HIS IMPERIAL HIGHNESS, PRINCE THUMIM OF PACKILVANIA

I greet His Imperial Majesty, peace be upon him, in his absence, Prime Minister, the Speaker of Parliament, the Chairman of the Legislative Council, the Chief Justice, the Chief of the Defence Staff, Supreme Magister of Paxism, honourable justices, ministers, delegates and councillors, honoured guests and citizens of Packilvania.

As His Imperial Majesty has gone on a hiatus, he has asked me to deliver the Speech from the Throne on his behalf.  Henceforth, I will be running the country as the regent until June 2022. His Imperial Majesty has given me full powers and I expect that the loyalty you have shown to the throne will not waver.

Packilvania has made strides in economic, social, strategic, political and environmental areas. We hold fast to our values of ensuring social harmony and order and upholding the global prestige of our nation. Last year, Packilvania experienced economic growth of 12% resulting in a 2022 GDP of approximately 11.2 trillion Kiribs and our population has expanded to 1.171 billion people, making us the most populous state in the world. We continue to lead the world as a major exporter, military power and political actor in the world. Domestically, substantial progress has been made in combatting poverty, fighting disease, improving infrastructure, raising employment and enhancing education.

This year, our government will build on these achievements to implement new programs and strategies to move our country forward. In the area of national security, we will increase military expenditure to 3% of GDP up to approximately 300 billion KRB as Packilvania has traditionally underspent other prominent nations. We do not aim to encourage an arms race but to better protect our national interests and allies. Secondly, we will reduce expenditure on the Packilvanian Expeditionary Force and relocate forces to the military.

In the area of society and family, I will appoint Princess Yadika Bedon as the First Minister in the Office of the Prime Minister for Women, Children and the Disabled with a view to promoting the interests of women, children and the disabled. Her first agenda will be to promote the women’s health campaign which includes free sanitary products, and access to state-subsidised gynaecologists.

In the domain of governance and planning, a data-focused approach to decision-making and an evidence-based approach to policy formulation will be adopted. We strive to combat corruption and strengthen state institutions. We strive to strengthen corporate governance by promoting the adoption of universal corporate sustainability standards. Within the sphere of science and technology, the state aims to promote machine learning, quantum computing, biogenetics and fifth-generation mobile telecommunications. Our government strives to improve infrastructure through a comprehensive infrastructure development plan aimed specifically at rail transport, energy and water.

To protect our wonderful environment, our country will continue its vigorous anti-desertification campaign (which is bearing substantial fruit), expand the list of protected fauna and flora, and develop renewable energy sources.

In response to the crises faced by our ally Rodenia, we will work with the Santon government to encourage peaceful negotiations with New Puntalia to deal with issues such as demilitarisation and repatriation and citizenship and settle ongoing border disputes. Furthermore, we condemn the actions of the Union of Commonwealth Alliance and Axdel. Should they continue to act in bad faith, we will implement economic sanctions against them. Our country will continue to support Iphelklori in reconstruction efforts. We continue to watch the events in Tavaris closely. The people of Packilvania remain staunchly opposed to communism.

PAX IMPOSES SANCTIONS ON AXDEL

KEMER MAYOR ARRESTED FOR CORRUPTION

His Imperial Highness, Prince Alawadun Bedon has announced that the government has decided to impose economic sanctions on Axdel. The sanctions will take effect on 25 February 2022 as follows:

  • Tariffs on steel imports from Axdel will go up from 30% to 50%

  • Any arms sales to Axdel will be suspended

  • The Axdelian Minister of Defence, the Chief of the Axdelian Armed Forces, and the Chairman of the Axdelian Parliament’s Defence Committee will have any Packilvanian dinar-denominated assets, as well as Packilvanian properties, frozen

  • A quota will be imposed on noble gases and rare earth metals being exported to Axdel

The Packilvanian government continues to call on Axdel to deescalate the conflict and resume talks to resolve disputes pertaining to the Puntalian Compromise Treaty. Packilvania will remain a member of the PCT and will encourage Rodenia to remain committed to the treaty.
The Mayor of the city of Kemer was arrested. He is accused of money laundering and bribery. Evidence suggests that he embezzled money from public housing programs. Furthermore, he appropriated land to property development firms that paid bribes. This has sparked an investigation into the property development firms in Kemer.

The Mayor will await trial at the Hadul Magistrate Court. He will be interned at North Hadul Correctional Centre. The government has pledged to purge corruption in the country.

The Shakar Space Conference is planned to take place on Friday, 22 April 2022. Academicians, engineers and scientists from astronomy and astrophysics organisations are invited to discuss and share insights on space exploration and space sciences. Submissions for publications are open until Thursday, 21 April 2022.

The topics to be covered in the conference include the following:

  • Neutron stars and strange matter

  • Interstellar communication and extra-Teplar Urth-made machines like satellites.

  • Developing spectroscopy - improvements in techniques and tools

An Urthquake of 4.5 on the Seismic Intensity Scale (SIS) hit the north of the province of Jumhurikesh. Luckily no one died however one rescue worker was injured. Several houses collapsed and roads were damaged. Aftershocks were detected but most of the tremors were fairly light. Affected families were moved to public rehabilitation facilities. Charity organisations such as the Harbingers of Mercy have initiated donation drives to raise funds to assist the affected communities.

URBAN PLANNING REFORM

His Imperial Highness, the Minister of Housing and Urban Development, Prince Malakhai Bedon has announced that the Department of Housing and Urban Development will be working with Provincial and Local Governments to create more pleasant people-centric urban spaces. The plan highlighted the following key points:

  • Increasing the number of available bus stops, adding more dedicated bus lanes and increasing the number of neighbourhoods with public bus infrastructure. Furthermore, buses must be overhauled to be more comfortable and to use more efficient forms of energy.

  • More dedicated bicycle lanes, safer storage units, and bicycle sharing. Additionally tenders have been issued for a mobile app that will allow users to borrow and return bicycles.

  • Improvements in pedestrian infrastructure through creating a sense of enclosure and providing more shade in the form of porticos and trees where possible, bringing store and building fronts closer to pedestrian lanes (which must also increase in number).

  • Beautifying public spaces using native plants, adding benches, green belts, public art and increasing the number of open plazas, public parks and souks.

  • Greener car infrastructure namely increasing the number of electric car charging ports, and installing car sensing traffic lights.

  • Increase the amount of intermingling between different income levels and cultural groups by instituting diversity quotas, providing better financing options for first time buyers and reallocating religious police towards preventing vandalism and maintaining public safety.

  • Reduction of monolithic public spaces, removal of public execution sites, removal of crucifixion sites outside cities and towns

  • Densification of urban spaces, reduction of skyscraper construction, loosening of restrictions on aesthetic choices for new buildings, and propagation of mixed use developments.

The reforms bring together modern urban design and planning, as well as traditional Packilvanian design. However, these reforms are largely guidelines over which there is considerable disagreement between the National, Provincial and Local governments. Furthermore, more concrete plans need to be put in place to ensure that these reforms materialise. Additionally, these plans will require considerable resources and skills. With the military receiving an increased budget, it is unclear the extent to which the Housing and Urban Development Department will be affected in the long term. Moreover, talented and capable architects and urban planners need to be brought in. Robust financial auditing and performance monitoring mechanisms must be implemented to ensure that targets are met and potential corruption is weeded out. Despite considerable progress in urban design, Packilvania still struggles with car-centric urban planning and hideous monolithic Communist-era architecture in urban areas. Furthermore, many traditional and religious buildings were destroyed by the evil Communists whose ugly aesthetic sensibilities continue to detract from the wonder of our cities.

COMMISSION CONCLUDES INVESTIGATION INTO CORRUPTION IN KEMER

MAYOR OF KEMER SENTENCED TO YEARS IN PRISON FOR CORRUPTION

Yesterday (21 April 2022), the Ivandor Commission concluded its investigation into endemic corruption in the local government of the city of Kemer. Named after Chairman Juhal Ivandor, the Commission conducted interviews with and collected written testimony and documents from senior members of the local government of Kemer, government contractors, as well as members of law enforcement.

From their findings, they found that there were significant weaknesses in the financial audit and procurement processes of the city of Kemer that enabled corrupt officials to launder millions of Packilvanian dinars through bribes, nepotism, and improperly awarded contracts. They submitted their report to His Imperial Highness, Prince Luwadeen a-Harim Bedon, the Prime Minister whose office published the recommendations of the report on their website.
Yesterday, the Office of the Prime Minister published the recommendations of the Ivandor Commission on their website. Prime Minister Luwadeen a-Harim Bedon issued a statement vowing to instruct the Kemer Government to enforce these measures as follows:

  • Automating manual financial processes

  • Implementing multiple levels of approval for procurement

  • Adding processes for the appointment of civil servants.

  • Adding background checks and mechanisms for reporting issues in procurement

Acting Mayor, the Duke of Obran vowed to implement the measures and work closely with an independent external audit agency to ensure that substantial meaningful reforms are executed. Furthermore, he has already gotten to work terminating the employment of illegally appointed civil servants and government contractors. However, analysts believe he will face challenges in court in proving impropriety and illegality in procurement and employment contracts to get them canceled and subsequently recover lost state funds. Furthermore, in light of his acting mandate, it is unclear whether his successor will continue with these reforms as the Crown has not yet announced who the new mayor will be. 
Yesterday, Prince Kujil a-Sajahal Bedon, Mayor of Kemer was found guilty of several counts of racketeering, cronyism, and money laundering by the Hadul Magistrate Court and sentenced to 6 years in prison. Although he was legally protected by Imperial Immunity (a legal principle in Packilvania that grants immunity to Packilvanian Princes), the National Procuratorial Office successfully applied to His Imperial Highness, Prince Thumim a-Namdun Bedon to waive Imperial Immunity.

This allowed the admission of damning evidence and witness testimony linking Prince Kujil to the illegal appointment of family members and close friends to senior roles in the Kemer government as well as illegally and improperly awarding contracts to companies owned by associates outside of established regulatory processes. Prince Kujil is expected to appeal the case at the Kemer High Court.

Earlier today, Prince Kujil escaped police custody and fled to the Free Pax States. He participated in an interview with journalist Agatha Grey of the Defiant, a newspaper based in FPS, in which he criticized Prince Thumim including accusing him of setting up a sham trial. The Minister of Foreign Affairs, Prince Alawadun announced that the Packilvanian government was revoking all privileges including his diplomatic passport, and freezing his assets. The government of FPS will be contacted to request that he be extradited to Packilvania to face trial and serve his sentence.  He has applied for refugee status/asylum and intends to appeal his case, vowing to escalate the matter to the Sultan himself.
Earlier today, the Minister of Home Affairs, Prince Imayad announced that his department was in the process of drafting a new law which is provisionally called the Local Government Financial Administration Bill. Under the direction of the Prime Minister, Prince Luwadeen, the proposal will be based on recommendations by the Ivandor Commission. The first draft is expected to be completed in a week to be followed by a week-long period of consultation with senior local government executives. Following this, a week of public consultations will occur before the second draft is presented to His Imperial Highness, Prince Thumim at the end of May for approval. The proposal aims to clean up corruption and incompetence in the management of local governments.

COURT FINDS PRINCE KUJIL GUILTY OF TREASON

Yesterday, the National Security Division of the Bingol High Court received an urgent application from the Department of State Security to have an urgent seize-or-terminate warrant issued for Prince Kujil.

A seize-or-terminate warrant is a special warrant issued to state law enforcement and security services empowering them to capture and if necessary kill someone who has threatened national security. Unlike most other cases, the procedure allows a suspect to be tried in absentia if they have deliberately fled the country and are shown to be unwilling to participate in its processes. The defendant was represented in his absence by his lawyers. The state argued that Prince Kujil was a national security threat under the Protection of State Secrets Law. This law stipulates that any citizens who flees to an enemy state (of which FPS is one) and conspires or actually works with said state to undermine national security e.g., share state secrets etc., can be seized or killed by state authorities pending an appropriate warrant. The defense argued that Prince Kujil conceded that he was fleeing justice but aimed to demonstrate his willingness to cooperate with law enforcement and return to Packilvania through his proclamation to appeal his case. Nevertheless the judge found that the threat to national security outweighed Prince Kujil’s planned appeal.

Although the seize-or-terminate warrant has been issued, the Minister of State Security, Prince Lohadek has chosen to waive or reserve its execution subject to Prince Kujil either handing himself over to law enforcement or being handed over by the state authorities of Free Pax States. Yesterday, the Department of Foreign Affairs announced temporary travel restrictions on Packilvanian princes. This means that all Packilvanian princes who wish to travel to foreign countries for non-state related business must get special approval from the Department of Home Affairs.

The restrictions come in the wake of Prince Kujil fleeing to and seeking asylum in a hostile enemy state: the Free Pax States. Minister of Home Affairs, Prince Imayad explained that the restrictions were consistent with powers granted by the Travel and Passports Law. This law empowers the Minister of Home Affairs to control the movement of any Packilvanian citizen into or out of the country if a reasonable threat to state security, public health or safety arises.

Prince Sajahal a-Amhoud Bedon, Prince Kujil’s father, has praised the government for taking decisive and impactful steps to ensure that law and order are maintained. He implored his son to return to Packilvania and submit himself to the judicial process. Prince Kujik’s assets remain frozen.

Earlier today, Prince Thumim (may the light of Noi shine upon him) signed the Zaraar Renaming Law which officially changes the name of the country of Zaraar to Nashtahan (Nystatiszna). In his benevolence and wisdom, Prince Thumim recognized the oppression that the Nashtahanite people experienced at the hand of the Zreiruan Empire. Zreiruan had ruled most of the continent of Raz and thus, the nations there were given names that were derived from the name Zaraar. However, Nashtahan was regarded as the successor state to Zaraar and thus kept the name. However, Prince Thumim discovered that the Nashtahanite overthrew the Zaraar. Thus, while they succeeded them in law, they destroyed them in spirit. Thus, Prince Thumim felt that the spirit of Zaraar must be destroyed in law as well. Furthermore, the loyalty that Nashtahan has shown to us is great indeed (as they ought) and must be rewarded with a new name befitting their place in the world. Earlier today, the government received overwhelming requests from present member states of the International Forum to join that organization. Gamlavan (Gamlevinland) and Nashtahan (Nystatiszna) sent letters asking us to rejoin that organization, citing the moral and logistical quagmire that had befallen it. So great has the outpouring been that even Klara Sarinov the Chairperson of the Security Council deeply wished to apologize for the slight on our dignity but lacked the authority to do so. While we had our doubts, it is wonderful to know that there is sense even in the depths of decay that have befallen the halls of Rilanon.

THE ROLE OF ANTI-COMMUNIST STRUGGLE IN PACKILVANIAN POETRY

The struggle against communism in the 20th century shaped modern Packilvanian poetry.

Because the Packilvanian Communist Party repressed criticism against their government, Packilvanian poets used ancient techniques of euphemism and metaphor to obfuscate the true meaning of their poetry. This “tulak-dul” (meaning doublespeak) has shaped how modern poets use their art.

Anti-communist struggle poetry has been closely linked with literary icons such as Prince Ishahad (known as the Prince of Poetry), Ashimal Wasail, Humeyd Zural, and Eshalia Khaned. Eshalia Khaned was especially prolific for using her poetry to encourage religiously devout women to resist the corrupting influence of Communist ideals that defeminized and desentientized women. 
With the first module of the Dumeen Hiyav Space Station having been launched into orbit around Planet Yasteria (known to others as Urth) on 12 May 2002, they are celebrating two decades of scientific discovery and advancing the Yasterian peoples forward.

The facility consists of 5 modules with one being sent to the station every four years. The facility has allowed experiments to be conducted that would otherwise have been impossible in Yasteria.

The facility houses 5 astronauts and operates under the Packilvanian Space Agency. Prince Thumim sent his well-wishes to the team.

Packilvania and some member states of the League of Novaris have signed an agreement to establish a Commercial Cooperation Partnership (CCP). The CCP is based on the second draft of the agreement. Although the second draft is vastly more watered down than the first draft, the CCP normalises the trade relationship between itself and the League of Novaris. Furthermore it creates a framework for mutual cooperation and institutions for continued engagement on important issues. The agreement has been considered a diplomatic triumph in Prince Thumim’s foreign policy which is placing a greater emphasis on trade, economic and diplomatic cooperation.
The nine Governors of the provinces of Packilvania, known as the Amhoud 9 have penned a letter in which they have expressed their support for Prince Thumim’s policy. This letter marks a watershed moment in his reign. Although the legitimacy he has from the Sultan requires no additions, this public support greatly dispels rumours of conflict within the Bedonite dynasty. To the chagrin of our foreign enemies and traitors like the former Mayor of Kemer, the Bedonite dynasty is more united and fighting-fit than ever. The Governors will be meeting with him in the Bingol Royal Palace to engage with him on important issues later this week.

[justify]His Imperial and Royal Highness, Prince Thumim, Regent of Packilvania has signed the Morality Amendment Act into law. This law will bring about the following changes:[/justify]

  • Adoption: Single people will be allowed to adopt children, secondly people who do adopt will be allowed to adopt children of different sentient species.

  • Marriage: People of different species will be allowed to get married. Primines are currently permitted to intermarry within their group, but now this extends to other species as well.

  • Intimate relations: Intimate relations between people of different clades will be allowed to engage in intimate relations. Intimate relations outside of marriage for non-married people will not result in imprisonment or a fine, but will remain as part of ones public record.

Packilvania has been formally admitted into the International Forum. Various member of the international forum approached Packilvania to ask us to reapply. We initially expressed some worried about the unfairness of the admissions process as well as the weaknesses within the international forum that obstructed meaningful diplomacy.

Our partners and allies continued to encourage our reentry. Klara Sarinov was asked to apologize. She expressed that she would like to but lacked the authority to do so. Nevertheless, our application for admission was accepted and Prince Faijil a-Uhayed Bedon will be representing our nation.
General Prince Nuktan a-Ludan Bedon has announced that integration with the Packilvanian Expeditionary Force is at an advanced stage. He stated that 67% of their weapon systems have undergone upgrade, maintenance, recording and assignment to bring them in line with military standards.

Furthermore, he announced that upgrades to the Prince Yadika Ballistic Missile Submarines are 78% complete and can be expected to be completed end of 2022. He announced that the expansion of the Nystatinne Military Base is nearing completion. He has announced that an old Sultana Mebri Medical Vessel will be decommissioned at the end of the year and a Sultan Amhoud I Nuclear Aircraft Carrier will go into maintenance and repairs until March 2023.

The International Convention on Climate Change has passed at the international Forum with near unanimous support. The agreement comes of the back of a proposal by the Lasowkranian Ambassador to the International Forum. The final document was drafted by Prince Faijil Bedon, the Packilvanian Ambassador to the International Forum and his team of diplomats.

The agreement establishes An International Climate Change Agency to monitor, report and advise on climate change policy. Furthermore it gives the ICCA the power to levy fines on  nations which violate the emissions targets. The Agreement stipulates that based on the GDP per capita nations shall be fined an amount in Standard Hawking Dollars or Kiribs based on their per capita emissions after a certain date.

There were some disputes among member States about issues such as how transcontinental multi-entity nations would be treated. Furthermore, some of the wealthier nations felt that their targets were unrealistic. Thus, compromising and modifications had to be made to the final version of the document. Nevertheless, the Treaty passed and has put the world on the right path to curbing greenhouse gas emissions and mitigating severe climate change.

The Imperial Court, has announced that the rights of Acronists in Packilvania. This announcement comes on the heals of the independence of Acronis (an Acronist-majority country in Gondwana) and the ascension of the Acronis Communist Party to power in that nation.

SHOULD I CLERK FOR THE SUPREME COURT

Clerking for the Supreme Court is one of the highest honours that can be granted to any citizen especially a law student. The experience one might gain in constitutional and administrative law can be invaluable as well as the writing, investigative and oral skills from rigourous work.

Nevertheless, one needs to be sober to the reality of clerking for the Supreme Court. The truth is that one is unlikely to encounter the kind of constitutional law and administrative law issues that the court grapples with in one’s career. So as interesting and edifying those cases might be, they won’t form even a small part of most people’s legal careers. As much as the investigative and working work can be formative, it certainly is not the same as the kind of work commercial lawyers do whose work is typically preoccupied with contracts and local and provincial laws. Further, the kinds of skills ones needs for trials as a Procurator are unlikely to be taught through the clerkship.

Under what circumstances should you accept the clerkship? Only if you’re open to and have applied for other internships and clerkships that you feel do not provide the kinds of areas you are trying to work on in terms of developing your legal craft. Further, I would recommend clerking later in your years (between 30 and 40) when you’re beginning to move into public law. The high courts definitely offer more exposure due to their expansive original jurisdiction on top of their appellate jurisdiction. The Imperial Procuratorate is keen and has many open positions for trainees and article clerks.

Packilvanian Media Regulatory Board has denied to renew the license of the Kemer Daily Herald, a Codexian-language newspaper aimed at Codexian-speaking people of Packilvanian ethnicity abroad. The paper is currently embroiled in a case before the Kemer Regional Magistrate Court regarding the propagation of information of national security and failing to uphold laws on insulting the Sultan and the Imperial Family.

The Imperial Procuratorate of Kemer applied to the Court to interdict the renewal of the license given the gravity of the claims against it. The Court upheld the interdict and sent a court order to the PMRB on Monday. The KDH has stated that they will appeal the interdict and in their filings claimed that the interdict was unlawful on the frounds that the case against them had not been proven. The Kemer High Court will be listening to the urgent application for the interdict to be thrown out.
A fire broke out at the Special Collections Library at the University of Damaclion. The library contained ancient texts related to the Dama civilisation that existed over 2,000 years ago.

Firefighters have quelled most of the flames and some of the collections have been moved. Due to fire-proof blast doors, some sections of the library were unaffected by the flame. Preliminary forensic investigations suggest that the fire was caused by a gas leak. Insurance analysts have estimated the damage at 345 million PXD. 
The painting known as the Repentant Dealer by Ilmudin Aron was sold for 650 million PXD at an auction hosted by Yasheen Art Exhibitions at the Gezer Imperial Museum of Modern Art to an anonymous buyer. The painting is in the Bastahan style named after prolific painter Emaron Bastahan who integrated realism and modern abstract art.

The painting features the keeper of an inn that secretly conducts gambling praying over the burnt remains of a roulette table. The painting is thus far the 5th highest valued painting to be made by a Packilvanian artist. 
The CEO of Salmid Manufacturers, Diman Vasiyar, is currently on trial at the Derengol East Regional Magistrates Court following a 6-month investigation into allegations of insider trading, and defrauding the company he runs of 554 million PXD.

According the Imperial Procuratorate of Derengol, he established a tech-start up and illegally awarded contracts to this company. Further, he also bought shares in Salmid just after a deal he with a lucrative client came to fruition, making a handsome profit.

His Imperial and Royal Highness, Prince Thumim, as Regent of Packilvania, has signed the Financial Disclosure and Transparency Act into law. The government has announced that donations of art works shall no longer be tax deductible. After an extensive study was conducted by the Ministry of Finance, it was discovered that wealthy people were able to get considerable write-offs on their tax obligations for donations of art works. The government evaluated over 1,000 art sales and found that on average, the buyers of art works were able to make considerable profits from tax deductions. This comes on the heals of petitions by the Centre for Combating Money Laundering and Tax Fraud (a charity and non-governmental organisation) to the government that because art had no intrinsic value, the prices were arbitrary and grossly inflated. Estimates by the Centre for Art Market Research found that the Packilvanian art market was expected to collapse in value by 30% to 70%.The government has passed a new law that the Civil List will no longer cover Princes of the Realm and their families who are not descendents of Lord Gurion Bedon. Lord Gurion was the father of Sultan Amhoud I. His siblings and their descendents were made Princes and all of them were entitled to a government Stipend. Many of them started working for the government and private sector. Thus, the government felt that they no longer needed the funds. Smugglers of counterfeit goods were caught by Drakken border police as they attempted to cross the border with Vekaiyu. For their crimes the judge of the Wasan local court sentenced them to death by hanging. The lawyers representing the men will appeal the case with the Yahed High Court and have request an urgent interdict from that court to stay the enforcement of the sentence pending the outcome of the appeal.
