Petition: Cordone Prohibition

Esteemed Viziers,

I’m coming today to petition the Praesidium to grant two prohibitions:

  1. Full prohibition of Vussul also known as: Nociav, Nuswaree, GSCS, Nightingale
  2. Suspended Prohibition of all Residents of Cordone (meaning, that players are prohibition as long, as they remain in Cordone and prohibition is lifted as soon as they fully leave the region)

Noting actions of Vussul / Nociav:

  1. Destruction of regional dispatch infrastructure:
  1. Attempts to destabilize The East Pacific politically:
  1. Hiding own identity:
  1. Borderline threats (and weird messages) towards TEPers:
  1. OOC ban from The East Pacific Discord, which further evolved into community-wide ban after partial griefing of regional infrastructure

Noting actions of Cordone

  1. Possible attempts to destabilize The East Pacific in an organized way:
  1. Various OOC violations:
  1. All actions by Vussul / Nociav noted above
  2. Illegal forms of recruitment:
  1. Empire of Dabristan (owner of infamous Maham Pact server - “unmoderated exile”; OOCily banned) remains Delegate of Cordone;
  2. New Westomore (OOCily banned) remains Vice Delegate of Cordone;
  3. Greater Rostoria (OOCily banned) remains MoWAA of Cordone;
  4. Cordone constantly engages in recruitment of TEPers, including long-standing members of TEP RMB Subcommunity.

I forgot to add: ConCrisis.

Viewed separately, it was an Arbiter (Vussul) following what they believed to be most legitimate in terms of law. Viewed together, it was an early attempt to destabilize TEP, which continues until today. Back then from inside. It failed. Now from outside.

Vussul

Valid.

Those dispatches, he helped in their creation to a certain point, but those were not his to destroy. The content was a collaborative project of the community over several years. Yes, he assisted with the automation but nothing about the design or content was unique to him.

Valid. He made his bed on this one. I hope it’s comfortable to lay in now.

I don’t think this is enough for prohibition as a more supreme power allowed it due to the ConCrisis and doing what is in the spirit of the region. A second chance.

Weird? Yes. Threatening? I don’t think I felt threatened. Was it threatening? I was example 2. Let me know. Either way probably not valid for prohibition.

I mean we don’t need to do anything further if the more supreme power has sealed the deal for us.

While I would love a good conspiracy. It’s just not there.


Cordone

It’s possible. We should have not let our respect of Vussul blind us to this happening. But it does show that some in Cordone likely knew something but maybe not the destruction of our regional dispatch infrastructure.

  • We should have really stomped this region out of growth and interaction with our citizens. We were being really nice in the beginning.
  • I don’t think the flag is a valid point.

Outside of the dispatch goof. If this is legit happening, then we have a responsibility to our community to swiftly end it.


Overall Thoughts

Vussul we shouldn’t worry about unless we want to make it formal from the Praesidium, but I think what I point out as valid are the only formal charges we should apply.

Some may think this is extreme as some of our community members do hang out in Cordone. We gave Dabir and Westmore more chances than a second chance region should. Dabir specifically sheltered people like Rostoria and covered up messages that were far worse that what was revealed. I don’t know why anyone would want to hang out with them after the RAO banned them with the 40+ page dossier, but I’ll digress before I hurt someone’s feelings.

There is validity in the Suspended Prohibition of the Residents of Cordone but this is uncharted territory with Cordone becoming a splinter region of TEP. Truely unprecedented. It requires the unified efforts of the Praesidium, RAO, and FA to determine if this is something we should execute.

There was a post made by New Westmore that was moved. He did not use the forum much and his ban was missed here. The contents of the message have been made available to Viziers and the Delegate.

Preliminary Charges rough suggestion should we pursue such a case: Treason Act 8.1: Every one commits sedition who teaches or advocates, or publishes or circulates any writing that advocates action to produce an unlawful governmental change within the East Pacific.

While some may certainly argue that Treason Act 8.2 and its subsequent articles. Neither action has been suggested, nor has mistakes been brought to light that require immediate fixing other than possibly the defendant’s removal. Upon cursory glance, it can be seen as there is no intent to produce an unlawful government change within the East Pacific, the reveal of what can be objectively described as an unofficial friend group amongst seniors of the TEP server no doubt will cause anxiety and fear from the newer and more junior members.

Treason Act 10.2 Every one who commits Recruitment is guilty of an summary offence and may face message suppression, ejection, and/or indefinite banishment from the East Pacific, at discretion of the Delegate or Regional Officers.

The goof dispatch is the first preliminary proof given, if subsequent proof is given arguably such a move could be high treason for recruitment within our own ranks to another region directly hostile towards us.

The final charge presented would be Treason Act 4.2 …4.2. Every one commits treason-espionage who
…4.2.1. without lawful authority, communicates or makes available to an unauthorized person or entity any government-related information which they knew or should have known was not to be shared;
…4.2.2. conspires to, without lawful authority, communicate or make available to an unauthorized person or entity any government-related information which they knew or should have known was not to be shared;
…4.2.3. without lawful authority and with intent, acquires or discovers any government-related information which they knew or should have known was to be unavailable to them;
…4.2.4. conspires to, without lawful authority, acquire or discover any government-related information which they knew or should have known was to be unavailable to them;

…4.3. Where it is treason to conspire with any person, the act of conspiring is an overt act of treason.

Vussul would have likely informed Cordone that such an attack on our regional infrastructure was happening, while this may be slightly weaker 4.2.3 and 4.2.4 certainly is a much stronger case as Vussul acquired regional infrastructure without lawful authority and with intent on damaging such infrastructure.

The Citizenship Act stipulates:

…6.1. Proscription shall be a status which confers banishment from the region for reasons of regional security based on actions committed abroad or against The East Pacific.

I would like to note that “reasons of regional security” needs to be understood IC in my opinion.

Moreover, in my view, this is IC a decision with a political element to it. TEP as a GCR can not politically tolerate a region like this not being sanctioned.

That being said, I think enough facts here establish decent grounds to apply proscription to Cordone.

Full throated support.

Officials in Cordone have repeatedly directly participated in, or tolerated, acts committed with the intent to destabilise TEP. On this alone they are worthy of proscription, without even mentioning the mountains of moderation issues and the continuing attempts to poach members of The East Pacific.

Make no mistake, this is a cohort of bigoted individuals, who would like to present themselves not for who they actually are, but as poor, downtrodden political exiles, cast out for daring to question a tyrannical regime. We all understand how hilariously stupid this is, and it’s long past time we stopped trying to play the high road and hit them back.

This proscription should set a precedent that we won’t simply twiddle our thumbs while regions do their upmost to screw us. I advocated from the start to proscribe this region and take stronger steps to limit its growth, they are now becoming more of a pain with each passing day. If we don’t act now, this only snowballs into further problems.

Proscription could do with a neatening up, namely removing some flaky bits, but once that’s sorted it’ll have my vote.

hello
first of all i wanted to say that we won’t target anyone here.
second of all we were not aware Raj was recruiting to the discord server, we told him multiple times not to do this, but he kept insisting we shouldnt care and went ahead and did it without even checking with us. We are not stealing members and Raj will be talked to about this
