The only real resistance came from native elfs in 8, and 9 (although narrowly) voted for union with South Hills.
I suppose you can make especiually 8 my little iraq with guerrila fighters/ieds/ect, but you’d only have the support of (whats left) of the native Elf population, of whom a good majority fled when south hills invaded. Human & Vulpine settlers are fully supportive of south hills (The elfs had a reputation for killing random settlers indescriminately- my primary reason for invading). But especiaully at this point in the game when I pratically own both territories, I don’t really think you can justify calling them both a seperate country, Resistance sure, government probably not.

It is (now was, i guess) lawless land, so I honestly woulden’t think you’d be able to sustain a ‘traditional’ fight against me. I’d shoot for non-conventional al-queda type warfare.
