[RESOLUTION] on Government Transparency

BE IT RESOLVED BY THE MAGISTERIUM OF THE EAST PACIFIC

SECTION I. CITATION

…1.1. This resolution shall be known and cited as the “Resolution on Government Transparency”.

SECTION II. FINDINGS

…2.1. Each branch of government maintains a forum in The East Pacific forums for use in conveying information and conducting government business.

…2.2. At the time of passage, the Eastern Pacific News Service (EPNS) is an active government program and ministry maintaining lengthy, quality monthly publications.

…2.3. At the time of passage, all branch leaders are encouraged or expected to submit reports to EPNS in the form of news articles, to be posted in each monthly edition.

…2.4. The government is not beholden to any legislated standard of transparency.

…2.5. The Magisterium does not wish to force bureaucratic complications on any branch of government.

…2.6. Nevertheless, transparency, accountability, and access to information are important pillars of a fair and democratic society.

SECTION III. RESOLUTIONS

…3.1. The Delegate is encouraged to create monthly informational or news releases, in EPNS if applicable, or otherwise within a public medium accessible to all citizens, including but not limited to discord and the Executive forum, in which they report on the accomplishments and goals of the Executive branch for the month.

…3.2. The Provost is encouraged to create monthly informational or news releases, in EPNS if applicable, or otherwise within a public medium accessible to all citizens, including but not limited to discord and the Magisterium, Office of the Provost subforum, in which they report on the laws, motions, resolutions, and other activities of the Magisterium for the month.

…3.3. The Viceroy is encouraged to create monthly informational or news releases, in EPNS if applicable, or otherwise within a public medium accessible to all citizens, including but not limited to discord and the Conclave, Viceroy’s Office subforum, in which they report on the court filings, verdicts, and internal management activities of the month.

…3.4. The Grand Vizier is encouraged to create monthly informational or news releases, in EPNS if applicable, or otherwise within a public medium accessible to all citizens, including but not limited to discord and the Praesidium forum, in which they report on the activities and goals of the Viziers, EPPS, and Citizenship Office for the month.

…3.5. All branch leaders are encouraged to announce all appointments and dismissals of leadership offices and official nominations to the branch, and maintain up-to-date information on branch membership, even when not required by law.

…3.6. Though EPNS is encouraged as a medium of communication for the government, it should not be limited to government-sponsored or endorsed ideas.

…3.7. Branch leaders are encouraged to respond to questions, requests, and petitions for action when they arrive, and maintain a medium by which such may be made.

I previously introduced a resolution on Executive transparency, but withdrew it in favor of a more official, formal legislative act. This act was shot down for being too byzantine, so I’ve decided to revert to the Resolution format and encompass all branches in its contents. The goal here is for the Magisterium to STRONGLY RECOMMEND that tenets of transparency are followed so that citizens have access to information and the government maintains accountability to the people – which it should, as this is a democracy. I am interested in refining the language and provisions of this Resolution, but it’s worth noting that this Resolution is non-binding, and meant to be such.

2.1 is already deprecated. We’ve not used the forums in ages…

I mean we’re using forums right now, they’re more just record keeping and non-Executive formal discussions, rather than the place where everything happens.

“The Delegate’s Government” is regularly updated with members of cabinet, which meets part of the Resolution’s provisions.

You’re legit making a mockery of your own clause here though

How do you mean?
