Imperial Union Proves Strong

The Imperial Party and Empire Reform Faction’s coalition government enters it’s third term with the re-election of Athelstan MacGregor (IP) and Cephal Talleyrand (ERF). The ‘Imperial-Union Ticket’ took eighty-percent of the vote, twenty abstaining. In his State of the Empire address from his residence Number 27 Layton Street, Prime Minister MacGregor opened saying, “I would first like to thank all those of you who voted for the Baron of Shaftesbury [Cephal Talleyrand] and me once again. I know we have not exactly had any opposition, but it means lot to us to see so many people bother to vote in a one ticket election. Once again, thank you.”

General Elections for the Estates Commons where split with voters giving three seats to each party. The results concluded;

Since the elections just a week ago, the Senators have elected John Franklin as Speaker of the Estates Common, and started an official review of all laws of the realm.

Following Wilhelm Somerset appointment as Director-General of the Imperial Intelligence Agency, the Emperor commissioned General James Pigeon as the Chief of the Imperial General Staff. He now leads the Imperial War Authority with the Adjutant General, Lieutenant-General Cephal Talleyrand against the wars with the United Defenders League, Founderless Regions Alliance, as well as the most recent war with the Greater German Reich.

Under the Kelkia Doctrine, which affirms that anyone who colonises or territorially interferes with either current or former LKE dominions faces diplomatic and military retaliation, the Emperor made his Declaration of War, in it stating;

"It is under this doctrine that, in May 2010, The LKE declared war on the Founderless Regions Alliance for its unsuccessful invasion attempt against United Kingdom of Britain and under this doctrine a declaration of war was made against the United Defenders League over their actions in The Dominion of Munster recently.

The Greater German Reich has invaded and passworded The United Kingdom of Britain.

The Land of Kings and Emperors declares war on The Greater German Reich."

The Imperial Army has continued to see battle in the recent raids of Region of reunited muslim states, Scotland, United Republic Nations, and Sierra; in aid with our allies including The New Inquisition, Europeia, and The Black Riders.

Constitution IX

The Ninth Constitution of The Land of Kings and Emperors was signed by His Supreme Majesty on the twenty-ninth of April this year. This document, though similar to it’s predecessor, included some changes;[ul]
[li]Bicameralism was established to incorporate the Estates Noble into the legislative process effectively.
[li]The Deputy Prime Minister became the automatic successor to the Prime Minister.
[li]The position of Secretary of State for Defence and Intelligence had been abolished. The Imperial Army and the Imperial Intelligence Organisation, consisting of the IIA and MI1, reports to the Emperor as Commander in Chief. The Prime Minister may however appoint a Secretary of State for War to draw together external strategy from the military to foreign policy.
[li]The Lord Chancellor is now the sole judge in matters of first instance. Appeals are now heard by a panel of appointed Peers of the Realm, referred to as the Lords of Appeal in Ordinary.
[li]The position of Attorney General was established to serve as an appointed impartial prosecutor.
[/li][/ul]Guardian Council Reformation

His Supreme Majesty Emperor Onder announced from his Press Office changes to the Guardian Council. As outlined in the IX Constitution, the Guardian Council serves a formal consultative forum for the Imperial Family, composed of the Emperor, Crown Prince, and Prince Imperial. Guardian Counsellor appointments included; Clement Attlee, Charles I. Cerebella, Viktoria Gryfynn, Michael Issacs, Athelstan MacGregor, Gavin Novawk, James Pigeon, Wilhelm Somerset, HEM Tiberius, and Cephal Talleyrand as Moderator of the council. The Emperor highlighted in his address;

“The majority of these individuals have up to six years of experience in serving this region and those without a comparably lengthy record have distinguished themselves in modern LKE politics over many months. From various points in our regional history, six prime ministers, three heirs to the throne, five professional military chiefs and two senior intelligence directors constitute the ranks of this body. They bring a wealth of domestic and foreign experience to bear which can contribute to the decisions which as to Emperor I have to take time to time.”

Whereas the Imperial Council acts as the forum for the Prime Minister to run the executive and the functioning of the region, imperial decisions bypass the Guardian Council. The Prime Minister also administers the Sentinel Council. This council serves as an advisory board to the premiership on policy making, usually consisting of retired politicians and legislators.

-James Earhart-Anumia, Baron of Galilei, accepts the re-nomination from the Prime Minister for Lord Chancellor of the Imperial Courts of Justice.
-The Marquis of Durandia, James Pigeon, enters second term as Speaker of the Estates Noble. After the Peers of Realm rejected the Senators’ amendment to election policy last term, it is suspected the upper house will follow the official law review closely.
-The Treaty of Ravenspire Citadel and The Treaty of Coruscant were signed, extending friendly relations to Markarth and the New Galactic Empire.
-Following a cultural summit in The New Inquisition, The Bealtaine Accord was signed, initiating cultural collaboration between it’s signatories, currently composed of both empires and Europeia.
-The Coalition Against the GGR was signed as a result of the GGR Conference in the Empires of Earth.
-Former Prime Minister Gavin Novawk, created Earl of Winsbury.
-Prime Minister establishes the Council for Colonial Affairs, in an effort to better serve the Empire as a whole.

Statement from The Land of Kings and Emperors
On the Coup of Markarth

On 21 August Raxus Caedus Turn, the original founder of Markarth, seized control of the region, exiled the legitimate government and closed the region’s offsite forum. He did so without any prior legitimate arrangement that would empower him to take such actions. The Land of Kings and Emperors deplores and unequivocally condemns these actions and continues to recognize the constitutional government under Emperor Kellhus as the only legitimate government of Markarth. We demand that Raxus Caedus Turn restore control over the region and its offsite forum to the legitimate government at once.

We in The Land of Kings and Emperors have a close relationship with the people of Markarth, a relationship that was solidified on 22 June 2012 by the Treaty of Ravenspire Citadel. We stand in solidarity with and express our sympathy for the people of Markarth, the legitimate government and Emperor Kellhus during this difficult time. We stand ready and willing to lend any assistance that we may be able to provide. In response to the egregious actions of Raxus Caedus Turn, The Land of Kings and Emperors has withdrawn its in-game embassy with Markarth and the embassy on our offsite forum will be available only for use by the legitimate government. Raxus Caedus Turn has been banned from The Land of Kings and Emperors as an enemy of the state.

We strongly encourage every region in the NationStates world – whether friend, foe or indifferent toward Markarth and The Land of Kings and Emperors – to speak out against the reprehensible actions of Raxus Caedus Turn and in support of the legitimate government of Markarth. Let all regions stand united in condemning the deplorable acts committed by Raxus Caedus Turn against the people of Markarth and in demanding the swift restoration of Markarth’s legitimate government.

LKE reaches 400 nations!

The Imperial Government is delighted to announce the population of The Land of Kings and Emperors has recently exceeded 400 nations and is now rising further still. Currently, the population is 433 nations and counting.

This number of nations is The LKE’s highest ever population level, with the population having hovered around 250 nations for the last year. It is hoped that this accelerating population growth will sustain an ongoing activity boom in the region as new members arrive in the region. The new LKE population record reflects the hard work of all our recruiters, led by the new Secretary of State for Internal Affairs, Charles I. Cerebella.

Imperial Party retains a Majority
Elections for both the Estates Common and the premiership concluded on 10th September. In the Estates Common, four members were elected for the Imperial Party, namely Michael Issacs, Krimson III, Gavin Novawk and Valfor. Additionally, Cephal Talleyrand was elected for the Terminus Faction and The Graz was elected as an independent candidate. The Graz topped the Estates Common poll with 19.05% of the popular vote. Shortly after the new Estates Common convened, Senator Talleyrand was re-elected Speaker and the house has already swung into action debating legislation concerning the World Assembly Delegacy.

Michael Issacs was re-elected Prime Minister on the Imperial Party ticket with Gavin Novawk, his running mate, remaining Deputy Prime Minister. Their ticket attained roughly 80% of the vote, a high proportion which is suggestive of a vote of confidence in their administration and a continued mandate to make radical reforms to consolidate regional activity.

A New Cabinet Formed
Following a brief delay, the Prime Minister announced from Number 27 his post-election cabinet reshuffle. Following these changes, the new composition of the Imperial Council is as follows:

My apologies for the small delay in my address. Thank you all for allowing me a second term. It is my goal to manage government efficient and effectively, as the wider interregional community enters the Autumn boost. As many return from holiday to school, and NationStates welcomes back new and old members, it is important for the region to continue on the same path.

New threats are arising, and unfortunately we have seen some huge disturbances in foreign regions, including some of our own allies. The LKE has, and will continue to fight and reject any foe that goes against our best interest. We will stand firmly with our allies and publicly pursue our wars on the UDL, FRA and GGR.

A Cabinet Meeting will be forthcoming within Number 27.

The legislative agenda presently is to pass the WADA 2011 Amendment, following that immediately begin campaigns leading to an election. Our treaties with Ainur and Asgard will be finalized, then requiring ratification by the Senate.

Sentinel Council and Council for Colonial Affairs membership will continue as was last term.

Constitutional Amendment of Term Limits
Now law, the Term Limits Amendment was originally proposed by Estates Common Speaker Cephal Talleyrand. The Amendment had undergone nearly thirty-eight hours of rigorous debate before being motioned to vote. The Amendment was passed with the required supermajority in the Estates Common (five-sixths). It was then received by Speaker of the Estates Noble, James Pigeon, where no one found any problems, and accordingly nobody motioned to vote, so the Amendment went uncontested. Thus the Amendment passed the Estates Noble, and was signed by our Emperor on 17th August 2012.

Governor-General Appointments
Edward Leben was appointed Governor-General of Niso by Emperor Onder on 4th August 2012.

Josh Sebastian was appointed Governor-General of Maxonberg by Emperor Onder on 30th August 2012.

These appointments were made on the recommendation of the Council for Colonial Affairs and both new governors-general have quickly established themselves in their assigned dominions.

Treaty of Wolvesey Signed
Following negotiations handled by the Prime Minister personally, the Treaty of Wolvesey was signed by Emperor Onder on 28th August 2012. The treaty constitutes an alliance between The Land of Kings and Emperors and Hampshire. Our two regions have enjoyed a warm relationship since LKE member SenatorTC founded Hampshire in early 2007 and cementing these ties is a matter of regional jubilation in The LKE. In particular, a provision of the treaty committing both regions to stand firm against treaty or military cooperation with the United Defenders League and the Founderless Regions Alliance without the other region’s consent is symbolic of The LKE’s successful diplomatic strategy in warning fellow independent regions of the threat the UDL and FRA pose.

Imperial Army Victories
Since our last update in June, the Imperial Army has secured several victories and supported a number of our allies in action. These have been announced from the Imperial Authority for War by General James Pigeon, Chief of the Imperial General Staff, and by the Emperor from the Palace.

First, the Imperial Army secured a victory in The Aison Collaboration:

Second, the Imperial Army invaded The Realms of Mediocrity on 13th September and General Pigeon was successful in ejecting the FRA Chief of Defence in the process.

Third, concluding a stealth operation in the works for month, Lieutenant-General Talleyrand unveiled an LKE victory in Strangereal, a region founded by a member of the United Defenders League. This victory was in line with The LKE’s commitment to attack regions closely associated with the UDL when we declared war. Our forces were eventually unavoidably removed from the region when the founder of Strangereal revived, but the UDL was rendered unable to ‘liberate’ a region founded by one of its own members due to the strength of occupying forces. The New Inquisition, Europeia and The Black Riders are thanked for their assistance with reinforcing this operation.

Finally, the Imperial Army has supported a number of update raids and additionally reinforced multiple operations by our friends and allies since our last update. Currently, after a unit participated in the update invasion, LKE forces are supporting The Black Hawks in Hippiedom. LKE reinforcement operations have also taken place in the following regions:

Christmas (supporting Asgard)
SPACE (supporting The Black Hawks)
Ireland (supporting The New Inquisition)

Record Populations!

After for so long remaining below many other regions, the Land of Kings and Emperors had record population growth! Showing the bright future is in store for the LKE and its citizenry. As the LKE continues to grow population wise, there is going to be significant growth for the citizens as they grow into fine statesmen. Many possible new leaders will help continue to advance the LKE on the world stage. The next few months will be some of the brightest that the LKE has ever seen!

Elections!

During the last election the year long hegemony of the Imperial Party has finally been contested by an and coming new oppositional party, the Lion Party. Both the majority of the Senate and Prime Minister seats have been contested. The results were neck to neck for the two day period that the polls were open. The Prime Minister seat was contested by the Lion Party Candidate Charles Cerebella and the Imperial Party candidate Krimson Vulika. After heavy debate between the two candidates, Charles Cerebella came out victorious with a third more of the votes than Krimson Vulika. With the newly seated Prime Minister the lion Party was able to claim a highly valued position, but the same cannot be said for the Senate. The Senate had many Imperial and Lion Party candidates with only one independent. The Imperial Party was able to dominate the Senate with the most seats and the Lion Party only claiming two. Oddly the independent candidate was able to come out on top.

New Prime Minister

With the Lion Party claiming victory of the Prime Minister position, the newly elected Prime Minister Charles Cerebella has big plans for the region at large. For the colonies, the Prime Minister has plans of expanding their growth and use within the empire. By the end of the term there should be a clear results for the colonies. Culture is also a big part for the grand plan of the LKE to produce new games and role-play for the region at large to help retain more of the region population on the forums. Regional activity has gotten better since last term, but that growth needs to have a clear dedication for their growth.

Lion Party Crashes Through the Gates!

Since the autumn of 2011 the LKE has been under the rule of one party, The Imperial Party, with only minimal opposition. When the latest opposition incarnation folded at the start of March and its leader joined the Imperial Party, then IP member Charles Cerebella decided something needed to be done about the state of affairs, resigning his membership and forming the Lion Party. Since its formation it has already made waves in regional politics, attracting a large membership and causing controversy with its press organ, The Rampant Lion. During the last election, it did fairly well to establish itself as a force within the region.

Recruitment Competition with Spiritus

During the last Prime Minister term, the LKE entered a recruitment competition with Spiritus seeing as both regions had around the same population. While the first few days saw a very close race between the two regions, the lead often changing, but quickly the LKE established a commanding lead which it held for the rest of the two week competition. In the end Spiritus were beaten by around 120 nations in the end. The forfeit was to admit how superior the other region was in their next update after the competition so we’re looking forward to seeing theirs!

Imperial Army News

The South Pacific Liberated!

Just about a week or two ago the region of the South Pacific was taken control by the illegitimate reign of Milograd. The Land of Kings and Emperors under the banner of the United Imperial Armed Forces assisted with many of coalition of different regions lead by the South Pacific Joint Command to assist to overthrow Milograd and his outside supporters. Even after multitudes of failed attempts to seize the delegate position from Milograd, the South Pacific native government was able to overcome the tyranny of Milograd.

Other News of UIAF

The UIAF have been active since its inception tagging several regions in a single update and continually to train future officers to lead and organize raids. The UIAF has also be deployed in support of the The West Pacific in their efforts to re-found the Fourth German Reich and while at that support allies of all kinds in their operations. As well the help with the delegate transfer of Balder. In the UIAF’s recent action in the support of a long time friend, the Black Hawks, in their occupation of Furry Federation for two weeks making up the bulk of the force and providing a flag count of 20 units. At the same time supporting the cause to liberate the South Pacific from Milograd.

Come One, Come All To Our Summer Solstice Celebration!

All friends of the Land of Kings and Emperors, big or small, are invited to join us in our joyous celebration of the Summer Solstice.

The Summer Solstice marks the day of the year when the days are longest and the sun is highest in the sky. In the Land of Kings and Emperors, we celebrate this occasion by drinking, competing, and dancing until the sun goes down!

From the 21st of June to the 26th, please join us for our wonderful celebration. For our smaller allies, there will be plenty of games and cultural specifics which may help substantially as you grow. For our bigger allies, we will grind you to the DUST with our many competitions, including several spam point games, poetry slams, and, of course, with our dancing.

Don’t forget our drinks! All of the alcohol will be provided from the very citizens of the LKE. Drink 'til you’re drunk, and then keep drinking! Don’t worry about how bad you appear at dancing, because when the week is through, you never have to look us right in the eyes again!

Our Emperor Returns!


Crowds fill the streets as Emperor Onder returns

In the middle of May His Supreme Majesty Onder Kelkia, our Emperor, returned to The Land of Kings and Emperors. To much jubilation, the Emperor announced his return to his duties as monarch and thanked Crown Prince Falconio for serving ably as regent. The Emperor also showed gratitude to the imperial governments which had served in office since the beginning of his leave of absence for their stewardship of the region and specifically praised the dedication which saw the LKE rise to over 700 citizens at one point.

The key change announced by the Emperor was to the composition of Imperial Family. The outgoing Prince Imperial, Julian Anumia, was praised for his loyal service to the LKE and was granted the title of Duke of Cawdor. Gavin Novawk was selected become the new Prince Imperial with specific responsibility for coordinating imperial relations with the wider political system. The Emperor cited the Prince’s long dedication to the Imperial Government and to the region at large as the main reason for his choice. The Prince Imperial is required to be politically neutral but he has not been idle, launching an initiative on constitutional reform in the Estates Noble.

As is customary, the Emperor bestowed various titles and honours. Notably, Krimson Vulika was elevated to the peerage as Baron of North Durandia for his service in the Estates Common as Senator and Speaker as well as in various executive positions such as Interior Minister, Exterior Minister and Culture Minister. Furthermore, Julian Ulrics was created a Companion of the Order of Achievement for his extensive efforts in reinvigorating regional roleplay.

His Supreme Majesty took the opportunity to reshuffle the Guardian Council (a body charged with advising the Emperor himself). This was done in order to bring the region’s rising stars into his confidence. The Emperor’s selections were as follows:

Imperial Party in by a hair


The polls are full in this contested election

Citizens went to the polls for a tense and closely contested round of elections. Valfor Talleyrand-Vulika was elected Prime Minister by a single vote. The election began with an Imperial Party lead before a swing in the vote in the Lion Party’s favour, albeit a swing which ultimately proved insufficient to achieve parity. In the Estates Common, in a race declared by the Emperor to have 8 seats, 6 were filled by election results while two stood tied. The tied seats fought it out in the resulting by-election and the winners were declared. A full Estates Common now stands ready to debate the Imperial Government’s business.

At the conclusion of the general election and the subsequent by-election, Josh Sebastian, Charles IX, Athelstan MacGregor and Valfor Talleyrand-Vulika were elected to the Estates Common from the Imperial Party. Akillian, Charles Cerebella, Sir Robin of Aelbarow and Julian Ulrics were elected from the Lion Party. This splits the Estates Common in half between the two parties.

A New Cabinet Formed

Upon election the Prime Minister made the following State of the Realm speech:

Amongst us is a summer activity lull. The LKE is already steps ahead. We must work together to make sure it stays this way. In the past, it has injured the LKE. But with the most active members in government, the lull stands no chance. But the fight does not stop there. As a community, a region on NationStates, as a fellow citizen, we must all contribute to activity in some form or fashion. Without the dedication that has been seen past and present, none of us would be here today.

I will make this quick as possible, as we have a lot of work to do. My administration is bringing it’s A-Game. Instead of so many amendments, we are actually looking into establishing and writing Constitution X, as a means to make it easier and more efficient. Effective changes, and with no doubt will be expected to be brought to debate, include making the LKE a Parliamentary Democracy, Executive Decrees that the Prime Minister will be afforded in Emergency situations but of course will need the approval of the Estates General, a more specific Decree for the PM, is to bring forth a Militia. This will actually be effective in cases of the founder nation of the LKE Ceasing to Exist, as seen last year, during the Emperor’s leave.

I personally want to bring discussion to a ‘Switch and Resign Act’, but perhaps implemented. This puts a restriction on Legislators, that if they switch a party, they must resign from any elected post. This is to ensure that the Citizens’ voice is always heard. If an elect was voted in by the manifesto of one party, it is not fair to the citizens to let that person stay in. Different Parties have different beliefs. This is not meant to cause more division, but as a means to let the Citizens’ voice be heard at all times. Of course, this will have to be all flattened out and clarified, in which the Estates General will be in charge of that.

Also, I would like to bring to light my personal opinion of guides. There are some good guides out there, but the thing is, guides need to be actively updated to be more specific and elaborate. This, I feel, takes time away from other things, which is why I suggested in both of my speeches that I want to set up a Q&A Thread. It will be a place to ask questions and get answers from anyone. This effectively localizes questions and answers, so if someone might have a question that has already been answered, they can find the answer right then and there. This is so much more efficient, however, new and old citizens will, without a doubt, always be able to personally contact anyone with any type of question.

The Second Monarchist Conference

In late May, The Land of Kings and Emperors was host to a large number of monarchies from across NationStates. The gathering ranged from close imperialist allies to developing new monarchies to sinker regions. Among the monarchs attending were Katherine; Queen of Balder and Empires of Earth, Feux; King of Lazarus, Cerian Quilor; King of Kantrias, Joakim; King-Emperor of the Kingdom of Denmark and the Royal Danish Commonwealth, Isidor Casimir Somerset-Anumia; Keisari of Asgard, Charles Cerebella; King of Albion, Alicia Diana DiLaurentis-Stewart; Empress of The Empire of Oceania, and FreeSoc; King of Mazeria.

The treaty, derived in part from an earlier agreement reached at the Monarchist Conference in the LKE last year, was designed to enhance cooperation between regions with the aim of strengthening monarchist cultures and sentiment with NS. This second conference was called to reform the old treaty to enable the easier regulation of new members. It will also provide a basis for follow-up on the promises made by allowing signatories to elect officers to facilitate cultural exchange. It is currently undergoing ratification within the participant regions.

Summer Solstice Festival


Following his appointment as Culture Minister, Megaleiotha Eirhno by establishing the Summer Solstice Celebration. Ambassadors were instructed to distribute a general invite to many friends of the LKE alerting them to the festival. The fun in the sun saw games from the classic ‘Corrupt a Wish’ to Season and Region Wars. A degree of roleplay was also to be found in the ballroom as people joined others in the Celebration’s formal occasion. More roleplay was exhibited in the ‘Out on the Town’ section of the Celebration. This saw participants taking on roles such as merchants to sell their wares to the community.

Colonial Development in Munster

The Electorate of Munster has long served as a military base for the LKE and our allies. Our history with the region goes back to July 2006, when it became the first region the LKE ever invaded, and further back to March 2006 when N Ireland fought with the Red Liberty Alliance for control of Munster. In light of our military and historic connections to Munster, we are pleased to announce that we now intend to move it to the forefront of the Empire. With a new social and political system designed on a Celtic tribal theme, Munster will be developed into a strong and sustainable dominion under the banner of LKE colonialism.

UIAF Storms to Victory in The True Rebirth


In an address to the region, Emperor Onder announced to our citizens that the United Imperial Armed Forces of the LKE and TNI had captured The True Rebirth. As he explains, this founderless region had the rather strange idea that they could get away with posting a recruitment message on the regional message board of an LKE colony without retribution:

The Vice-Delegate of The True Rebirth, with official sanction from their Chairman of Foreign Affairs, marched into Polis and posted a recruitment message.

That is not acceptable conduct for visitors to the Empire of The Land of Kings and Emperors. It is a violation of our sovereignty for foreign governments to presume to recruit our citizens.

Accordingly, the United Imperial Armed Forces have retaliated against The True Rebirth by invading the region.

I would like to thank Lieutenant-General Ein for organizing this action. For this work on behalf of the Empire, he is awarded the Valour Medal, 3rd Class.

Beyond our occupation of The True Rebirth, the UIAF have been engaging an intensive series of operations designed to put pressure on the United Defenders League and the Founderless Regions Alliance. Their response to most of these raids has been lacklustre at best. Nonetheless, since the LKE’s last update in May, the UIAF has energetically conducted countless cascade raids. A particular highlight occurred on 28 May, when a grand total of twenty seven regions were taken in one update alone. We were also honoured to support our allies Europeia and Albion in the occupations of St Abbaddon and Quebec respectively. The UIAF were also glad to assist our friend Mazeria in securing England. UIAF reinforcements continue to provide a strong buffer against ‘liberation’ attempts and are now coupled with an update force capable of delivering large-scale cascade operations. This has been possible because of the development of a training programme for new officers.

The United Imperial Armed Forces Leads to Victory!

Following our successful efforts in restoring Osiris to the rule of duly elected Pharoah Cormac Stark and the Kemetic Republic, and in staying long enough to keep the transition smooth and effective, the United Imperial Armed Forces has withdrawn from Osiris, bidding good fortune to our friends in Osiris.

However, despite the month-long deployment, the UIAF has proven that it still has what it takes to capture region after region, capturing the following regions since leaving Osiris, in a series of single tags, and sprees.

Albion Joins UIAF

Following the passage and signing of the Third Treaty of Arms Convergence by Albion, the Land of Kings and Emperors and The New Inquisition, The Kingdom of Albion has joined the United Imperial Armed Forces.

In a speech from the throne, Emperor Onder made the following remarks.

The new command staff from Joint Commander Bishop included a host or well-earned promotions across the board, including the rising of Edward Leben to Deputy Commander and MagentaFairy to leadership of the Albion Division.

Already Albion members of UIAF have joined LKE and TNI members on the field and in occupations.

Tight Election Turns into Victory for Julian Ulrics

In the LKE’s third general election since the rise of the Lion Party, the two parties yet again faced a challenging election, as both brought out capable candidates. Julian Ulrics, running for the Lion Party, ran on a platform of shaking up the government and the way it works, as well as one of reform and ideas. Long-time member Megaleiotha Eirhno ran on a platform of moderation and his own personal record and that of his party.

The race was tight and hard fought, but largely civil, with both sides matching up well against the other, the key independent vote highly sought after to propel each side to victory. In the end Julian Ulrics and the Lion Party edged out a victory with a final vote tally 13-11.

The Estates Common Elections ended with three members of the Lion and Imperial Parties each garnering three seats, and accomplish independent candidates filling the other two.


News from Munster!

The Electorate of Munster, the LKE’s largest colony is recently seeing a surge of activity following heavy recruitment and the appointment of Sean Ingram as Viceroy. Munster is known for it’s democratic, Celtic theme where every Freeman(citizen) sits in the legislature, the Tuath Assembly.

This week marks the grand opening of the Tuath, and several Freemen have already claimed their seat. The Election for Taoieech(Chief Executive) will take place at some point next week, and intense political campaigns are expected

LKE Hosts Multieregional Development Conference

A conference discussing internal and external development issues affecting a diverse range of regions is ongoing on our forums. Attendees at the conference include emerging new imperialist regions such as Ceseris, existing allies such as the Dominion of Markarth and the Kingdom of Denmark, and regions the LKE has not traditionally enjoyed close links with, such as Westphalia. The LKE has organised this conference to investigate ways it can assist fellow imperialist and monarchist regions with their domestic and external growth, as well as to establish new mechanisms for cooperation between these regions. Specific proposals are expected to be agreed to further this objective. The arrangements to work with these partners are intended to complement the LKE’s existing and established alliances. It is hoped that the work of the conference between these specific partners will ultimately integrate more regions with the imperialist sphere as a whole.

Elections in the LKE were called after the sudden resignation of Prime Minister Julian Ulrics. The former Prime Minister felt he was unable to maintain the same level of drive he had shown at the start of his term and after achieving all that he wanted, he decided to end his term. The announcement took most by surprise and everyone had to prepare for another election.
Independent candidate Sean Ingram was elected Prime Minister. The new Prime Minister was elected unopposed, enjoying the public support of most political parties. The amount of backing Sean Ingram received was clear as no-one chose to cast a spoilt ballot and Sean Ingram was elected with 100% of the voters behind him.
In the election for the Estates Common, 8 seats were up for grabs. Akillian and Julian Ulrics were elected from the Lion Party, Valfor Talleyrand-Vulika and John I were elected from the Imperial Party and Newcanada was elected from the Renaissance Party. Independent candidates Clement Attlee, Viktoria Gryfynn and Sean Ingram were also elected.

After his election victory, the new Prime Minister promised exciting developments for the region with a government that will actively lead. Once elected, the Prime Minister made the following speech.

I am certain the citizens of the Land of Kings and Emperors expect that on my first day in office I will address them in a frank and candid manner. This is the time to speak the truth and be bold. The upcoming term promises exciting new developments and hope for a stronger LKE.

A stronger LKE can be achieved by a government that leads and I pledge mine will do so. My government will lead for the citizens of the empire, from here in Julius Street to the Tuath of Munster.

My government will actively take the lead on legislation in the Estates Common. There is one thing the LKE is known for in all of nationstates besides it’s military might, and that is our politics. No other region comes close to the level of debate, and often times hostility, that LKEers have found themselves in the middle of. An active legislature will help guarantee dissent and opposition are allowed to grow in order to help facilitate a stronger LKE.

The Sentinel Council will be implemented once again and I look forward to working closely with the Sentinel Councillors. To serve in the SC, I am appointing the following Peers, all of which hold unique viewpoints on how to best direct the Imperial Government.

The Ministry of the Interior will be in charge of implementing the Comprehensive Citizen Retention Pilot Program. The full details of the CCRPP will be released at a later time, but the focus of the program is obviously citizen retention and will use a variety of different methods that have not been completely developed as of yet.

The Ministry of the Exterior will be focusing his efforts at reviving several interregional summits that were in the works last term.

The Ministry of Culture will be holding events and activities on a weekly basis and there are already several items in the works that are sure to bring culture to a new level.

The Ministry of Colonial Affairs will continue to focus it’s efforts on direct aid in Munster while coordinating with the Governors- General.

To head these Ministries and join the Imperial Council, I have chosen the following; all of which I expect to do a fantastic job.

New Treaty

The foreign relations of the The Land of Kings and Emperors expanded with a new treaty between The Land of Kings and Emperors and Mazeria. The treaty is known as The Treaty of Friendship between Mazeria and the LKE. The treaty was unanimously confirmed by the LKE Estates Common. The treaty was signed just weeks into the new Prime Ministers term. The treaty had been drawn up in the last term but due to the resignation of Julian Ulrics, ratification was delayed.

Situation in Lazarus

It is with regret that the Exterior Ministry must announce that the LKE’s treaty with Lazarus has been terminated after serious diplomatic tensions. Emperor Onder ordered the termination of the treaty and the Prime Minister issued the following statement:

The Land of Kings and Emperors notes with sadness that a senator of the New Pacific Order has released a report which alleges that individuals from ‘The New Inquisition, the Land of Kings and Emperors, Europeia, and, on a lesser scale, members of Albion and new sinkers Osiris and Balder’ form part of an imperialist group, dubbed the ‘Ondersphere’, and that this group have engaged in ‘underhanded social games’. We deny any wrongdoing. We stand by the activities of the United Imperial Armed Forces in defence of The South Pacific and Osiris. In the past we have worked well with the New Pacific Order, cooperating for instance on the liberation of The United Kingdom of Britain. It is therefore a shame that, through an attempt to condemn The New Inquisition and the latest report released by A Mean Old Man, the NPO have engaged in attempts to undermine the LKE and its closest ally.

We further note that within the aforementioned report it was announced that ‘NPO Senator and Lazarus Delegate Feux is enacting his retaliation against you and the UIAF for your crimes.’ A warning was issued that ‘UIAF traitors’ would be ejected from Lazarus. The Delegate of Lazarus, as mentioned another senator of the New Pacific Order, then followed through the threat contained in the NPO’s report. The LKE has never interfered in the internal affairs of Lazarus and would not tolerate any of its members plotting to do so. We consider the allegations that the individuals who have been ejected are ‘UIAF traitors’ spurious and believe that the whole affair represents a coordinated attempt led by the NPO to undermine the reputation of the UIAF, including the LKE. Additionally, that the NPO has achieved this by arbitrarily abusing the legal process of Lazarus shatters our confidence in the independence of the rulers of Lazarus.

Accordingly, Emperor Onder has decided to issue five days notice to Lazarus that the LKE is invoking Article IV of the Non-Agression and Cultural Treaty Between Lazarus and The Land of Kings and Emperors, specifically termination of the treaty which exists between our regions. That individuals in control of the Government of Lazarus have participated in a coordinated plot with the NPO to smear the LKE means that continued treaty ties between our regions are unsustainable. We regret that this action has been necessary and in line with the treaty this termination is not to be seen as an act of war or hostility.

Military Activities

The LKE Imperial Army has been busy as part of the United Imperial Armed Forces (UIAF). Recently the UIAF captured Middle Earth with LKE providing close to half the updaters from UIAF forces. Subsequently, Middle Earth was captured at the update and UIAF forces started pouring in before the minor update so any liberation attempt would have had been futile. There were over 12 LKE troops deployed throughout the occupation which lasted about a week.

Despite the many administrative changes to the UIAF command structure, the LKE division command did not change much. A new regiment has actually been formed to include the military of an LKE colony, Munster, within UIAF. Lord Hobgoblin of Redpathia, the Minister of Defense of Munster, was made the regiment commander of the Munster troops. May he lead the Munster regiment to greater heights under the UIAF. The Munster Regiment was named Knights of the Woad by the Munster Viceroy, Sean Ingram.

Additionally, The LKE has also provided a total of 15 units to the occupation of Soviet Union by our friend Osiris. This display of force constitutes a continuation of the war on the FRA as Soviet Union is part of the FRA. We are now beginning to withdraw from Soviet Union and have declared a ceasefire with the FRA for the duration of summit talks, including a commitment that they will not oppose UIAF or LKE raids.

Munster Continues to Grow

The LKE’s largest colony, The Electorate of Munster continues to grow and as of today the regional population is 70. RWP was recently reelected Taoiseach (Chief Executive) and the Tuath Assembly has seen a flurry of new bills.

Recently The Land of Kings and Emperors forum went down. This was down to an unscheduled maintenance on the server and it affected our forum and many others. NEW ELECTIONS, REVOLVING DOORS

Controversy has arisen after two prime ministers in succession, Sean Ingram and Lord Hobgoblin of Redpathia, have been criticised for failing to maintain the activity necessary for running the LKE. The inactivity of both individuals compared to their governments as a whole and the wider population was notable. Valfor Talleyrand-Vulkia, a former premier who served as Deputy Prime Minister under Lord Hobgoblin, has now been appointed Prime Minister by the Emperor, though he is serving as a caretaker because elections are now upcoming with many parties involved and vying to have their say in how to make the Empire a stronger place.

NO CONFIDENCE VOTE

The politics of the region were put on show recently within The LKE as a motion of No Confidence in Prime Minister Lord Hobgoblin was put before the Estates Common. The motion was triggered by a poll from the regional news outlet The Citadel. Gavin Novawk of The Citadel asked ‘‘Do you believe the current Government are competent?’’, to which 92.86% of voters voted ‘No’.
Following the conclusion of the The Citadel poll, Deputy Prime Minister Valfor Talleyrand-Vulika introduced the motion of No Confidence. However, in another spin to the tale, the Estates Noble passed a motion introduced by Gavin Novawk to the Estates Common highlighting the Prime Minister’s lack of activity compared to the rest of the region and to “direct their attention to the Vote of No Confidence” four days after the original motion was introduced into the Estates Common.
Five days following the No Confidence motion, on November 16, the Prime Minister was deemed to have lost the confidence of the Estates Common. His Supreme Majesty Emperor Onder then appointed Valfor Talleyrand-Vulika to the Premiership.

NEW PARTY IN TOWN

Gavin Novawk, a long-standing politician in the Empire, has re-emerged as leader of a new political party, the New Imperial Front. The NIF claims to be the only party with practical, long-lasting solutions to the issues facing the region, and the broader empire. The number of Parties has doubled in the last few elections, where before there were only two major party leaderships. Starting with the founding of Renaissance Party and continued by the NIF, the variety of parties available is creating a broader content base when it comes to voters deciding what candidates will best represent them in the Estates Common, the lower house of the legislature.

REFORMS TO THE ESTATES NOBLE

Reform to the legislature has become reputable for creating huge debate in the Empire. However, previous examples, such as attempts at changes to World Assembly Delegate elections, or the proposal of a council for leaders of Imperial colonies, pale in comparison to current Prime Minister Talleyrand-Vulkia’s proposal to reform the Estates Noble, the upper house of the legislature and assembly of the dignitaries and nobles of the realm. This reform, among other things, would allow Nobles to propose legislation the same as Senators in the lower house.

In the recent Prime Minister election, Akillian of the Lion Party claimed victory against the Imperial Party nominee, Athelstan MacGregor. The two biggest parties of the region went head-to-head in what was a crucial election and what was expected to be a close one. After days of campaigning, Akillian and his running mate Clement Attllee were elected with just over 68% of the vote.

Estates General Activity

So far in the Estates General, numerous reforms have been passed or were put into works. They include Clement Attlee’s reform to the role of the WA Delegate, changes to the judicial position of Lord-Chancellor, and a new University Chancellor to oversee the region’s reputable University. Members of the region’s lower house of legislature, the Estates Common, are discussing inviting the Viceroy of Munster to appear before the house to discuss the Empire and Munster’s mutual future together.

A couple of weeks into the term saw the resignation of Kaiserholt. Due to real life issues Kaiserholt resigned from his positions as Interior Minister and Member of the EC. A by-election was called.

Fellow Citizens, Peers of the Realm, Your Majesty.

It is a great privilege to be giving this speech as your Prime Minister. Thank you to all those who supported me and voted for me during this election. The extent of which my ticket won by shows how much faith the region has put in me and I am extremely grateful. I would like to reiterate what I said before and offer my commiserations to Athelstan McGregor and Charles IX.

The region is at a crucial point. Our population and activity are falling. We need an active government who will take the lead in creating a better region. That is the government I will lead. A government that will be competent and hardworking. A government that will seek to solve problems rather than sitting back and hoping that our problems will be fixed.

This term I hope to see more initiatives brought into the Culture Ministry. I have already mentioned a few ideas but the IC will discuss them and will be putting in place new schemes to help our activity over the coming term.
I also hope to have a more efficient Interior and Exterior Department. For too long now we have seen the basics of these ministries overlooked but I will aim to correct this.

To head up the Ministries of the IC, I wish to appoint the following.

On 29th December, the Prince Imperial opened the ceremony to honor His Supreme Majesty, Onder Kelkia. The Land of Kings and Emperors were celebrating 3 years of Emperor Onder’s reign. Invites were sent out to many regions to come and honour Emperor Onder and the turnout was really good. There was speeches from Prine Imperial, Cephal Talleyrand, Prime Minister of the LKE Akillian, former Prime Ministers Valfor Talleyrand-Vulika, Julian Ulrics and HEM Tiberius as well as Seantors Simeon Barret and Josh Sebastian. Good evening, ladies and gentlemen.

I would like to start off by saying that it has been an excellent year here in the Land of Kings and Emperors.

Despite our ups and downs, we’ve seen some rising military progress through our involvement in the United Imperial Armed Forces. Our government has maintained a general sense of stability, our region has persisted.

It is all to be attested to our sovereign that we have maintained as we have had over the years. From His Supreme Majesty’s commendable results in his effort to personally recruit for the region until the rise of more automated means, to his attempts to maintain a strong and impartial role of a neutral monarch presiding over and uniting his region.

For the most of us, our emperor has been well connected in our daily affairs here in the region. I myself had served as the chief royal adviser to the throne until recent days in which I worked with His Supreme Majesty in coordinating and choosing policies to support or resist at his own discretion. It has been my view that our Emperor has long served his agenda with a steady hand and a stable sense of involvement in coordinating with his royal personnel and with the members and leader of government.

He has done well to provide us a long held sense of consistency in leadership and he has done well to define our region and to promote our regional way of life on the whole of Nationstates in support of our friends and in defense against our rivals. He has always worked his best to keep the region informed of events at large that he had become aware of and to coordinate us military to achieve our expectations and I can say that I was present during his most excellent leadership when we united with those of foreign forces to recover The United Kingdom of Britain against the menace of The Greater German Reich.

His command style was meticulous, accurate, and well covered as I stood by to observe raid after raid under his command as I witnessed the expanse of our sovereign and his strong diplomatic reach.

In working with him, I have come to respect our Emperor and his methods as he does what he can to support the region and our government in creating a better, stronger, lasting region that can still maintain a presence even in the face of adversity.

His reign has been lengthy, his presence has been clear and defining, his reach has been great.

To His Supreme Majesty,

I commend you, my liege.

I wish you the best as the third year of your reign comes to a close and I hope the best to see your reign prosper as you move into your fourth year on the throne.

As PM, I am lucky to have an Emperor who works alongside the government, motivating us and helping us as we face the challenges of being in government.

Imperial Army Abroad

Among the most recent military campaigns pursued by the LKE, through the United Imperial Armed Forces (UIAF) of the LKE, TNI and Albion, has been the invasion of Founderless Regions Alliance (FRA) member of Slavia. The region of Slavia went founderless during mid-December making it vulnerable to invasion. Slavia’s membership of the FRA made it an especially promising target in light of the LKE and TNI’s wars on the FRA, leading the UIAF to invade and occupy Slavia. The invasion of this FRA region had 18 updaters from the UIAF, The Black Riders and Kingdom of Great Britain. In the first 12 hours of the invasion over 50 reinforcements help secure the region preventing any liberation from taking place and there are now over 90 endorsements supporting the UIAF Delegacy. This is an illustration of the collective military strength of the imperialist, independent and raider spheres.

For the current duration of the occupation of Slavia, there are 33 flagged UIAF units with 4 unflagged units, a total of 37 UIAF units. The LKE division has provided over a third of the reinforcements constituting the current UIAF forces, marking a testament to the LKE Imperial Army’s military strength. While the UIAF is deployed for the Slavia occupation, UIAF forces went on a number of tag raids capturing the regions of Poland-Lithuania, The World and Legend League. With the resignation of a regiment commander within the LKE Division of the UIAF, Joint Commander Christopher Bishop promoted promoted Josh Sebastian to the rank of Lieutenant-Colonel and was named the new regiment commander of the Habsburg Guard.

A Joint Future: Munster and the Empire

Munster continues to be a large and prosperous colony of His Supreme Majesty’s Empire, with a stable and functioning government. The Region’s relationship with the homeland and the broader world has continued to evolve, starting with the opening of the Tuath Assembly. The Region has grown much since then, adding its own contingent to the UIAF. Now a new chapter seems to be opening with the Viceroy, RWP’s invitation by LKE politicians to appear before the Empire’s Estates Common and discuss the mutual future of the two regions.
