Magister Zukchiva has proposed The Second Bill to Fix all Bills on December 15th, 2021. The proposal was seconded by Romanoddle on March 2nd, 2022…

Pursuant to the Standing Orders of the Magisterium, this proposal needs a standard majority of voting Magisters to pass. In addition, the quorum of 50% must be upheld.

[spoiler]BE IT ENACTED BY THE MAGISTERIUM OF THE EAST PACIFIC

Amendments to the Concordat

We, the assembled Citizenry of The East Pacific, desiring a more prosperous and perfect region, do hereby gather to establish this Concordat of The East Pacific.

Article A: Executive

Section 1) This Concordat does hereby invest executive authority in a Delegate of The East Pacific and does appoint the Delegate the executor of this Concordat, subsequent laws passed by the Magisterium, and orders imposed by the Conclave.

Section 2) The Delegate shall be a Citizen  Registered Voter elected for a term of four months by a majority vote of Registered Voters. Citizens that have registered their vote.

Section 3) The Delegate shall eject and/or banish Nations from the Region who have committed a summary offense or have been sentenced as such for committing an indictable offense, by the Conclave, for the prescribed period of time.

Section 4) The Delegate shall represent The East Pacific to foreign entities as Head of State.

Section 5) The Delegate shall nominate Registered Voters Citizens to serve as Arbiters and Viziers subject to confirmation by the Magisterium. Accordingly, the Delegate shall not serve concurrently as a Magister, Arbiter, or Vizier.

Section 6) The Delegate may appoint Ministers to advise on or perform any of the duties of the Delegate. As a limit, the Delegate may only order a Vizier to assume the full Delegacy. The Delegate may then retake the Delegacy at any time. Further, statutory apportionment of Regional Officer positions or powers shall take primacy over discretionary Minister appointments.

Section 7) An individual that has assumed the Delegacy through a means other than that provided for by this Concordat shall not be recognized by the Government as Delegate.

Article E: Citizenship and Residency

Section 1) A Citizen is an individual with one or morenNations residing within The East Pacific Region.

Section 2) A Registered Voter is a Citizen who has successfully registered their vote and ratified the Concordat.

Section 2) The Praesidium, as led by the Grand Vizier,The Grand Vizier, with assistance from the Praesidium, shall be charged with overseeing the voter registration process pursuant to statutory law and, secondly, the Standing Orders of the Viziers.

Article F: Rights and Duties of Citizens

Section 1) Each Citizen shall be given a swift and impartial trial by the Conclave if an indictment is made against them. Additionally, any Citizen may appeal to the Conclave via trial on any government action taken against them. Citizens may not be banned or ejected for any reason not stated in law or this Concordat.

Section 2) Each Citizen shall not be tried twice for the same offence nor forced to self-incriminate. Citizens shall have the right of representation by adequate counsel to enforce these rights.

Section 3) Each Citizen shall be free to serve in any office in The East Pacific, as limited by World Assembly Membership, and Concordat ratification, citizenship, andvoter registration requirements.

Section 4) Each Citizen may submit to the Magisterium a legislative proposal for public debate and Magisterium vote, excluding those which may only be proposed by a specific governmental entity as according to this Concordat or statutory law.

Section 5) All Citizens that have registered their vote may vote in Delegate elections and Concordat referenda, excluding Citizens who gain or regain their registration while said events are ongoing.

Section 6) No title shall be granted which does not confer upon the holder practical responsibility in government, other than that of Citizen.

Section 7) Each Citizen may leave the Region freely. Citizens who leave the Region will have their citizenship and voter registration removed. and shall They shall also surrender all governmental roles, except in circumstances explicitly provided for by law.

Article I: Enactment and Amendment

Section 1) This Concordat recognizes itself as the descendant of the first concordat of The East Pacific, which took effect following a ratification vote of nations of The East Pacific, as overseen by the Elders. This Concordat repeals and replaces said elder concordat.

Section 2) The Magisterium may propose an amendment to this Concordat by a 2/3 vote; such an amendment must receive the support of 2/3 of those Registered Voters Citizens voting in a referendum administered by the Conclave.

Section 3) Amendments to the Concordat shall take effect immediately upon referendum close.

Amendments to the Endorsement Caps Act

SECTION IV. VIOLATIONS OF ENDORSEMENT CAPS

…4.1- Any nation who becomes an Endorsement Cap Violator shall be “Notified” by a Compliance Officer via an in-game telegram and a mention in an in-game dispatch for at least 3 days before any in-game action is taken.
…4.1.1- If an emergency situation exists in which Viziers believe the Delegacy is in danger, the Viziers may waive the 3-day response time and provide an explanation to the Conclave as to why.

…4.2- Any nation, having been under Notice for three days and remaining in violation of this Act, shall be subject to an unendorsement campaign, ejection, OR banishment at the discretion of Compliance Officers in order to be Corrected.

…4.3- The Viziers may temporarily suspend punishment under this Act for no more than fourteen days if the offending nation has proven a willingness to comply with the Cap.

…4.4- If a Citizen is found to have purposefully violated their endorsement cap on three separate occasions within the span of one year, they shall have committed an indictable offense with a maximum sentence of permanent banishment.

…4.45- Influence-spending concerning bans and ejections will be relegated to the Delegate when possible. Nations Citizens reserve the right to appeal to the Conclave on any ejection, ban, or unendorsement campaign taken against them.

Amendment to the Regional Message Board Act

SECTION V. SENTENCING

…5.1- Any nation Citizen who is caught committing Spam, Harassment, or Advertising a Foreign Entity shall be considered to be committing a summary offence and may face message suppression, ejection, and/or indefinite banishment from the East Pacific, at discretion of the Delegate or Regional Officers.

Amendment to the Eastern Pacific Sovereign Army Act

SECTION IV. SOLDIERS
…4.5. Citizens Registered Voters of The East Pacific will not lose their voter registration Citizenship if their registered citizenship nation leaves The East Pacific or their World Assembly nation changes on the orders of the EPSA. Citizens shall not loose their citizenship if they leave the region for the same reason.

Amendment to the Voter Registration Act

…3.1- Citizens seeking to become Registered Voters (“Voters”) must state within their application one of their valid Citizenship nations and their World Assembly (“WA”) nation in the medium designated by the Directorate, telegram a Directorate member from both nations with explicit confirmation of their application and the information given, complete all other steps as required by the Directorate, and have their application accepted by the Directorate.
…3.1.1- All applications processed during a Referendum or Election shall not be valid until the end of the Referendum or Election.
…3.1.1- All applicants must have a valid World Assembly nation they own listed within their application - otherwise, their application shall be denied. This shall not apply to any active soldier of the Eastern Pacific Sovereign Army as verified by the Overseeing Officer.

…3.2-  The Directorate may deny any Voter application for reasons of regional security concerns, incomplete application, provision of falsified information, use of an illegal IP address, and/or ejection from the World Assembly. Said denial may be appealed to the Conclave within two weeks of denial.

…3.3- Any Voter may transfer their World Assembly nation to another nation via notice to the Directorate within the medium designated by the Directorate. Voters may also change their recorded Citizenship nation via notice to the Directorate within the designated medium.

…3.4- If an EPSA soldier ceases active duty, they have one week within which to declare a World Assembly nation they own to the Directorate. Failure to do so shall invalidate their Voter Registration.

Transition Provisions

  1. Any Delegate, Arbiter, and Vizier who is not a Registered Voter and is currently serving at the time of this bill’s passage shall be able to continue serving in their full capacity, until they leave their relevant position. For Arbiters, this shall be at the end of their six month tenure, prior to renomination. For the current Delegate, this shall be when a new Delegate is elected.
