“Fucking Idiots.” the Vakari Delegate mumbled to himself in Durakan. “This Conference is just a shitshow of imperialists failing to compromise.” He took some popcorn out, it was a food he’d never tried, but it was recommended by his comrade from East Cerdani.

Adley, likely being the only one to understand him, glared at the Vakari.

“Behave yourself!” Olav stated in Octali towards Charlotte, his voice slightly raised. He is not certain if Charlotte was surprised or not him speaking her language, but it did not matter much.
“This is not the same as the situation in Kyrloth” Olav said again in Octali, his voice still annoyed.
“Anyway, I advise that Charlotte still stays here. Thing may have gotten heated for a second, but I think Nacata’s input in this is too important to ignore. So, if you could Charlotte, what do you want to input and what is your view of the compromise?” Olav asked in Staynish this time, looking towards Charlotte. His eyes not hiding that he wants her to behave at least a little bit during the conference. He relaxed back into his chair, as one of his hands massage the side of his head so that his nerves calms a bit down.

“Order please…” said the speaker, letting a sigh go out of his mouth. That was not useful, so he rose again from the chair, this time with a deeper and louder voice that made all the chaos turn into peace for a moment: “ORDER!!! I ASK YOU ALL FOR ORDER!!!” All the people looked at him silently. “Representatives from the whole Urth are present here, and we must be at the level this summit requires. Then, we shall continue debating, or else this summit has no purpose. Is this really the image we will show the world? Next intervention, please”. The speaker sat again.

Ilse Erika, who had been mostly silent for the entirety of the conference, sighs, and steeples her fingers in front of her face. “Ladies and gentlemen—although I suppose that’s too human for politicians such as ourselves—we cannot let this conference end in disaster. As much as I personally would like to see everything return to how it was prior to the Puntalian takeover, that is now impossible. I do not say this lightly, but if we cannot come to a compromise the Empire of Arkalarius will simply back the status quo. I’m sure you brilliant men and women can find a way to solve this peacefully… although what I have seen so far can only be described as disappointing.” says Ilse, leaning back in her chair.

Due to internal issues, Lord Alexander finally made his way into the observation area. He sits down listening to the most recent call for order. Alexander looks at what is on the screen and ponders, “Eldras won’t be happy about some of these points…let’s hope this conference ends well at least.” He pulls out his notebook and phone and starts writing down notes and sending the occasional update to Eldras.

Ilse gives Alexander a sideways look and a smile. “You’re late, but already taking notes for the show? Admirable. Do tell Eldras that I enjoy his program, the last show even elicited a small chuckle from me.”

Charolette was more frustrated then previous as Mr.Hanlon laughed at her as if she was just some fool at a circus here to entertain him, her blood boiled for this man ignorance of who she was or what she was capable of. As she was preparing to respond to the man words spoken in Octali would catch her off guard, she looked over to see it was Mr.Olav which confused her left her with questions but at the same time calmed her. Perhaps the best way to speak to a fool is in less aggressive tones, his request made her chuckle inside since he actually thought they would go somewhere.

She would take a deep breath before looking at Mr.Hanlon, “We can know only that we know nothing. And that is the highest degree of human wisdom. You do not know me and I do not know you, But will overlook your condescending tone if you heed the gravity of mines Mr.Hanlon. It’s not given to people to judge what’s right or wrong. People have eternally been mistaken and will be mistaken, and in nothing more than in what they consider right and wrong. When peace comes we will perhaps in time be able to forgive the enemies for killing our sons, but it will be harder for us to forgive them for having forced us to kill their sons. Peace will come when the Rufuiana will love their children more than they Communism. It may not be today, it may not even be 7 months from now but the children of Puntalia will hate you for what is being done to there country, is it not democratic to allow a country to choose their own laws, standing and political views as long as it goes with international stability and peace.” She would pause before turning to everyone to leave them with something to think about after the conference is over.

“The whole world is divided for me into two parts: one is she, and there is all happiness, hope, light; the other is where she is not, and there are dejection and darkness. Everything comes in time to him who knows how to wait… there is nothing stronger than these two: patience and time, they will do it all. Peace can happen in 24 hours…just like war can happen in 24 hours, I side with what you all deem right for international security and peace not because I agree with Rufuina actions. The higher a man stands on the social ladder, the greater the number of people he is connected with, the more power he has over other people, the more obvious is the predestination and inevitability of his every action. I just want all of you to think about this later today as you all go back to your beautiful homes, and peaceful countries about the actions of Rufuina and the reactions that will surely follow” She would then turn to look at Hanlon a final time.

“What is the cause of historical events? Power. What is power? Power is the sum total of wills transferred to one person. On what condition is the will of the masses transferred to one person? On condition that the person expresses the will of the whole people. That is, power is power. That is, power is a word the meaning of which we do not understand, I hope you do not let this power get to your head or you will see the true nature of an oppressed people Mr.Hanlon, Rufuina took away their freedoms they will take away it’s power”

Alexander looks at Ilse and smiles, “He does enjoy doing his show. I will send his regards. Other than that, what have I missed? Alfred has become…more of an asshole in polite terms, and I needed to help Eldras with a couole other projects.”

Ilse shrugs, and gestures to the table and the arguing politicians as if this was enough of an explanation. “We took a group of power hungry opposing national leaders and politicians, put them in one room, and told them to figure it out. This is a blatant and utter failure so far, but one can always hope for improvement.”

Finally, Jariano II was ready to pronounce his speech. It was not written, but he had been planning it for some days, and now he had been adapting it after analysing the whole debate situation. He was an organised man, and now the chaotic situation required his mental organisation more than ever. Always calmed, even in the most tense situation, Jariano started to speak:

"Dear leaders and representatives of this Urth. As King of South Peragen I come here in terms of peace to find a solution for my allies and my continent. The country I represent has not had a strong presence in international politics for some years, but that does not mean we do not care about them. After all the events that have happened in the three last weeks in Arcturia, we are next to the doors of war. I can see in all of you the same concerns I would have. Trust me, I do. Being grown to be king means taking in account all the options and opinions possible, and also knowing people is not always compatible and sometimes they are opposite, but it is our ability to adapt and learn what takes us beyond beasts.

The purpose of this summit is the most noble any can have: avoid war, avoid death, avoid destruction, a decision we must take as leaders, because that is precisely what we are meant to do in such position. As many of the present people have stated, I also wish none of this happened: our ally has been most probably invaded with unclear reasons, and probably at this moment we all Arcturians are afraid of what can happen with our nations in the future. That is why we are here: to prevent. It seems clear for all the people taking part in this summit that errors have happened and we must act consequently to solve them. I am not going to enter in who has committed those errors, you know my opinion and we all know our opinions; they are more than clear since the beginning. So we must not go back there, and I will not.

There is an act to be discussed, and actually there have been interesting proposals by several representatives. South Peragen has been mentioned several times and I am now taking a look at Mr. Hanlon’s one: our kingdom would gladly sign a pact of non-agression, but seems like that is already included in the act and it would not actually make sense to have a different pact. If there’s something you want to modify from the act in regards of it, Mr. Hanlon, I think it is best to discuss it here in this context and take the UCA and all the affected parts into the discussion. I especially encourage our neighbours and allies of Lokania to share their opinions about Mr. Hanlon’s proposal.

When this issue started and the Peragen river was militarised, I moved there in order to acknowledge how the situation was affecting our citizens. The concerns were real: some had not seen such an amount of military personnel in their lives, some were afraid of a Rufuinan invasion, some others were more afraid of how the international political tension could end in a war at big scale. South Peragen defends peace, South Peragen praises democracy and freedom of speech as highest values: our population is not ready for so much tension. These people have not seen war, and still you can see in their eyes their fear of something they do not know.

No one is prepared for war, not even us, as the expressions we all had when Mr. Barvata showed us those holograms were proof of. If we keep this debate in serious terms, it has been evident we can reach agreements such as Olav and Hanlon’s one. No one is going to win, no one is going to loose, because this is a negotiation, not a war. And it shall not become one. We cannot go backwards or forwards: the real life is here and now, and here and now it is our duty to negotiate and sign an agreement that may not be the best for our countries but is the best for Arcturian people. For everything that unites us as people living in this world, I beg you, ladies and gentlemen, to reach an agreement and show the real strength and capability of our nations." Jariano ended.

As Alexander sits in the meeting, he looks at his phone and realizes, “I can text Olav.”  As he considers doing it, he decides that he could also add the other UCA members.  He picks up his phone as Jariano III was speaking, Alexander adds all the leaders of the UCA that was in the conference into a group chat and texts to it, “I see some issues with this treaty.  I don’t understand the vague nature of the enforcement section of this treaty.  What do they mean by ‘multiple’?  Will it add up or will it be only by one side?  Does the UCA get any involvement if our member gets invaded again?”

Alexander changes over to texting Eldras, “There’s a treaty on the table, but very problematic.  Questions asked to other UCA leaders here.”

Adley checked his phone, hearing the quiet beep of a notification.

“I have a lot of reservations too. While I am not fond of trying to reject an agreement and start anew, the two state solution alongside the oddities with the enforcement seems like it’s not going to lead to any lasting peace.”

Arguing here and there, opinions clashing forth, voices boom throughout the summit as it feels like become a battlefield yet in a peaceful and harmless way, Above the observer’s panel Gian watched the whole conference go wild while slouching in his seat, looking left and write to see the representatives of Asendavia also there watching, one guy writing notes, coincidentally the same thing Andrew has been doing whilst the whole summit is going on. Except he was on a laptop.

“This for sure will escalate more, I’m starting to think the flight here is worth it isn’t Andrew?” Gian asked, he got nothing in reply rather than just a simple nod then proceeded to type. earning a smack from him.
“Ouch that hurts!” Andrew said as he glared at the person sitting beside him.
“Okay, okay I’m sorry.” He replied as he just continued to watch the excruciatingly hot and wild exchange of words in the summit.

The Democratic Republic of Osterlicsh (DRO) had been sitting quietly through the session up until this point. With every insulting notion and use of his nation’s name, Johan Plank, the Osterlicshian Foreign Minister who was representing the DRO, seemed to grow somewhat more stern, shaking his head throughout.

As the conversation erupts into some personal tournament over egos and non-diplomacy, the Osterlicsh delegation had been quietly chattering amongst themselves. A few heads were shook, and a few nodded. Johan Plank glances over at Ronald Stemmler, who was representing the UWI, but was still the Chairman of State for Osterlicsh. Stemmler, who had maintained a firm expression throughout, looks to Plank for a few moments before nodding, as if to give some form of permission.

With that, as King Jariano II is part way through his opening paragraph, the Osterlicshian delegation stands up, collecting their belongings and abandons their observer’s seat. As they do so, they make sure to scrape the legs of their chairs along the floor, making enough noise to be noticed by the participating members of the conference. And with that, the DRO had walked away, advancing to their private lounge in the Boscowen House.

A few moments later, both Barvata and Olav recieve slips of paper requesting a private audience at their earliest convenience. Ronald, in the obervser’s section watched the two’s reactions as they receive the notes. He remains in his seat, determined to show resolve on behalf of the UWI. While he could hold out his patience for the session to be called to an end on behalf of his Internationale partners, he couldn’t allow his country to be insulted by the Arcturian aggressors.

The speaker grinds the debate to a halt as Barvata rises from his seat. A new interactive hologram of the treaty lights up at each desk.

“Please, esteemed leaders, read and observe the second round of amendments to the Puntalian Compromise Treaty,” he affirmed, a quick glare in Hanlon’s general direction. “President Hanlon, the consequences of not accepting 3.6.2 will result in higher reparations.” he smiled to the group and took his seat.

BE IT ENACTED BY MEMBERS OF THE SANI BURSIL SUMMIT

SECTION I: CITATION

…1.1 This legal binding document shall be known as the “Puntalian Compromise Treaty”.

SECTION II: DEFINITIONS

…2.1 For the purpose of this act, “Committee” refers to the invited nations to the Sani Bursil Summit.

…2.2 For the purpose of this act, the “Puntalian Plan” refers to the borders of the two Puntalian nations in accordance with the supplied map.

…2.3 For the purpose of this act, “New Puntalia” will be a placeholder name for the new sovereign state and “Puntalia” will refer to the state hitherto occupied by Rufuina.

…2.4 For the purpose of this act, “Puntalian Cooperation Council” refers to the nations of Great Morstaybishlia, Xiopothos, Axdel, Tivot, Peregrinia and Free Pacific States to oversee and enforce the actions of this Act.

SECTION III: ACTIONS

…3.1.1 A new country will be created, termed “New Puntalia” or “West Puntalia” or another name at the discretion of the provisional government.

……3.1.2 The new country shall exist from the States of Noroeste, Cumbre Norte; and parts of Norte, Central, Fuente del Rio and Cumbre Sur according to the Puntalian Plan.

……3.1.3 A panhandle of Puntalia shall exist between the Union of Commonwealth Alliances member New Puntalia and Rufuina.

……3.1.4 Lima y Limon will be under Puntalia control.

……3.1.5 La Paraiso, Islas Riquezas and Puerto Florosa will be under New Puntalia control.

……3.1.6 To ensure Rufuinan non-aggression to its neighbours, Lima y Limon will not be allowed to erect a naval base under any circumstances, an air base housing over ten attack craft or a barracks housing over one thousand troops.

……3.1.7 To ensure a lasting presence of peace, the Puntalian Cooperation Council led by Great Morstaybishlia and Norgsveldet will establish military installations in La Paraiso not exceeding an area of ten kilometers squared on two differing islands at the discretion of the New Puntalian Government.

…3.1.8 To maintain peace, the Puntalian Cooperation Council will maintain two military bases not exceeding ten kilometers squared in area in both Puntalia and New Puntalia, totalling four bases.

……3.1.9 To further ensure a lasting presence of peace, the Union of Commonwealth Alliances may establish four military installations in not exceeding an area of four kilometers squared each in New Puntalia at the discretion of the New Puntalian government.

……3.1.10 Rufuina and Puntalia will recognise New Puntalia as a sovereign state, and the North Shield Treaty Organisation and Union of Commonwealth Alliances shall recognise Puntalia as a sovereign state.

[s]…3.1.11 Unjust or unwarranted Rufuinan hostilities or invasion towards other nations will not be tolerated and will be met with clauses 4.1.3 and 4.1.5.

[/s]…3.1.11 To ensure Rufuinan hostilities cease, any unjust or unwarranted invasion or hostilities (any action that can be seen as a threat to another nation, physical or otherwise) towards UNAC, UCA or NSTO Member States will not be tolerated and will be met with clauses 4.1.3 and 4.1.5.

…3.2.1 Rufuina will pay the Union of Commonwealth Alliances 250 175 million KRB (♅) in reparations.

…3.3.1 Citizens of Puntalia will have the choice to relocate from Puntalia to New Puntalia within one year from the Sani Bursil Summit.

……3.3.2 Rufuina will be obliged to fund a Housing Development Program that will erect eighty thousand to one hundred thousand homes for citizens relocating from Puntalia to New Puntalia alongside contributions from the UCA for a ten year period.

……3.3.3 Rufuina will be obliged to invest two hundred and fifty million KRB (♅) to infrastructure in New Puntalia over the course of ten years.

…3.3.4 Rufuina will respect the civil rights and religious freedoms that have exists in Puntalia and uphold them.

……3.3.5 Left-wing parties that identify as Social Democratic shall be legal in Puntalia.

…3.4.1 Rufuinan occupation of Puntalia and New Puntalia will cease immediately.

……3.4.2 Rufuina may establish up to four military installations not exceeding an area of four kilometers squared each in Puntalia at the discretion of the Puntalian government.

…3.5.1 The border between Puntalia and New Puntalia will be a hard border. Border forces will employ local police authorities to respect the subsequent non-aggression treaty.

…3.6.1 Armed Forces personnel living within the boundaries of New Puntalia will be allocated to a New Puntalian Armed Forces.

……3.6.2 All vehicles and equipment of the Puntalian Armed Forces will be divided equally between Puntalia and New Puntalia, overseen by the Puntalian Cooperation Council.

…3.6.1 Puntalia will retain all Armed Forces personnel.

……3.6.2 All vehicles (including naval vessels) and equipment of the Puntalian Armed Forces will be divided equally between Puntalia and New Puntalia, overseen by the Puntalian Cooperation Council.

…3.6.3 The Union of Commonwealth Alliances will be able to hold the equal amount of personnel and equipment in New Puntalia than there is in Puntalia until New Puntalia’s armed forces is of adequate size.

…3.7.1 The Union of Commonwealth Alliances, North Shield Treaty Organisation and Rufuina will sign a treaty of non-aggression at this summit, disclosing the additional following clauses;

……3.7.2 The North Shield Treaty Organisation will remove its No-Fly Zone over Puntalia with immediate effect.

……3.7.3 Great Morstaybishlia will remove its Home Fleet from Puntalian territorial waters with immediate effect.

……3.7.4 No militarisation will occur within 10 kilometers of the New Puntalia and Puntalia border from any faction.

……3.7.5 All factions will recognise sovereign airspace of one another and will recognise territorial waters of one another.

SECTION IV: ENFORCEMENT

…4.1.1 A Council known as the “Puntalian Cooperation Council” shall be erected to oversee and enforce the actions of this Act.

……4.1.2 The council shall consist of Great Morstaybishlia, Xiopothos, Axdel, Tivot, Peregrinia and Free Pacific States.

……4.1.3 Failure for Rufuina and Puntalia to comply with the Act will result in a reversal of article 3.4.2 alongside five hundred million KRB (♅) fines.

……4.1.4 Failure for the Union of Commonwealth Alliance and North Shield Treaty Organisation to comply with the Act will result in a reversal of article 3.1.9 alongside five hundred million KRB (♅) fines for each member state.

……4.1.5 Continual failure to comply or a disregard of this Act will result in military occupation from the Puntalian Cooperation Council and reevaluation of this Act.

“This is all well and good by me.” He simply said as he looked over to Cruz and Sarohart to see if they were ready to sign as well.

He had taken a moment to read through every article once more, and despite some hangups, de la Cruz knew that little more could be done through negotiating, and this compromise was as good as it was going to get, in his eyes. He looked at the hologram for a few moments before glancing over at Garcia, saying, “This compromise is adequate.”

Seeing de la Cruz step away from his pride for a moment and actually accept a compromise stunned Garcia; he knew that he must be thinking about this from a military perspective, and he was sure there was something else he had planned for the future, but what? Garcia could only speculate at this point. Despite this, and in the spirit of co-operation for now, Garcia said, “This will be an adequate solution for the present situation; I am willing to sign.”

Saroharts’ eyes darted to Hanlon, and then back to Barvata.

“I am willing to sign this treaty,” Sarohart smiled.

“There are a few things that I could pick at, but its the best amendment of the treaty so far, and I’m willing to sign it.” Arngrímur expressed his relief that Lokania, and by extension Arcturia, may not be plunged into war today.

Ronald Stemmler shakes his head one final time, seeing no support for Osterlicsh’s safety, or that of UWI members. His undying expression and blank stare fixed on Barvata from the UWI delegation desk. While some were reassured that there would be no war in Arcturia, Stemmler was not convinced. He resigned himself to the matter, for now.
