standards on the quality of food are to be set by a joint committe. Anyone knowingly importing or exporting foods which fall beneath those standards or pose a health risk to society is committing a crime, subject to the laws of the respective signatories.
  3. In the event that a disease breaks out in one of the signatory states among its animals and plants which may pose a health risk, the other government may suspend imports of food until it deems the crisis as having been adequately dealt with.
  4. Tariffs on other goods agreed upon by a joint committee according to an official list, updated from time to time are set at 5% of their selling price.
  5. Safety standards on goods sold and services rendered are to be set by a joint committee of the signatory states. Anyone unknowingly sold goods or rendered services from a provider from the other is to be awarded adequate compensation for loss or damage incurred directly by the product they received. Anyone who knowingly renders services or sells goods which fall beneath the agreed upon safety standards is to be punished.
  6. Standard market prices are to be determined for goods and services exchanged from one signatory country to the other for, but not limited to, foodstuffs, raw wood, raw fuel and metals are to be set by a joint committee comprised of equal amounts of members appointed by and represented by the governments of the signatory countries.
  7. No projectile weapons may be exported into either signatory state unless they are being bought by the government of the respective state.
  8. Alcohol and tobacco products, and maize and sugar cane, and ethanol are not covered by this agreement.

Chapter 2: Travel

  1. Citizens of the signatory states may work, study and live in the other signatory state according to and will be subject to immigration laws which cover issues and render procedures not specified herein.
  2. Citizens of the signatory states are to be granted a free VISA which is valid for 45 days when visiting the other signatory state.
  3. Anyone illegally crossing the borders of the signatory states is liable for deportation.
  4. Anyone with a criminal record, is subject to a screening process before being allowed entry. The respective foreign and immigration bodies of the signatory states are reserved the right to grant or deny entry.
  5. A citizen of the signatory states who commits a crime in the other signatory states will be tried under the laws of the country in which they committed the crime, but the punishment will be executed in their country of origin or they will be deported. Their rights insofar as the Basic Rights of Sentient Beings states, will be acknowledged and respected. Oan citizens who commit premeditated murder in or treason toward Dragonia, shall be banished to the Oan Isles.
  6. The citizens of the signatory states shall be permitted to follow their culture and practice their religion, unless these practices violate the Basic Rights of Sentient Beings or pose a detrimental security risk.
  7. The property of the citizens of the signatory states shall not be illegally confiscated or searched nor privacy shall be invaded except when a valid security concern or potential criminal action is identified.
  8. All criminal action against legal immigrant citizens of the signatory countries is to be communicated to the government of their country of origin which will be allowed to defend them.

Chapter 3: Mutual Defence and Military

  1. In the event that a signatory state has been invaded, threatened by a blockade, subject to occupation or other such action without provocation, the other shall defend it from such an attack.
  2. If a signatory state initiates war without provocation or any other equivalent act, or launches a preemptive strike, the other is not obligated to support it or defend it if it fails.
  3. The signatory states promise to never engage in war against one another except in self defence.
  4. The signatory states shall permit the other’s military to make port-of-calls in either nation for the purposes of procuring supplies, refueling (if nations have correct fuel on hand), emergencies or shore-leave for members of the other’s military.

Chapter 4: Culture, Education, Science and Sports

  1. The signatory states are encouraged to promote positive cultural, educational, scientific and sport exchanges.
  2. Precious treasures seized from the other signatory state shall be returned. Disputes on origin shall be settled amicably in a joint tribunal.
  3. Patents are to be respected and disputes on similar existing patents are to be settled amicably in a joint court of law.
  4. The signatory states shall undertake a student exchange program.

Chapter 5: Territory

  1. Territorial disputes are to be settled amicably in an international or joint tribunal or court.

Chapter 6: Termination

  1. In the event that the one signatory attacks the other without provocation, the terms of this treaty will be binding regardless.
  2. This treaty may be terminated only upon mutual consent by the other, but all terms prior to the affirmed date of termination are still binding.

Chapter 7: Establishment

  1. This treaty shall be posted in the embassy thread of each country. A oath to uphold and respect it shall be affixed to it in the same post, after which this treaty is binding.
  2. This treaty may be amended by the mutual consent of the signatories.
