It is the right of your regions to keep the same concerns, without additions or subtractions. Clearly, this is a political document, given the fact that the on-site authority has heard your appeals, more than they have in previous cases, and ruled against.
As a private citizen, I am personally not in favour of the activities which Bob Moran engaged in. Ignorance is not Bliss. We have seen that in your case. My suggestion is to accept that patience is a virtue, and to be thorough with who you accept in your ranks. Your restriction will be over soon, and will be free to engage in recruitment again.

Following the dissolving of the Estates General and the resignation of Prime Minister Theoden Sebastian, longest serving Prime Minister of the LKE, a general election was called. Due to the limited number of candidates (5), all of whom automatically were elected- a by-election was held for the 6th seat in the Estates Common. The by-election saw 3 potential candidates face off for the last remaining spot; Magicka from the Imperial Party, Damian Talleyrand-Hanover from the Lion Party, and Francis Hanover as an Independent, despite being a member of the Imperial Party. For the majority of the election Damian Talleyrand-Hanover and Francis Hanover were tied for the lead, however, in the final hours Damian pulled ahead and won the election.

With the election for the Estates Common in full swing, standing for the next Prime Minister was also under-way. In an unbelievable twist just day’s before voting was to commence, Lion Party and the Imperial Party agree to form a coalition. The agreed upon parameters were as shows; Krimson Lancaster of the Imperial Party as the Prime Minister and Lady Munchausen of Lion Party as the Deputy Prime Minister. Having only one option available, there was a clear victory. Following this, the new Prime Minister delivered his first inaugural address outlining his appointed Cabinet and his agenda for the term.

Changes to the Monarchy?
With Theoden Sebastian’s sudden retirement from politics, only to take his rightfully deserved seat in the Estates Noble, the LKE was ushered into a new era. His Supreme Majesty, Onder Kelkia addressed the region to layout the new changes. Cephal Talleyrand was appointed the new Crown Prince while the former Crown Prince, HEM Tiberius was appointed Prince of Dragonia, while Theoden Sebastian, for his years of service to the region, to the Monarchy and for his outstanding record as longest reigning Prime Minister was promoted to Prince Imperial. The news was met with many cheers and jubilation. [hr]
Success on the Battlefield
July has brought about success for the Imperial Army. After the banning of Bob Moran from NationStates and “collapse” of the Black Riders, many around NS thought that Imperialism was dying. However, on the 3rd of July, the Imperial Army announced that the Land of Kings and Emperors would assists in a mission to take back TBR. Not only has this mission rejuvenated the notion of Imperialism, it has also rejuvenated the spirit of the Imperial Army. The news was met with great joy throughout the region. So far a total of 13 units have been deployed.

Emperor Inducted Into the Raider Hall of Fame

The end of Raider Con in The Black Riders brought good news for His Imperial Majesty Emperor Onder. At the conclusion of the event Jakker, a leader of TBH issued the finalized list of inductees to what has been declared the First Class of Raiding Hall of Fame. The Emperor - Onder Kelkia, has been placed among the list of inductees in being recognized as one of the greatest raiders on NS. A great honour for the Emperor and the region itself. This is hopefully another step in the restoration of the Land of Kings and Emperors.

"Over the last week, RaiderCon has played host to dozens of players coming together to discuss raiding from various angles and perspectives. It gave a chance from many to think critically about raiding, be nostalgic about the past, and reminiscence of the future. One announcement I’d like to make now is the first inductees into the Raiding Hall of Fame. Over time, an off-site forum will be created as a space to honor all of the inductees and a committee will be created to help decide on future judges and ensuring that the important gameplayers of history are not forgotten. Until then, please help me welcome the first class of the Raiding Hall of Fame. To be honored into the first class shows that these players have been some of the greatest contributors to raiding. Please remember that this is the first class and there were naturally several deserving players that were not inducted. In time, I am confident that we will see many more fantastic players grace the Hall.
We had two nominees that received a tie for sixth (still gaining the required percentage of votes), so both will be inducted. They are powerhouses of raiding history and I stand here in awe as I announce these seven players to you.
First Class of the Raiding Hall of Fame
Red Back: Without the incredible efforts of RB, The Black Hawks would not exist today. He was the second founder of TBH and has served as the Commander for nearly a decade. He has contributed to several notable raids include Forest many years ago that reignited TBH, and most recently, serving as the sleeper for the raids of Hippiedom and Hell. RB is respected by all players and represents a role model all raiders should look up to.
Savaer: He was a powerhouse in raiding and for Unknown, serving in several leadership positions. He helped keep pure raiding alive during the post-NS2 era when nearly all raiding organizations were inactive. He contributed to several large scale raids including -Organized or helped other Incognitan officers organize successful hits against major historical defender regions including Anticapitalist Alliance, Allied States of Euroislanders, and The Proletariat Coalition.
Evil Wolf: EW showed that pure raiders could be more that just players who raid. The second founder of LWU, EW has been one of raiding’s leaders with raids including Lazarus and Anarchy, helped destroy Nazi Europe, and has served as delegate of TNP among other leadership positions. EW’s political and strategic efforts has set him apart for years.
Of crazed: OC has been a bridge for many modern raiders of the past. He has had many impressive feats as a former Field Marshal of DEN including helping to lead the raid of The Rejected Realms with Taijitu, the Novus Orsa raid, and serving as the sleeper in the Catholic raid in 2012. OC has shown raiders time and time again how to be an outstanding, whole gameplayer.
Gest: Gest has served as a keystone in raiding over the past four years. Without him, TBR and now the current DEN would not have lasted to become one of the premier raiding organizations in NS history. Under his leadership, long standing occupations and countless tag raids have occurred. Gest is a shining example of sturdy consistency and a strategic leader in raiding.
Onderkelkia: As a player, Onder has greatly contributed to raiding over many years through the cooperation of several imperialist groups with raiders. He has led several large raids over the years including the 2012 raid of Belgium, which led to the raid of TRR, the first time a operation was used to overtake the sinker. Onder is a exceptional representation of a gameplayer who does not need to be a raider to positively impact raiding.
General Franks: Franks, a former DEN Field Marshal, was a raiding giant during his time who greatly influenced modern raiding. DEN’s lasting reputation, in large part, is due to his efforts of bringing stealth raiding, and a visionary mind, to the group. He started The Jolly Rodger, a raiding group that solely focused on Update Raiding (something unheard of at the time). In addition, he created The Den, Ile de France, and The Old Raiding Club. As one judge commented, “He was universally loathed by defenders, and feared by natives and gameplayers alike.”

LKE launches plans to revive Regional Culture
On July 4th, the Prince Imperial, Theoden Sebastian announced that Lady Munchausen would take over as the new Chancellor of the University of the LKE. Lady M has been the LKE delegate in the Educational-Summit since it started. Following her appointment, the Deputy Prime Minister and now University Chancellor reviled new plans for Golden Mile.
The Golden Mile is the centre of culture, housing regional businesses, religion and societal organizations. Her plans involve archiving older threads to make way for new topics and appointing citizens to help maintain consistent activity. [hr]

Today, the people of The Land of Kings and Emperors are pleased to announce that we have exceeded 100,000 posts on our present forum. LKE citizens also accumulated 160,157 posts on our previous forum. Between those two forums, these figures mean that there has been over 260,000 posts in the history of the LKE. This is a major achievement when we consider that a game-created region such as The Rejected Realms has only 81,579 posts (on its current forum, created in October 2004, whereas the first LKE forum was created in April 2006). In reaching 100,000 posts on our current forum, the activity and commitment of our citizens was vital. Overall, our community stands proud of the political and cultural accomplishments of our citizens in the course of making these posts.

During this election we saw the rise of the new Tammany Hall Society led by Klaus Mikaelson. We also saw the rise of candidates from outside of the established political parties. LKE Electors took to the polls with the question of keeping with the norm or expanding the political landscape. As the polls closed, the Electors had spoken: the Tammany Hall Society gained a seat and an independent candidate was elected.

Prime Minister Akillian Talleyrand
With the changes in the Estates Common we have also seen changes in our executive government, with Akillian winning his bid for Prime Minister. Prime Minister Akillian is a seasoned politician with grand ideas for the future of LKE. His Supreme Majesty appointed Akillian to office on 6th August, 2015 at the conclusion of the General Election. Prime Minister Akillian is joined by his running mate and Deputy Prime Minister, Lady Marcie Sebastian.
Shortly after being appointed, Prime Minister Akillian issued a State of the Realm address in which he laid out the Government’s agenda. This included a reevaluation of our naturalization policy, an expansion of our foreign relations and more initiatives from the Culture Ministry.

On August 14th, we are pleased to announce that Emperor Onder Kelkia signed the Whitehall Accord. The LKE has entered into the accord alongside our allies Europeia and The Kingdom of Great Britain. It is the aim that with this agreement the regions involved develop and improve upon their educational systems, strengthen their diplomatic ties while advancing their cultural endeavours.

In the major update of 7th August 2015, the LKE Imperial Army successfully invaded the FRA region of Liberty Alliance. While the region’s founder nation returned (something which we anticipated might happen), the operation provides yet more confirmation that membership of the Founderless Regions Alliance in fact elevates a founderless region of any size as a military target. The LKE was joined in this victory by The Kingdom of Great Britain, British Isles, United Kingdom, Europeia, Albion, The Black Hawks and The Communist Bloc. A total of 26 updaters, drawn from the LKE and these partners, participated in the takeover of Liberty Alliance. We are most grateful for their support.
We are also pleased to announce that five units from the LKE Imperial Army participated in The Black Hawks raid of Forest on the minor update of 15th August 2015. This involved the unseating of a delegate with a continuous record of eight years in office. The LKE was glad to help TBH. We look forward to additional joint operations with our allies and friends in the future.

10th Foundation Anniversary Event: Commemorating a Decade of the LKE

On 29th October 2005, Emperor Lucius founded The Land of Kings and Emperors. This month therefore marks ten years in LKE history.
In the last decade, the LKE has been a major centre of NationStates gameplay among user-created regions. The early LKE is still renowned for its vibrant society, culture and domestic politics, which had a profound impact on the early development of several monarchist and independent regions, some of which are prominent today in their own right. Modern readers will be more familiar with the LKE’s military and geopolitical accomplishments as one of the premier imperialist regions. Across the LKE’s two principal forums, over 260,000 posts have been accumulated.
In honour of the occasion, the LKE citizenry and government are holding a special celebration. This will take place from will from 29th October to 3rd November.
The event will include a range of cultural and historical activities. A whole host of spam games will be accompanied by a creative writing competition, an avatar contest, an in-character role-play, and an international exhibition of factbook information pertaining to NationStates nations. For the more historically inclined, a raft of material relating to LKE’s past will be released for public viewing and summaries will be provided covering each year in LKE history, with associated question and answer sessions. Ministers and members of the Monarchy will provide keynote addresses.

Statement on the Osiris Coup, Tuesday 19th April 2016
The Land of Kings and Emperors was proud to play a pivotal role in defeating the summer 2013 coup d’état in Osiris. Since that event, we have supported the security and freedom of Osiris as close friends of the region, partnering with the Osiris Fraternal Order since its very foundation. On 28th March 2014, we signed the Treaty of Maxonberg to formalize this partnership and cement the ties between our regions. In doing so, we pledged to provide any possible assistance in the event of an attack against the Osiris Fraternal Order, internal or external. The LKE upholds its treaties and will not compromise the guarantees that come from forming an alliance with our region. When the LKE enters into an alliance, we mean it with the same ferocity with which we declare war.
We therefore unequivocally condemn the coup against the Osiris Fraternal Order perpetrated last night by Tim Stark through his control of the delegacy and Cormac Stark by proclaiming himself pharaoh. Despite their pretence to represent the Osiris Fraternal Order, Tim Stark and Cormac Stark have betrayed its laws, its institutions and its people. In doing so, their motivations are anything but fraternal. They are not being forced into action because of a higher, noble purpose. Instead, this treachery is a brazen response to Cormacs defeat in an internal election against The Almighty Jesus Whale. When the Deshret of Osiris was presented with the option of reversing that election through a vote to remove The Almighty Jesus Whale, the people of Osiris overwhelmingly declined to take it. Rather than respect the democratic will of the region, Tim Stark decided to collude with his friend Cormac Stark towards overthrowing the legal government of the Osiris Fraternal Order. In doing so, he betrayed the trust placed in him when he was elected Pharaoh.
The LKE therefore extends full support and recognition to The Almighty Jesus Whale in their capacity as the legitimate Pharaoh of Osiris. Our full military and diplomatic resources will be available to oppose the coup. Furthermore, we call on all other allies of Osiris to join us in expressing support for the legitimate Pharaoh and opposing this coup d’état.
Few would have expected different behaviour from Cormac Stark. He has an extensive record of betraying those who trust him. He was even previously convicted of treason against the Osiris Fraternal Order. Many will be disappointed in Tim Stark. Yet the LKE has long feared that the incumbent Minister of Intelligence of the Founderless Regions Alliance might well act in this way. We have no doubt that, even though he realises that circumstances prevent such a shift in the near future, Tim Stark would prefer to see an Osiris that would disavow the raider identity that has been integral to the Osiris Fraternal Order since its foundation; and an Osiris that would be more closely aligned to the defender world in the long-run. The FRA should be ashamed of the actions of its chief intelligence operative.

I am the new Exterior Minister in the Land of Kings and Emperors. As the new Government in the LKE begins this term, I am making a visit to all our embassies to check that everything is in order and our Diplomats have been active. Sadly we don’t have an Ambassador stationed here but I will get that sorted. Coronation events within the Throne Room of Hedingham Palace.
On April 22nd, Emperor Onder announced changes to the Imperial Family shortly before the signing of Constitution XI. Cornelius Talleyrand, having served as a member of the Monarchy since February 2014, stood down from the esteemed office of Crown Prince due to reasons relating to real-life time commitments. For his distinguished service to the region, Cornelius Talleyrand was created Duke of Becketfford. He also continues to serve as Lord Chancellor and as Adjutant General of the Imperial Army.
For having demonstrated continued loyalty, consistent activity and sound judgement, His Supreme Majesty promoted Prince Theoden to Crown Prince. With a vacancy in the Imperial Family, Linkin Talleyrand, a prominent member of the LKE since December 2006, was appointed as the new Prince Imperial. HEM Tiberius, Archduke of The Land of Dragonia, continues serving in his role as a Prince in the monarchy.

The first general election under Constitution XI brought with it fresh political action from Faction Avenue. The candidates included new members like George G. Nelson of the Hawk Party and independent Maple Syrup, as well as experienced politicians such as Nick Powell of the Lion Party and independent Kurogane Wolfram Grey. 27 votes were cast, reaching a record turnout in recent elections.
A run-off election took place for the first seat of the Imperial Senate, which entitles its holder to exercise with three votes within the Senate on items of legislation. Nick Powell proved successful with a two-vote margin of victory over his opponent. The two appointed seats in the Imperial Senate were awarded by His Supreme Majesty to Cornelius Talleyrand and Akillian Talleyrand. The latter was soon after confirmed as the first President of the Imperial Senate. Senators met to review the sole candidate for Prime Minister and they have entrusted Nick Powell to this historic office.

Following the election, the first session of the Electoral College was called to order. The new chamber of the legislature is made up of all electors of the region. In a unanimous vote, Maple Syrup was elected Speaker of the Electoral College. Soon after taking office, Speaker Maple Syrup registered as a member of the new Hawk Party, effectively extending the party’s influence from the Senate to the College. The chamber is currently establishing Standing Orders promulgating its procedure.

Last term the dynamics of the Imperial Government changed, ultimately giving more power to each secretary of state within their portfolio. As the chief executive of their department, they may now appoint Ministers of State and other officials who will have a bigger role in the execution of policy. They may also issue Executive Orders regarding the affairs of their government department. Their enhanced status means that they now report to the Crown directly as well as to the Prime Minister. The secretaries of state are: the Minister of the Exterior, the Minister of the Interior, the Minister of Culture and the Minister of Communications.
Ministry of the Exterior
Akillian Talleyrand returned to Greycourt swiftly focusing on building on the reforms made to the Imperial Diplomatic Corps last term. In a statement the Minister declared the ministry will continue reviewing the activity of our embassies, performance of our diplomats, and will be conducting a diplomatic tour to our allies to ensure communication between our governments remain strong. The Minister as well stated a meeting at Number 27 will take place with the Emperor and Prime Minister on the objectives for the future of the department. George G. Nelson received an appointment by the Minister as Undersecretary of the Exterior Ministry to assists in these efforts.
Ministry of the Interior
The Interior Ministry has made integration and retention the focus of the department. New initiative are being discussed by the Council, with the ministry looking to produce ‘forum-side’ and ‘game-side’ guides to help new members adapt to gameplay.
Ministry of Culture
Minister Wolfram Grey has announced the revitalization of the regional RP as a top priority of the department. The Ministry is currently working on a new regional map, one that will be more integrative by allowing nations to claim land on the map and assist in their role-plays. With the popularity of some of the recent discussions in Imperial Square, the department is as well looking to sponsor and encourage more discussions and debates, as well as other cultural activities and games on Julius Street.
Ministry of Communications
Last month the region saw Issue 170 of The LKE Today released by the ministry. It had been nearly four years since a staff written issue was made, with some of the prior issues being reprints of past editions early in LKE history. In the issue, a letter from the Editor in Chief stated the staff of the paper will look to continue the tradition of reporting to the people of the region, in order to ensure its readers are well-informed members of the NationStates community.

WA Delegate Nick Powell introduced a new program encouraging nations in the assembly to endorse the Delegate as well as swap endorsements with each other, increasing regional and national influences. The new feature of World Assembly Badges was well received by the public. The Office of the World Assembly Delegate has as well initiated discussion to the Proposals program, as Electors express renewed interest in contributing to the affairs of the Security Council and General Assembly.

The Imperial Society of The Land of Kings and Emperors was established by the Prince Imperial - its purpose to promote service, leadership and camaraderie throughout the region. In its first General Meeting, the Society proposed creating a charter, making it the first chartered society of the region.

The historic currency of the LKE, the Sovereign, has returned as the official currency of the region. It is expected that nations uniting under the currency will have an enhanced experience in our regional RP’s, and allows for members to display regional pride. Although it is encouraged, adoption of the currency is optional.

Chief of the Imperial General Staff, General Theoden Sebastian, recently restructured the Imperial Army by implementing a new recognition system and reorganising the force into brigades. In a report released from the Imperial Authority for War, General Sebastian announced the promotions of Akillian Talleyrand and Linkin Talleyrand to Brigadiers as commanding officers of the Hapsburg Guard and Caruba Guard.
On the 11th of June, the Imperial Army, with the support of our treaty allies, Europeia, Balder, Osiris and Albion, and our military partners, The Black Hawks and The Kingdom of Great Britain, seized the region of South Pacific in a successful major update operation. This victory commemorated the ninth anniversary of the Battle of Marxist Leninist Party, where a coalition of Imperialist and Raider organisations successfully defeated the Defender Security Alliance and other defender groups in a large scale siege. Upon taking the region, the former Chief of Defence for the Founderless Regions Alliance, The lepearchauns, was dismissed as a Regional Officer of South Pacific. A total of 9 defenders were ejected and banned after attempting to interfere with our occupation, and all embassies were destroyed.
The operation concluded on the 15th of June, with as many as 53 units participating. The LKE looks forward to engaging in future operations with our allies and military partners. Since the conclusion of our mission in South Pacific, we have provided significant reinforcements to the occupation of Ireland conducted by The Kingdom of Great Britain and the occupation of SPACE led by Albion and The North Pacific. Once our force was united following the end of the Ireland operation, the Imperial Army provided the largest deployed contingent in SPACE.

The Estates General reached the end of a session on the 12th of June, with His Supreme Majesty Emperor Onder calling for a general election for the Imperial Senate. In the announcement, the Emperor selected the Duke of Crownchester, Valfor Talleyrand, and the Duke of Mornington, Akillian Talleyrand, to serve in the appointed seats of the Senate. The two elder statesmen are experienced members of government and leaders of the Imperial Party and Lion Party, respectively. The Emperor thanked the Duke of Beckettford, Cornelius Talleyrand, for his service in the Imperial Senate during the previous term.
Campaigning for the Imperial Senate was fierce, with particularly impressive addresses released by Sir Pax Fruit of the Imperial Party, George G. Nelson of the Hawk Party and independent candidates Yuno and Kolmias. Debate quickly arose between candidates with the topics of Senate and government accountability, and proposed pieces of legislation. Before the polls opened, the Chairman of the Lion Party, Nick Powell, released a public statement endorsing Hawk Party candidate George G. Nelson for the Imperial Senate.
The elections concluded with George G. Nelson receiving the first seat in the Senate, Kolmias receiving the second, and Sir Pax Fruit taking the remaining elected seat. While in session, Akillian Talleyrand was confirmed to serve his second consecutive term as President of the Imperial Senate. In the race for Prime Minister, the Imperial Senate reviewed both candidates, the incumbent premier, Nick Powell of the Lion Party, and Valfor Talleyrand of the Imperial Party. Following an election, the Senate voted with a majority in favour of candidate Valfor Talleyrand. His Supreme Majesty appointed the Duke of Crownchester to the premiership in an announcement from the palace stating, “the Duke of Crownchester …] is an experienced and capable member of the region with an energetic approach to regional politics.”

Members of the Colonial Council, including: Viceroy Valfor Talleyrand, Viceroy Cornelius Talleyrand, and Governor-Generals; Theoden Sebastian, Kurogane Wolfram Grey and Nick Powell.
Following Letters Patent CLXVII, Theoden Sebastian was appointed Governor-General of Niso, a historic colony of the LKE Empire. The Colonial Council, the body consisting of Crown Representatives and chief advisors, was recently reconvened with the Governor-General implementing new initiatives in the restoration of Niso. Governor-General Sebastian ordered the nullification of all past laws, orders and decrees made by previous colonial administrations, establishing a new constitution and Age of Sail theme for the maritime colony. These efforts are proving successful and we look forward to reporting on Niso’s expansion over the coming months.

Nelson who was created a Companion of the Order of Achievement; and Theoden Sebastian receiving the Chevron Medal for his leadership as Chief of the Imperial General Staff. The leadership team of The LKE Today has formally been established following the appointments of Valfor Talleyrand to Minister of State for Public Relations and Managing Editor of The LKE Today, and George G. Nelson to Production Editor of the publication. Together the team now leads the second largest staffed ministry.

A possible military flag for the region is being discussed, with some proposals viewed favorably. However, some electors remain reluctant, recognizing the importance of the Imperial Eagle as the standard of the LKE. It remains to be seen if Imperial Command will consider the proposals.

The Fourth Monarchist Conference
Communique, 2 October 2016
Between 23rd September and 30th September, representatives of leading NationStates monarchies have been assembled at the Fourth Monarchist Conference in The Land of Kings and Emperors. This communique is the official report of the Conference.
The previous three Monarchist Conferences revolved around renewing a ceremonial treaty between the participating regions. While this treaty successfully promoted friendship amongst monarchist regions, experience has shown that it is impractical to have a multilateral treaty of this kind without some kind of central apparatus to set direction and manage affairs. We believe that unnecessary centralisation could potentially damage the ability of individual regions to make policy choices which reflect their own interests. As such, the Conference resolved that we would not create a fourth monarchist treaty. Instead, following each annual conference in The Land of Kings and Emperors, we will release a communique or collective statement of intent which summarises the conclusions from our discussions. This will enable our meetings to focus on addressing topical gameplay developments and issues of concern to our regions.
Our discussions reflected on the recent efforts from the Order of the Grey Wardens to undermine the sovereignty of monarchist regions. The Grey Wardens have embarked upon unprovoked political and military aggression against monarchies, from a campaign of subversion against the Kingdom of Alexandria to the seizure of the Osiris territory Islamic Republics of Iran. We note recent claims by the Grey Wardens that they are only hostile to raider regions. We believe that these protestations lack all credibility when we consider the policies and actions pursued by the Grey Wardens so far. Apart from their disgraceful behaviour towards the Kingdom of Alexandria, we note that the High Constable of the Grey Wardens threatened to “torch” the LKE, at the head of a Grey Wardens invasion, should it ever fall founderless. Rather, the Grey Wardens must be understood as an opportunistic group which is willing to employ a range of tactics to threaten any sovereign region which refuses to conform to their ideology.
The Grey Wardens should understand that we are in a position of strength. Individually and collectively, monarchist regions have the diplomatic and military power to robustly uphold and protect our interests. With vigilant and well-designed security policies, the internal political foundations of NationStates monarchies are impervious to any methods of attack they might use. Ultimately, their activities are futile. They merely represent another mutation in a long line of idealistic defender political organisations which have engaged in wanton aggression against gameplay regions which wish to retain autonomy over their foreign and military policies. If the Grey Wardens continue to behave like a latter-day United Defenders League, showing no respect for the sovereignty of game-created and user-created Independent and raider-aligned regions, then our regions will not hesitate to take appropriate measures in response, either collectively where warranted or individually according to their own policies and in a way which best serves their regional interests. The same warning applies to other regions and organisations which would seek to follow the example set by the Grey Wardens. If these groups conspire to undermine us, they will gain nothing in the long run except the enmity of our regions.
We are united in affirming and defending monarchy as both a political system and a cultural theme against all its detractors. Monarchies come in all varieties and should not be regarded as a monolithic group to be labelled as tyrannical. Regions should cooperate based on shared interests and principles rather than closing doors because they object to another region’s internal choices about their constitutional structure. In particular, according to their own rules, game-created regions must have the prerogative to select whatever form of political system which they feel best suits the needs of their community. Balder and Osiris have both experienced criticism which has included objections to their choice of monarchist political systems in principle, as opposed to critiques simply focused on the processes under which these decisions were taken. Monarchism must be regarded as a legitimate choice for all regions to adopt. A monarchist structure can be one of several effective ways of constitutionally defining the role of an in-game founder or WA delegate as a figure within a region. Equally, we recognise that are there are successful and practical non-monarchist structures which also achieve that objective. Unlike those who criticise monarchy, we believe in a plurality of political systems which can accommodate regional needs and attributes.
Finally, while we are moving away from cooperation based on the specific terms of a multilateral treaty, we remain committed to cultural collaboration based around the theme of monarchy. Every participating region shall have an opportunity to host a Monarchy-sponsored festival in their region to be attended by other participating regions, with a schedule based on the alphabetical order of the signatories on a monthly basis starting in November and with a break in March. Participating regions may exchange their slots according to this schedule with each other. This system will ensure that monarchist regions are engaging with each other throughout the year, rather than only on the occasions of the annual conferences. Each of our regions is also issuing an open invitation to the citizens of the other regions attending to participate in their public Discord channel and the equivalent platforms maintained by some regions. This will encourage and facilitate greater cultural and social interaction between the citizens of monarchist regions, as opposed to confining communication to monarchs and leading government officials. We have also discussed creating a joint monarchist presence and involving our citizens in initiatives to achieve this. Overall, we have developed a strong, practical programme for cultural cooperation amongst the monarchies of NationStates.

[hr] [hr] Emperor Onder Signs Constitution XII
After a review of past legislation by the Imperial Senate, several senators began to support the drafting of a new constitution for the realm. In close cooperation with the Monarchy, the issue quickly took precedence over the other bills on the floor, causing a surge of activity in the legislature. After receiving the approval of the Senate, Constitution XII was delivered to the Throne Room of Hedingham Palace, where it received royal assent by His Supreme Majesty.
Constitution XII establishes a fully-elected unicameral legislature, vesting the power of the Estates General into the Imperial Senate. His Supreme Majesty noted in a statement after the signing of the document that, “The abolition of the appointed seats of the Imperial Senate means that there is no direct role for the nobility in legislating, which is almost unprecedented within our regional history.”
The new Constitution also revises the selection for Prime Minister and the composition of the Guardian Council. In the new system, the leaders of political parties are now considered official candidates for prime minister during general elections. The Guardian Council, the body that offers advice to the Monarchy on matters of state, is now solely composed of Peers of the Realm who are selected to serve as Guardian Counsellors. The most notable change to the council is its new responsibility for managing the accession of the Imperial Crown. The Lord High Steward Wilhelm Somerset was appointed by the Emperor to serve as Moderator of the Guardian Council.
[hr] [hr] Election Season
On 11th May, the Emperor called for the first election since the passing of Constitution XII. The election concluded with the Lion Party achieving three seats, and the newly formed Imprimis Party taking the remaining two. TheGemini of the Imprimis Party was elected President of the Imperial Senate. The remaining Senators elected, two of whom are peers, were; Kaiserholt (LP), Maple syrup (IP), Nick Powell (LP), and Edward Talleyrand (LP).
With no party leader selected as Prime Minister by the Imperial Senate, the Emperor opened nominations to all electors. On 22nd May, a rising statesman Vedant Madan (LP) was successfully confirmed by the Senate and appointed Prime Minister by the Emperor. In an address from the official residence of the LKE premiership, Number 27 Layton Street, Prime Minister Vedant Madan selected his cabinet and issued his objectives for the term.
In his first executive order, the Prime Minister focuses on strengthening cultural institutions of the region, making several appointments to the Imperial Government. Some appointments included, the Duke of Crownchester, Valfor Talleyrand, to Chancellor of the University of The Land of Kings and Emperors, and Maple syrup who was appointed Curator of the regional role-play.
[hr] [hr] Imperial Command Reforms
Following the recent round of reforms, General Theoden Sebastian announced changes to the command structure of the Imperial Army. In the General’s announcement, two additional seats were created within the Imperial Command, the Commander of the Field Army and the Commander of the Habsburg Infantry Division. Lieutenant General Akillian Talleyrand was selected as the first Commander of the Field Army, deputy to the Chief of the Imperial General Staff. Major General Linkin Talleyrand was promoted to Quartermaster-General (filling the deputy CIGS former post), and Major General Valfor Talleyrand was promoted to Commander of the Habsburg Infantry Division. The incumbent Adjutant-General, Lieutenant General Cornelius Talleyrand, continues to serve in this post.
The new composition of the Imperial Command follows the recent set of initiatives issued under General Sebastian. Like the changes to the ranking and structure of the Imperial Army, the expansion of the command creates a stronger council of general officers to contribute in the advancement of the force. These senior officers will assist in administrative and operational military matters, and aid in the organization of the Imperial Army.

In a recent announcement from the palace, Emperor Onder issued Letters Patent, recognizing electors for their service to the region. Former Prime Minister Edward Talleyrand was created Baron of Crescent. Longtime member of the LKE, Kaiserholt, was raised to Viscount of Hawthorne. Distinguished member Royal Penguin was created Marquess of Sicillia. Lastly, former Prince of the LKE, HEM Tiberius was created Duke of Wellington.

Constitution XII reintroduces the position of Puisne Judge of the High Court. Appointed by the Lord Chancellor, the judges may now preside over cases of first instance and assist in the daily affairs of the judiciary.

An amendment to the Hall of Honours Act was passed, allowing new inductees to enter the hall. Nominees may now receive the proper approval of the Imperial Senate, where the Emperor may then grant the induction. Past inductees include the Emperor, Crown Prince and former Prime Minister Valfor Talleyrand.

Conclusion of 12th Foundation Anniversary Celebrations

On 29th October 2005, Emperor Lucius created The Land of Kings and Emperors. Yesterday, the LKE closed two weeks of celebrations marking the momentous occasion of our founding and the following twelve years in which the LKE has changed the NationStates world.
The celebrations commenced on the day of the anniversary with an opening address from His Supreme Majesty The Emperor. This was followed by speeches from His Supreme Highness The Crown Prince, His Imperial Highness The Prince Imperial, the Lord High Steward, the Lord Chancellor, the Prime Minister and the President of the Imperial Senate. The celebrations then closed with an address from the guest of honour, Her Nordic Majesty Rach Eriksen, Queen of Balder, a close ally of the LKE. The speakers reflected on LKE history, the meaning of the anniversary and the LKE’s place in the world today. A particular focus was the LKE’s contributions to global security since we celebrated our tenth anniversary in October 2015, presiding over the final defeat of the FRA in 2016 and leading the free world in opposition to the continued threat to independence and sovereignty posed by the Grey Wardens in 2017.
To provide a permanent commenoration of the anniversary, the celebratory event was accompanied by the introduction of the Westiana Prize, named after His Grace The Duke of Locha, Westiana Crassus. This is a joint venture between the Imperial Crown and the Ministry of the Interior. His Grace is a former Crown Prince and five-time Prime Minister of the LKE, and a trusted confidant of two Emperors. He retired from public service in August 2012. Westiana is most notable for commanding imperial forces at the March 2006 Battle of Munster. On that occasion, the Imperial Army crushed the combined might of the the RLA, ADN and RKKA as they attempted to ‘liberate’ Munster, a protectorate of the RLA region Ireland. Munster today remains an LKE dominion. The Westiana Prize shall be awarded to members of the next generation of the LKE as they emulate Westiana’s civic, political and military accomplishments.

The Land of Kings and Emperors has seen another election season come to a close on December 9th. After the Emperor dissolved the preceding session of the Imperial Senate, following advice from the Prime Minister and Senator Vedant Madan. The new elections were fiercely contested as new political parties sought to stake their claims, independents sought representation for themselves, and the Lion Party tried to hold onto their majority. A total of seven different candidates put themselves into the ring for this election and when the dust settled only five remained. Of those five, three were members of the Lion Party and the opposition consisted of a Phoenix Faction member and a Wolf Pact member. Nick Powell, leader of the Lion Party, was quickly elected Prime Minister. However, in a surprise move Edward Epistre of the Wolf Pact was elected to President of the Imperial Senate unanimously. Ultimately every fierce competition must have losers. Both independents were not elected to the Imperial Senate, however, Kaiserholt has been tapped to serve as the Minister of Culture and we wait to see where Bobracha will end up. The region watches this iteration of the Imperial Senate with great hope for what they will accomplish.

The political landscape of the LKE has changed greatly within the last month and now it is much more animalistic? As the formerly dominant Imperial Party faded, two new bright organizations have taken its place. The Wolf Pact, founded by former Prime Minister and current Senator Edward Epistre, and the Phoenix Faction, founded by Minister of Communications and Senator Thomas Insaniac, now join the Lion Party in the forefront of LKE politics. All the parties being named after animals has not gone unnoticed and this reporter hopes that the names will not reflect actual behavior of the politicians. Nevertheless, the new political parties have shaken up the dynamic and forced the dominant parties to either react or fade into history. Only time can tell how these parties will influence the future of the LKE and NationStates as a whole.
[hr] [hr] The Next Imperial Generation
The 5th of December was a momentous day in the history of the LKE. On this day the Prince Imperial in his post as Adjutant-General of the Imperial Armed Forces announced the creation of the Kelkia Military Academy. Named in honor of the most decorated military commander in the history of the LKE and our present Emperor. The Kelkia Military Academy will serve to educate the next generation of Imperial Officers and Soldiers in the art of NationStates military gameplay. The establishment of the Kelkia Military Academy will guarantee the LKE the maintenance of pre-eminent position on the ever changing NationStates battlefield. It will allow new recruits to attain the rank of officer quickly and efficiently and will be overseen by Prince Imperial Linkin Talleyrand. It will surely be a boon to the LKE’s military presence.

November was a momentous month for the LKE community as we officially launched our official community server. The LKE has had a long history of NationStates and NationStates has had a long history in relying in offsite communication. From the very forums we use, to IRC channels to Skype, and now the LKE has embraced the community migration to Discord. The adoption of Discord has come about as a collaboration between The Monarchy and The Imperial Government. For their service, our former Minister of the Interior was awarded an Order of Achievement for his role in bringing out the Discord server. Now the Imperial Senate debates the best rules and regulations to govern our region and its Discord server.

Ten years ago he first ascended, eight years ago he rebuilt us, seven years ago he ascended and never descended. That is until today. December 20th shall forever be remembered in the history of The Land of Kings and Emperors and NationStates. For it is the day our Emperor Onder Kelkia has announced his intention to abdicate the throne of the LKE. The Emperor will abdicate during January 2018 and assume the position of Emperor Emeritus.
Emperor Onder has faithfully served the LKE in the greatest capacity since time immemorial. His Supreme Majesty has served in countless positions within our government ranging from the premiership to ambassadorships to his current position as our glorious Emperor. The Emperor is the only individual to hold the Conquest Medal among his countless awards for service, and we will never forget what he has done for us.
The Imperial Family has planned the abdication of our Emperor for nearly a year now. Our Crown Prince Theoden Sebastian has been prepared and he is an individual of notable distinction in his own right. His Supreme Highness possesses a decorated history in our executive, serving as Prime Minister eight times, and an even more dedicated history in the Imperial Army where he is the Chief of the Imperial General Staff. He has faithfully served the LKE for over six years and we place the utmost faith in him as our Emperors successor. Behind him sits our Prince Imperial Linkin Talleyrand, a respected and talented individual, and the Guardian Council of the LKE.
The Emperor announced his impending abdication to the general public in a fantastic speech delivered from his palace. In this speech, His Supreme Majesty reaffirmed everything we hold true about The Land of Kings and Emperors. Our fantastic and storied history. Our glorious military exploits throughout NationStates. He placed special emphasis on the status of the LKE as the premier imperialist region of NationStates. Our commitment to our military, to our history, and our refusal to abandon our foundations has allowed us to conquer our enemies in the past and will grant us the ability to conquer our enemies in the future. May they tremble before us.

When you first told me of your intention to abdicate and retire from NationStates politics in general, it was great sadness and worry that enveloped me. One would think that the heir of the most powerful and well known imperialist region in all of NS history will smile with glee, at the thought of now being able to take the most coveted place in all of the Imperialist world. But such was not my feeling. Even now.
Do not mistake me, for I am extremely grateful for this unique privilege to serve The Land of Kings and Emperors. And when I was told of the things that will be set in motion, I have tried with my utmost best to prepare myself for the new role that I am to play. Nor has my faith in our future faltered. In fact, I am confident that some of our best years are still ahead of us, that the LKE will see a revival and growth worthy of its distinction as leader and bastion of the Imperialist sphere.
Still, there is sadness. A great era will be coming to an end. When I first joined NS Gameplay in late 2011, you were a towering figure in the Imperialist world for many years already. You were the champion of Imperialism, leading the LKE as Emperor and The New Inquisition as Crown Prince. You still are. In the latter region, you also served as Commander of The New Inquisition Armed Forces where you masterfully orchestrated the invasion of Belgium and of The Rejected Realms, victories that in my view remain unmatched in tactical genius and skillful execution. Of course, this is just two of your countless military achievements. But, they are easily my favorite. As a young imperialist then, I felt great pride because I was part of a movement that was unstoppable. As was the man leading it.
There are of course, countless more to mention, and in other regions you have been part of. But of all the regions you called home, it is your time as Emperor of the LKE which will forever be remembered. You stood watch as the Empire grew, declined and survived. You held so many positions in our government, serving in the legislative, executive and judicial branches and in them you crafted policies and implemented projects which allowed the Empire to grow not only in terms of numbers, but also in terms of substance. You vigorously fought our enemies, in the public arena and the fields of battle, no matter who they were, how many their numbers. Indeed, at times you were the lone voice that countered their lies, their fabrications, their hypocrisy. Yet it was your voice, that drowned theirs, silencing them to humiliating defeat. You have maintained our forums, and with them, our shared history and traditions. We are able to embrace and take pride in our heritage because you saw fit to teach the many generations of where we have been. Our traditions, forged years ago, continue to enliven our political and cultural scene because of your faithfulness to them.
And that is why I worry. While I mean not to disregard nor deny the equally important contributions of other LKE leaders and members through the years, I realize that in many respects, the LKE of today is Onder. And Onder is the LKE. What will become of us if the Emperor Onder is no more? But then, here you are, as you have always done, reminding us that the LKE is and will always be more than just one person. Bigger than you. Bigger than me. Bigger than any one of us. That the LKE will continue to do as it has always done, prevail. That while we face new enemies, while we struggle with new challenges at home and abroad, our quest remains the same.
As you prepare to serve the LKE in a new capacity, I join our electors and other players around the NS world in praising your many years of service as a Monarch, Government Leader, Politican, Lawmaker, Military Commander and Intelligence Director. Few individuals have the singular distinction of being so associated with renowned regions, even fewer may claim the honor of having truly changed the game. You are both. Your achievements not only helped the regions you became part of, but more so drastically defined how we see and approach NS gameplay. Indeed, your greatest legacy will be having shaped and embodied Imperialism in the form we know it today. Trust that we will guard this legacy you have bequeathed us and continue to fight for it.
I find solace in knowing that while you step down, you will not really be gone. I and future generations of LKE leaders will still rely on you for your wisdom and assistance.
Hail Emperor Onder, who shall forever be known and celebrated by the epithet Onder the Conqueror!
I will be asking the government to establish a committee that will organize activities to formally recognize the Emperor’s achievements as well as the program for my coronation next year. Other announcements relative to the future direction of the monarchy and the region will also be made later on as we go into the formal transition process. The region can rest assured that the Emperor, the Prince Imperial, Lord High Steward and myself will be in close coordination during this period to iron out details for the abdication of the Emperor and my accession to the imperial office.
Lastly, I wish to thank everyone who voiced their support for me. I offer myself to the LKE, to serve honor and protect it as the Emperor Onder had done through the many many years. Please join me, help me, as we lead the LKE to its next great chapter. We are all successors to imperialism. May we prove ourselves worthy.[/spoiler]

Conclusion of the Transition Ceremony
The Transition Ceremony, marking the abdication of Emperor Emeritus Onder Kelkia and the coronation of our new Emperor Theoden Sebastian has concluded after over a week of celebration. During this event we had a host of wonderful activities from speeches to party games to more. We saw speeches delivered by both domestic and foreign dignitaries, our special thanks to the King of the United Kingdom and Supreme Chancellor of Europeia for their wonderful remarks. We would like to further thank all foreign dignitaries who attended the ceremonies. It was our pleasure to host you all.
Other notable events were Emperor Theoden Sebastian creating Linkin Talleyrand as the Crown Prince, the heir to the throne, and Chief of the Imperial General Staff. Furthermore, Akillian Talleyrand was named Prince Imperial, rising to the position formerly held by Linkin Talleyrand. On January 12th, We further saw a reshuffle of the governance of the Imperial Realms and on the distribution of honors. Which marked the closure of the ceremony.
We once more offer our thanks to all of those who attended and the Land of Kings and Emperors now proudly looks towards the future.
