Zeorite Diplomatic Conference

October 24, 2014
Chamber of the Confederate Congress
Lehen, Socialist Confederation of Zeorus

Since the Socialist Revolution of 1972, the borders of Zeorus have been closed to both immigrants and foreign diplomats entering the country. This measure was taken in order to protect the new and (at the time) fragile government from foreign influence or sabotage. Zeorite culture quickly adapted to this policy, and little protest of this policy was heard in the following decades.

Now, forty-two years later, the Confederate Congress is in the final session of its annual Convention. The final and most controversial item of business remains.

President Isaac Wood: The following Amendment to the Articles of Confederation has been proposed by Member of Congress Frances Hawk.

President Wood then reads the proposed amendment aloud.

— Begin quote from ____

I. Article VI of the Articles of Confederation, the Closure of Borders and Diplomatic Relations, shall be rendered null and void.
II. The Government of the Socialist Confederation of Zeorus shall bar no immigrants from entry into one of the provinces or communes of Zeorus.
III. The provincial and communal governments of Zeorus shall have the right to close their borders in case of emergency or other just cause.
IV. The Foreign Affairs Commission shall be empowered to engage foreign nations in diplomatic relations and negotiate treaties.
V. The Confederate Congress shall have sole power to pass treaties with foreign nations.

— End quote

President Wood: All provincial and communal governments have ratified this amendment. A vote in favor by this Congress shall make it law. You may now cast your votes.

There is a pause as the Members of Congress cast their votes from their seats using the recently installed electronic voting system. On a small screen in front of President Wood’s seat, the results of the vote are displayed.

President Wood: With a vote of one hundred and eighty For, twenty-six Against, and four in abstention, this amendment is passed.

The following statement has been released to the nations of the East Pacific:

Pursuant to the opening of out borders by the Confederate Congress, the Socialist Confederation of Zeorus invites the nations of the East Pacific to engage us in diplomatic relations. Embassies and consulates may be constructed in the newly designated Foreign District of Lehen, our capital city. Please be sure to inform us of how many diplomatic and security staff will accompany foreign ambassadors as well as any family members who will be joining them.

We look forward to a promising future with our neighbors of the East Pacific.

While Premier Ikrisia Levinile was still on vacation (though was expected to make a return rather shortly), Vekaiyun Minister of the Interior, Vanse Iliskalu was left in limited control of the Vekaiyun state. Clearly he was a trusted individual to hold such power in the nation, but alas, the premier needed a break. Badly.

To Whom it May Concern

While I am fairly certain I am not the first to extend a welcome to your state, allow me to personally send you and your nation warm regards from Vekaiyu. Iliesnu lovikari, or warm welcome, as we say in Unonian. I am the Vekaiyun Minister of the Interior, Vanse Iliskalu. Our Premier, Ikrisia Levinile, is currently on vacation but should return shortly. In the meantime, I would like to set up plans for diplomatic interfacing. Vekaiyu will supply a Vekaiyun Foreign Officer to streamline communication between our two nations and will undoubtedly accompany our party to your nation. Security will be provided by the Vekaiyun state, as we have had trouble in the past with sending delegations abroad. I am certain you will understand - we hold safety among our highest concern.

As Vekaiyu is now represented in a “union” among other nations, a peacemeal delegation is expected. I can assure you we will remain in close contact as our delegation is organized. In the meantime, if you could provide more details as to when you would like this delegation to convene, that would be most appreciated.

With warm regards,
Vanse Iliskalu
Vekaiyun Minister of the Interior, Vanse Iliskalu

Miloskari then receives this reply:

Honorable Minister Miloskari -

The Foreign Affairs Commission would like to schedule a meeting at your earliest convenience so that we may have some demonstrable benefits to present before the Confederate Congress. Should the repeal of Article VI prove ineffective, they will be quick to re-close our borders. Please take all the time necessary to organize a delegation, but the sooner we can see you in Lehen will be most beneficial. Your security personnel will of course be welcome.

The Ministry of Foreign Affairs has seen a flurry of activity in the past few days, adapting policies and reworking strategies to the findings of the Regional Topographic Society and the Urth Project. Much of the regular diplomatic correspondence was assigned to levels lower than normal in peace times- so long as they clear it with the Minister and the Presidential Inquirer.

The stout, mustachioed intern read the correspondence from Zeorus, and drew some parallels from their border situation to that of Aelitia’s own recluse tendencies in the preceeding years. Of course, Aelitia’s closure of borders was in order to facilitate the building of the great Dominion; surely a much loftier purpose than to consolidate a mere revolution. The intern drafts a generic communique,

— Begin quote from ____

[s]The Dominion of Aelitia is in receipt of your invitation and will take it under advisement, but does welcome you wholeheartedly back to the World Stage.

The Inquiry Board on Foreign Policy will soon undertake a comprehensive review of your nation.
Kindest Regards,
-Aelitian Foreign Ministry[/s]

— End quote

The Communique struck itself out upon his finishing, and an override command took over the screen. The intern called over his immediate supervisor for the override code, which prompted yet another override code. A short series of supervisors followed and each prompted yet another override.

At that moment, the Presidential Adviser for Foreign Affairs storms into the room, followed by the Presidential Inquirer on Foreign Policy. The first man being young looking, and the other with a dignifying aged look- the young one spoke first.
“We must ask that everyone step away from the workstation.” A small group of Security Officers filed in and surrounded the officials. “We now are placing a mandatory Review of the Inquiry Board on all policy and correspondence leaving this office, in light of this mishap.”

The special aide to the Minister of Foreign Affairs took offence to this; “How do you expect us to get anything done! We have been overloaded because of the Urth project!”

Navarro, the young official, barely blinked. “We have instated an emergency sitting of the Foreign Policy Inquiry Board in full effect until we declare the diplomatic situation over.”
The older man, being the Chair of the Inquiry Board calmly spoke, “I can assure both the President and the Inquiry Board wish nothing but expediency in your work and in our diplomatic relations. I am also in possession of a Presidential order for an internal review of employment in your ministry given some of the oversights in the hiring process.” He turns to the intern which drafted the communique, “You are hereby terminated and under investigation for the intentional meddling in the foreign affairs of the Dominion and potential treason.” The room stood aghast.

The pair turned and departed, with a quaint “Have a good night”, and then every workstation in the office displayed the same override prompts as before.

The Inquirer then ordered his Secretary to draft a proper communique for the Zeoran government, and later brought it to the board for approval.

The Socialist Confederation returns the greetings of the mighty Dominion of Aelitia. Your consulate, as previously mentioned, is located in the Confederate District of Lehen, our capital city.

The Aelitian delegation will of course have diplomatic immunity under confederate law - we do not, however, have the power to guarantee immunity from provincial or communal law should any transgressions occur outside the Confederate District. That power rests solely with the provincial and communal governments.

We look forward to friendly relations between Aelitia and Zeorus.

The Socialist Confederation welcomes your delegation. As of this moment, Zeorite law is ambiguous regarding non-humans as there has historically been little non-human presence in our country. Any such individuals in your delegation will be granted special protection as part of their diplomatic immunity and may expect to be treated with all the same legal rights and privileges as human residents of Zeorus.

The Aelitian diplomatic plane descended to the Zeorite tarmac, only one of the small team being interested enough to glance out the window. One member scoffed at him, “Squalor and gloom- thats all you’ll find. These Socialist countries are all the same” and returned to reading his eNovel, Dominion, Citizens, and One Aelitia which was authored by the radical founder of the popular One Aelitia fascist party.

“To be fair, it is overcast and spitting rain…” The intern glancing out the window remarked. He was nudged by the young woman beside him, wide eyed and mouthing ‘Not now’.

The quick jolt of touchdown and the captain announced we have landed in the Socialist Federation. “Wondrous.” The man closed his eNovel and tucked away his reading device in his briefcase. “Don’t lose your things everyone, or we’ll have to smuggle them in from home.” He remarked with no hint of humour before disembarking the plane. The flight crew lined the stairs leading to the tarmac, exhibiting the http://mysalute.ssafa.org.uk/bundles/ssafafront/img/albanian-salute.jpg
as he passed, the designated honourific for an official of the diplomatic service. As the rest of the team exited, the crew reverted standing at attention, a sign of general respect.

“Your Excellency, the transport is ready.” The final crewman announced as the Consul finished disembarking. He insisted that those who address him use his newly acquired honourific, having only been appointed as Consul this week. Picked from the back benches of the House of Trustees as the token opposition member for the diplomatic service, Don Appella decided he would take his office gravely seriously and with dignity. A member of the One Aelitia party, Don was amiss when he found his mission to be a socialist country. The remainder of his staff, being mainly the younger interns in the service, were excited at the opportunity to experience such a country. Don figured he could have guessed, as the Universities these days do not teach the discerning skills they used to.

The transport was quiet, so Don could continue reading his eNovel. Intermittent sirens punctuated the silence, his mind filling that with images of socialist squalor and petty crime. He remarked about it, but the interns felt they shouldn’t tell him it was their transport cutting through traffic.

Don just finished Chapter 10: Federalism as a Mask when the driver slowed to a halt in front of the designated building; the Aelitian Consulate. He stepped out to a pair of Aelitian Special Forces soldiers, a stiff ‘Your Excellency’, and the third-degree salute. His gaze wandered to the building, his face a blanket of irresolution. “Wondrous.”

Ehjy Yslevestri, Minister of Foreign Affairs,

Eh. Send over one of the Foreign Officers. Find one that actually knows about the nation. That’s their job, anyway. I can’t be in several places at once, especially with this tense situation right outside our back yard. If she does a bad job, we can always replace her. Kind of like how that one VFO went missing in Vodrak. Of course, if she does indeed do a bad job, being fired will be the least of her concerns. One of the perks that come with the position, I suppose.

Cheers,
Vanse Iliskalu,
Minister of the Interior

— End quote

Ehjy smirked as he read through the email. How very Vinsent of him to want to stick close to the Premier rather than venture out to some foreign land. He couldn’t blame him, though. After all, there were degrees of importance in Vekaiyu and, right now, a diplomatic handshake was kind of low on the list of priorities.

After searching through the well-designed database of Vekaiyun Foreign Officers citizens in queue for assignment (foreign purgatory, as they called it anymore), after typing in a several qualifiers he came to 14 names. He skimmed over their profiles and made a selection.

Aysknia Estroviyey,

Congratulations! After a gruelling and intense selection period, you have been chosen for assignment to serve as the Vekaiyun Foreign Officer for Zeorus. Bear in mind that policies have changed slightly, and you shall represent both Vekaiyu and the Vekaiyun Union.

You will depart tomorrow morning. Follow-up emails will be provided with specifics regarding your flight and boarding. Should you be unable to commit to your duty, another Foreign Officer will be selected, but I cannot gaurantee another assignment in your lifetime.

With the best of luck,
Ehjy Yslevestri
Minister of Foreign Affairs

The car ride from the airport to the new Laiatanese embassy was quite uneventful and quiet, besides the occasional crackle of the radio as the Diplomatic Security agents communicated with each other. Veronika Yevdokimov sat in the back seat of the blacked out SUV, security staff in the open seats. Veronika was reading over the dossier compiled on Zeorus, her lips moving as she read each word. The SUV slowly weaved through traffic, trying not to bring too much attention to itself.

Before long the SUV arrived at the Laiatanese embassy compound, and Veronika stared out the window as they drove through the gate - guarded by armed Diplomatic Security agents. Like every embassy, the main building was adorned with the coat of arms and flew a Federation flag outside in the courtyard. She took note of the size of the compound. It was smaller than those located in places like Vekaiyu or the Grand Pacific - two locations where Veronika served in before getting a post of her own.

She was rather young for her position, a mere twenty-eight years old and still considered to be a junior diplomat. Being the youngest ambassador to serve the Laiatanese Federation in almost 150 years, the lupine woman was said to have a burning fire of ambition sitting right behind her crystal blue eyes. While Zeorus wasn’t the best, it would be a great starting point for the young woman as a career diplomat.

Veronika stepped into the main building of the diplomatic mission, the warm smell of fresh coffee still lingering about in the halls. She began walking down the hallway towards her new office, her security detail now gone as she remained in the safety of the compound. Embassy staffers greeted the ambassador, who returned each one with a smile and nod. Veronika noted the patriotism lining the walls of the embassy, just like every other Laiatanese embassy. A painting of the first Laiatanese president overlooked the lobby while the coat of arms was etched into the floor. Paintings of the Laiatanese countryside lined the walls, placed almost as if they were trying to create a sense of home in the embassy.

Inside of her office Veronika approached her desk and set down her bag before turning her attention to the room itself. A painting of President Zukov sat next to a photograph of President Kreskov on the wall, both wearing smiles and formal dress of the times. A Laiatanese flag and a flag bearing the State Department’s seal sat on either side of the wall behind Veronika’s desk. The rug in the center of the room wore the national coat of arms.

Her large mahogany desk sat near the window, complete with a cushy office chair and a brand new desktop computer from a top computer manufacturer in Laiatan. Several chairs sat near the far end of the room, near the fireplace where the photo and painting of the first and current president sat. On the small table between the chairs stood a small Laiatanese flag. The room was put together quite nicely and besides those items, was empty. The State Department’s philosophy revolved around the idea that the ambassador’s office was his or her second home. They would work harder if they were comfortable in it. So after putting in the necessary items and patriotic symbols, the office was the ambassador’s to decorate. In fact, this philosophy was even extended to the individual staffers with their own offices. Of course a feeling of professionalism was still required, though regulations remained quite lax across the board.

The newly appointed ambassador took a seat in her new chair and logged into her computer. She preferred her laptop, but she would adjust. She opened up her email, finding an unread email that all new ambassadors arriving at their new posts were pleasantly surprised to get.

Welcome to Zeorus, Madam Ambassador!

Congratulations on your confirmation for the position by the Federal Council, I’m quite pleased to have you on our list of ambassadors. I’m absolutely certain that you’re going to do your country proud there in Zeorus, and you’ll show the Zeorites exactly what makes us tick.

Do remember that you are in a socialist country that has been sealed off for years, and if your college lupology class taught you anything, it’s that lupines simply did not make it down there. So your diplomatic mission is likely the first lupines they have ever seen - possibly the first nonhuman sentients if the Vekaiyuns didn’t get there first. Regardless, take precautions as advised by your Diplomatic Security agents. You now know how to reach the highest ranking member of the Laiatanese federal government if you need any kind of assistance. I will be happy to help.

Best of luck in all your endeavors, I hope to be hearing of fruitful relations and talks with the Zeorite government because of you.

Zakhari Kreskov
President of the Laiatanese Federation
