Caprecia university gets an upgrade

Caprecias long established university is getting an upgrade as part of the government modernization of the region. The University will now go beyond history and regional role play classes in holding classes from nation states Caprecian diplomacy to regional types. The founder himself will be holding classes on recruitment techniques and the only University exchange student, Likako from New Sorvun, will be teaching the history of New Sorvun. As of yet the University is still in its early stages but it is in the hope that these classes will be established before the end of February for members and foreign members to join.
Progressive alliance pushes for changes but denied
The progressive alliance pushed for changes in government this week including the implementation of a new position in government for speaker of the house. That proposal was soon voted against by the Conservative coalition and the Liberal enlightenment party after it was deemed unnecessary and time consuming. The PA then proposed a weekly political party debate on the regions performance to which the other two parties once again voted against for the same reasons. Dominion, the current spokesperson for the PA stated that it is no surprise that the conservatives voted against both these proposals, we all know why … the implementation of them will mean this government, currently under the conservatives, will have to be held accountable, and they dont want that. Come the next prime ministerial elections we will make changes for the good of the region and assure Caprecian citizens that a government under the PA will assure accountability is the top priority. In defence the current prime minister and leader of the Conservative Coalition, Semisopochnoi, stated that the government prefers to better spend its time on discussing the proposals at the times their needed, not when their unnecessary. The Liberals in defence of the opposition further stated that the parties should be free to discuss the issues when they want.
Accountability survey due in one week

The Caprec5 government along with party leaders are set to once again go through an accountability survey where Caprecians vote on their performances and involvement in regional affairs. The accountability surveys have been around for over 6 months now and have assisted the internal affairs department in assuring government honesty and citizen satisfaction, in addition the accountability surveys have served as tools for Caprecians politicians in improving the way they carry out their position.

Due to the inactivity in nation states and the lack of ambassadors in Caprecia, the embassies have had to be cut in half. The government has assured citizens that the region is still however dedicated to keeping close ties with its current active neighbouring regions and will continue to update their embassies there.
Feeder region delegates concerned about nation states

The North Pacific delegate Tresville has expressed concern regarding the inactivity of nation states and has in part blamed nation states 2 and disappointment in the text based game successor.  In an email to Max Barry Tresville stated that the diehard NS1 players that kept the game and community thriving are concerned with the continued decline of NS1. He went on to say that  *Most of us do not like NS2, (I will not even get into that sore subject) and we are sticking to NS1 since we built most of the thriving communities here and still enjoy the game and people, even though the conflict in the game was diminished by changes to the game code. Tresville is a long time Delegate for The North Pacific and long time NSer. It just goes to show how far of a concern the inactivity crises is spreading through Nation states, with some even going so far as to fear the website will be shut down all together.

Constitution almost completed

After months of anticipation signs are finally showing that the constitution for Caprecia is near finished. Currently the constitution is under development and will be presented to the public to vote on. The Caprec4 government ministers opened up a questioning session regarding the constitution and already the government laws have been explained and there is a hope more questions will be coming out over time by the public. It should again be stressed that the constitution will be voted on and there will be opportunity for any changes be suggested.
Since Caprecia was founded no official constitution was established for the region, instead much of the laws were focused on the role playing aspect of the region and that was the intended purpose upon its founding. Over time as Caprecia grew well into the 100s population the region began to turn focus onto the regional government and the laws of the land we established. However the constitution still was not settled at that point of time and due to lack of interest in government, focus remained on role play and the law aspect of the region was never allowed to grow and modify. Even with the assistance of outsiders the regional government never made the move. There were always basic laws regarding government elections and the role of government members along with eligibility for citizenship and the region neutrality standing however anything beyond this concerning Caprecia were never properly looked into and it was only towards the end of the 2008 as new challenges met the region ahead that a constitution was taken into account.
The completion of the constitution by constitutionalist developers and vai the vote of the Caprecian people will be seen as one of historic standing for Caprecia in all its time of existence. The founder of Caprecia, Dominion, stated that the passing of the constitution and the consensus between the Caprecian people over the laws of the land will indeed be revolutionary and will usher in a new era of a much stronger democracy for Caprecia. Lets hope a region wide consensus will be met upon the development and completion of the constitution .
Region on the recovery, recruitment efforts successful
Like most regions in nation states Caprecia was at an all time low in regional population during the Christmas holiday period but with the recruitment drive by the internal minister Lucava and the founder Dominion the region is seen to be heading to its normal population. Though the regional capital administration has stressed that Caprecia is still in a recovery period and that there is still work to be done to assure the region stabilizes. In the last two prior chronicle posts we reported on the deepening inactivity crises and how regions such as Caprecia were at their lowest points in their histories. The founder himself has made numerous proposals which involved interregional efforts to keep out the inactivity crises however the proposals were met with great differences and agendas and in turn it was decided that the region would just have to rely on the recruitment efforts of a minority. Activity has also began to recover in the forums and it is in the hopes of the government that weekly recruitment will by the least maintain the region as is. The regional capital of Caprecia has warned however that the annual yearly inactivity period is still upon us and that Caprecia along with other regions may find themselves fighting a worse battle than prior. The yearly inactivity crises is considered when the northern hemisphere receives their summers and holidays and that is when inactivity is at its worse in nation states.
University issues

As of yet the university has still not began her classes and some issues have had to be dealt with before the University can officially open. One is that that the new lecturers are still yet to post their classes and the second lecturers degree or education 101 has had to be halted due to RL obligations by Epsilon, the lecturer for that degree. The founder himself who is awaiting to be awarded a degree has expressed impatience with the University and is wanting to begin his classes on nation states politics soon. The founder once completed with his degree and his classes will also be considering to add an additional class and says it will be very useful to students however not specified what class it may be in the fear that the idea may be taken. The university should be up and running however later this month at the latest and an inflow as well as an outflow of the University will hopefully take place.
Prime minister on the move . that is as the new university chancellor
The current prime minister who has no intention of running for another term has recently been voted in as the new university chancellor. The new chancellor has already taken up charge of the university assessing the current classes and modelling the educational structure of those classes. It is not clear as to what the time period for the university chancellor will be but some suggest the possibility of elections being at the same time as those of the semi-annual ministerial elections. It is likely though that the chancellor may hold a government position as well though authorities claim that there will be enough interest once the university is up and running to have regular candidates for the position with no necessary government positions.
Founder/Caprec4 differing in change

There was a misunderstanding in the way the region conducted its business and the way changes were made between the his foundership and the Caprec4 ministers however from mediation an understand was met and the government is back to working with eachother with the founder now making sure there is more clear consultation with the democratically elected ministers in the case of changes and foreign visitations.

Conservatives and liberals accuse the chronicle of catering to the P.A

Following the last Caprecian chronicle current prime minister and leader of the conservative coalition lead the accusation that chronicle was not fairly reporting the political events of Caprecia. The PA though has denied these accusations and stated that the conservatives were just crying wolf and that the job of the chronicle was always to report the news in a fair and honest manner, not the report for the PA. However the chief chronicle editor has come out and offered oversight by party ministers before the chronicle is released. This will be in the hopes that the chronicle will then been more trusted and that future issues of bias will not be met.
Trans-forum citizenship proposal does not pass
The PA once again proposed a bill in the hopes of fighting the inactivity crises. The bill would promote direct citizenship and flow between the region of Caprecia and other regions through their forums in the hopes to boost each others activity and to promote growth between the regions. The bill based around the theory that members of other regions would not have to apply for citizenship of those regions in agreement and may even run for political positions while being a citizen of those friendship regions and may freely participate in typical forum pastimes like role play or social discussion boards. The idea though met little to support with the Conservative coalition and the liberal alliance members stating that the idea offers something members can already readily do, join other forums and apply through other puppet nations, and that the idea would fall apart. It should be noted that due to Caprecias recovering period the idea is further obsolete and that the bill would have been issue fore history long neutrality laws of the region in any case if not met with other issues.

Its official folks, Nation states 1 & 2 break up
Last month we wrote an article stressing the negative impact NS 2 had on the original nation states and its contributing factor to the inactivity crises . We also concluded NS 2 sucked in our humble opinion. Well last week gave even us a surprise Max Barry announced that he and nation states 1 will have nothing to do with NS 2.

. monthly… or whenever he chooses to update news site Barry stated that;
I had a dream: we would snuggle close to a professional games development company, and they would deliver a brilliant, shining NationStates sequel while hosting us here for all eternity. But that didn’t really work out, so we split.
NationStates is now hosted by me, and doesn’t have terribly much to do with NS2 any more. The good news is that means we are free to do what we like here, including adding a few new features.
One thing this experience has taught me is how special the game is. We have something here. And it’s due a little love and attention.
The news from Max has been met with mostly praise from the nation states community, in particular the dedicated members who have worked hard to maintain their regions and not willing to leave for nation states two. Whether or not the announcement will assist with ending the current inactivity is yet to be seen though the message from Barry does show there is recognition of the games originality and the loyalty and effort by many members all around NS to what would typically considered a boring text based game by most outside who lack imagination and need Hollywoods cheap new movies and overly done CGI to tell their minds whats cool.

Fidelia finishes its own constitution and votes are already in process

Neighbouring region to Caprecia, Fidelia has completely the constitution and are now in the works for getting it to pass through vote by public. The Fidelian government is further hoping that with the completion of the constitution they can finally begin bringing the region up from its worst slump yet in population. President and delegate for Fidelia future filmmaker in the region RMB made the announcement;
"A Note to Everyone in Fidelia. We’re about to ratify the new Constitution. After six weeks of hard deliberation and toil from the government’s dissolution in January due to the inactivity crisis, we’re finally able to pull ourselves back together. Everyone is welcome to peek into the forums for this historic event. Once the Constitution passes and elections take place, we’re going on massive recruitment runs. We’re becoming a more direct democratic region where everyone has a voice in the direction of the region. Everyone is also welcome to send a representative of their nation to the forums to claim their rights and priviledges. You can also run for office. We will be needing a President (of which I am running for again), three Senators, a Judge, diplomats, an Electoral Overseer, and a Speaker of the General Assembly. We also need people who can help us to recruit and gain our population back. This region is on the verge of having a dramatic turn around.
The regional capital wishes Fidelia all the best in the implementation of their constitution.
Leone premier replaced

The region of Leone, another local neighbour of Caprecia, has had one of its founding members and premier leave due to RL obligations. Lawrence J. Borien-Cornwallis announced that he will be retiring from the premiership position and has appointed GOP as the new leader for the newly established region of Leone. In an official address to the region Lawrence announced that;  I have decided to appoint The Honorable and Just GOP SL, TJ as the next Vice Premier, and Speaker of the Senate. I have done this for two reasons. Firstly, this position is temporary, and I needed someone who would not like to keep it for long, or was not interested enough to keep it. and further stated that I have found that GOP is the best candidate as such.. Leone started to a rough beginning which could indeed have been due to the inactivity crises it came into. Though despite this the region has become a successful democratic region and Caprecia has continued to hold good friend relations with it. It is in the hopes of the Leone government that the newly appointed premier, GOP, will begin to lead the region a new and that the region continues despite the inactivity crises at hand.
To Change or Not to Change?
The most recent debate in New Sorvun is the debate over the newly proposed Constitution. The document, written by Military High Commander Renewed Life is quite similar to the current New Sorvun Constitution. The purpose was to clarify certain issues, remove loopholes, and fix grammar mistakes. The Constitution has enlightened controversy over several issues, among them, the Constitution itself.
Prime Minister Likako of the People’s Nationalist Party has been opposed to the change from the start, only recently agreeing to contribute. He is backed in many of his positions on the document by former President La America. However, President Karputsk, also a member of the PNP, has shown great support for the document. It basically boils down to a battle between fixing the old, or tossing it out in favor of the new.
Other issues approached by the document are direct election of the Prime Minister by the people instead of the Senate, whether cabinet approval is needed for military action, and the system for granting Administrator access. It has become a lively debate, not between parties, but between party fellows and enemies alike.

Sapphiran Strife Finally Over
The long running conflict in the Sapphire Isles is finally over - for now. The Lucavan-backed Socialist Republic of Sapphire won the plebiscite between the SRS and the Theocratic-Nationalist hybrid United Sapphiran Federation. which was backed by the Holy Isle and the Dyriiad Empire. Sapphirans are now looking to the future… whether the SRS will solve all their problems or if the Knights of Alma Velha will accept the results.
Kalador Ground Down
One of the newest nations on the scene - Kalador - shocked Oracia with their obsessions with genetic purity and their leader, the Great Torro. Kalador made sent threats around the world, culminating with their attempted takeover of Mayuchatann, which was met with backlash from the international community. Approximatly six other nations involved themselves in the conflict, which has ended with the Kaladorian retreat and the annxation of the Maradon Alps by Magilan. What happens now for Kalador is unclear, but it will be difficult for the international community to accept them now.
Moomoosharoo refuses to export purple cow meat to other nations
The Galdean nation of Moomoosharoo has come out to outright refuse any sales of meat from their native purple cows whether iniside or overseas. The Jandrean premier (premier of the Regional capital) commented on his love of beef last week and had requested that the Moomoosharoo government allow the sale of meat from their purple cows for him to try out. In reply the Moomoosharoo government outright refused to do any such thing citing that they are a vegan based people and that the purple cows are national treasures to them instead of commodity. Purple cows are free to roam and eat grass within the nation, often anywhere there is grass and as to the legality of purple cows willfully walking onto your backgarden is unknown. They are considered friends of the Moomoosharoo people and thats it, no eating of any cow.
The protected purple cow can only be found in the western part of Galdea where as of 87% of these cows are found within the vegan nation of Moomoosharoo. Despite their noticable purple color Moomoosharoo scientists have confirmed that the purple texture of the cow is harmless and only limited to the outer skin. All internal parts along with the milk and meat of the cows appear as normal as your typical cow.
The Moomoosharoo government did instead offer milk from their cows to the city premier which they claim to be healthy and tasty. No further comment was made from the Jandrean premier however in regards to the matter.

New face, new prime minister, new beginning
After what was considered an historic election for Caprecia, Moosh, a new candidate with little establishment in Caprecia, was elected the new Prime minister. What is to be Caprecias first female prime minister, and the first elected prime minister to have only resided in Caprecia over a short period of time, prime minister Moosh has been hailed as a “fresh of breath air” to the government of Caprecia by many. Prime minister Moosh won the election with a 43.75% of the vote. Her closest rival, Epsilon Andromedae with just over 31% of the vote, was considered the favourite and among the founding members of Caprecia, to which he previously held the prime ministers position during the golden age of the 2007/2008 transitional year. Nobody could have foreseen the win by Moosh, the unknown member who made her stand on the world not too long ago, however the urge for change and a new beginning pushed her candidacy just enough to gain the position of PM. Although she did not clear the 50% majority mark by voters, thus far many have been satisfied with her win and praise the new start from what was previously an “old guard” government.
His foundership ,the Dominion, was a staunch supporter for Epsilon during the PM elections, however was rather pleased at the election of a new face and a member who he described as a promising figure to lead this region onto a great path. Moosh, although a new face to Caprecia, has been a long established player on NS for some time. Along with her new position she bring in a wealth of experience on NS years prior and a fresh new perspective to the governance of the region.
What was an election of familiar faces
Besides the new face of Moosh into the political scene of Caprecia the rest of the candidates were well established long term members who had long held support into certain segments of the region. Magilan, Daufuskie  and Epsilon Andromedae have all been long established members of Caprecia since the 2007 year.
Magilan, a self proclaimed watch dog of the Caprecian government and a powerful influencial member within the RP system ran in the hopes of restoring trust within the Caprecian government after what was considered to be a non-transparent government by himself and a few others. Also considered a founding member Magilan has always stood as an independent thinking member who never fell short of shouting out his concerns over any of the actions made by the government.
Daufuskie, another long established member has been an active influence member in Caprecias RP system as well as a long time contributor to the political aspect of the region Daufuskie was seen as a promising prime minister candidate but after his loss chronicle analysts have cited the fact he has never made defined standings upon where he intended to take the region.
Epsilon was most popular member to be cited as prime minister due to his experience in the Caprecian government prior and his long established period as a NS player and an NS founder of various regions over the last few years. Epsilon was Caprecias fourth prime minister in line and served a total of two terms. His term was seen as the administration of the golden age and his activity in the governance of Caprecia can be compared to only a very small minority. His loss indeed came as a surprise.
Sopo Continues Work on Autobiography
Foreign Affairs Minister of Caprecia and former three-term Prime Minister Sopo has been continuously updating an autobiography for the past sever months. The work, entitled “The Sopo You Don’t Know”, details Sopo’s campaigns for election in regions like Ohio and Caprecia, with chapters for each region. It serves as a historical reminder of the many places and people Sopo has interacted with, in all the regions he has been a member of.
While it is never expected to be “completed”, it will be a work in progress as long as Sopo is still involved in NationStates. Anyone who has ever wondered anything about him can find it in his autobiography, which will soon be available for viewing in multiple regions. Some skeptics call the autobiography “tooting his own horn” and “something he just wrote to make himself feel good”. Think what you may, but it is an interesting read. The author is officially credited as Semi S. O’Pochnoi, a play on Sopo’s first Caprecian nation, Semisopochnoi. Simply contact your neighborhood Sopo (or Tresbon as the case may be) to receive a Collector’s Edition copy or a link to the original. Collector’s Editions are available for a limited time only, updated as of May 2009, and can be obtained free of charge.
Constitution fails to pass the general assembly, but new amended one put forward
The anticipation of a new constitution for the region fell apart when the votes from the populous came to oppose the newly established constitution. The issues cited was the newly established positions within the government which many felt restricted too much power towards a minority, other issues were mainly individual by the voters and after months of work the constitution failed to gain much support. The voters were close, namely a 53% nay that made the bill fail. New efforts to re-establish the new constitution are under way however it is a process, and it is important that the vast majority of members get on board with their support for the constitution if there is to be a wide consensus and satisfaction over the newly established laws of the land. The founder has commended the efforts of some of the senior members over the development of the constitution and hopes that it will be done before the second anniversary of the region.
Unlike most other well established region Caprecia was founded with no constitution, rather the laws established with the founding members over time. The constitution in its completion will then assist as reference and a fair guidance in the place of a dispute or regarding the running of the region.
Second anniversary for Caprecia approaching
Caprecia was founded on July 16th 2007 then again again July 29th that same year after the founder had a dispute with external issues not relating to the region. Officially the birth date of Caprecia is July 29th as of following that the region  began to govern and start its growth. The reach the second year for any region, without interregional conflict or civil war is indeed an achievement and this second year anniversary will be an achievement by far.

New laws proposed to the general assembly
This week various new acts were introduced such as the Emergency act by the founder, the active citizens act and the land claims act by some of the senior members. The Emergency act gained little to no support when it was brought up in the GA. Most of the members cited that the act was pointless while the prime minister in particular cited the usefulness of such a law given the currently regional health. The founder however was disappointed citing the importance of preparation in the event of a threat. Thus far the active citizens act got through the GA with over 60% of the votes. The land claims act where by nations can extend their land ownership or colonize also passed with an 88.89% vote. The act gained plenty of support given the current limitations of the RP laws as is.
Allowance for political action groups put on the floor of the GA
Since the founding of Caprecia during election time vocal support for a candidate was often limited and not promoted as such, instead most members would support their candidate on the day of voting. The new act, called PAG for short allows various member formed groups to promote a candidate of theirs in a separate forum in a unity way of pushing votes. Thus far the act is still up for voting and as of yet has received 50% of support.
Caprec5? Change?
The shortened name for the government has been under conversation and voting lately as a number of Caprecians have requested to change the name to something else. Many cited a more easier pronounced name CapreciaX but thus far these suggestions have recieved little support. The term Caprec5 was introduced by the founder during the 2007 year as just a shortened version of the official Caprecian 5 minister government. Thus far there has been no consensus on  a change over the name but it is still under debate. As much as the name of the government may bare little significance to the running of the region many cite that it is a representation of our government and a discussion of a change in name should be up in the GA.
The political parties once again fail to gain activity
Despite the successful activity within the general assembly and the role play aspect of Caprecia the political parties have failed to gain activity once again. A decision to bring the parties back after a year that they were brought down for the same region was made at the beginning of the year. The parties were created to promote debate anf further interest in the political aspect of Caprecia however despite the activity in the GA the parties have done little to nothing in contributing to the discussion in the GA over the running of the region. This is the second time the political parties were officially disbanded due to inactivity. His foundership, the Dominion, stated that the unpopularity of the political parties may be due to cooperative environment by members where there is no need for much opposition or misunderstanding, which in turn made the political parties obsolete. Some have disagreed with that analysis citing that the political parties do little where discussions of unified political movements can just be done vai private TGs instead of wasteful password forum space.

The region of Equalism was put under a state of emergency by Westwind this week for reasons unknown. It was only recently that the Foreign observer obtained information that this was merely in preparation for an announcement of the retirement of Westwind. The king of the realm of Equilism, whos been with the region for roughly 5 years now, announced his retirement from NS as a whole and used the attention from the state of emergency to gain as much attention from fellow Equalism citizens as possible.
In a long and emotional statement made to the citizens of Equalism, Westwind stated that he hereby abdicate the Monarchy of Equilism and relinquish the founding nation Equility, effective May 8, 2009 20:00 Mountain Daylight Savings Time. At that time, the Lord High Steward Chaucerin shall become Monarch of The Realm of Equilism, and Keeper of Equility. The news came as a shock to many of the citizens of Equilism and only further indicated the changing era of NS with various regions changing in new leadership. Taking Westwinds position as king is Chaucerin. The new king expressed mixed emotions and has urged the region to look forward. Chaucerin is only the second king to Equilism indicating the history changing event for the region, among many of the influencial in the NS world.
From rags to riches to rags again, the story of The Last Kingdom

Once an active power among the NS regions The Last Kindom has ended up as an inactive small region possibly on the verge of collapse. It is unknown what happened to this once regional empire however various factors such as changes in government, policies and such controversial situations such as that of the fake death of the founder Bromannikha have been cited as leader contributors. The Last Kingdom had its founding during the same time as Caprecia, July 2007. The region, established by a former Praetorian empire citizen then dissatisfied with the founder that region, left to form the Last kingdom in protest. It didnt take long for the region to grow and become influencial and exceed its splinter parent region that Bromannikha was once a citizen of. With the collapse of the Praetorian empire in 2008 and the take over by Brom it was indeed sweet revenge and good times and over time the region stayed influencial and powerful until the beginning of the 2009 year, as following the patterns of all empires in the NS world, it ended up with a small fraction of its former size.
Much of the loyal last kingdom citizens left to join the region Kodiak and left the region to continue on a downwards slope. The government of the Last kingdom still appears to be intact, as does the forum, however it is unsure whether the region will restore itself back to its glory days. For now it is probably at its lowest point, and like all regions its citizens, whats left of them, are trying to find a way to continue on.
Elections meet the East Pacific as well!
The citizens of the East Pacific have elected their second quarter Magisterium for 2009. The Magisterium is the East Pacific’s sole legislative body and any citizen has the right to run to be a Magister. In this election, all 10 candidates succeeded in gaining a majority for vote, although Infinite Loop withdrew to keep the numbers odd. The current Magisters are now - Antracia, Anur-Sanur, Bolshikstan, Dyr Nasad, Cloudous, Kelssek, Lowbrook, Warr and YaM.
New Sorvun
Senate elections were held once again in New Sorvun. There were three candidates for three seats, so all candidates got in. The new Senators are Liberela, The Great Sufu, and epernicus17. Epernicus’s activity prior to and during the elections has been cited, and since his nation CTE’d it is likely that a Special Election will be held for his seat. Prime Minister elections are also going on. Since the Senate elects the Prime Minister, the elections will not be held until Epernicus’s return or until he is replaced. The candidates are Likako, the incumbent seeking his fifth term, and Tresbon, a former Senator and Minister of the Treasury. Renewed Life also planned to run until he canceled his candidacy in favor of starting a new region, Unity.

A long-time citizen of New Sorvun, Renewed Life, has left most of his clout in New Sorvun behind to create a new region called Unity. A few citizens have already joined the region and forums, and discussions about political systems for the region have begun.

Liberalia
Prime Minister elections are currently taking place in Liberalia. The candidates (PM and DPM) are Reformists and Prez v. Prime Minister Kurt and Senita. This has been a very exciting election so far, and it will be interesting to see who comes out on top.

Cartography Department Gaining much needed renovation
After a long period of time and neglect, new rules and maps are coming to the Cartography department. The Land Claims Act, proposed by Sopo, would forbid colonization of land plots that have not been made. Epsilon Andromedae, former head of the cartography department, proposed in discussion that more continents be opened. He will be returning to cartography to help open one of two new continents, the second of which will be opened by long time Cartographer Lucava. This is also following EA’s Cartographical restoration project.

The new republic
After nearly two years since the regions establishment the constitution of Caprecia has finally settled itself amongst the laws of the land. Last month the constitution passed with an absolute majority, and one of the major established laws within the constitution is the declaration of Caprecias political standing as a republic. Although Caprecia isnt the first region to establish itself as a republic it is one of the first to take on the trend. With the newly established Republic of Caprecia placed among the NS regions, the region can finally move on to other matters at hand concerning the region.
Featured region, June 14th 2009
On June 14th, Caprecia’s long time wish was granted, as the region was featured for the day. A party on the RMB ensued with many coming from outside regions to congratulate us. The population of the region shot up in that day and is now at its highest point in months. There has even been speculation of making June 14th a regional holiday, although the government has released no official position on it yet. Currently, Caprecia’s only other regional holiday is the Founding anniversary on 29th July.
Consul defeat doesnt spell the end for Magilan, may challenge Moosh and Epsilon for PM
Despite the strong support, if anything, the consul elections showed that this demographic no longer holds the influence alone to push Magilan into the that position. Moosh, the current prime minister, has already been considered possibly the most popular prime minister in a while. In the last approval polls the prime minister gained a solid, very good rating among the community-80% approval rating-something that has not been seen in a while. If Magilan runs, the PM elections will indeed be something to watch closely, although with the ever increasing growth of the community and with newer members preferring Moosh, she does, for now, have the upper hand. It is unknown whether any of these candidates will be seeking the Prime ministerial position come July although estimations of the elections itself will be the centre of talk within the political sphere of Caprecia for time to come before the elections.
As for Epsilon, one of the founding members and popular former prime ministers, speculation that he may run is abound as well. However we have not recieved much information to go about discussing his run, but the three running against eachother will spell an interesting election season indeed.
BREAKING NEWS, EPSILON HAS ANNOUNCED HIS CANDIDACY FOR PRIME MINISTER
Founder may seek foreign affairs position come elections, troubles ahead for current minister Sopo?
There have been suggestions flying around in the Jandrea city today regarding the founder’s possible campaign to run for the foreign affairs ministerial position. At a press conference in the regional capital the spokesperson for the founder hinted that he had a great interest in the upcoming elections in July and that his long time involvement in the foreign affairs of the region may have something to do with it. Although this isnt an official campaign announcement, speculation has been running about regarding the founders run for foreign affairs minister, and this suggestion has only furthered that speculation. Sopo, current foreign minister and former prime minister of Caprecia, has thus far been a moderately active diplomat for the region having received a fairly average approval rating in the last region wide accountability polls that were run.
It is unclear whether Sopo will be running for re-election, however with involvement in other affairs NS wide and with RL obligations, many speculate that he may not run and the founder may very well go unchallenged. That being said, if there will be a run off of some kind the founder’s wealth of experience coupled with his rather large contribution towards the foreign affairs forum and his activity as ambassador to most other regions may cause a challenge for Sopo to defend his position if he so chooses to run. The same could be said for the founder as Sopo was considered a good prime minister with a wealth of relations with neighbouring regional communities such as Leone and New Sorvun that may improve inter-regional relations. Whatever happens, a run off between these two in the July elections will be interesting indeed, though this is excluding other possible candidates about.
Approval polls late may
Results within the approval polls were rather positive with the ministers receiving mostly positive reviews from the public. The cabinet performance poll indicated a satisfactory ranking from the public while regional confidence in the Caprecian community has been increasing steadily. The next accountability polls will be run in August after the new ministers have been established into their new positons a month. The accountability polls were started 8 months ago following calls for transparency and accountability of the government. They have since become a regular occurrence in the region and have helped the region deal with the demands of the community.

Meet the new position to government, role play minister
Caprecia has generally become known as a major role playing region and as such role playing has dwarfed every other aspect of Caprecia. Because of the importance role playing has become to the community and its activity producing ability the role play minister position has been given more recognition and importance. Verenberg, a long experienced role player and one of the old guard has hit the ground running with his position, with already three queries submitted to the new role play ministry forum. It is in the hopes the position will now deal with the ever increasing reports and complaints in the community and in addition to this the firm establishment of the laws.

Caprecia growing, again
The last few months have indeed been a rocky ride for Caprecia, but things are looking up. In February, the region reached its lowest point ever–the 50 mark–however, with major recruitment efforts the region was recently brought back up to over 75 nations despite the constant decline of the NS world as a whole. The region’s forum activity has increased as well and with the featured regions day on June 14th the region has managed to curb the harsh inactivity crisis facing many NS regions today. It is in the hopes that the region will remain this way at least until the second anniversary for Caprecia in July.
New skin, new banner, more changes
Along with the healthy growth Caprecia has experienced over time, positive changes have been made to the forum–in particular, the banner and skin changes. Changes in the forum have been long time debated as many Caprecians are not accustomed to rapid change, however the consensus now is that change is needed and the forum is looking to a face lift. Currently the changes on the forum are in trial mode, but by next week, Caprecians will decide to make these changes permanent. Thus far, the changes have received praise.

Among the many changes in Caprecia, self proclaimed watchdog, Magilan, cited his concern regarding the changes without much consent or debate within the public. However, in defense the newly elected consul, Lucavan Emirates, stated that the changes to the forums are covered by the new constitution. Debate still continues regarding other concerns around the forum.

Neighbouring regions share growth with Caprecia
Caprecias neighbours have also been having success in growth lately. Leone, a newly established democratic republic, grew from a minor nation to a middle power double its former size. Leone now stands within 50s, and the regions membership along with its government is also gaining activity. New Sorvun, now more on the lines, recovered from a deep slump in population and has gone into the upper 50s–catching up with her neighbours. Despite the gains within the local faction Caprecia is in, the NS world continues to suffer massive population decreases and day by day concerns continue on as to the future of NS as a whole. The founder is considering a meeting with a number of regions to discuss the issue and to, once again, work out some solution to deal with it among regions, however as the past may indicate, inter-regional cooperation has never made much way.
New Sorvuns newly elected prime minister, Tresborn
Tresborn has been elected the new prime minister for New Sorvun after what was a short and effortless victory. Tresborn, who is known to be part Caprecian, ran for the position early June and inaugurated June 11th. It is unknown what the new prime minister of the region has in store but many Caprecians hope that the friendly relationship between the two regions continue on as they are. The previous prime minister of the region was Likako who was a strong advocate for defender affairs, in particular a former Founderless regions alliance foreign minister. The presidential elections are now going on in New Sorvun, what is considered a highly contested position.

New Brittanian empire celebrates its 3rd anniversary
The monarchy of New Britannian empire celebrated its 3rd anniversary last week, having being founded mid 2006. The region is well known for its active monarch system to which currently the Fominov dynasty reigns. As the result for celebrations the monarch has opened the museum of New Brittannian history and hopes this will promote acknowledgement of the times to which the region has come to. National news broadcaster NBR also reports that the region is holding talks for a possible federation with another separated region, the New Brittanian Republic. A treaty of somekind is expected this month.
The silent massacre of Audux
The region of Audux suffered a freak ending at the beginning of this month when the founder took it upon him or herself to eject all the nations. It is unsure as to why or how the region came to this and as to whether the members had some cooperation to leave in any case however the activity in the civil headquarters section appears casual and relation on that same day prior to the ejections. Currently there is still no word regarding the incident neither did the founder take it upon him or herself to leave a message. The forum itself has also been completely deleted and the nations have not put it upon themselves to set up a new Audux of some kind. The NS world may never know the incident at hand.
Another revival attempt for the Praetorian empire fails
The Sergeant General, former founder of the Praetorian empire, again made attempts to revive the once large raider region of the past but failed. The major raider region was known in the past for their extremes in attacking other regions and their conflicts with sister region the last kingdom however the collapse back in 08 as it seems has become permanent and no sign appears that the region will be coming back any time soon.

[li]Early last year a blizzard struck St. Teresa, Meridian Austral–their first in 5 decades. Striking at 5:33 AM, the snow didn’t stop until 8:00 AM. leaving a meter and a half of snow. There was one death–a homeless man who was found frozen under a bridge. He will be remembered dearly.
[li]The popular “drug” report, Spores, released another report earlier this year on drug culture in Theyst and neighboring nations. The report was widely praised by much of the region, but received conservative backlash from Theyst.
[li]The Holy Empire of Verenberg, generally known as one of the more opressive nations in Caprecia, began a “democratic experiment” of sorts this year, hoping to eventually bring itself up to par with some of the more democratic nations in Oracia.
[li]In the Old Tellarian Empire, Mt. Pleasant Breeze stopped acting up, endijng a long period of lava and destruction in the city of Elver.
[li]Erstalia recently started an invasion on bordering, unclaimed territory. Amorica has set themselves up as opposition to the Erstalians, hoping to stop the “rampage.”
[li]Many new nations have established themself in Oracia in the past year and a half. Among these are Kamoneschia, Estova, an omnipresent hamster society know as Cuddly Hamsters, and the Koslov Union.
[li]On the Andros sub-continental area, construction of a large, massive railway and highway system has begun, with hopes of connecting Andros for better transportation among the three new nations residing there and the Theyst province of Andros.
[li]Queen Constance of Cakemonger underwent DNA testing for the disease known as Huntigton’s disease and she is verified to have it. She also ordered that DNA testing be done more often in the future to keep it on file for generations to come. In the mean time, we send the queen our best wishes.
[li]An alliance for trade nations began this month, labeled the International Alliance of Economic Partnerships. The alliance aims to better member’s economies by removing all trade sanctions between members and open up doors to the world.

Animal of the Month: Red Panda Ailurus fulgens
The red panda is slightly larger than a domesticated cat and is endemic to the Southern Himalayas. The species is in the same superfamily as raccoons and weasels but has been given its own family. Unlike the giant panda, it is not a bear. The species is considered vulnerable and is on the threatened species list. The red panda lives at altitudes of up to 4,800 meters and is very skillful and acrobatic, even at high altitudes. Interestingly, these soft creatures drink by dipping their paws in water and licking their paws.

Caprecia Celebrates Her Second Anniversary
A day that the founder himself would have never guessed upon at the founding of Caprecia two years later, the region celebrates her second year since its establishment back on July 29[sup]th[/sup], 2007. Celebrations are underway as nostalgic memories take back certain senior members to the golden age and the time of development. Two years is indeed an achievement for any region in NationStates. It often marks the regions elder stage however it doesnt mark the end necessarily, but rather the beginning of another regional culture firmly established into the NS world.
During the celebrations, the founder recounts his first days establishing the region setting forth a timeline of [at most] 4 months, and the regional target of 30 nations. Caprecia was at first intended to be an RP region for recreational purposes, however when growth began to take place, a major involvement was the need for regional government and policy became a necessity. Following that, a regional government was established, and from there the region began to take a much larger shape beyond just minor RP region.
Caprecia has indeed come a long way what awaits her in the future, nobody can predict. One thing is for sure, whether the region ends tomorrow or continues on for years to come, Caprecia has certainly come a long way, and has by its own right established itself within the NS world.

July 27[sup]th[/sup], 2007- The great disaster, founder kicks out all members, deletes region due to matters within other regions.
Founding era
July 29th, 2007- Caprecia re-established by founder. Older members called back, only a third return. (Surviving members to this day, Dominion, Verenberg and Tellaria).
September 16[sup]th[/sup], 2007- Rothenberg merges with Caprecia.
Golden Age
October/November, 2007- Caprecia peaks at 130 nations
November, 2007 The then Prime minister Epsilon attends rare interregional meeting consisting of the largest regions in NS over concerns for website member decline. Meeting makes little headway but Prime minister is credited with representing Caprecia well.
December 6[sup]th[/sup]-14[sup]th[/sup], 2007- The diplomatic incident between the founder and one of the established embassy regions. Causes deep divide between founder and Caprecians along with anger from the region of the DSS. Founder makes offending remarks but later apologizes.
Age of Decline
February-September 2008- Region begins its great decline, including the loss of some of its key members.
July 29[sup]th[/sup], 2008- Caprecia celebrates first anniversary.
December, 2008- Drastic administrative changes take a hold of Caprecia. Complaints and conflicts with RP forces government to make changes for role play.
December, 2008- Founder on holiday, forgets to put nation of vacation mode when it ceases to exist. Thankfully the then PM (Sopo) manages to access it again and restore the foundership.
Age of Recovery
March, 2009- Forum activity recovers, although region still lagging in size forum post is at an all time high.

The History of the Caprecian Regional Flag
Upon Caprecias founding the founder himself established a flag for the region. The gradient green flag with twelve stars circling around the regional animal, the Golden Hawk, has seen little change over the last two years. The quality, however, has changed, and over time, we have seen a more defined regional flag.
As for the meaning of the symbols on the flag, it has never been thoroughly discussed. The founder himself has remarked on the 12 stars representing the 12 founding members, however has never been direct in its description. Speculation has been abound that the 12 may represent the first 12 nations to join the region, or possibly those members who have contributed significantly to Caprecia over time. The bird in the middle has also come with speculation. The animal hasby senior members, including the founder himselfbeen referred to a either a hawk or an eagle. The green has always been remarked as a representation of the regions supposed vast green forests on the regional map.
Whatever the real intentions of the flag, it has been the icon of the region since its very beginning, and despite numerous debate over a possible flag change, including the fact the flag had never been democratically established, none have seen the necessity or have seen any issue with it staying as the primary icon of the region.
Two Years of Existence, Two Years of Neutrality.
Alliances made between regions are very common, and rarely there is a sizable region that can be found to not have aligned itself with another region or regions. One of those rare regions would be Caprecia, which has never aligned itself militarily or socially with another region. Although various agreements have been made with other regions in terms of role play and friendly diplomatic exchanges, no formal alliance has ever been made. Caprecias policy on foreign affairs has always been that other regions matters are not the issue of the Caprecian regional government, regardless of the situation. This policy has remained the same through the regions existence.
Various policies and proposals have been made for Caprecias isolationist policy to change. Some cite the need for Caprecia to participate more in interregional matters for the sake of activity; however, on all occasions of proposals or discussion, the vast majority have chosen to leave neutrality as is.

Moomoosharoo Wins PM Elections By a Landslide Despite Expectations
What was expected to be the closest prime ministerial event in Caprecian history turned out to be an all out landslide by the sitting prime minister. Moomoosharoo defended her position of prime minister when winning the election with over 65% of the vote. Her rival, Epsilon, was a popular prime minister over a year ago during what was considered the golden period of Caprecia. Despite this factcoupled with his strong popularity among the few remaining old guardhe could not gather enough support to prevent Moosh from gaining a second term. The prime ministerial debate was indeed one of the sharpest ones in Caprecian history as well. Rival Epsilon accused Moosh of merely being popular due to her kindness and referenced his qualifications for the prime ministerial position. Moosh replied back stating that her impartiality in various matters during her first term qualified her to be the leader Caprecia needs. Both candidates had staunch supporters who campaigned for them in part; however, the supporters of Moosh were most vocal in their criticisms towards the opposing candidate.
Upon the announcement of her prime ministerial win, Moosh thanked all her supporters and congratulated the winners of the other positions. Epsilon wasted no time to congratulate Moosh and other candidates with Moosh also commending Epsilon for giving her a good run off. In a statement, she said, Thanks for the votes, I’m glad you put your trust in me yet again. I won’t let you down and admitted she was relieved that she had managed to defend her title.
Elections Bring Out Old and New
The defender of the interior positionLucavacame out winning yet another term over the notorious Abstain; however, the elections for the Foreign affairs and Role play ministerial positions brought out two new additions. Founder Dominion won the foreign affairs elections with no challengers with a landslide vote of 90% of the vote over a 10% abstain. Kamoneschia won the Role play ministerial position over defender Verenberg, one of old guard and long time WA delegate for the region. Election debate between the two competing for the RP ministerial position was formal and didnt go much beyond each other qualifications, unlike the Prime minister debate. It is speculated that voters preferred Kamoneschia because of Kamoneschias new ideas to bring into the role playing community, including changing the rules to suit new views. Despite his loss, Verenberg remains WA delegate and respected advisor along with Epsilon.

What was considered an expected victory, popular WA delegate Todd McCloud wins the East pacific delegate elections by over 80% of the margin. The landslide win however was not unexpected at all as Todds term as delegate was considered very popular and successful in creating a confident voter block. Todd McCloud, former leader of the infamous Fox rite raider group became the East Pacifics delegate a few months ago and has since taken an active role in leading his region into the center of NS affairs.
Among many of the things that has made Todd McCloud popular in the East Pacific, his attempts at establishing stronger relations between the East Pacific and the player created regions have made him a popular figure within the NS world. His efforts in a strong relation among the player created regions have earned him a number of applause and respect as such efforts in diplomacy from the feeders are indeed rare. In his victory speech Todd stated that  I have served as the delegate of this region for over one hundred days now  a short time as far as feeder delegates go. This is not an attempt to ensure Im re-elected, but more or less a way of broadcasting a goal we can all aspire to even if Im not. Uneasy ground between Leone and Opplysia.
After the fiasco earlier this month concerning Vanet, Kopite and the rest of Leonians over what appeared to be a joke gone terribly wrong, the pair who were charged with intent of destroying Leone, Vanet and Kopite, have since formed their own region of Opplysia which has quickly grown to more than 70 nations. Recently however it appears the pair are mending their relations with Leone, in particular the co-founder for Leone, Brum, has made attempts to patch up the situation. It appears one of the pair, Kopite, has also attempted to return in an effort to patch any issues that still exists as advised by some Leonians, however the grounds still seem uneasy and some Opplysians still feel they were unfairly accused in the incident that occurred earlier this month, as do some Leonians. Despite this relations between the two regions do seem to be on a slow track to recovery (between most of both sides) however it will be a long time before relations resume as normal. Caprecians still hold friendly relations with Leoneans and Opplysian founder Vanet and hopes such relations will continue to grow.
Its Election Season Across the NS World!

Liberalia: Prime Minister Kurt and Julio Trigman were recently elected PM/DPM, in fact it was only yesterday. It was a four way race, but PMK and JT won over Archduke Alejandro II (Moosh’s husband) and his running mate, Laothin, 7-6.
Leone: With the recent destroying of the Constitution and deleting of the University, Leone is currently writing a new Constitution and planning elections. Sopo is running against Jackson, and the Liberty Party (which had the treacherous Vanet as a candidate before) has yet to endorse a new candidate.
New Sorvun: PM and Senate elections are happening once again in New Sorvun, the incumbent (Sopo) announced that he would not seek a second term leaving former PM Likako and Attorney General Aiuria to battle it out. The Senate is expected to be a close match, with three parties participating.
Equinox recently elected a new Chancellor, Hadisthe of Axiom Guild, and a new Senate. The new Senate has 4 members from Lords Guild (a clear plurality in the 9 member Senate), 2 members from Axiom, 1 from Jethnea, 1 from Ministry of Silly Walks, and one from Sage. An economic system was implemented recently as well.
Greater Soposhire: Recently established with Sopo as King, GS is a new region that promises to be interesting. A Constitution is underway, it is expected to have a balance of power between the Monarchy and the elected government. There are already 7 members on the forums.

Roleplay News (Oracia Today)
Aetericus: Only a few roleplay months after the nations rocky founding, a civil war is already heavily underway. Illigard has offered assistance to Aetericus in this war.
The Koslov Union: The Koslov Unionfounded on the basis of the extinct nation known as Warsawhas called for more land already, much to know use, seeing as the people of the land have not yet given in.
New Basch: Electon results are in! The Ne Baschian prime minister is Fernand Pallegoix of the Unity Party.
Dyriiad: A massive conference concerning nations all over the Dyriiad subcontinent is underway. The goal of the talks is to establish a possible military and/or economic alliance.

Forces from Theyst have offered to aid in defeating the occupying terrorists while Kamoneschia for some time was under threat by the Koslov Union. Meanwhile, a nomadic group of people that worship cats have been sighted remarkably near the front lines of battle, though these citings cannot be verified.
Caprecia: A time-zone system is being developed in hopes of allowing for easier travel between areas of the world. Most nations have stuck to recommended time zones, but Moomoosharoo has established themselves within JST-2.8 (Jandrea Standard Time) while Lucava and the Emirates have a seasonal system.

After nearly a year since the inactivity depression that hit Caprecia, forum activity has finally begun to steadily increase with our Caprecias nation population growth reaching beyond the 100 mark. The foreign minister last month had already marked the current activity boom as a new golden agethe last one being recorded back in November 2007but at the same time warned that this activity may not last as long as the other boom. Despite this, Caprecians are taking as much advantage of the refreshing activity rise as is possible. The government has already looked into changing some of the laws to make it easier for members to participate, and the Prime minister has been running an anti-conflict zone to prevent issues that may split the region. There have also been talks of a buddy system for new members to help integrate them into roleplay.
Although Caprecias boom can mostly be attributed to the efforts of recruiters, the foreign ministry has issued a report to the prime minister claiming that the renewed activity is in part due to the overall rise in the number of nations in NationStates. Recently NationStates slid back above the 50,000 nation mark after two, long years of a constant recession. This occurrence has been giving some hope to many that the website is finally regaining some popularity and is in turn assisting regions like Caprecia. Evidence of this could also be cited through Caprecias regional neighbours who have also grown in size and activity significantly over the last month. Lastly, the foreign ministry stated in its report to the prime minister that being featured region last month further contributed to ending Caprecias depressive period. While this title has not proven fully that it boosts activity, it certainly did bring up confidence in regional recruiters and other members of Caprecia.
For now, the region is enjoying the spike in activity, especially in the roleplay community, and as advised by the foreign ministry report, it is extremely important that changes are proposed to prepare Caprecia for the moment the activity boom ends and when the region needs to adapt again to shear survival.
New Coat of Arms

Caprecia voted in the new official regional coat of arms this month, one of many changes happening in Caprecia to get the government and the region up to scratch. The coat of arms represents the same symbol of the golden eagle with the 12 founding members represented by the circle of stars. Votes for the coat of arms came to 80%, which indicated that it collected much favouritism from Caprecians. It is unsure where exactly the coat of arms will be used; however, the foreign ministry has already adopted it and others may follow suit. The coat of arms was designed and developed by Illigard. In addition, coat of arms have been created for the regional and general assemblies.
Chronicle Channel Takes Caprecia By Storm

The newly established media corporation, Chronicle Channel, has taken Caprecia by storm. Introducing new shows such as Talkback With Canalk and Angry Caprecian, the show has attracted many viewers. Talkback quickly rose in fame immediately upon its release, and Canalk has become a region wide superstar.
The show, which features primary host Canalk who interviews various Caprecian minsters and influencial leaders of Caprecia, has gained continuous praise from analysts. The Angry Caprecian, although controversial, has also gained much popularity since its release. It features Caprecian citizen Maderona as he talks about daily things in and outside of Caprecia that make him angry and for many reasons. Chronicle Channel started out merely as the chronicle newspaper firm until the program decided to broaden its horizons and provide more sources of entertainment. The Caprecian Enquirer was also recently launched; however, it has failed to provide any competition to the monolpolizing Chronicle Channel. It is unsure how long Chronicle Channel will maintain its dominance let alone its activity, but for now, they are on top.

Caprecian and New Liberalian Ministerial Meeting

A meeting was held between both the prime ministers and foreign ministers of Caprecia and New Liberalia this month, and although brief, the foreign minister of Caprecia stated that it was good to know that relations between the regions were still neighbourlythats what I felt during the discussions. The meeting between the ministers was held in Bahia Esmeralda, the regional capital of New Liberalia, with talks mainly circling around possibly tightening relations. A treaty has come out of the talks, but a clause on providing intelligence to the government of New Liberalia received harsh criticism from the Caprecian community. An amended treaty is being voted upon. New Liberalia is considered to be one of the bordering, neighbouring regions of Caprecia and the meetings were held as was necessary to maintain healthy relations.
Prime Minister Meets With Ministers Individually
The prime minister has arranged a number of meetings with each individual minister in the hopes of collecting updated information on matters concerning the region and their ministries. Meeting with the foreign minister, the two discussed the status of Caprecias growth and the status of neighbouring regions. The discussions with the Role play minister went good as well with the discussions mainly revolving around RP law reform and a possible lifting of certain laws to make it easier for new roleplayers to participate. Little information was given regarding the meetings with the other ministers, but in total, they all were seen as necessary to assure the regional government was updated on regional matters.
Forum Administration Brawl
There have been a number of complaints from both citizens and ministers/forum administrations over the handling of the region. Last week, the founder had made some changes to the sub-forumsincluding new bannerhowever, the regional government complained that these sudden changes were controversial to the constitutional law of symbolism, stating that these changes were supposed to go through the proper channels of discussion and voting first before being integrated into the forum. The argument from supporters of the new banners was that these changes to the sub-forums were minor and not necessarily symbols of the region, but rather decorations that cause no effect to the regions standing what so ever. In order to solve these issues discussions are under way to amend the constitution to disregard smaller changes, and at the same time allow room for objections. Discussions are still currently on going. Banners for the general and regional assemblies have been passed and now feature a crest for each.
Roleplay Law Reform Still Not Here, Kinda
With all the talk regarding role play law reform, the regional government still appears to have that waiting and unchecked on its to-do list. Role play is a monumental aspect of the Caprecian community, and lately, there have been some complaints regarding the laws negative effects on good, fun role play. The arguments are two-fold: one side argues that the laws restrict too many opportunities for improved role play and that the laws are a weight against good ol fashion roleplay. However, there are some that argue that the laws are too soft and that some nations continue to god mode without accountability. Roleplay minister Kamoneschia has promised that changes will soon be under way and that new laws will come out to make Role play more enjoyable for members. Madam Prime minister Moosh has already expressed the urgency of the matter and has tasked the roleplay minister to update the rules of warfare. While no action has been taken on the official roleplay regulations, extensive changes have been made to the war rules and a shiny, new version of the previously outdated rules has been released, offering a more defined, rewritten policy on war. The roleplay minister hopes to introduce changes to the official roleplay laws soon but has not done so yet.
Interview with Moosh
As election season diminishes from our otherwise burdened minds, the question of how the new cabinet are establishing themselves and can be asked, now that they are elected (or re-elected), for their opinions on various spheres of Caprecian life.
First up, is the Prime Minister, Moosh, who is no new face to Caprecian government (no offence intended) this time around. Does her first term as Prime Minister make her more a competent leader for Caprecia, after she jumped in at the deep end a couple of months ago? Yes, it does to a small extent; as Moosh points out in her answer:
She also refers to her newfound familiarity with the admin tools which ensures that we can anticipate a smoother; more well run Caprecia- in particular the General Assembly which links into the next matter of scrutiny. The General Assembly has it weakness but Moosh assures us that she thinks it has the potential to be an effective legislature but when asked about the nature of the general legislature Moosh gave this answer.
Theres something Moosh wants to achieve or is achieving but what else has the purple crazed minister achieved both in her previous term and what she hopes to achieve in the future? Well, Moosh seemed to have a positive look on her previous term stating:

Interview with Lucava
Next up, Lucava. A familiar face and a long term holder of the Interior Minister spot. Lucava, is known in Caprecia not only for his ministerial post, but for his role-playing experience and cartography skill. Our first question was relating to a sphere of Lucavas duties which he seems to be getting right- recruitment. When asked for his thoughts on this the Interior Minister replied thus:
Lucava is one of the current government members who has held another post in the past. With his experience of the Caprecian government, have constitutional amendments and the like altered the nature of the Caprecian government or has not much changed in the Caprec 5?
The Constitution state that the Interior Minister is in charge of maintaining Caprecia through generating regional activity. Does Lucava think that he could do more to fulfil this part of his constitutional duty or does he feel that things like this need only a little encouragement and is it better to leave this to its own devices?
As weve mentioned, Lucava is a big part of cartography in Caprecia: does he feel this contributes to his IM duties?

Confessions of a Raider
We sat down with a raider and asked him some questions!
Why do you raid?
Well, NationStates, as a game, is very limited. Over the years, those who aren’t content with answering issues and voting in the WA have found other ways of making the game fun. For me, roleplaying is one of these, and raiding is another.
What is generally the criteria for the regions you raid?
Well, they’ve got to be founderless, or have an inactive founder, otherwise we’d get kicked out straight away. There have been raids on regions with active founders, but they’re usually just to mess with the residents; not to do any real damage. Whilst having no password on is a plus, we can get round passwords so they’re not as much of a problem as an un-beatable founder with unlimited influence.
Was the New Sorvun attack in part due to the FRA membership?
I’d say more than “in part” there; it was one of the main reasons. We purposefully targeted an FRA region to show the inherent inability and uselessness of the alliance.
Many would argue that raiders take the fun out of regions and NationStates for newer members then the end result is that they leave NS for a while. Others argue that raiders are bringing down the standards of NS as a whole. What is your take on this?
I’m sure those people exist, and I do know where they’re coming from but new members, unless they immediately join an invader or defender region, usually have little exposure to that side of the game as they tend to go for the big, active regions with founders. It’s only the older nations who have found themselves in regions ripe for attack that end up getting exposed to the invader/defender game. And, of course, those primarily involved in it as well.
Views on raiders change massively throughout the game and, whilst there is a large portion who are opposed to it, many do agree that it is an important part of what NationStates, as a game, is.
As for those who say that raiders are bringing down the game (I assume you meant game) as a whole. Well, I’d bet you’d find that those people are nothing more than scaremongers; the same people who have been claiming that the game is ‘dying’ pretty much since it started. Raiders have been around for most of the game’s life, and the game is actually the better off for it. Think about the game without raiders; there’d be a massive chunk of active players gone just like that. Plus, the defenders, who would be left with nothing to do, would leave also. In fact, those who remained would only be the roleplayers and issue-answerers, who, it could be said unfortunately, only make up a small percentage of the game’s active players. Whilst it sounds horribly self important, I think that raiders are keeping the game alive rather than bringing it down.
What made you become a raider in the first place?
I got bored. Previous attempts at making regions, both with RL friends (including, for interest, (NAME CENSORED) and on my own failed. I had got bored of just answering issues and so looked for something else to do. I didn’t fancy joining Jolt; it was just too confusing. I didn’t know about Roleplay regions such as Caprecia (although Caprecia didn’t exist then) and so the main option that occurred to me was raiding or defending. In comparing raiding and defending, raiding seemed like a more fun and interesting endeavour all together. After browsing the list of raider and defender regions on Jolt, I came across The Black Hawks, who I’ve been with ever since.
New Sorvun Damages Minimal Despite Raider Attacks

The raider attacks on New Sorvun early this month appear to leave little to notice upon their departure. The region barely lost any nations and it appears fortunately that the regional influences of the infiltrator as WA delegate were minimal restricting any power. Currently, New Sorvun has resumed roughly the same size it was prior to the attacks and the government seems to be on track. New Sorvun was invaded on the 5th of August by a combined force from The Black Hawks, Middle Earth, Blackwater, the Unknown and the Commonwealth of Regions. The attacks on New Sorvun were not merely an attempt to gain control, but mostly an attack on their membership in the FRA, a defender organization.
This isnt the first time New Sorvun was attacked though. Just days after the founding of New Sorvun in 2008 following a bitter civil war with old Sorvun, the region was raided by the Genesis Federation and almost all nations were ejected at that time. New Sorvun did recover but it took a while for the region to get back to its former self. This time, it appears as if the defender region had learned from that previous attack and has made a quicker recovery.
During the infiltration, the raiders left this message:
Despite the attacks New Sorvun is still a dedicated member of the Founderless Regions Alliance. Caprecia remains neutral on the matters of raiding and defending.
Prime Minister Finavarra Leaves Liberty Alliance

The prime minister of Liberty Alliance, Finavarra, has announced his resignation not just from the Prime ministerial position but also from Liberty alliance as a whole due to real life obligations. In a speech yesterday he stated that This in my mind is the end of my era… it was fun and I have met some amazing people, fabulous people whom I have admired, debated with, argued with, laughed with, learned from and enjoyed great times with them. I will always remember the time when this region was my region. Indeed the announcement has come as yet another blow to Liberty alliance which has been suffering from a population and activity slump for some time. The region has made significant improvements in their foreign ministerial relations though and has improved diplomatic ties with Caprecia; however, the loss of another dedicated member has caused more obstacles for the region. Dartheon will become the acting prime minister for the region.

Liberalian Foreign Minister Resigns
Liberalias foreign minister Northern Sushi resigned the middle of this month amongst outrage over his comments regarding the Paradisian elections. The comments brought upon outrage within the regional government of Paradisia where comments from ministers there lead to the demand of Northern Sushies immediate resignation. It did not take long for Northern Sushi to resign and apologise. Relations between New Liberalia and Paradisia have already been on fragile grounds. The region of Paradisia was formed mostly by former Liberalians who were in disagreement with the New Liberalian government. In an effort to repair relations New Liberalian Prime Minister Kurt arranged a summit with Paradisian ministers; however, thus far, the summit has been inactive.
Neighbouring Leone Becomes Featured Region 23/08/09
With Caprecia becoming featured region not too long ago, Leone got her chance at exposure on Sunday, the 23rd of August. The region, which has been suffering of a population slump in addition to the loss of one of its senior members, Lawrence Cornwallis, has finally gained a chance to recover and to continue to expand through exposure as featured region.

Kamoneschia has declared its support for the antisocialist government, while the Koslov Union has pledged support to whichever side is attacked first. There have been rumors that the Koslov Union shares Kamoneschias support, but these have not been confirmed. It is also rumored that the Lucavan Federation has sided with the Socialists, but these rumors are few and far.
[li]The Tellarian Empire has recently began to step out of the shadows again and join the diplomatic scene once more.
[li]The United Democrats are in control of Franjbulio as the Kamoneschi work around the clock to regain control of their neighbour from the authoritarian democrats occupying it. They are working with Mr. Blabligalbenz and his partner, Mr. Tuileki.
[li]Verenian officials have been hunting for the terrorist, Razim, of the worldwide underground organization, ECuda. He is believed to be in Verenberg Minor, though some believe he is in the heart of Kamoneschia. Those beliefs have been denied by the Kamoneschi government.
[li]The Olympics have been postponed to 1054 and even possibly 1056 due to situations arising around the world. Hard work is underway to ensure they happen in the next 4 years. They will still be hosted in Valora, Lucava.
[li]The Aeterican civil war draws on, entering a fourth year now. No end is in sight.
[li]Theyst continues its thirst for expansion as it faces opposition from other large nations.
[li]Koslov Union has gained control of International Sector in a stunning show of diplomacy and simplistic tactics.

The gloves are off! Elections abound!

Caprecias 9th elections have begun with all but the consul position available to candidates to run. The elections consist of the interior, foreign and Role Playing ministerial positions and the Prime minister position. Elections occur in Caprecia roughly every 3 months (every quarter for the year) with the opportunity for members to run and assume positions as much as they wish. The last elections were held in August and for the most part consisted of incumbents. These elections consist of a mixture of both old and new candidates with different views and proposals for Caprecia. It will indeed be an interesting election campaign, and one that will greatly influence the path of Caprecia into the 2010 year. Below is a list of candidates for the October 2009 elections:

Prime minister Moosh will not seek a third term as Prime minister, leaving the position open to the four candidates running. Indeed the journey of Moosh to her position as PM of Caprecia reflects the Caprecian dream. Having only joined Caprecia early of 2009, Moosh came in as a member unknown and noobish. She came to Caprecia as somebody seeking community and a sense of belonging. With her she brought her purple cows and her female intuition, something not many members can claim to. Having being one of the few females in Caprecia, life would indeed seem lonely, but she did not allow that to dictate her participation, and it didnt take long for her to become a highly valued and active member of the community. Within a mere two months of joining Caprecia Moosh ran for the Prime ministerial position and won. Her challenger, EA, was the more experience member and a considered veteran of Caprecian politics, but despite this Moosh won by a landslide. The elections were seen as a call to change then, and indeed through the time of her administration we saw significant changes in Caprecia.
The first female Prime minister of Caprecia, and one of the few in nation states as a whole, Moosh set out to bring forward a government of more accountability and problem solving. With the meddling regional capital controlling much of Caprecias foreign affairs, Moosh saw to it that more accountability to the people were established, with the help of other government ministers of course. Despite this relations between the foundership administration and the Moosh government have been progressive and cooperation between the leaders of Caprecia significantly improved. The Moosh administration will be remembered as one of the more better times for Caprecia, having taken the region into a second golden age and second anniversary. Indeed her time as PM will be missed, but she may very well still be in government, hopefully continuing her dialogue of understanding and accountability.
Four candidates run for the position of Prime minister
With no incumbent to fight for the prime ministerial position of Caprecia there certainly is no shortage of volunteers seeking the highest spot in the land. Four candidates are running to assume the Prime ministers position, each with their own advantages and disadvantages and each with their own visions for Caprecia. The list of candidates are as diverse as their names would have them to be and indeed each one has something to bring to the table. Below is a list of the candidates running for the position and a short analysis into who they are and what they have to offer.
Epsilon, considered a veteran of Caprecian politics, was the prime minister during Caprecias last golden age, two years ago. He indeed does have the experience but whether the support will be there for him is unknown. The demographics of the region have changed significantly, as to whether EA will be able to fight the hearts and minds of newer Caprecians, the largest growing voting demographic, is yet to be seen.
New Basch is a dedicated member to the region who is one of the few members other than the founder to actively recruit. Active in both the role playing and political communicate, New Basch has also been a valued member in his contribution to the forum activity. His voting demographics may very well be the newer members and possible some other active members in government.
Franjbulio, indeed an individual who has come a long way since he joined Caprecia afew months ago. The newest member out of the candidates, Franj has climbed his way up to becoming a highly valued respected member. His contributions to the social scene of Caprecia have been significant and he has formed significant alliances with older members. His possible demographic may very well be that of middle-generational Caprecians.
Sopo, another senior member who has been in Caprecia for nearly two years now. While Sopo has claimed his run is merely a promotion of the church of equinox he is seen as a relatively powerfully opponent. Having assumed the Prime ministerial position nearly a year ago in Caprecia already, holding the position for longer than any other in history, his experience is comparable to that of EA. Sopo also assisted greatly in the development and creation of Caprecias constitution, and has assumed other leadership roles in Caprecias neighbouring regions. His voting demographic may very well be on par with those of Franjbulios.
Indeed the Prime ministerial election is one to watch closely folks.
Dominion takes questions on talkback with Canalk
The founder of Caprecia, Dominion, came on talk back on Canalk last month to explain his past proposals and his opinions on the current government and path of the region. The show was good overall and all the questions were answered, including a question regarding his failed proposal to enter Caprecia into a Federation. Accountability polls shows satisfaction over performance of government
The accountability polls that were released in late August and have continued on through to October show moderate to high ratings for government ministers in Caprecia. The foreign minister and cosul received average ratings overall, while the RP minister and interior minister received above average ratings. The Prime minister received above average reviews as her performance while overall the cabinet received a Good rating. So the performance of the government overall was moderate and satisfactory, although it is apparent greater improvements and accountability were most welcomed. Certainly these polls may assist in motivating the new government to perform better next term.

With the founder nation of Gatesville Gates the God erased due to inactivity, the region of Gatesvilles finds itself in a dilemma suffered only by the past regions its attacked. What was once the greatest regional enemy to defenders in NS is now founderless itself. The FRA however in a show of friendship and peace, extended its hands of partnership to Gatesville given this recent occurrence, possibly to mend the rocky relationship between the two. Allegations of government infiltration in New Eath
Founder of New Earth, Romalec, made a stunning statement to the public of New Earth claiming of traitors in the government. New Earth is marked as an imperialist-raider region by the Foreign ministry of Caprecia, and the region has not had good encounters with defenders in the past, as with many other regions. As to what evidence or what actions Romalec will be taking is unknown but it appears many of his minions, dedicated members to New Earth, have announced their intent to support any actions he chooses to take. -Neighbouring Renatia is current experiencing a golden age of its own. The region just topped the 120 mark and continues to grow in size and activity. The foreign minister congratulates Renatia in its development, they have indeed come a long way as a region.
-The Last Kingdom is being started up again by original founder Bromannikha and afew other senior members. As to whether they will go back to their glory days is unknown.
-Former Prime minister Kurt along with afew other senior members announce their pending departure of New Liberalia and nation states as a whole. The news has hit the region hard, as if it has not suffered enough due to its ailing population.

Main news: Two ancient giants fight for Zaran islands
Two of Caprecias veteran nations, Magilan and Telleria, are disputing over the claims of a chain of islands in the middle of the Zaran sea. The conflict started when Magilan held the claim to the islands to which Telleria claimed he asked for them first. What lead to a war of words is now leading to a war of weapons. Both nations are on the verge of war and it unknown the impact this will have on the continent of Zara, again. The chain of islands in the middle of the Zaran ocean are no strangers to foreign claim. The islands were initially claimed by the Jandrean city council, (the regional capital of Caprecia) but then later the islands were sold to the Dyriiad empire (to which Telleria was a province of). However for years the islands laid mostly inactive, and with the collapse of the Dryiiad empire and the inactivity of the Tellerian province (until recently), the islands were mostly unclaimed and there for re-claimed by the Magilan empire. However conflict is that the Tellerians, or the people of Dryiiad never gave up those islands. Indeed it will be a war of words and a war of weapons, and it is unknown whether Zara, the most war ravaged continent in Caprecia, can handle another continental wide war.

Meet Caprecias new Prime minister, New Basch
If you were not present for the last elections, New Basch is now the new Prime minister of Caprecia. New Basch has been in the Caprecian community for over a year now and has contributed significantly to the region, including being one of the few recruiters. The Prime ministerial position was not easily won by New Basch though as the results can tell. New Basch won by one vote against Caprecian veteran and founding member Epsilon, who was also a previous Prime minister.  In his campaign prior to the elections New Basch promised to unlock the potential Caprecia has and reassured voters of his time and dedication to the region if he was elected. If anything the campaign speech New Basch set forth was just enough to tip the elections his way.
So does this new Prime minister mean a new path for Caprecia? It is too early to tell now however political analysts have speculated that this administration may very well follow the same path as the previous Moosh administration. Given the fact New Basch was a strong supporter for the Moosh administration and the fact Moosh and Lucava hold other positions, evident enough of why this administration will mirror the previous one. But then again who knows? New Basch has already hinted some significant changes in store for the government so it is a waiting game. For now though New Bash will be added to the list of Prime ministers.

American and British differences showing in Caprecian politics

Caprecian politics has been heated over the last few weeks and if anything defined differences have shown up among public opinion. Although this isnt unusual in NS politics (or politics in general) however the differences in Caprecia seem to correlate more with national differences than ideology. Last week a poll was released asking Caprecians their nation of origin, and the two largest nationalities that dominated the poll were those claiming to be from the United States or Britain. Over two thirds of Caprecians hail from either nation, and of course this poll if anything indicated a correlation between those differences and differences to the path of the region. With the population legislation last week we saw this example. The members who were pushing for change were more likely to be known as Brits themselves, and those opposing any need for change with American Caprecians. With the reform bill, those differences came out again and ended up in differences that lead to frustration among some. This cannot be accounted in every case of political debate as agreements and disagreements, but the correlation is rather noticeable in many cases.
This relation in differences shouldnt necessarily be restricted to Caprecia as American and British differences dominate much of nation states. If anything this should an example trans-atlantic differences that can even be reflected in real life. The path of the west has always been debated between both sides of the Atlantic. Never the less this fact shouldnt be a generalisation of all those from either nation. While it is interesting to see the old and new world reflect their decades old differences on a virtual setting, this isnt the case all the time. Few months back the founder of Caprecia made a statement reaffirming the importance of differences in regional culture. If anything whether this is about nationality or ideology doesnt matter as it is essential to assuring the foundation of democratic debate and individual freedom. It is something we should celebrate and promote.
Ministerial elections

Besides the Prime ministerial elections the winners for the ministerial elections are a collection of old and new members. Moosh, the form prime minister of Caprecia won the interior ministerial elections with no competition. Lucava, considered a veteran of Caprecian politics and a man with NS-wide connections won the RP ministers elections against incumbent Kamoneschia. The RP ministers elections were surprising as Kamoneschia had received high praise and ratings during his time as RP ministers, however the RP ministerial debate was considered a game changer and Lucava already had sufficient established support. Lastly, the winner of the foreign minister race was Nuuk, a new member to the government but not necessarily to the region. Nuuk had already been in Caprecia for over a year and had contributed significantly to the Caprecian community. The previous foreign minister, Dom, had stated that he would not seek a second term as the foreign minister due to outside commitment however upon his return had stated his commitment to work with Nuuk on getting Caprecian foreign affairs up to date.
Caprecia remains above post-Golden area size
It was a few months ago that the foreign ministry predicted a boom but stressed that it would only last for a short period of time. However months following that very analysis Caprecia is still growing at an active rate and the regional size appears to be stable and healthy. Indeed the last few months have been a welcome to Caprecia as the region had been suffering a slump for over a year now. Former foreign minister Dominion had stated that it is clear nobody can predict how long our activity will last and how long we will stay this size, but for now we should continue to make most of it. It was earlier this year that Caprecia dove to its all time low of 50 nations before making a dramatic recovery following the first yearly quarter. The region is now 36th in world rank for regional size and its activity has gone to an all time high. The government is currently making forum changes and more noob friendly legislation to assure that growth continues to be sustainable.

Prime ministers bulletin
The Prime minister in his first week of office began the first weekly bulletin where he will be recounting the changes and efforts of the government week by week. The accounts from the prime minister on a weekly basis will answer directly to the Caprecian people and will account for government activity and efforts to move the region. In his explanation for the bulletin the prime minister stated that:
 Each bulletin will contain three sections- an introduction (what your reading now, a section entitled this week in the GA which will document the past weeks discussions, debates and proposals as well as giving information of ongoing conversations. The last section is entitled the voting chamber. This will contain information on upcoming and ongoing votes as well as passed legislation. Now, on with the update.
This bulletin is evidently an effort to the prime minister to be more transparent and accountable to the people, however as to how much attention the bulletin will gain is yet to be seen.
Forum clean up
It is a common deal facing most regions in NS… forum clutter. Those unused forums that gain more cobwebs than views and then sit there like little white elephants. Fortunately the interior minister decided to make her clean up rounds last week and now the forums are clear. The forum has been going through significant changes this year to improve image. The skin and banner was changed and members were grouped from retired to semi-retired to active citizens. The RP community also had their little clean ups with the maps being cleared of in actives and an RP complaints centre established. The forum service is recommended to any kind of region.

The Commonwealth united no more
What was one of the most successful unified regions in nation states is no longer. The commonwealth at one time consisted of over 1,000 member nations between its member regions and this was reflected on their forums, now following a civil dispute and operational issues the Commonwealth has disbanded.
The story behind the split may be somewhat vague and confusing but but its clear the collapse was caused by a range of issues. From what we can understand the issue started with an invasion of privacy and rights to commonwealth citizens when one individual, Lord Alphanasia, somehow managed to gain access to a little known powerful forum tool. The story goes that this tool allowed views to other members private messages and was used by Alphanasia to unlawfully spy on citizens private PMs to one another and in so invaded the rights of what were over 1,000 commonwealth members. The tool and its use fortunately was eventually uncovered by another administrator Lord Oliver. Although we are unsure what action followed other unrelated events followed.
Another issue arose when CW forum owner Charles held differences and issues with other members which effected government decisions. The bigger issue came to play when the forum began having operation problems which led to the loss of months worth posts and history. Because of this forum operational issue, those in charge of the commonwealth forum made the decision to move to a new site to prevent any further future problems like this.
The events that lead to the dividing of the commonwealth were multiple and varied. Issues had already been experienced by the commonwealth prior to these events, with the Alteran empires and Grand central leaving to go on their own due to their issues with other commonwealth members. It is to understand that a fair amount of members have been kicked out or have left due to their issues as well over the last few months in the commonwealth. So as discussed above, the disbanded commonwealth came about due to a number of events and issues, most that can be shared with many other regions in nation states. Then again, an organisation this large is bound to suffer one crack or another every once in a while.
What of the commonwealth members you may ask? Well some ex-commonwealth members and former CW forum owner Charles went on to start the Imperium, which in many ways considered to actual successor the commonwealth. Most of the other administrators went ahead to start a new commonwealth forum which you may find yourself in now a days when searching for the older one.
What about the regions themselves? Well the kingdom of middle earth, one of the larger member regions, went on to join another organisation of regions, The Dominion. The Alteran empire went on to join with imperium although it should be noted they had split from the commonwealth for some time now. The Phoenix empire seems to be lost as to what its doing. The Holy Imperium of Nabban seems to be doing its own thing as the same for the kingdom of Ireland, although it may be part of the Imperium as well… the details are sketchy for the moment. As for the other regions, well they may very well be doing their own thing. The collapse of the commonwealth may have been foreseen by many, and to some a shock. What ever the view, the civil dispute of the commonwealth has spilled over and reached much of NS, as such a collapse of something so large is rarely accounted for in NS history.
Troubles in the neighbourhood of regions

Most of Caprecias neighbouring regions appear to be in some issues of their own. Both New Liberalia and Renatia found themselves founderless recently due to inactive founders. Fortunately Renatia has managed to revive their founder nation, New Liberalia not so fortunate. To add to New Liberalias founderless issue, the region seems to be suffering a spiralling inactivity crises of its own, where as the region is a fraction of its normal size for all these years, and with the loss key members through retired, the region is facing more challenges. The New Liberalian government however seems be onto the situation with a plan to possibly resettle… as if the region has not gone through enough issues in past with the Liberalian civil war years back and political differences. Neighbouring Paradisia seems to be stable, however it finds itself in historic lows in regional size as well.
Is there any good news for Caprecias neighbours? Well Leone seems to be doing fine and growing slowly by significantly. New Sorvun is going through some government changes but they are looking better than usual. Sapientia is doing rather good as well as it had managed to return to its founding size after months of depressive historic lows. So while there may have been alarming events with our neighbours, there are some good developments as well.
The talk of neutrality, from the view of the Foreign Obsever
In my travels around NS as a usually do I have come across the talk of neutrality among many regions. With that there have been varied views as usual with many claiming neutrality isnt possible on this website given the nature of participation and activity. Others claim that the entire raider-defender deal is wearing itself out. The thing is, we cannot apply what is good to all regions as we are all different. Regions are like countries that are the way they are due to difference circumstances and situations. The concern of defence for a nation like Turkey so geographically situated cannot be applied in the same case for somewhere like Samoa, where the issue may be more of concern of food and natural disaster preparation. The issue of snow storms in Finland cannot be applied to Australia where heat and drought is more of the issue. So for nation states, there are regions built on the raider-defender plains, and then there are regions built up for something other than that.
Here in Caprecia we focus mainly on our RP community which we have worked hard to build up and which has become among the top of the crop in NS for role play. We focus our activity here, and we built our region as such. We are neutral and have never needed to participate in any defender or raider events and our government has likewise has never needed to make that decision. You look to other regions like 10,000 islands, or the FRA in general, or to Unknown and you that these regions have other circumstances. Then there are other regions that are connected to outside events and situations that maintain their activity. So the talk of neutrality, centrist, left or right wing, raider or defender should not be so broadly generalised. The truth is we are all different and we all have different needs. It is an important fact when debating a path of a region.

-Leones application for the Founderless regions alliance has been rejected. The region that has been neutral for much of its time made the decision to go defender however their attempts to join the popular defender organisation had failed.
-The region of Democrats has joined the International Security Initiative, a growing organisation that was started in the region of Qwendra. The International Security Initiative has also established an embassy with the FRA.

A question I have asked myself sparingly before and after becoming Prime Minister and one I think many of us have thought from one time to another is how does Caprecia improve? Rather, where do we go from here? For the last twenty-eight months since the founding of our most magnanimous region, Ive have no doubts about the work that has been put in and that the blood, sweat, and tears of the founding fathers of our region was well spent.
Today, Caprecia functions how many of us accept as how it should, and we as a region have come to habit with the status quo and the day to day life in Caprecia, but with habit comes good habits, yes, but also bad habits. These are what I would say are the keystone to the amelioration which will allow us to enrich and cultivate our highly social, hospitable, and ambrosial society.
So, what are these bad habits? Even before coming to Caprecia, I had thought that while going by the book, rules of thumb and all that were all very well, but without frugality and a certain liberalesque leniency, conforming to each and every mundane regulation we have in place is a very much vagrant and futile pursuit.
Let me present to you a metaphor. Take fashion, for instance: what was conformity some fifty years ago is now seen as dowdy and antediluvian. Or rather, vintagestill antediluvian and old goat, but treated as if it is antique and precious beyond comprehension. At that same time, the styles of today were making appearances, though as gauche and outré as opposed to the vogue and élan it has become. My allegory may be lengthy, but what Im trying to get at is that soon enough, savoir-faire becomes obsolete, and avant-garde is needed to take its place. While you were, for the most part, setting out with an image of commonsensical, au courant Caprecia, bureaucracy is bromidic and boring!, we have to be economical with our time and our efforts, and it for that reason I say we water down on the stringency and turn our attentions to accomplishment, even if we need to cut a corner or two to get there.
That was Article A, but it is by no means solitary on the stage of this scoop. May I present to you Article B; too often we in Caprecia act as wreckful avengers. Now, Im not trying to be no angel, but now, more than ever, we seem to resort to childish and spiteful fighting play to get what we want. While it is probably fair to make an assumption that half of it is retaliatory, the other half is vindictive, malignant, and in a small number of cases, unprovoked. Now, in the Yule tide and as the nights draw in and utter festivity takes over, I urge Caprecians to quell these angry feuds betwixt them and their fellows. Bigotry has been on the verge during months gone by, and at times, it has been like treading a very very thin line, but remember that condemnation of someone or something in Caprecia will result in condemnation of yourself.
Now, I have given you two points of contemplation. The first, casting away the shackles of the past, I see as an excogitation of a future Caprecia, but the second I see as both a warning and a fair reflexion of us as a community. This doesnt stop here though: a new year will soon be upon us and, I hope, a new era in terms of efficiency and pleasurability. Now all that remains to be said is a most Merry Christmas and a Happy New Year to all of you!
Behind the Competition of the Olympics
The Caprecian Olympics, held for the first time since the regions founding this past November/December, have been months in the planning. Originally proposed by Kamoneschia back in July, the idea seemed to be off to a good start. A candidate city was indicated after contending nations participated in an extensive application procedure. Maps were drawn. Plans were made. And then nothing happened. Simply nothing. People asked, What ever happened to the Olympics?
It was during this time that the operation seemingly passed on to Lucava. The winner of the host city, elected as Roleplay Minister in October, was prepared to bring the joy and inspiration of the Olympics to Caprecia. Working with Kamoneschia, the events were planned out; many real life Olympic events were included, but a few Caprecian specialties were thrown into the mixture. (Ever heard of field curling? Or log throwing? Or Animal Athletics, for that matter?) But it took commitment on some members parts. After the initial sports were laid out, individual competitions were determined. Commentators were searched for. And the Olympics did not fail to be pulled off.
In mid-November, the final result was revealed in a spectacular display of roleplaying and suspense. Twelve nations participated: a number which could be presented as large for NationStates. But turning to the future, will this project continue? Kamoneschia and others have aspired to continue the Olympics: going forward though, we can only hope for an even greater turnout and an even more exciting competition. It will take a certain amount of dedication. But the Olympics are certainly not going to be tossed away. Certainly not.

Proposal for Government Expansion Fails to Go Through
Active member Koponia proposed last week that we consider expanding our government, given the significant increase in regional size and activity. Koponia claimed that the current, five, ministerial positions were not sufficient enough to handle daily, regional matters and that considerations into implementing newer positions such as a Vice Prime Minister should be taken into consideration. The proposal was met with mostly skepticism and opposition as the majority of members in the General Assembly argued that the current positions were barely contested for anyway. In particular, founder Dominion argued that due to the projection of regional decline for the next few weeks and the proportion of active members, increases in government would only create empty space and that the smaller the government, the more interest there would be in elections and political debate.
There was some support, however, to the concept of the proposal, as some stated that if there is ever an emergency need for more ministers to handle the region, each minister would hold the right to appoint an assistant due to the few restrictions stated in the Constitution. Another similar proposal that has just passed, the Ministerial Replacement Act, deals with similar pressures of ministers in regional handling and real life obligations, so the need for government expansion may not be necessary as another proposal deals with ministerial pressures without the need for permanent government expansion.
New Map Expansion Rules Proposed
As Caprecians, we love our roleplay, and were rather good at it in comparison to other regions. Lately, however, things in our RP community have gone overboard. A rash cluster of imperialistic expansions and conflicts have arisen within our role playing forums, and this has, in turn, brought up complaints by some members.
Some members claim that these expansions are ruining the game for other members and that they are becoming increasingly unrealistic. In particular, new land claims are becoming more and more disputed between members. One of our most prominent roleplay contributors, United Nations, has proposed that we restrict these expansions and ensure regulation in order to make the game fairer to newer and smaller nations. We are unsure whether this proposal will be passed as thus far the proposal has met skepticism.
Consul Elections On
The Consul position will be up for grabs again next month as recommended by the ministers. The position, which stands out from other positions, is 6 months long in term and is open to candidates at a different time than the other positions. The Consul of Caprecia is one to deal with matters concerning the Constitution and general laws of the land. It is unsure who will be contesting the position or as to whether Lucavan Emirates will run again, but it should be an interesting contest next month.

Talk of NS decline has risen again in a number of regions. In particular, some of our good neighbours have suffered a significant decline, and in turn, this topic has become the frontline of regional debate. But even as Caprecia experiences its second golden age and relatively good activity, weve still noticed the decline that is affecting us all.
I myself as Founder have always been wary of our growth and stability, as the overall website is not looking so bright… and why should that be a surprise? NationStates is a website I hold dear to me… it is a website that has allowed me and many others here to bring out our creativityto bring out our own interests. That being said, NationStates is an old soul in an ever growing and developing world wide web. Things change, technology improves, and likewise, expectations increase. NationStates may have been a revolutionary political game upon its release, but these days, there just isnt enough interest to assure the survival of NationStates in the many years to come. Those new web surfers that NationStates has come to depend its growth on expect some software to do all the creativity for them… and that is simply the reality of the facts.
Now, we all know that this crisis has been looming over us for years… we know of its existence… we, as dedicated, active NationStaters, as whats left of them, have our hearts and minds set upon this website, but we are not afraid to admit the reality facing the website weve worked so hard to contribute to. NationStates is declining and will continue to do so… its just that inevitable crisis we all know of and expect… heck, even Max Barry probably knows this. With each passing day, more regions will experience this decline, and in time your region will experience it to.
So, what is the point of my article here? My point is that this crisis is nothing new to any of us NationStaters. We know it exists and will try to weather it as we have the last few years after it lost 90% of its population. Its this crisis that will continue on, whether we like it or not, and the best we can do is continue to adapt and fight for survival… as regions. As communities. Even when we continue to lose some of our most valuable contributors, we still need to fight.
Royal Federation of Nations Founderless

When we think of founderless regions, we picture small regions where activity is low and interest is lost. This is obviously not the case for all regions as was displayed this week by the Royal Federation of Nations. Over 200 nations in size, this regional power lost its Founder Bluedevil this week due not to inactivity, as our reports suggest, but to spumming violation. Apparently the Moderators punished the Founder for crossing the border line of spumming limitations and Bluedevil was, in turn, deleted. We know that our Moderators tend to go easy on the first few violations, so this action must have been the result of constant violations in spumming. This large region now sits founderless and in a pickle as to what to do about it.
For the time being, however, the Founderless Regions Alliance, known as the FRA, and other defender regions have taken up the responsibility to endorse the delegate and keep the region at a relatively safe endorsement level, but for how long? Sooner or later, the Royal Federation of Nations will have to decide whether to milk its World Assembly nations in endorsements and pray it will be sufficient to hold off allied raider attacks (without the FRAs help because they aint gonna stay forever), or to lock the region to virtually ensure safety, though that would, in turn, make it complicated to recruit. The other option is to resettlebut then again, all that hard work of recruiting will be lost. Probably the longest shot of the options may be to appeal to the Moderators to restore the foundership nation.
Whatever the case, most of us wish our regions would never wind up in this situation, so the best we can do is hope that this region will come out of this situation with a solution.
There has been a spread of foundership deletions over the last few months. Our neighbours Renatia, New Liberalia, and the Liberty Alliance have all lost their nations due to inactivity, so the situation suffered by the Royal Federation can be shared.
New Sorvun Infiltrated Again… None Other Than Its Own Founder
Thandryn, founder of the former region, Sorvun, has recently been charged with spying on the region of New Sorvun. This is indeed a rare occurrence in NationStates, having the founder infiltrate a community he himself worked hard to build and establish prior. True, New Sorvun was refounded by another member, but the community of Sorvun was established by Thandryn over two years ago, and to have this very same person infiltrate his own region is something else.
The New Sorvun government claimed it had evidence to prove the former founder was spying for another raider region, and in turn, chief justice Likako took it to his power to ban the member from participating in the community. There were protests, however, over how the actions by the Sorvun government were taken as many members cited they were unconstitutional. The government had already arranged a trial where Thandryn would be allowed to defend himself, but thus far, he has not turned up to attend the trial. The government, nevertheless, has arranged a nation to defend him in his absence.
As some of you may have known, our neighbour has suffered multiple raider attacks and raider attempts in the past due to its defender ties and involvement. Over the last few months, defence and intelligence has been beefed up to assure less chance of these raider attacks happening again, and thus far, they have proven to be effective.

Animal of the Month: The European Hedgehog: Erinaceus europaeus

The European Hedgehog is a species of hedgehog (a.k.a adorable) found throughout the Palaeartic Region. Though not commonly evident above 60˚N latitude, exceptions can be discovered in the Scandinavian nations and in Russia, the home of Vladimir Putin. The European Hedgehog is only 20-30 centimeters in lengthabout [sup]2[/sup]/[sub]3[/sub]rds of a foot to a foot long. The creature resides mostly in woodland and farmland areas, grazing on grass but also on some other small insects and animals, as it is carnivorous. Strangely, the European Hedgehog sometimes hibernates, unlike most warmer climate hedgehogs. When the animal needs to, it rolls up into a ball to protect itself from predators with its spine. A variation, called the Blonde Hedgehog, is the result of an uncommon, rare, recessive gene. The Blonde Hedgehog has beady, black, cute eyes and cream colored fur. Puzzle of the Month
You enter the temple of a strange religion in order to retrieve a set of scrolls for a client. Within the temple, you must pass through two, different, colored gates that require colored keys in order to open the gates and retrieve the scrolls. Additionally, you must pass through the two, colored gates in a certain order. If either of the gates you pass through is the wrong color or you pass through a gate though not in the right order, you will not be able to reach the scrolls. As you come into the room with the keys, four priests stand before you. Priests of this religion are either Nullists, meaning they never speak the truth, or they are Unists, meaning they always speak the truth.
The first priest speaks: All four of us here are Nullists. You must use a blue key and a green key. You must use the blue key first.
The second priest states, You must use a yellow key and a green key. You must use the yellow key first.
The third priest then says, You must use a red key and a yellow key. You must use the red key first.
And finally, the fourth priest speaks: You must use a blue key and a red key. You must use the red key first.
Supposing that a key of a certain color opens the gate of that same color, which two keys must you use and in what order must you use them in order to reach the scrolls? Keep in mind that there are four gates of different colors (blue, green, red, yellow), and you must pass through two of them in a particular order.

Race for the Prime Minister Position

Caprecia’s 10th, prime ministerial elections are underway with three, well established members running. One of them, Lucava, is among the longest serving citizens in the region, having resided in the region for just over two years now. Lucava’s eye for the prime ministerial position has not gone without some controversy. Given his foundership of Renatia, his commander’s position in the black hawks, and his leadership over Equinox, some have questioned his motives and ability to represent the region. In reply to these concerns Lucava addressed them by stating that:
I can assure you that my activity in Caprecia as Prime Minister will be in no way different to my activity as Role Play Minister, Interior Minister or Defence Minister, all of which were held by me whilst holding at least one other executive position in another region, commonly one of significant responsibility.
Everyone has a certain amount of time and effort that they are willing and able to contribute to NationStates. For some people, this may be only enough for one region, for others, such as myself, it may be enough for many. I have never had any problems with activity in NationStates. Whenever it has looked like I may need to cut down on
regions, I have done so. I can effectively manage my time so that I will never be caught in a situation where I am too thinly spread.
Whether Lucava’s address of the matter was effective will only be revealed come election day. Another member running for the position, LoUnited, is holding onto the campaign slogan of, Less talk, more action. LoUnited is already the WA delegate through his own efforts to collect the most endorsements. He has proven his dedication to the position by updating new WA proposals and consulting with the WA members of the region. Kamoneschia is another, well established member who previously held the position of role play minister and was responsible for last years forum upgrade. Being known as a neutral member in many affairs he may appeal to independent voters.
New Galactic Roleplay Forum Opened

To diversify what the role playing community has to offer, a group of members came together to establish the new, galactic roleplay forum, based on a futuristic setting. While the laws are restrictive in the sense of that they limit technologies to current real life scientific theories, the roleplaying scene has held healthy growth ever since its introduction earlier this month. The new forum follows the same Caprecian sub-forum structure with galactic incidences
representing outside matters, the diplomatic and trade forums for those interested parties, and the internal happenings for news from within the systems themselves. Since its introduction, the galactic forums have held steady growth with plots on the galactic map gaining sufficient demand.
The new forum is not without its flaws, however, and current rule reforms are now being debated among members. Other concerns came to light about the forum with fears it would take too much activity away from the very popular, modern roleplay forum but no such evidence
exists of this happening as of yet.
Ubiquisque Elected New Consul

Ubiquisque is only the second person to be elected consul since the
position was established at the beginning of 2009. This relative new comer to the Caprecian political scene ran his campaign on the ideals of impartiality and professionalism. While these are common campaign words, being one of the newer active members, Ubiquisque has still demonstrated neutrality when it comes to siding with certain positions on issues.
The position was not met easily, as the challengers facing Ubiquisque were, for the most part, established members. Lucavan Emirates had been the first consul and was considered the favorite in the elections, expected to be re-elected. The Glorious Empire, another established member having joined Caprecia over two years ago, ran on a similar campaign to Ubiquisque but also added his long standing citizenship in the region. The election results were a surprise, to say the least, with Ubiquisque barely winning by one vote over The Glorious Empire.
With the new decade comes a new consul and hopefully Ubiquisque will hold up to the title well. As for the former consul, Lucavan Emirates, he will be remembered for being among the founding fathers of the position and the model future consuls will most probably look towards for guidance.

Founder Under Fire, Again

Founder of Caprecia, Dominion, is under fire again this year for numerous actions. Among them was his authorization to allow a foreign, religious establishment to create a Caprecian political institution, authorization reserved only to the interior minister. Another fact concerning this situation is that any real, religious establishments established on the regional forums are generally viewed as controversial, seeing as the region does not want to be partial to one religion over another. More controversy came about over the founders plans to establish a militia and to test the force. The request was denied by the interior minister, and the idea brought controversy as many saw it as a threat to Caprecia’s neutrality. The founders participation in the galactic RP also crossed some of the laws. In response to the accusations, the founder stated that The fun of roleplay is being is being sucked out by real life bureaucracy, but the majority of other Caprecians see this as giving no heed to the constitution.
The founder has since backed off on many of his actions and for now constitutional, restrictions are being presented to the General Assembly to prevent any further, future hassles.
Interview with Consul Ubiquisque

As a relatively new face in Caprecia many of us don’t know a lot about Ubi. Would
you care to share a little about yourself?
Apart from my devastating good looks and sparkling wit?
Did you have any NationStates experience before joining Caprecia?
I did, both in NationStates and in similar games. I got tired of rather repetitive war roleplay, so I
deliberately created a new nation without an army so that I could explore new ways of roleplay.
I knew Caprecia had a great reputation for good roleplay so this was the place for me and
little Ubiquisque and over we came!
What motivated you to run for office, and did it phase you that you might not have
the same backing as some of the more established members you were up against?
To be honest, I had not really intended to run for office; I had mapped out my training
regime in order to compete in curling at the Winter Olympics. This is a dream I surrendered
in order to serve as Consul! Some ill-informed fool out there nominated me, but since
Caprecia has given me a lot of enjoyment and fun, I felt that I owed it to the region
to put something back in.
As to the backing  it did not bother me as I genuinely did not foresee myself winning!
I just assumed people would prefer to keep me in witty and unconventional roleplay in my little
corner of Caprecia. I found that if you keep your own expectations low enough, you can never be
disappointed!
Some people see the position of Consul as a pretty inactive one. I know that you work
quietly and diligently behind the scenes, and I have discussed issues privately with you myself,
but do you have any plans to raise the profile of the Consul?
Frankly  NO! I see the Consul as being the very last resort in situations of conflict. Ideally,
the rules and usages that we have in place should mean we do not have problems between players.
Only if things go to hell in a hand-basket should they end up at the Consul. In a perfect world,
there would be no conflicts, and no one should ever need to use the Consul!
To my mind, an inactive consul means a roleplay system working well  and that should be our real goal in Caprecia; more roleplay and less litigation! If everyone behaves themselves, you should never need to hear from me!
This makes it the ideal job for me  doing nothing means the job is going well!
Do you have a vision for Caprecia, and if so, how do you plan to achieve this in your term?
I believe that it is the role of the Consul is to carry out the rules that Caprecians have made for
themselves and not to go doing it myself. So I am not convinced that it is my task to enact a vision for
Caprecia  that is the job of the General Assembly. I just help you all ensure that dream of yours
comes into being.

Leone to Give Up its Sovereignty to Nova Istalia

For months now, many of our regional neighbours have suffered major declines in activity. Leone is one of them, and despite their impressive recovery and forum boost two months back, the comeback has appeared to be brief. Right now, the region is nearly a third of what its average size should be, and every effort made by the Leonian government, including initiating significant forum changes and increased recruitment, appear to always eventually fall back. Now we have confirmed reports that Leonians have voted in favor of surrendering their sovereignty to that of Nova Istalia. The idea itself is not as radical as your typical merge idea, as Nova Istalia is, to some extent a twin region of Leone, founded mostly by former Leonian citizens.
The idea of surrendering sovereignty is a touchy subject in many regions facing the situation of decline, and in Leone, the proposal had not gone through without objection. Co-founder Drock proposed the alternative of just letting ol Leone die in peace, but others object, claiming a form of merging would be essential to preserving the regional culture. However unfortunate the idea may be, we Caprecians can only hope that our good friendship with Leone can be passed on to Nova Istalia.
One Big Island Joins The South Pacific Coalition
The South Pacific and One Big Island have joined in an alliance, and the two regions will now be closely cooperating with one another through diplomatic and military ties. Within the agreement, both regions will clearly identify one another in each of their World Factbook Entries. Both regions will assist each other in the time of crises, and the South Pacific will gain priority if the region requests a contract with proper notice.
Slow Times in Lazarus

Yep, more bad news of decline and inactivity, and this time, it is in the least expected region. At over 4,000 nations, Lazarus is, by far, the largest region in NationStates. The region dwarfs even some feeder regions, and with the increase in nation revivals during the last few months, all of which go through Lazarus, one would assume that inactivity would be non-existent in the community… but as the Foreign Observer reports, such is not so.
While the region itself is in a stable size, given its purpose in NS, the forum and community is struggling to gain and maintain activity. The activity level is lower than that of many regions that are a small fraction of the
size of Lazarus, which shows the gravity of this situation facing a region forty times the size of Caprecia. The Lazarian government is trying everything to improve interest. For months now, the council members and other officials have expressed their concerns for the current crises and have introduced newer ways to fight the problem, but thus far, as things still look, the community still appears to be suffering.
Ask any Lazarian if it was always like this, and there would be “no” all round. There were, as many of the remaining, active Lazarians recall, the “glory days,” when “the darkness would be kept at bay,” as one council member put it. For now, the region appears to be gaining some new members, but as to whether it will recover is still blank. The best Lazarians can hope for is new solutions and enthusiasm in taking advantage of its size and the growing revival of older nations.

Animal of the Month: Bearded Seal

The Bearded Seal, scientifically called Erignathus barbatus, is a medium-sized finned-mammal found in and near the Arctic Ocean. Also known as the Square Flipper Seal, this seal gets its name from its conspicuous, abundant whiskers; these whiskers curl very elegantly when dry. This seal primarily feeds on small prey on the ocean floor, as its whiskers server as feelers. (Bet you cant feel with your hair.) They are about 8 feet in length from nose to tail and around 700 pounds in weight. The Inuktitut name for this seal is Ugyuk or Oogrook. The body fat content of the bearded seal is 30% to 40%. Lovely, right?

Also, I would like to take this time to thank The Caprecian Chronicle for its undying service as Caprecia’s foreign update over all these months. However, I would like to announce that, starting with our next update, all information distributed to embassies will be supervised by the Foreign Ministry. Welcome
Hello, as some of you may be aware, this is Caprecia’s first foreign dispatch in quite some time. Due to inactivity on the part of the members who usually are responsible for the dispatch (namely the Foreign Minister, although this is only temporary), things around here have fallen a little behind.
Just to let all out friends across NationStates know that we’re still alive and kicking (quite hard, it could be said), I’ve taken it upon myself to assemble this foreign dispatch.
Citizens of Caprecia are free to create their own newspapers, and so rather than re-hashing what’s already been said by them, I figured I should report in their own words, so thank you to the newspapers in question.
All that remains for me to say is thank you for reading, enjoy the reports, and I hope to hear from you all soon!

Consul Elections

It was almost a significant challenge to put together an Article for the recent Consul Elections, as there was almost no campaigning or contention. The Consul is the “keeper of the Constitution”, is a head of state and leads the Judicial branch of Caprecian government.
In perhaps the most civil election we’ve seen in history, (aside from the amicable campaigns against Abstain), the Consular Candidates did not release campaign statements until the eleventh hour, in a quite literal sense.
Ubiquisque issued his campaign thread, stating that he’s experienced, nonpartial, and effective as a consul. Darkle followed suit by posting a campaign thread expounding on the virtues of activity, logical thinking, and urged voters to “Choose Wisely”.
The results came at the end of the most anticlimatic contest in history: Ubiquisque retained his seat with 6 votes, and Darkle only had 3.
General Assembly Discussions

Continuing from the slow display in the Consul elections, Prime Minister Lucava created a thread in the General Assembly criticising the long time taken for elections, and the lack of real campaigning and motivation that ensues, specifically in these Consular elections. Most other members agreed with him, and from then on it was mostly down to deciding what timings the present weeks for nominations, campaigning and voting should be stripped down to. A vote is currently underway to merge the nominations and campaigning into a single week, and shortening voting to 5 days.
Also in the GA, Role Play Minister Nuuk, joining forces with Epsilon, among others, is proposing a population reform. Caprecias current roleplay system uses statistics generated directly from NationStates and NSEconomy. It has been deemed as unfair and ineffective for a long time, but any reforms that were proposed, often by a vast array of members, were all blocked by the old guard; i.e. those who benefited most from seniority. Some though, such as the aforementioned Epsilon, are now taking part in the discussions. By the looks of it, the proposal will take into account land area, climate, population density, economy and government type, but will be organised by the Role Play Minister, to avoid making individual members do the number crunching. The proposal has not yet been finalised so well keep you updated.
In addition to these two proposals, there have been other ones that havent gained as much momentum. Firstly, Aioran, in conjunction with Nuuk, raised the possibility of rebel uprisings in occupied plots. Some different methods were proposed, but the discussions didnt get any further than that. Similarly, Epslion proposed a reform of passive trade. The proposal had a lot of maths in, which was the main problem brought up by Assembly members, and which Epsilon later acknowledged was too much. Finally, Darkle proposed that nations used for statistics must be resident in Caprecia. The proposal was opposed, mainly by Lines, and in the end it died down, leaving such matters to the RPMs discretion.
Roleplay News

The last few weeks have been both hectic and slow for Caprecia’s roleplaying as events appeared at high tension and dissolved itself in rapid succession.
In West Oracia it seems that TANK, the Therion-Andros National Konfederation, is finally on the move. The world witnessed the pending expansion of both the Koslov Union and the Confederate States of Darkle. Tynmark, the last member of TANK is expected to expand soon as well.
In Hes Abien, Totung Sos Schlaf, translated to mean Strong Gust, killing soft sleep, the Koslov Union moves for the first time in 14 years to prepare for war with it’s neighbor of Masteran. Heavy diplomacy ensures as the two representatives of the state meet to reach a solution, knowing that failure means war.
In Ooohh, the Confederate States of Darkle receives information from a planted spy that the Social Republic of Junazia is planning an attack on one of the islands of Darkle. Darkle gets to work quickly, surprising and eliminating most of Junazia’s fleet. The situation is desperate for Juanzia.
In Equalizing, the Koslov Union and the Confederate States of Darkle exchange national secrets as they seek to boost their own powers.
In other news, Demonland, a nation ruled by a philosopher-king residing in Andresia, attempts to deescalate a very tension situation surrounding the Demonland border with Theseca and one misfire.
TANK attempts to extend it’s influence beyond West Oracia as Tynmark joins TANK as a dependent and TANK orders a collective ban on Novrealite nation’s marine products! This ban was the result of a fleet exercise between the nation of Hylis and Lucava.
This exercise was located in the thread, Projection Nation, where Hylis and Lucava attempt to bolster their fleet’s training and Hylis to prepare to protect from attacks from an invisible enemy. The exercise was an astounding success but Hylis chose to end the exercise with testing it’s first nuclear bomb by detonating it in international waters.
This sparks outrage in TANK for the action’s lack of environment regard and resulted in a TANK-wide ban on maritime goods from Novrealite nations. Erid’Lor is negotiating to have it’s products allowed into TANK, based on the reasoning that Erid’Lor uses fish farms rather than open-sea fishing.
Tynmark calls for an Urocan Trade Conference and Aioran is the only Urocan nation to attend. They detail in the Conference a vast plan for incorporating all trade into a system of Operating Ports and Port Authority. The discussion is entering the final stage as Aioran and Tynmark hammer out the contracts.
The Kingdom of Sayt, worried about its lack of energy output, approaches the international community for nuclear reactor plans and to buy uranium. The Koslov Union, the world’s largest producer for Uranium (as proven by the new resource maps) responds and negotiations are underway.
In A Pale Horse, A Bad Hand, the Eridite forces continue to struggle with the Healthcare company reigning over the shattered Daufuskie. In the latest attack, launched all its VX chemical missiles at the Eridite capital of Genevia.
In Implosion, the Eridite Prime Minister, Valerie Schumacher, passed away due to pneumonia. The world offers its condolences and many nations have already begun to send representatives to attend the funeral. The death confirms an unstable situation within Erid’Lor and it would be wise to keep an eye for any sudden changes within the Eridite political or economic state.
In For Grean And Good, LoUnited resurrects the thread with the ominous statement; we’ll be back. It remains to be seen how the Loun’s return to conquering the High Council of Carhesian Confederacy will fare this time around.
In other news (aka National Developments):
Koponia struggles to suppress unhappiness in the newly acquire land of Princeton which was formerly under Canudrum rule.
In KT9195 GKU-5, the Organization is found by Vice-President Gallingway and sent to Tynmark to purge Tynmark’s rampant corruption. As history tells us, it was highly successful.
In Military Industry, Hylis finishes its expensive venture in underwater bases and ventures into space in the form of seeking space weapons. Hylis attempts to gain Lucavan support, but is firmly rejected.
In Going for the Nold Lounited smiles as it achieves nuclear capabilities and sets on arming everything into nuclear-tipped weaponry.

This is the first official announcement of Caprecia in two months. Now, some of you may have been wondering if we were still alive and ticking (more likely you totally forgot about us), but that’s okay. We forgive you! Anyway, as we have just had our elections and, hopefully, active members of our forum have been appointed to fill positions.

Given this was a thoroughly uncontested ballot, I feel I should add something here. Caprecia, to operate for the enjoyment of all, requires people occasionally to take a turn in government and give a very small amount of time to helping it all run smoothly. Perhaps at the next election you might ask yourself if you might have something to offer the region as well as taking some fun away with you on each visit.

Nuuk: Myself.
Lucava: I started writing something that ended up really self-important about dedication so I’ll just say that I’m very dedicated and active. In other words - reliable.

Aioran: A lot of spare time, usually, which I can dedicate to Caprecia.
Are there any plans you have to drastically alter the region (and potentially overthrow the government to install yourself as a benevolent dictator who refers to his ministers as minions? I’m looking at you Nuuk).
Nuuk: Of course, what is a region without it’s supreme leader?
Erid’lor: I hope to be able to reform our RP system so we don’t concentrate on realism so much. Right now we’re way too serious about that imo, and we could do with a little slack so that members can actually get involved in world affairs on the other side of the globe in a meaningful way.
Lucava: No, unless you count starting that evil plot to overthrow the government and install myself as a benevolent dictator who refers to his ministers as minions.
Seriously though, I think that what we’ve got and are doing is alright, we just need to increase activity (see below).
Aioran: Well I hope to be an active and fairly involved FA Minister, not with peaks of activity but with a more regular level of consistent activity. It might be a little difficult during exams but we’ll see. I do plan to message members of the NS region about our off site forum and see if we can get some members that way. Even if we can’t get anymore rpers it’d be nice to have some more names on the cbox occasionally and some more activity in the general/government forums.
What are your thoughts on Moosh’s leaving and Kamoneschia’s semi-retirement? Are you concerned about the drop in activity?
Nuuk: Serious for a moment…
Moosh joined Caprecia a few months after I did, and I enjoyed her company. We did have fun RPing about purple cows or potential connections between our person (race). She was a good Prime Minister too. Moosh will be dearly missed.
As for Kamoneschia, I remember he joined just a few days or weeks before I restarted as the Koslov Union. He was a fun neighbor. Our nations didn’t get along very much later on, but I would like to think that, the players Nuuk and Kamoneschia got along fairly well. Without Kamoneschia, it appears as though Andros-Dyriiad will be quiet once again. I don’t know if that’s a good or bad thing.
Well if any of them wishes to return, I would welcome them with open arms;)
Erid’lor:I’m sorry to see them go and hope they’ll come back some day, and yes, I am very concerned about the drop in activity. We’re also getting much more limited posting forum-wide, which I don’t really think is the result of the “summer decline”, since it’s now autumn. <_< A lot of members are away for now, so hopefully when they come back it will be better. I also really hope we can get a lot more new members, and for that we need some good recruitment campaigns: and that’s all up to Lucava as Interior Minister. New members are the key as old ones leave: they spice up the place, make interesting new RPs, and are generally more active. Of course, we have to convince these new members to go from the region to the forums and participate. And there’s some real trouble in doing that: not everyone is interested.
Lucava: It’s sad, but not entirely unexpected. The culmination of events, shall we say? What I think we really need to concentrate on at the moment is recruiting and spurring on activity, both within the forum and on NationStates. The region’s stagnated like this before, but we bounced back. I’m sure we can do it again, it’s just a matter of finding the drive (and finding more than just one person who’s willing to recruit <_< ). I’ll be working with my fellow ministers and citizens to try and achieve this; we’re all in this together, after all. (No High School Musical thanks).
Aioran: I am concerned with the drop in activity but I’m hopeful that we can regain some level of activity or at least stop the decline of activity.
Unfortunately, I did not know Moosh or Kamoneschia very well. Kamoneschia was away most of the time I have spent in Caprecia (myself being a recent arrival) and Moosh did not RP, as far as I know, while I was there. However, I did see a lot of Moosh’s posts on all sorts of Government related threads and occasionally on others. I will miss Moosh and would probably miss Kamoneschia if I had seen more of him. I’m certain I won’t be the only one who will be sad to see them leave.
What’s your plan to take down Agent Dom? He’s been seen leaving behind mysterious briefcases and eating nestle confectionery.
Nuuk: Agent Dom is an agent of chaos and evil. For the security of our region, nay, the security of the whole world, his dastardly plans must be stopped. Agent Dom is only the first of a wave of darkness and evil. We must rally together and beat him down for our holiness :thebox:.
I say we use a :thebox: to smite him over and over again until he retreats.
Erid’lor: We will begin with a massive assault upon Agent Dom’s position, which will take all his men hopefully and then we will storm armour into his Founder’s Palace courtyard. Following that we will rocket jump all our soldiers up onto the top of the keep in which he will be cowering, breach it, and then take him into custody.
His palace will then be razed to the ground and we will cleanse it of any and all weapons of mass destruction. Only then will America Caprecia be safe… only then can we declare Mission Accomplished aboard an aircraft carrier in the Middle East Tobias Ocean.
Lucava: Sniper Rifles usually do the trick.
Aioran: Having watched Shoot 'Em Up last night/this morning I know how effective guns on strings are. I plan to set up a defensive barrier with specially designed pressure trigger systems which will pull the strings, attached to the triggers of assault rifles and shotguns, and maybe a tactical warhead, when Agent Dom places his brief case down on the ground. Alternatively, I might just steal all the KitKat bars.

Headline News: Galdea’s Resurgence
After more than 20 years with no news from the Caprecian region of Galdea except for the establishment of a weather colony, these past few months have been very active for Galdea, with two nations coming out of isolation for the first time in decades, maybe even centuries according to the various crackpot historians (cough Dom cough) that Caprecia has.
These two nations, Tirgard and East Sophia, were in the past bitter foes, and we have to yet to see how they’ll respond to each others’ rise from the nether. Both nations are relatively rich, with Tirgard having the second-highest GDP per capita of Caprecia, and East Sophia having only slightly less.
There have been whispers however, that Tirgard is gearing up its military to invade an island in the middle of the sea separating the two nations in order to better defend itself; and there have also been whispers that East Sophia is fomenting rebellion in a Hadarite-dominated area of Tirgard.
Tirgard and East Sophia are role played by players Erid’Lor and Orlands (The Isle Of) respectively, who formerly RP’d nations on other continents (Erid’Lor on Novreal and Levil in Andresia).
Superpower Battles: The World Goes Quiet
After some time with much tension between the Koslov Union, Magilan and the Novrealite Alliance (which was never much of a superpower anyway and was only as such when viewed by the KU and Magilan) due to each others’ moves, the battle for dominance among these superpowers has gone quiet.
The Novrealite Alliance has essentially ended with Hylis becoming more quiet under a new leader and Erid’Lor’s fall into isolation and withdrawal from the NA. Magilan too seems quiet, and is only mopping up in Harmaja at present, although it recently threatened to post two battlegroups to Novreal. The KU is even more quiet, and nothing much seems to be going on there except everyday activities like the invasion of all their neighbours and the putting down of rebellions followed by the cleansing of the local populace.*
*This whole sentence is a joke! NOO! DON’T REACH FOR THE BANHAMMER MR. PRIME MINISTER! NOOOOO!!!

The Cartic Returns To Insanity
Following a decade of relative quiet in the Cartic following the ascension of the League of Socialist States’ new leader Ziony Brashnev, the LUSS recently returned to the international stage’s spotlight in fine Cartic style. Brashnev attended a Teacher’s Day conference in order to execute a teacher who had been spreading “polluting, bad ideas” in front of the massive crowd, and then spoke about how dissent will be crushed.
And as the LUSS goes authoritarian again, it is ever more likely that yet another invasion of the Cartic by more sensible nations will occur, in spite of a lack of any viable casus belli beyond that of “they’re in the Cartic, come on!”.
