TISS Theocratic Scale
Level 0. Religion is outlawed or nearly nonexistent within the nation.
Level 1. Nation has none or rare directly religious policy but the population is largely religious.
Level 2. Nation is officially secular but religious policy is common.
Level 3. There is an official religion but other religions are tolerated within the nation with no restriction.
Level 4. The official religion is encouraged and there is some restriction of those who differ.
Level 5. Only the official religion is permitted, and is relfected in policy.
Level 6. Authorities of the official religion maintain near total political power over the nation and in policy.
