1st Mikaelson Premiership and the 25th Session of Parliament!
After the August 27th General Election and subsequent runoff on August 29th, Chris Mikaelson (Lab) has defeated then current Prime Minister George Astor (RCP) with 58% of the vote in the race for 10 Downing. This followed a trend in the nights election, with the Labour party defeating the Royalist Constitutionalist Party by gaining a majority of the seats in the commons.
Only hours after winning the UKs highest executive office, Prime Minister Mikaelson addressed the region in his first official speech as Prime Minister. In this speech, he laid out his goals his Premiership, including working closely with the Home Office to create new solutions to stop the falling nation count. To help him achieve a successful term as Prime Minister, Prime Minister Mikaelson has filled his cabinet with experienced members of the UK Government, as can be observed above.

Parliamentary News
In the Parliamentary elections of the night, Labour stole the commons, with taking 3 out of the 5 seats, leaving the other two seats for members of the Royalist Constitutionalist Party. While the two members of the RCP won their seats without the need for a runoff, all three Labour candidates were forced into a runoff, in which all of they were successful in.
At the State opening of Parliament, His Majesty, King Edward IX, appointed Lord Cavendish, 2nd Duke of Worcester and Lord Klaus Mikaelson, Viscount of Belfast as his representatives in parliament. After the State Opening, the members and lords got right to work with their first order of business, electing a speaker. After a couple of days of deliberation, the members elected Lord Cavendish, 2nd Duke of Worcester as the Speaker for the 25th session of parliament.
After the post-election hype wore off, the parliamentarians got down to work, but business in the chamber has been rather slow in the days since the election. Although more legislation is being debated in the Strangers Gallery, only two pieces of legislation has passed through the chamber so far. The first act being deliberated over is the Citizenship Reform Act Amendment II (2013) which deals with many aspects of the citizenship process and the rights of citizens, but a big point being debated over is the concept of Honourary or lifetime citizenship for citizens whom have contributed a considerable amount to the UK. The second is an inter-regional monetary treaty known as MRET. This act has been viewed as extremely unpopular and was motioned to be tabled this morning.
Foreign Affairs
Vaculatestar Telsontair who was recently re-appointed to the Foreign Secretary is getting right to work as he has immediately put out a call for more ambassadors to fill several new embassies around NationStates. He is also going to be representing United Kingdom alongside Prime Minister Chris Mikaelson at the Treaty of London Summit which is going to be held at the Kingdom of Britain between several British themed regions in the near future. Secretary Telsontair is also preparing to give out awards/commendations to several deserving members of the diplomatic corp.
Culture
The newly appointed Culture Secretary Richard de Montford has gotten right to work in planning and announcing events for the enjoyment of the region. For the first week of September there will be a cartoon villain week where citizens of the region have a cartoon villain as there forum avatar and also for the duration of the month there will be a posting contest where citizens of the region can sign up for it at which case there starting post will be noted and from that point on the amount of posts they make will be kept track of and at the end the person who posted the most for the duration of the contest will be declared the winner.
For staffing Secretary de Montford has appointed former Member of Parliament Bill Dearheart to be his Deputy Secretary of Culture and Lewis Grey-Anumia to be the Director General of the B.B.C.
STEPS, VULPES v. RSC
This last week the Supreme Court has decided to hear the case STEPS, VULPES v. THE REGIONAL SECURITY COUNCIL, where petitioner Steps asked for an injunction against the Regional Security Council (RSC) from using power authorized to the RSC in the Defence Reform Act and World Assembly Delegate Act on constitutional grounds. HM Government responded by assigning Attorney-General George Astor, JD as the Defence Council. Ms. Steps argued to the court against the legitimacy of the decisions made by the RSC, stating that the council was engaging in acts of legislating and was a clear breach of the separation of powers, as stated in the constitution.
The petitioner also argued that the membership of the Crown on the RSC is unconstitutional as the council is headed by the Prime Minister in his capacity as Head of the Government, therefore breaching the constitution by allowing the Crown to serve in an executive position. This case lasted four days, and was overseen by the Lord Chief Justice Jacob Stewart and Magistrate Justice Constance St. James. The case ended with the denial of the petitioners request for relief in full and the courts refused to enjoin the Regional Security Council.

Parliamentary News
Parliament was presented with quite a few laws over the course of this term, quite a number of them controversial. The first is the Criminal Records Act (2013) which establishes a file to record previous convictions of individuals in the region. There was concern by the Members of Parliament over a provision which states that the file is to be made public. They fear it would become some sort of hall of shame which would leave a black mark on those who were previously convicted. An amended version of the bill which makes the file private was proposed. However a call for a vote on the original bill was called by the Duke of Northumberland in a bid to stop the vote on the amended bill, it succeeded and the original version of the bill was passed 4 3.
The next piece of legislation presented also caused quite a stir, the Cabinet Reform Act(2011) Amendment IV aims to create a new ministry called the Ministry of Recruitment . In Strangers Alley some members of the government opposed the motion on the basis that it was unnecessary. A short debate followed where the author Chris Mikaelson argued that it was necessary to ease the heavy responsibilities of the Home Office (which deals with immigration and recruiting). A motion to vote was called and the amendment was passed 4-3. Henry Kudrow was thereafter named as the new Recruitment Minister.

Culture News
The Culture Department has been very busy over the course of the month with several events that successfully spurred activity on the forum. Including the posting contest held recently where the contestants signed up while giving their current post count then at the end of the contest which is currently on going. Also a new show, The Bill Show hosted by Bill Dearheart has recently had its series premier with its first two episodes featuring Prime Minister Chris Mikaelson and Magistrate Justice Constance St. James. A couple of other contests also took place including a movie week where citizens posted a picture of their favorite movie character as there avatar and in the Culture Ministry if they wanted it to be considered for best avatar. The winner was determined to be Klaus Mikaelsons Hawkeye from the Last of the Mohicans. Also there was a recent inductee into United Kingdoms Hall of Fame, Marshall Holdstock, his accomplishments are too numerous to list here but his long and accomplished service is both held dear and is appreciated by the citizens and government of United Kingdom. There was also a short story contest in which several citizens of the region participated in. Foreign Affairs
The Foreign Office has been busy throughout the month with a new recruitment campaign to try and expand the diplomatic corp and the number of embassies abroad. Foreign Secretary Vaculatestar Mikaelson has also hired a new undersecretary for training and hiring Henry Kudrow and is currently looking for a new undersecretary in charge of assisting with the writing of the foreign updates. They have also been negotiating a new treaty, The Treaty of London between several of the major british themed regions in the Kingdom of Britain. United Kingdoms delegacy included Foreign Secretary Vacula atestar Mikaelson, Prime Minister Chris Mikaelson, and Prince of Wales Michael R.E. Stewart.
The Supreme Court
Recently the terrorist group known as Pressdale was found to be in UK. While at first there was some controversy as to how they were dealt with it has now turned into constructive dialogue. There is currently ongoing litigation regarding there presence.

The British Armed Forces recently assisted regaining the Delegacy for the WA Delegate of Lazarus after their WA Delegate accidentally resigned from the WA.

I took it to the FA Minister and he said that is reasonable extension, however he has no new applicants from T.E.P to serve as Ambassador.

Elections!
We have just come out of a very interesting election season with a couple of close races. First off the Prime Minister race pit former Chief Justice Constance St. James against Foreign Secretary Vaculatestar Mikaelson. In a tight, issue-based race Constance St. James was able to squeak out a narrow victory with a vote of 12-10. For the Parliament in the race for Northern England, Foreign Secretary Vaculatestar Mikaelson beat George Astor 12-6. For Southern England there was yet another interesting race pitting incumbent Daniel Stewart against Klaus Mikaelson, which eventually resulted in a run-off election in which Daniel Stewart won with a vote of 10-6. In the race for Northern Ireland, incumbent Richard de Montfort ran unopposed. The race for Scotland pitted incumbent Victoria Stewart against Constance St. James, in which Victoria was able to squeak out 11-9. In the race for Wales, incumbent Alexander Stewart went up against Tyler Kazakov with an easy victory 14-3, with 3 voting none of the above.

Appointments
Soon after winning the premiership, Prime Minister Constance St. James appointed Vaculatestar Mikaelson as Deputy Prime Minister and Foreign Secretary, a position he has held for three terms in a row now. She then appointed George Marlborough as Home Secretary, Prince of Wales Michael Stewart as Defense Secretary, Richard de Montfort as Culture Secretary (a position that he has held for the second term in a row), Edwin Astor as Director of MI5, George Astor as Attorney General, Bill Dearheart as Deputy Foreign Secretary for Inter-Regional Security, and Tyler Kazakov Deputy Home Secretary for Recruitment. Culture Secretary Richard de Montfort named former Prime Minister Chris Mikaelson as Director General of the BBC. Foreign Secretary Vaculatestar Mikaelson named Richard de Montfort as Deputy Foreign Secretary.

The Beginning of the Premiership!
In her first acts as Prime Minister, Constance St. James declassified several non-sensitive RSC files, and immediately proposed a bill in the Strangers Galley of Parliament. She has also gone about writing up a new defense treaty which she plans on including several regions, including several other British themed regions, The New Galactic Empire, and Europeia.

Recently re-appointed Foreign Secretary and Deputy Prime Minister Vaculatestar Mikaelson will soon be performing a tour of all of United Kingdoms embassies abroad. He also plans on expanding the ranks of the ambassador corp and expanding the number of regions that we have embassies in.

Parliament
Parliament is getting off to a fast start. Member of Parliament for Wales Alexander I.M. Stewart was elected the Speaker of Parliament for this session. Parliament has jumped into debating several proposals from newly-elected Prime Minister Constance St. James. Prime Minister St. James proposed an amendment to the Parliament Act that would allow the Prime Minister, regardless of whether or not he/she were a Member or a Lord of Parliament, to not only directly propose legislation to the floor of Parliament, but debate the bill as well. Several Members and Lords of Parliament have stated discontent with the Prime Minister’s proposal, stating that it is a breach of the separation of powers for this to be allowed. Fortunately, though, a compromise seems to be on the horizon which was proposed by Chief Justice Jacob M. Stewart in the Strangers Galley and was then proposed to Parliament by MP for Northern England Vaculatestar Mikaelson. The Chief Justices compromise allows for the Prime Minister to directly propose legislation to the floor regardless of membership in Parliament, but does not allow for the Prime Minister to debate the proposed legislation if he/she is not a Member or Lord of Parliament. There has also been a proposal by the Prime Minister to amend the Defense Reform Act, which if passed as proposed will remove the Secretary of Defense and the Chief of Defense Staff from the Regional Security Council. She also proposed an amendment to the Cabinet Reform Act which would totally get rid of the requirement of the existence of the Recruitment Secretary at either the Cabinet level or as a deputy secretary level under the Home Office. She has also proposed an amendment to the Judiciary Act which would revamp the filing system for court cases and change the requirements for securing legal counsel by the Supreme Court. She has also proposed an amendment to the Constitution which if passed would state that Court Justices may only answer legal questions that are presented to them. She has also proposed an amendment to the Criminal Code which provides minimum punishments that the Supreme Court may hand out and an amendment to the Civil Code which will make it easier for constitutional tort plaintiffs to prove their case by stating, as a matter of law, that violations of constitutional law constitute material harm.

Culture
The region will soon be having an event in remembrance of the 11/4 terrorist attack which destroyed the region’s original forum. Events will include a candle light service, a moment of silence, and an address by the King. Soon thereafter the region will then be having a celebration in remembrance of the resurrection of the forum which will include an address to the region by Prime Minister Constance St. James and a fireworks display.

Parliament Dissolved; Transitional Government Announced
In one of the greatest political crises the United Kingdom has bore witness to in recent times, Parliament and Executive were caught in constitutional gridlock as Parliament attempted to remove both Prime Minister and Monarch. The event, which took place on Sunday 17th November 2013, was the culmination of rising tension between the Prime Minister attempting to pass through a controversial legislative agenda and Parliament refusing to give in to the adamant will of the Prime Minister’s committed to push through her propositions. The Foreign Office has produced the following FAQ to help clarify the preceeding events of the climax and the aftermath thereof. It should be noted that this is very much an on-going and current event and details may be open to change as developments occur.
How did it begin?
Prime Minister Constance St. James proposed Constitutional Amendment XX which limited the Supreme Court from judicial overstep, i.e. answer questions of law which are not directly related to the case. The proposition did not win the support of Members of Parliament so Ms. St. James legislated Executive Order XXIV. This reinforced that the Constitution imposes limits on the Court, and if the Court exceeds its constitutional authority, HM Government has a constitutional obligation not to enforce the order. There was an unsuccessful attempt to repeal this Executive Order by Parliament.
How was Prime Minister St. James ‘removed’?
The RES001 (2013), a resolution to remove the Prime Minister from office, was passed with a majority by Parliament within 8 minutes of it’s proposal.
How was Parliament dissolved?
After the removal of Prime Minister St. James from office, His Majesty the King called HM Government to a Cabinet Meeting to discuss the dissolution of Parliament. A vote was taken and HM Government voted to dissolve the 26th Session of Parliament.
What happened to the Crown?
In a swift proposition, the Removal Instrument Act 2013 was placed before Parliament with an intent to remove Edward IX from the throne. The bill required a majority of five votes to pass but was stalled by His Majesty appointing recent deposed Prime Minister St. James as a Peer of Parliament allowing her to invoke a vote of no confidence on the Speaker which was repeatedly objected too in a fine example of parliamentary ‘ping-pong’.
How was the issue resolved?
The Supreme Court was under pressure to resolve the issue in a timely and appropriate fashion. A cessation of power was asked upon the monarchy, Parliament and executive in order to prevent further crisis. The Lord Chief Justice, Jacob M. Stewart, proposed a “Grand Bargain” to provide a resolution to the issue. This was placed before Parliament by Constance St. James and passed. Thus, the Transitional Government was appointed with Bill Dearheart as the pro tempore Prime Minister of the United Kingdom. Edward IX continues to reign over the United Kingdom and Parliament was successfully dissolved and a Writ of Election issued.
Writ of Election issued by His Majesty
On Monday 18th November 2013, a Writ of General Election was issued by His Majesty from the Royal Press Office with an intention for the voting to take place on the 27th November. The aftermath of the recent, unnamed crisis left HM Government and Parliament in disarray until the “Grand Bargain” brought a relatively satisfactory resolution to the political conflict. The opportunity to register and to be included on the ballot was opened, administrated by the Senior Associate Justice, Edwin T. C. Astor, who was described by some as the “most powerful man in the region” at certain points in the aforementioned political crisis. The registration of individuals into the electoral race is hoped by many to allow Parliament a fresh start with the intention to work towards the greater good for the region and the citizens it continues to represent. It is still unclear where the most contested seats are located but as the election cycle develops the region will see the restoration of stability within the political sphere heavily ruptured by internal conflicts.
Developments regarding the Treaty of London
The Treaty of London is an international agreement between particular British-themed regions in NationStates. The idea behind the treaty is to unite the regions culturally through bi-annual festivals and encourage the advancement of the ‘British mission’ within NationStates through a meeting between Heads of State and Government every four months. There were two amendments to the Treaty made by the then Parliament which included: the prevention of a signatory region from being obliged to ban an individual who had been done so in another signatory region and the ‘banned list’ being only accessed by the Heads of State and Government of signatory regions. The amendments passed despite expressed concerns regarding the extent to which cultural ties between regions remain strong enough to warrant such a Treaty as useful. The United Kingdom’s representative at the summit will continue to be Jason Mikaelson who has championed the Treaty of London in the United Kingdom since it’s conception.
A bright near-future for UK under Dearheart
The appointment of Bill Dearheart as the transitory Prime Minister of the United Kingdom during the interim of the next General Election heralds a brighter future for the United Kingdom. The Minister of Defence, Klaus Mikaelson, appointed under the transitory Dearheart government has already announced sweeping reforms to the Ministry of Defence. The most poignant include the abolition of ranks above Colonel, re-naming of key battalions the disbandment of the Headquarter’s Company. Furthermore, Prime Minister Dearheart is encouraging a recruitment drive within the Home Office and a greater occurance of cultural events to ignite activity. The citizenry of the UK has certainly proved to be resolute and vigilant in the face of political uncertainty, not least in recent days. As the UK moves into a new era of politics, the populace remains hopeful for stability and peace within the realm and the continued advancement of the antiquary British idiom: “Keep calm and carry on”.

Elections!
This past week United Kingdom had its General Elections after the dissolution of Parliament and the King called for them. With All electable positions up for grabs there were some interesting races and also some blowouts and even a couple of unopposed races. In the race for the Prime Minister we had former Chief Justice Jacob Stewart, six time Prime Minister Klaus Mikaelson, and Patricia Scott. In an election that started out somewhat close then ended in a blowout Jacob Stewart took the election with a vote of sixteen, to Klauss six, to Patricias one with one none of the above.
In the race for Member of Parliament for Northern England there was the former Home Secretary, Member of Parliament, and current Foreign Secretary Vaculatestar Mikaelson, former Minister of Culture and former Foreign Secretary George Marlborough, and George Windsor. In a tight race that eventually wound up in a run-off between Vaculatestar Mikaelson and George Marlborough George pulled it off with a vote of eleven to nine. In the race for Southern England there was former Prime Minister, Member of Parliament, Director-General of the BBC, and former Culture Secretary Chris Mikaelson, former Culture Secretary Charles Sinclair, and Cameron M. Romefeller. In yet another tight race that went to yet another run-off between Chris and George Chris Mikaelson pulled it off with a vote of thirteen to eight. In the race for Member of Parliament for Wales there was former Chief Justice and Member of Parliament Jacob M. Stewart against Tyler Kazakov with Jacob Stewart pulling off an easy victory of twenty to four. In the race for Northern Ireland Klaus Mikaelson ran unopposed, and in the race for Scotland Bill Dearheart the current Deputy Prime Minister ran unopposed as well.
Appointments
Soon after the election the newly elected Prime Minister Jacob M. Stewart appointed Bill Dearheart to the position of Deputy Prime Minister, Constance St. James to be both Home Secretary and Attorney General, Vaculatestar Mikaelson to be Foreign Secretary, Prince of Wales Michael R.E. Stewart to be Defense Secretary, Ruiseart mac Alaxandair to be Culture Secretary, and Edwin T.C. Astor to be the Director of MI5.

Foreign Office
On December 2 Foreign Secretary Vaculatestar Mikaelson ordered the closing of United Kingdom of the Netherlands embassy in United Kingdom and ordered the complete and total cutting of ties with UKN. We are currently working diligently to try and come to a peaceful solution to this that is acceptable to all.
New Chief Justice
With his election as Prime Minister and to Parliament former Chief Justice almost immediately resigned from his position on the bench which then brought up the question, whos going to be Chief Justice? At first the popular opinion was either Daniel or Edwin Astor who are currently Associate Justices in the Supreme Court but the King and new Prime Minister pulled someone out that nobody expected. Recently returned Prime Minister, Member of Parliament, Chief Justice, and everything else that you could possibly think of Marshall G. Holdstock, with his nomination before Parliament Member of Parliament Klaus Mikaelson along with others are questioning his ability to be Chief Justice as he has just recently returned to NS after a very long absence and isnt exactly up to date on regional laws and happenings.

In legislative news, the Stewart Government Stability Plan consists of multiple amendments to the constitution, changes to current law, and additions to current law. The purposes of the plan are to provide complete and total transparency when branches utilize the most drastic of checks against other branches and to provide significantly more authority and input from the citizens of UK when these actions are executed… The first amendment passed with all 7 votes being aye. The second amendment has gotten nothing but support as well.
