Ikrisia chuckled. “The Ugul River border I proposed was restoring our 1478 borders, but that is immaterial. Vekaiyu will absorb the Listonian foothold and will direct more troops into the occupied territory to strengthen the border between South Dveria and Sevropia. No doubt that will become the new front, along with Elephana, which in my opinion must be neutralized and annexed.”

“The borders are fine, so long as they do not present a strategic blunder. I do not believe it will, but I do have one request: move the border near the coast up about 15 kilometers to include the port of Igulur. That is my only desire at this time.” She moved the border up using her hand. “As for the alliance, I believe we should make it formal. We will need at the very least some cooperation. Dveria is not a caekwalk - the nation will resist occupation and will no doubt look to other methods to remove us. Personally I expect an attack from Sevropia or Warre, and I suggest we prepare for both. Warre can be brushed aside with our naval might. Sevropia continues to be the point of concern for me. We must find a way to handle that state.”

“Sevropia has no history of animosity with the Grand Pacific,” Sydney spoke up. “In addition, offensive operations in Dveria were restricted to special forces. We may enjoy a friendlier, or a less hostile, image in terms of Sevropian security. Might I suggest we relieve Vekaiyan forces occupying territory east of Nugala as a… Buffer.”

“Vekaiyun men and women died to secure that territory,” Ikrisia began. “Our Kral Commodore lead the charge to secure it. We will not be surrendering that territory. But we do suggest making things tougher for hostilities to arise.”

“It is precisely for that reason you need bodies other than Vekaiyun there, Ikrisia. Your proceeding Krall commodores are not known for civility when dealing with Sevorpia and an attack now would double the blood price your people have already paid. Listen, we don’t seek empire; we have no interest in holding any part of Dveria. If a Grand Pacific presence along that border can prevent bloodshed and give greater strategic stability, we’d be fools not to explore the possibility.”

Ikrisia thought, slightly confused, but nevertheless assessing the situation. “What could they want with presence there? They’d be squeezed to oblivion, unless their ultimate goal was to block our potential progress eastward. But that would be suicide - they’d be surrounded.”

“I personally believe the primary concern should be protecting our borders,” Lso Yiskevi interrupted. “I’ve learned of some atrocities our people have committed along the Dverian-Listonian border, and I’m not afraid to say our lack of forces combined with our peoples’ anger toward Dverians would be disastrous. Plus there is nothing pulling them to invade Dveria from the south - they would probably move northward to establish a coast for better access to Lazlowia. Or attack toward Listonia. Our entire northeastern border is unprepared for an attack from Sevropia. My guess is they’d avoid Dveria and instead work southward, toward Elephana. That’s where the next conflict will be.”

He paused to drink some water and scribble something down in a notepad, remarking some previous comments. “Elephana is currently protected by Vulshain, but to my knowledge it isn’t anything set in stone. That country will inevitably fall. So, do we let Sevropia take it and increase its borders along our lines, or take the nation, give us an outlet to Lake Miiyu, and build up defenses there?”

“All I want out of this is assurance of protection and in time a corridor to that lake for commerce. The rest is irrelevant to me. As far as I’m concerned, if you give me that, the rest may have Dveria.”

Ikrisia smiled. “I am certain those at the conference would like to limit any potential expansion of hostile territories. Vekaiyu is capable of defending South Dveria and may call upon her allies in a time of need. We’re all friends here, and we should all play to each others’ strengths. Perhaps it would be best for British Grand Pacific to establish a foothold in the lake to keep Sevropia at bay with their navy.”

Sydney smirked at the absurd suggestion of the GP Navy placing assets in a land-locked lake hundreds of miles from any coastline. If that was the way Ikrisia wanted to play a potential ally, so be it. Perhaps better progress would be made in Eastrovia. At the very least, he held northwestern Tank and it would not be given up.

PRESIDENT’S COUNCIL APPOINTS AUDITOR-GENERAL FOR ARMED FORCES
MASSIVE WEAPONS PURCHASE ORDER RUMORED

Following the recent power-plays over the Provincial Militias, the President’s Council has appointed an Auditor-General for the Federal Forces. Many believe this is the precursor to a large cash-dump by the President into updating weapons systems from the current Nothern-War era tech. This move is seen as out-of-order, considering that the President has not even named the commander of these Forces. Getting the financial accountability of the Forces up to snuff will be quite the challenge, and weaning the Provincial Officials off of the Military Lobbying will be no easy task for the new President.

The weapons purchase is one of the likelier scenarios posed by politic-watchers, especially since it has been a Governor talking point for the last week. The President is also known to require strict accounting before any Federal money is invested, even more so since the Aelitian Potash Corp’s Executive scandals.

Further to our assertions is the fact that the British Grand Pacific has been developing a line of new weapons for mass-production; and their recent “business” trips to the Capital.

Pacing the width of the grand hallway, Thomas Quinn obsessively checked his handheld for any “breaking” stories which might require the attention of the President’s advisers. His job as an independent contractor was to monitor the media and detect any PR nightmares-in-waiting for the President and the Council. Reporting twice daily to a small set of the President’s advisers, his work never ended- energy drinks and espresso shots were becoming a significant portion of his diet. Today being not remarkable, he read the usual media outlets and stopped on the Inquirer’s blog. It was written by a small handful of the Tabloid’s Reporters, and usually ran poorly constructed stories to capitalize on the ‘conspiracy community’. Today’s story was about a weapons buy from the fellow Keigan country, BGP. He made note of it at the end of his notepad and bookmarked it.

The usual assistant timidly opened the door and smiled at Thomas over his glasses. “The Advisers will see you now”, he managed to mutter. Thomas noted that was all he ever heard him say, even over the months of seeing him daily. He continued in the room regardless, and entered a large council room from a side-door. He took his seat and began his report when the chair nodded his direction.

A short ten minutes later, Thomas makes it to the bottom of his list and remembers about the weapons footnote.
“… Finally, there was a short blog post on the Aelitian Inquirer. It was posted minutes before I came in so I didn’t have time to assess the reach of the story. It was announcing the appointment of the Auditor-General, and it is the first story on that I have seen yet.” At this, a couple Advisers’ ears or heads perked up. This was odd, but Thomas continues “The post also seemed to suggest they have knowledge about a massive military arms purchase from the British Grand Pacific.” Chatter began among the advisers. The Chair called for order then promptly dismissed Thomas.

Thomas quickly gathered his notes and hurried out the side door. He began down the hallway, only to be stopped by the Assistant from before calling out his name. Thomas went up to the young man, waiting for him to speak.
“The… the Advisers want me to… to tell you that they want you on alert for, the uh… for 24 hours. Something about that last story, I guess.” He spoke at his shoes, only looking up at Thomas very briefly.

“Thank you for the information, this is just what I need right now.” Thomas made quickly down the hallway, clearly exasperated. He checked the blog again, only to see ‘ERROR 404- NOT FOUND’ on the story’s page. An uneasiness fell on him, the kind he got when he was first hired to his position; but all his worries fell away when he remembered his pay grade.

President’s Council Chambers

The President sat as Chair in this session of the Council, which allowed Council business to immediately take effect. He glanced around at the Provincial Governors and their appointed Overseers, almost caring about whether they agreed with the President’s draft bill.

The matter before the Council was that of the Armed Forces’ structure, and a rather interesting one at that.

“The vote on the bill as it stands will commence.” The President announced, and the room became silent. He began to outline the document, and then asked for the votes of the Governors. A quick count of hands, and the bill passes by unanimity. The President nearly smiles at this, even though it wasn’t even a question whether it would pass; and even if it didn’t, he could just make it an Executive Order anyways.

Even the emotionally-blind Ikrisia could identify some displeasure toward her suggestion. “Of course, this is only a suggestion. Really, we sit at a table of leaders who represent the most forward-thinking and dominant nations who do not stand for other nations volleying threats at us or their own people. Surely if there is something each nation desires, a set of goals if you will, we might be able to realize those goals and see them through fruition, correct? Perhaps we should understand each other better. Perhaps we should identify our goals, aspirations, and, in some cases, demands.”

OFFICIAL ANNOUNCEMENT FROM TANO GOVERNMENT

At 0900 hours today, Sultan Jbeneri dissolved the Tanoan government, and announced that henceforth the Tano States would be a part of SHACOG. Nationwide revolts have already started throughout Tano, and reports have shown that Jbeneri has been named an enemy of the people.

A aide walked up to the President, who, after nodding once, suddenly left the room.

“The Center Island is more modernized and open to the change, it’s the north-west section we should be worried about. They’re used to little or no government action. The eastern wing is already chalked full of troops and war torn - they’d be welcome the shift in government most likely.”

“Promise autonomy, blablabla, send in the troops if needed, Keep this on the down-low”

“Yes, Mr. President”.

“Sultan’s been saying he’d do this for months, chooses right-farking-now of all times to pull the trigger.”

He straightened up his suit, sighing before leaving the room and re-entering the main negotiations room, finding his seat as the rest of the room awkwardly stared.

“We formally withdraw all claims on Dverian territory.”

Ikrisia raised her eyebrows. “Very well. Does the President wish to disclose this sudden turn of events?” She glanced at her tablet to make sure no urgent news had arrived from the front lines. Nothing that would pertain to the particular agreement at hand. At least, not yet.

An aid entered the room and handed Sydney a small, folded piece of paper. He adjusted his glasses and raised a brow as he read the simple note scribbled within. “It appears Tano has joined SHACOG.” He looked to Hunter over the rim of his glasses.

After hours of deliberations, breaks, and even arguments across the table, a draft was drawn up. Naturally, it’s not good to draw up an entire accord in one setting, so the leaders broke again for some drinks. Upon returning, the draft was finalized:

  5. Vekaiyu shall annex the remainder of Dveria.

  6. Open academies will be established for pact officers in order to train for environmental-specific operations.

  7. All signatory nations will be granted protection from any attack. An attack on one is an attack on all members.

  8. All signatory nations are able to forge their own alliances and agreements independent of this accord, so long as they do not impinge on the conditions outlined in this document.

After hours and hours, the time had come, Mr. Hunter volunteered to be the first to sign the document, taking a pen out of his suit pocket and beggining to sign his name, before labelling his position below it.

Ofcourse, this was entirely a formality as the treaty needed to be ratified by Congress, but with the national controlled Parliament and Senate, this was practically a gaurentee.

He then moved aside for the next delegation to sign.

Ikrisia was next. She quickly signed the document with her typical quick upstrokes. Of course, with her signature being in Unonian it looked quite different, but it still looked dignified nevertheless. Perhaps she could have gained more. But, in all honesty, winning most of Dveria and having a significant play in the gulf was probably the best possible outcome. Her gains would most likely be magnified after the conference anyway.

Vekaiyu’s Minister of the Interior handed the pen to Lso Yiskevi. He too was quick to sign the document, remembering that most of what Listonia would gain was not written on any public document. Plus, the document signified the end of one of Listonia’s long hated enemies. But he wasn’t stupid. He knew another Vekaiyun border would re-ignite talks about a large Vekaiyun state. Frankly, it might not be the worst idea anymore.

Marcus was last to take up the pen, following Kreskov. It may not have been a perfect arrangement with the best of bed fellows, but it was a step in the right direction. He scribbled his name to the right of Ikrisia’s.

Ikrisia smiled and walked away from the delegation. She heard footsteps behind her - no doubt they belonged to Lso.

“When can Listonia expect aid in the attack on Elephana?” he asked in Unonian.

Ikrisia waited to make sure no one was around them. “In due time,” she replied. “But in the meantime we have a bit of a quandary. See, Vekaiyu occupies Dveria. Your nation more or less cuts us off from the territory we will be governing henceforth. This is unacceptable.”

“Listonia will no doubt allow transport across both nations,” Lso said.

“It seems all too messy for me, Lso. Furthermore, you said yourself, Listonians are more Vekaiyun than separatists. And your state is still troubled. I’ll solve all your problems and make it all manageable. Vekaiyu will absorb Listonia and forge a union between Vekaiyu, Dveria, and Elephana. This union will allow separate governance, but ultimately will work toward what is dictated from Eldura. You will become Premier of Listonia. Evesuni will be retired - he doesn’t seem to have the stomach for politics anymore. As for Dveria, I have someone in mind for that nation.”

“I would have to consult some of my cabinet back home.”

She smiled. “Really, how does my proposed alliance change anything between you and I? All it does is make our two nations more intimately tied. You retain your borders and position. Listonia becomes Vekaiyun. That’s very reasonable.”

“I will let you know.”

“Think about it. All I ask. I would be happy to tell my four million troops in Listonia to continue with aiding your state. It would be unfortunate if I had to change plans.”

Kreskov watched with a smile as the signing was completed, and made his way towards the back of the room as his cell phone began ringing.

“Yes? What is it?” he answered in Laiatanese, his voice low. He knew who it was, and knew the news would be bad. It’s the only reason she’d call.

“Field reports from Bastok and Glubina are worrisome. Four lupine families have just disappeared in six days. All of which were involved in speaking out against the government. No traces left behind, their homes in perfect condition. Residents in Glubina report police brutality against lupines. They’ve been shaking down lupine businesses. Humans left alone. The two islands have been growing more and more unstable as these crimes go on. I recommend we move on this. Take back what was taken so many years ago.”

Kreskov attempted to maintain a straight face as the report was read to him by the woman on the other side of the phone. He had mastered his poker face from years of in the casinos, reinforced only by his several thousand rubla winnings per trip.

“Okay. What kind of resources can we get there immediately?”

“War in Dveria’s left our active numbers a little low. Until we can shift a large contingent of troops out of Dveria, DoD recommends airstrikes and special forces as the way to go.”

“Until we can move in more resources.”

“Correct. But we have to do something about this. Lupines are a majority of the population in the Dresdene Islands. That’s the whole reason they’re relatively autonomous.”

“Okay. We need to back the local governments of the Islands. We’ll push in once that’s complete. Let me get back to Volkgoroda, we’ll discuss this further. This isn’t the place for this kind of talk.”

“Understood.”
