  3. Defense can entail supplying in-game endorsements and/or verbal declarations of support by the Heads of State or equivalent Foreign Affairs officials.

Section IV - Military independence

  1. The signatories agree that they will respect each other’s sovereign power to perform any military operation that does not violate any other part of this treaty.

Section V - Intelligence sharing
1.The signatories agree to inform their counterpart’s Head of State or equivalent Intelligence Officials of any threat to the signatories in-game or off-site regional security.
2.The signatories agree that any shared intelligence will be kept confidential.
3. Neither signatory will in any way, directly or indirectly, initiate or participate in espionage against the other signatory.

Section VI - Culture

  1. The signatories agree to allow the in-game and off-site promotion of each others cultural events, such as roleplay, games and educational activities.
  2. The signatories agree to cooperate in the organizing and hosting of cultural and educational events.

Section VII - World Assembly

  1. The signatories agree to mutually encourage and support initiatives to write proposals by each others Citizens and submitting proposals to the General Assembly and Security Council of the World Assembly.

Section VIII - Dissolution

  1. Either signatory may withdraw from this treaty after giving a week’s notice in the aforementioned embassies.
  2. Both signatories agree to make all reasonable efforts to seek a diplomatic solution before withdrawing.[/quote]

Inevitably, Nevadar decided to stage a coup of Osiris and name it a protectorate of Gatesville. Gatesville has since held its position through the suppression of the region’s current government as well as of many of its local contributors on the Regional Message Board. The World Factbook Entry and the region’s flag have been completely hijacked by the usurper delegate and serve the interests of this foreign foe.

The East Pacific will not condone this activity and will do whatever is within its power to oust these usurpers. Osiris, while it is a relatively new GCR, had established as a community a generally locally-run government that has acted in the interests of its native nations and which has been interregionally accepted as long-term and legitimate. Lest the original be infiltrated, usurped, and corrupted beyond repair, we will accept no other Osiris regime. Gatesville is among the most persistent and reprehensible groups of people who attempt to meddle with the affairs of the Game-Created Regions and their methods, which revolve around “cosmopolitan” activity and hiding behind pseudonyms while they act in their own selfish interests in foreign regions, spewing meaningless but invigorating (to the dim-witted) propaganda about opposing the World Assembly and supporting national and regional sovereignty while their actions blatantly tell otherwise, corrupting formerly committed government officials and turning them on their regions before throwing them away later, and betraying the hospitality of benevolent governments as well as backstabbing many of their own members, are completely unforgivable.

I as delegate of TEP have sent a declaration of war to the Magisterium for ratification. The East Pacific sees no reason to negotiate with such people as Gatesville and will make no attempts to do so. The East Pacific will engage in any efforts to forcibly remove them from Osiris as well as from any regions they inhabit in the future, should our legislature agree to war, and will unite its allies against them as well. We see no need to continue tolerating an entity that has become the embodiment of selfishness, dishonesty, and disloyalty in NS."

Therefore be it resolved, the Magisterium of The East Pacific ratifies this declaration of war.[/quote]

The East Pacific was once occupied for an extensive period of time in one of the darkest eras of its history under the regime of "The Empire". Thus, The East Pacific sympathizes with and supports the need of a region for security and sovereignty, and with The United Defenders League's noble cause of securing these freedoms abroad across NationStates.

The East Pacific is regarded by The United Defenders League as a reasonable, mature and stable region. It is that stability and reasonableness that makes them the most preferable of friends. When "Condemn The United Defenders League" was proposed, The East Pacific opposed and provided a reasonable argument against the resolution. Reciprocating The East Pacific's calm, rational good nature is the least that The United Defenders League can do to show its gratitude -- it seeks friendship with The East Pacific.

This draft has been written to try to address the problems that left neither party able to fulfill the terms met by the original "An Act of Friendship, Development and Mutual Respect for Sovereignty between The East Pacific and The United Defenders League".

[b]Section 1. General Provisions[/b]
  1. [li] A friendship is established between The United Defenders League and The East Pacific, which will be filled in accordance with this treaty.

    [li]The provisions, as stipulated in this section, apply to all subsequent sections of this treaty.

Section 3. Limitations

  1. This treaty can never be understood or used as grounds for compulsory military assistance or cooperation in any military or intelligence operations.

  1. The signatories recognize the governments established by the Concordat of The East Pacific and the State Code of Osiris, and any legally enacted successor governments, as the legitimate governments of The East Pacific and Osiris.
  2. The signatories recognize each other’s legitimate governments as sovereign entities.
  3. The signatories recognize the Sekhmet Legion as the official independent military of the region of Osiris, and the Eastern Pacific Sovereign Army as the official independent military of The East Pacific for the purposes of this treaty.

Article II - Diplomatic Relations

  1. The signatories guarantee continuing diplomatic relations with each other.
  2. The signatories agree to open and maintain in-game and off-site forum embassies with each other.

Article III - Mutual Defense

  1. The signatories agree not to invade signatory home regions nor to undertake any military action aimed at the overthrow of the signatories’ legitimate governments.
  2. The signatories agree to provide mutual defense to each other, when requested by either the chief executives or the most senior military officials of the signatories’ legitimate governments.
  3. Defense may include providing in-game World Assembly endorsements to the signatories’ legitimate Delegates, Vice Delegates, and/or The East Pacific’s Viziers or Osiris’ Guardians of Atef, as applicable and whenever possible, as well as verbal declarations of support by the chief executives or the most senior foreign affairs officials of the signatories’ legitimate governments.

Article IV - Military Cooperation

  1. The signatories agree that they will respect the sovereign right of each signatory’s official military forces to undertake any military operation that does not violate any provision of this treaty.
  2. The signatories agree in principle to military cooperation, provided that such cooperation does not violate their own laws or established executive and/or military policies and provided that the operation is deemed mutually beneficial by the relevant executive and/or military official(s) of both signatories.
  3. Neither signatory is obligated to participate in any operation, excluding mutual defense operations as described above, that includes other military forces.
  4. The signatories agree to recognize that the military forces of each signatory are independent forces, and may engage on opposite sides of a military operation. Such opposing operations shall not be construed as acts of hostility or aggression unless resulting in a violation of any provision of this treaty.

Article V - Intelligence
1.The signatories agree to inform the chief executives or most senior intelligence officials of the signatories’ legitimate governments of any threat to the security of the in-game regions or off-site forums of the signatories, immediately upon becoming aware of the threat.
2. The signatories agree that any shared intelligence will be kept confidential unless permission to disclose the information is explicitly granted by the chief executive of the signatory relaying the information.
3. Signatories will ensure that any violators of Article V Section 2 will be held accountable to the applicable laws in their respective regions.
4. Neither signatory will, directly or indirectly, initiate or participate in espionage against the other signatory.

Article VI - Culture

  1. The signatories agree to allow the in-game and off-site promotion of the signatories’ cultural events, including but not necessarily limited to role play, games, and educational activities.
  2. The signatories agree to cooperate in organizing and hosting joint cultural events.

Article VII - Dissolution

  1. Either signatory may withdraw from this treaty after providing notice in the embassy maintained on the other signatory’s off-site forum at least seven days prior to the withdrawal.
  2. The signatories agree to undertake all reasonable effort to seek diplomatic solutions to problems that may arise between the signatories before withdrawing from this treaty.

Article VIII - Officials

  1. Upon ratification of this treaty, the signatories will provide a list of the various officials noted in this treaty and will promptly notify each other when new officials are elected or appointed.

  2. The parties agree to penalize willful violation of the other party’s rules for RMB posts on that party’s RMB, should the other party allow embassy RMB posts.
  3. From time to time, the parties will organize cultural events on the regional offsite forums or RMB of one or the other party.

Article Two

  1. If the sovereignty of a party is threatened by outside forces, the other party will assist proportionately in coordination with and by the consent of the threatened party.
  2. Military activity in another region does not constitute extension of the region’s sovereignty.
  3. The parties will collaborate militarily on request when their forces are not otherwise needed.
  4. Cooperation may only be requested for operations consistent with Article Three, other agreements entered into by the requested party, and the requested party’s regional law.

Article Three

  1. The parties, recognizing the overriding principles of respect for regional sovereignty, diplomatic integrity, and interregional cooperation, pledge to one another to hold faith with all their treaties and behave honorably with their diplomatic partners.

  1. If either party breaks the treaty, the other party may warn them of this.
  2. Any violation of the treaty, however, is grounds for termination.
  3. Either party may withdraw from the treaty with seven days’ notice.

We, the undersigned governments; mindful of the impact Nazism has on the community we all share, devoted to combating scientific racism, appalled by the glorification of Nazi Germany, determined to overcome gameplay differences, and committed to making the NationStates community more accessible; do hereby establish and join the Coalition Against the Ideology of Nazism, herein referred to as “CAIN”, and agree to recognize and adhere to this Treaty and the commitments set forth within.

1. Definitions

Nazism: The ideology and practice associated with the 20th-century German Nazi Party and Nazi state, as well as other far-right groups. In the context of NationStates, it is an ideology that glorifies National Socialism or Nazi Germany and/or actively practices Nazi beliefs such as antisemitism, pseudo-scientific racism, racial hygiene, slaughter for living space, genocide, eugenics, persecution of LGBT, etc.

Nazi Region: A region recognized by CAIN as a region that practices, or has practiced, Nazism.

Nazi Collaborator: A region recognized by CAIN as a region that assists in furthering the agenda of, and/or shares core beliefs with, Nazism and/or Nazi Regions.

Signatories: The regions and organizations that sign this treaty.

On-Site Embassy: An embassy created through NationStates.

Off-Site Embassy: An embassy created on the off-site forum of a signatory region.

Inter-regional Agreement: Any Treaty, Accord, Pact, or Agreement with another region recognized by a signatory’s government as legally binding.

Military Assistance: In the context of NationStates, military assistance shall be described as participation in raiding, defending, assisting in delegate transfers, or any other military action that benefits another region.

2. Membership Administration

(a) Signatories shall not maintain off-site or on-site embassies with Nazi Regions.

(b) Signatories shall not enter into inter-regional agreements with Nazi Regions.

(c) In order to be recognized as a signatory, regions must ratify this treaty in concordance with their internal laws. Once ratified, regions must send a legal representative to signify their acceptance of this treaty within the sub-forum of the Europeian off-site forum where the original treaty will be maintained for all signatories.

(d) Any signatory may nominate a region that meets the definition, as described by this Treaty, to be a Nazi Region. Such nominations must be approved by a vote of two-thirds of signatories before being officially designated as such by CAIN.

(e) Any signatory may nominate a region that aids in spreading the beliefs of Nazism to be considered a Nazi Collaborator. Such nominations must be approved by a vote of two-thirds of signatories before being officially designated as such by CAIN.

(f) Any region may be removed from the officially designated list of Nazi Regions by a vote of three-fourths of signatories.

(g) Any region which voluntarily participates in a military operation alongside, or possesses an on-site embassy with, a Nazi Region shall be officially designated as Nazi Collaborators.

(h) Any region officially designated as a Nazi Collaborator shall be subjected to the same clauses as Nazi Regions with the exception of Section 2(g).

(i) Europeia shall maintain a list of all officially designated Nazi Regions alongside the original CAIN treaty.

(j) No region designated as a Nazi Region may join CAIN as a signatory.

(k) Any signatory may be removed as a signatory by a vote of three-fourths of remaining signatories.

(l) The highest executive authority of a signatory region, or an internally selected representative, will be recognized as that signatory’s voting member for the votes mentioned in this treaty.

(m) All votes mentioned in this treaty shall be announced one week in advance of the voting process, and shall last five days.

(n) In order for the voting process to take place, a simple majority of signatories must indicate their presence. Any signatory which is not present during the voting process will have their vote counted as an abstention.

(o) The votes mentioned in this treaty shall take place on the off-site forum of Europeia in a sub-forum contained next to the original treaty. This sub-forum will be restricted to legal representatives of signatories.

3. Functions

(a) Signatories shall not provide military assistance to any region officially designated as a Nazi Region.

(b) Signatories shall append a document to the treaty, which may be amended by a motion supported by a majority of signatories. Within this document will be listed a number of Standardized Responses which signatories are encouraged but not required to use in the intended circumstances.

(c) The circumstances for which a standardized response shall be listed will include, but not be limited to, the following:
(i) A Nazi Region acting militarily against a signatory,
(ii) A Nazi Region participating within a military operation of a non-Nazi Region, and
(iii) A Signatory acting militarily against a Nazi Region.

(d) Signatories commit to working together, when consistent with internal policy, to oppose Nazi Regions through military means. This commitment includes, but is not limited to:
(i) Invading Nazi holdings,
(ii) Liberating regions raided by Nazi Regions, and
(iii) Defending against raids involving Nazi Regions.

(e) Signatories commit to working together, when consistent with internal policy, to oppose Nazi Regions through Security Council means. This commitment includes, but is not limited to:
(i) Opposing commendation proposals of Nazi regions and players,
(ii) Cooperation on condemnation proposals of Nazi regions and players,
(iii) Supporting defensive liberation proposals for regions raided by Nazis, and
(iv) Supporting offensive liberation proposals against Nazi Regions.

(f) The signatories of this treaty shall maintain a thread on the Gameplay section of the NationStates forums in which standardized responses shall be posted. For the sake of transparency, the original treaty shall serve as the first post in this thread.

4. General Provisions

(a) Signatories recognize that signing this treaty does not make them allies of the other signatories.

(b) Signatories recognize that signing this treaty does not signify political, diplomatic, or gameplay agreement with their fellow signatories except on the subject of Nazism and Nazi Regions.

(c) This treaty is considered legally binding upon a signatory’s completion of the requirements described in Section 2(c).

(d) Should a region wish to resign as a signatory of CAIN, they may do so by going through the process of repealing this treaty in concordance with their internal laws and disseminating a public notice of its repeal. Such notices must be released in a way that reaches a majority of signatories.

(e) Any region wishing to join as a signatory of CAIN after the initial conference on this treaty may do so by receiving sponsorship from two signatories. Sponsored regions will then be voted on by all signatories. Should they receive a simple majority of the vote, regions must complete the requirements described elsewhere in this treaty.

(f) This treaty may be amended by a vote of three-fourths of signatories. Such amendments must then be ratified by the signatories before being considered binding. Amendments will be announced in the CAIN Gameplay thread, after which signatories have two weeks to decide whether they wish to ratify the amendment or not. If no progress has been made on the ratification process after those two weeks the region will no longer be considered a signatory.

(g) Any signatory may opt-out of ratifying amendments to CAIN. After doing so, they will no longer be considered a signatory.

(h) Any signatory which misses two votes consecutively will have their signatory status suspended until such time that they request to be returned to active status. During this suspension, they will not be counted as a signatory for clauses mentioned in this treaty. [/quote]

  1. Both signatories recognize one another as the sole legitimate and sovereign governments of each respective region.
  2. Both signatories shall maintain a in-game (NationStates) embassy and off-site embassies (forum-to-forum), as well as make all attempts to resolve disputes internally and diplomatically.

Section 2 - Mutual Aid

  1. Both signatories agree not to actively engage in military conflict with one another.
  2. Both signatories, in compliance with Section 1 Article 1, will not make any attempts to overthrow, invade, or otherwise attempt to undermine the legitimate government and region of the other signatory.
  3. Both signatories agree to provide one another with mutual military assistance in event of attack on their home regions by a foreign or internal power.
  4. Both signatories agree to share intelligence directly pertaining to the security of the other signatories’ region, such information being shared with the elected Delegate of the East Pacific or the Grand Chancellor as well as Premier of the Independent Order respectively, except in event such intelligence indicates unlawful actions on the part of of any party outlined above, in which case such information shall be given to the Viziers of the East Pacific or Lord Chief Justice of The Independent Order respectively.

Section 3 - General Provisions

  1. This treaty shall come into effect after it is ratified in accordance with The East Pacific and The Independent Order’s independent regional laws.
  2. Both parties may withdraw from this treaty in accordance with regional laws, with due regard to provide at least 72 hours notice prior to officially withdrawing.
